    Health Informatics Officer

    Job Summary

    The Health Informatics officer under the supervision of Associate Manager, Health Management Information System, will assist in the maintenance of KP CARE1 electronic medical record (LAMISPlus), maintenance of the DMEL (DHIS2), HFR, and interoperability of the EMR with the NDR.

    He/she will work as a Database Administrator and Quality Assurance Specialist, responsible for developing and enforcing database standards, guidelines, operational policies and procedures, assisting the software development life cycle. Primarily, quality assurance and managing the deployment of regular updates to our applications.

    Writing database documentation, including data standards, procedures and definitions. Maintain regular periodic backup of all databases and ensure they are up to date.

    Helping to develop visualization reports and analyses in the form of charts, pivot tables, graphs, time series tables, etc. that show trends and patterns of historical data.

    Using optimized SQL queries to extract data from primary and secondary sources to create required data sets and training healthcare staff on health information system deployment and management.

    Essential Duties and Responsibilities

    • Implement and manage health information systems to collect, store, and retrieve healthcare data efficiently.
    • Ensure the availability and functionality of health information systems and associated software applications.
    • Analyze healthcare data to identify trends, patterns, and insights that can inform healthcare strategies.
    • Generate regular reports and dashboards to facilitate data-driven decision-making.
    • Develop and implement data quality control measures to ensure the accuracy and reliability of healthcare data.
    • Monitor data integrity and resolve data discrepancies as needed.
    • Collaborate with IT teams to ensure interoperability and integration of health information systems with other organizational systems and external platforms.
    • Provide training and support to healthcare staff on the use of health informatics tools and systems.
    • Build the capacity of healthcare professionals to effectively utilize health data for improved patient care.
    • Ensure compliance with data privacy regulations and maintain the security of health information systems.
    • Implement measures to protect sensitive healthcare data from unauthorized access.
    • Evaluate and recommend improvements to healthcare workflows through the use of informatics tools and technologies.
    • Identify opportunities to streamline processes and enhance efficiency.
    • Any other tasks assigned

    Qualifications

    Education and/or Experience:

    • HND/BSc/MSc degree in Computer Science, Engineering, and Information Technology, Health Informatics or more than 4 years' experience working in developing effective healthcare information systems and evaluating healthcare data
    • Software development experience (Java)
    • Proficient knowledge of M&E and Health Informatics.
    • Proven hands-on electronic medical records development experience
    • Excellent knowledge of Relational Databases
    • Working with technologies such as PostgreSQL, Python and R
    • Experience working with Python libraries such as pandas, NumPy, seaborn, matplotlib for data analysis         
    • Analyze large amounts of information to discover trends and patterns
    • Collaborate with engineering and product development teams

    Language Skills:

    • Excellent oral and written English communication skills
    • Knowledge of Local Language preferred.
    • Demonstrated competency in public speaking

    Computer Skills:

    • Proficiency in SQL, Python and Excel programming
    • Software development experience(Preferably Java)
    • Proficiency in Microsoft Office Suite, Windows operating systems
    • Other software routinely used by Heartland Alliance Nigeria

    Work Environment:

    • The noise level in the work environment is usually moderate.
    • The employee will be required to co-locate with local partners usually in the same office.
    • The employee is required to travel regularly to often insecure and limited-resource environments.
