    MEAL Supervisor - ECHO Project

    General job description:

    • The Monitoring, Evaluation, Accountability and Learning (MEAL) Supervisor, under the supervision of the MEAL manager provides methodological and technical support to teams to ensure the quality of MEAL tools in projects and programmes, working within the framework established by the MEAL department/organisation, also as the MEAL Supervisor with previous experience in CFRM will supervise the CFRM Officer by ensuring a Structural and clear feedback/complains channels are maintained, and complaints channelled internally to the appropriate department
    • As the MEAL Supervisor will also ensures that MEAL approaches, methods, tools are relevant and consistent across Tdh programs and partner organizations. Helps plan and implement activities requiring specific MEAL expertise. The Supervisor will help to develop a dynamic approach to MEAL inside and outside Tdh (as part of regional partnerships, networks, centres of expertise, working groups, etc.). Ensures MEAL is an integral part of the program department, and the MEAL department plays a support role for the program department. Support to develop, especially for the program department, an institutional culture that encourages critical thinking, collective learning, and teamwork, as part of the organization's focus on quality and accountability. The MEAL Supervisor will also plays an important role in improving information management and data quality, and in strengthening knowledge sharing.
    • In the capacity of MEAL Supervisor, will ensure that data trends and analyses can be extracted from the information entered into the system. Will also ensure data is gathered to report in monthly 5Ws, shared with the appropriate sector that ensures high-quality information management of target beneficiaries in the project. Will also support the Design, Monitoring, Evaluation and Learning Team as required.

    Main responsibilities:

    General

    • Support the MEAL manager in developing and implementing monitoring plans that are consistent with the organization's orientations for projects.
    • Support the MEAL Manager in implementing an appropriate and effective MEAL system that, where possible, brings together project and program partners during the monitoring.
    • plan design phase and during the sharing and using of data.
    • Help establish MEAL budgets by encouraging the optimal allocation of available resources (including financial, logistical, technical, and human resources) for MEAL.
    • Support the MEAL Manager in implementing an appropriate and effective MEAL system that, where possible, brings together project and program partners during the monitoring.
    • plan the design phase and the sharing and using of data.
    • Ensures ethical principles related to MEAL are respected, especially those concerning gender equality, fairness, and "do no harm". Protects confidential data, applies the principles of informed consent, and protects children during the collection, processing, analysis, and use of MEAL data.
    • Support to establish, implement and monitor the beneficiary Complaints Feedback and Response Mechanism (CFRM) for the program in line with Tdh standard beneficiary CFRM procedures.
    • Prepare and submit field visits or monitoring reports.

    Technical support

    • Apply basic MEAL concepts to protection (child protection), WASH, maternal and child nutrition intervention programs
    • Design and use monitoring and evaluation frameworks for the above-stated programs.
    • Support the regular project reviews by presenting the first draft of MEAL data and findings to continuously improve program performance
    • Support in describing measurement challenges in monitoring and evaluating program activity.
    • Supporting The MEAL Manager in providing technical support during the design of monitoring tools and the collection and analysis of data, working with the Information Management and program teams.
    • Contribute to organizational learning and best practices through supporting specific analysis, lessons learned, and reports;
    • Support the MEAL Manager to prepare and organize routine monitoring activities and special monitoring for projects.
    • Ensures monitoring tools are used correctly during the implementation phase, during data collection activities.
    • Supports MEAL manager in data analysis processes and assists in drafting qualitative reports for effective program management.
    • Planning and implementation of baseline surveys, end-line survey monitoring and evaluation exercises, and project impact assessments as stated on the MEAL work plan. Provides technical support to ensure that MEAL information is used successfully and
    • adapted to target audiences during operational and strategic decision-making, at the
    • delegation, and in coordination with head office, including for institutional reporting. Provides advice and methodological support during the recruitment of MEAL consultants (by drafting terms of reference recruiting and following up on consultancy).
    • Inform the MEAL manager, Project Leader and/or Programme Coordinator of any unmet targets, contextual changes (risks and opportunities), and negative effects on beneficiaries.
    • Ensure strict compliance to TdH's national and international policies, procedures and practices, including adherence to Do No Harm and child protection
    • Support the project team in drafting weekly and monthly reports. Support the Design, Monitoring, Evaluation and Learning (DMEL) team in tracking and
    • analysing all pre and post-tests conducted in the project locations.
    • Support in documenting all project data and reporting them accordingly to various authorities on a need-to-know basis.
    • Learning/training
    • Support in conducting quality assurance (DQA) every quarter.
    • Helps build the skills of the teams and partners he/she supports in the MEAL field.
    • Helps capitalize on knowledge in CP, WASH, and other program MEAL-related issues. Contribute to organizational learning and best practices by supporting specific analysis, lessons learned
    • Understands and applies security policies, the Child Safeguarding Policy and fraud prevention policies.
    • Competencies: This position requires personal, social and leadership competencies (PSLC) and technical and methodological competencies (TMC)

    Position Requirments:

    • Knowledge of project cycle management concepts, processes, and tools, and experience in leading participative processes
    • Three (3) years of progressive professional work experience in a similar position with non- governmental organizations at least one of these must be in humanitarian emergency work, preferably in child health, child protection, WASH, and nutrition programs.
    • Expertise in developing, planning and implementing MEAL systems, procedures and tools
    • Experience in strategic planning and performance management, including indicator selection, target setting, reporting, database management, and developing MEAL and performance monitoring plans.
    • Knowledge of the major evaluation methodologies (qualitative, quantitative, mixed method, and impact) and data collection and analysis methodologies in the humanitarian aid/development sector.
    • Extensive experience in data collection and analysis Knowledge of information management software and tools (statistics, investigation management and mapping)
    • Experience in planning and managing surveys, developing and refining data collection tools, and with data quality assessments and oversight.
    • Expertise in databases, MS Office, and other analysis software
    • Knowledge of the major evaluation methodologies (qualitative, quantitative, mixed method, and impact) and data collection and analysis methodologies
    • Awareness and knowledge of ethical issues related to MEAL: do no harm and sensitivity to gender and diversity.
    • Knowledge of and professional experience in the children's rights field (protection and health) in the humanitarian aid/development context

    Others

    • Undertakes all other duties that may be determined by the MEAL Manager that are compatible with the job.
    • Maintain and ensure a culture of strict confidentiality regarding Tdh activities, beneficiaries, staff-related issues and those with third parties.

    Security and Compliance:

    • Ensure adherence to Tdh Security Regulations and promptly report any incidents or risks.
    • Fully comply with Tdh’s Global Code of Conduct, including safeguarding policies, anti-fraud/corruption policies, and those related to the prevention of financing criminal activities. Systematically report any breaches through the whistle-blowing framework.
    • Promote awareness within the Foundation regarding abuse, violence, and related rights, respecting the rights and dignity of children, community members, and staff.
    • Commit to Tdh’s risk-management policies, including the Child Safeguarding Policy, Policy on Protection against Sexual Exploitation, Directive on Staff Misconduct, Safety and Security Policy, and Anti-Fraud/Corruption policies.
    • Develop a culture of open and informed leadership to reduce the risk of abuse and harm in our work with children and communities.
