    Technical Officer - Comprehensive HIV / TB Program

    Job Description

    • The Technical Officer-CHTB will provide technical support at the state level to implement high quality care, treatment and support activities with primary focus on technical areas of comprehensive TB and HIV/AIDS programs including laboratory, pharmacy, logistics, prevention, care, treatment, TB, RMNCH, mitigation, monitoring and evaluation.
    • S/He will also provide support with technical leadership and engage with stakeholders and as approved, represent the organization at stakeholder events.

    Minimum Recruitment Standard

    • MB.BS / MD / PhD or similar Degree with 2 to 4 years of progressive relevant experience in managing comprehensive TB and HIV programs in resource-constrained settings.
    • Or MPH or MS/MA in relevant degree with 1 to 2 years of progressive relevant experience in managing comprehensive TB and HIV programs in resource constrained settings.
    • Or BS/BA in pharmacy, microbiology, health sciences, monitoring and evaluation, public health or in relevant degree with 2 to 5 years of progressive relevant experience in managing comprehensive TB and HIV programs in resource constrained settings.

    Assistant Technical Officer - Monitoring & Evaluation

    Job Description

    • Will support the project’s M&E systems towards ensuring quality data and information management and reporting of the project and other deliverables.
    • S/he will work with program and technical staff to support the correct implementation and use of monitoring and evaluation tools, and adherence to complete, correct and timely reporting, ensuring that the quality of program/project activities adheres to SOPs by supporting the development and implementation of appropriate mechanisms to ensure quality.
    • S/He will work with others and local implementing partners to ensure the monitoring and evaluation activities are appropriate and meet the donor and project’s M&E needs.

    Minimum Recruitment Standard

    • MB.BS / MD / PHD or similar Degree with 1 to 3 years relevant experience in monitoring and evaluation with a sound understanding of HIV/AIDS with the provision of PMTCT and anti-retroviral therapy (ART) in resource-constrained settings.

    Technical Officer - Prevention, Care and Treatment

    Job Description

    • Will provide day-to-day technical and programmatic support related to clinical management of HIV/ AIDS and PMTCT.
    • Provide technical support to implement high-quality care, treatment and support activities with primary focus on clinical management of HIV/AIDS including the provision of Anti-retroviral therapy (ART).
    • Assist in the development of strategies for the design and implementation of HIV/AIDS mitigation interventions.
    • This includes orphans and vulnerable children programming, home-based care and other care and support activities at the community level.
    • the design and implementation of components related to clinical management of HIV/AIDS, including the use of Anti-retroviral treatment in field-level projects and programs. Provide technical assistance in HIV/AIDS care and support capacity building at the state level.
    • Work with relevant technical staff to adapt and disseminate guidelines, tools and procedures that will support the achievement of quality service delivery. Provide technical assistance in HIV/AIDS prevention and mitigation capacity building to field programs and develop guidelines, tools and recommendations related to the implementation, evaluation of prevention and mitigation of HIV/AIDS.

    Minimum Recruitment Standard

    • MB.BS / MD Degree with 4 to 6 years post-national youth service experience in clinical care with a sound understanding of HIV/AIDS with the provision of PMTCT and anti-retroviral therapy (ART) in resource-constrained settings.
    • Experience in project development with proven experience in the planning and facilitation of training is required.
    • Familiarity with Nigerian public sector health systems and NGOs and CBOs is highly desirable.

    Assistant Technical Officer - Community ART

    Job Description

    • Will provide technical and programmatic support to implement high quality comprehensive HIV/AIDS programs (ART, PMTCT, TB/HIV, RH/HIV, and HTS) and other services including direct service provision support for community level services based on the ongoing HIV and Tb surge in Akwa Ibom state. Support, scale up and coordinate the community level implementation of integrated HIV and TB surge strategies aimed at maximizing HIV case finding efficiencies based on the 95:95:95 strategies.
    • S/He will support optimal linkage and enrolment rates for identified HIV positive adult, adolescent and paediatric clients at community  level based on the 95:95:95 strategies, support the community level implementation of test and start strategy including same day ART enrolment for identified HIV positive adults, adolescent and paediatric patients based on the 95:95:95 strategies and also support the community level implementation of strategies aimed at optimizing retention in ART care and enhancing virological suppression for adult, adolescent and paediatric patients enrolled in ACE-supported treatment locations based on the 95:95:95 strategies.

    Minimum Recruitment Standard

    • MBBS with a minimum of  1 year post  national  youth  service experience  in clinical care  OR Registered Nurse/Midwife/BSc Nursing  with  a minimum of 3 years post qualification experience.
    • A sound understanding of HIV/AIDS, TB and TB/HIV technical areas.
    • Knowledge of Nigerian clinical setting including government and non-government settings.
    • Experience in integrated HIV care delivery.
    • Sensitivity to cultural differences and understanding of the social, political and ethical issues surrounding HIV infection.

    Assistant Technical Officer - Pediatric HIV & PMTCT

    Job Description

    • Will provide technical and programmatic support to implement high quality facility-level paediatric ART, PMTCT, RH/FP, OVC support and other services at the state level.
    • In addition, will work with others in the state office, local implementing partners and facility staff to ensure all services provided are appropriately documented using the national tools/organizational reporting platforms.
    • Provide technical assistance to health facilities to ensure the provision of an integrated and holistic paediatric ART and PMTCT services, provide support for quality paediatric HIV care including diagnosis and management of opportunistic infections, ARV regimen optimization and monitoring for improved viral suppression, adverse drug reactions and drug resistance, coordinate facility and community-level interventions to ensure mother-baby-pair tracking, adherence support and retention of children on ART.
    • The Technical Officer will work with the OVC partners in the state to ensure bi-directional linkages of children living with HIV/AIDS, provide technical and programmatic support to implement high quality care and support activities in PMTCT/EID sites in collaboration with appropriate GoN stakeholders, ensuring timely and adequate documentation.
    • He/she will also contribute to the development of lessons learned from programs and projects related to clinical management of paediatric HIV/AIDS, PMTCT, RH/FP and integrated medical services and apply these lessons to improve the design of new and existing programs.

    Minimum Recruitment Standard

    • MB.BS / MD / PHD or similar Degree with 3 to 5 years relevant experience in clinical care with a sound understanding of HIV/AIDS with provision of PMTCT, TB and anti-retroviral therapy (ART) in resource constrained settings.
    • BSc. Nursing, Public Health, Pharmacy, or other closely related field with 3-5 years relevant experience.
    • BS/BA in Statistics, Microbiology, or other relevant degree with 5 – 7 years relevant experience.
    • Familiarity with Nigerian public sector health systems and NGOs and CBOs is highly desirable.
