    Project Director

    Call For Resume

    Heartland Alliance Ltd/Gte is bidding for the Expansion of Community HIV Response in Nigeria under the President's Emergency Plan for AIDS Relief (PEPFAR), with the Agency Notice of Funding Opportunity Number CDC-RFA-GH-24-0072. This five-year cooperative agreement aims to support civil society organizations (CSOs) in collaboration with the Government of Nigeria (GoN) to expand the delivery of comprehensive HIV services to sub-population groups through community-led approaches. The project will focus on select Centers for Disease Control and Prevention (CDC) -supported sub-national units (SNUs) in Delta, Gombe, Imo, Nasarawa, and Oyo states.

    Heartland Alliance Ltd/Gte is currently seeking qualified candidates for this position.

    Job Summary

    The project director will have overall responsibility for administration, program management, performance monitoring, technical implementation, and strategic oversight of all aspects of project activities; s/he will serve as the principal institutional liaison to CDC/Nigeria and should be expected to have regular and transparent communication with the CDC/Nigeria Project Officer, other stakeholders and national- level partners. This position reports directly to the Chief Executive Officer.

    Summary of Essential Duties and Responsibilities:

    • Maintain overall programmatic and financial management responsibility for the CDC Expansion of Community HIV Response in Nigeria through Civil Society Organizations project activities and ensure that Heartland Alliance Ltd/Gte abides by CDC financial and programmatic procedures, rules and regulations.
    • Ensure that program goals and objectives are met within the agreed timeframe and budget.
    • Oversee the development of annual work plans, monitoring and evaluation plans and other required documents.
    • Produce and deliver all required program reports.
    • Directly supervise the other key personnel on the program, as well as program staff, to ensure that all deliverables are met in a timely fashion.

    The key roles of the project director are categorized under the following among others; project planning and implementation, stakeholder engagement, collaboration and partnerships, program capacity building and technical assistance, risk management and problem solving, knowledge management and dissemination, ethical considerations, quality assurance and compliance, program monitoring and evaluation.

    Qualifications

    • A minimum of a master’s degree in public health, Health Administration, Management, Social Work, or Business Administration with a focus on public health, social sciences, or related field. A first degree in Medicine is preferred.
    • Minimum of twelve (12) years of experience with progressively increasing responsibility designing, implementing, managing, and leading large development programs involving multiple partners, stakeholders, and geographic target areas in a developing country.
    • The 12 years must be inclusive of five (5) years prior experience as a Project Director or similar leadership role of similar size and complexity.
    • The 12 years must also be inclusive of a minimum of three (3) years of experience providing specific technical direction and oversight of the development and management of a comprehensive treatment program, specifically HIV and TB and other opportunistic infection service delivery programs.
    • Demonstrated research skills with previous experience leading a technical activity through evidence and data driven decision making.
    • Demonstrated ability through previous experience to establish and maintain productive working relationships with a wide network of partners and stakeholders.
    • Demonstrated ability through previous experience to effectively work with community leaders and members, senior government officials, dignitaries, executives of NGOs, Faith Based Organizations (FBOs), CBOs, and the for-profit business community, and senior members of the donor community.
    • Excellent interpersonal, writing and oral presentation skills in English. Experience with managing successful US government programs will be required.
