    Gender and Climate Change Expert

    Background

    • In recognition of the need for women and men to be equally represented in all aspects of climate action and to achieve Nigeria’s climate priority of equal access and opportunities across all sectors, the Canada’s Field Support Services Project (FSSP) seeks to provide a gender and climate change expert to carry out an assessment on gender as it relates to climate change in Nigeria in support to the National Council on Climate Change (NCCC).
    • The project entitled “Gender-Responsive Climate Change Action in Nigeria” will be implemented by a consultant expert in gender and climate change which will be supervised by the NCCC. This assessment will identify gaps, areas for improvement and ensure that gender equality goals are met. It will also lead to effective policies and programs and the efficient use of resources.
    • Women commonly face higher risks and greater burdens from the impacts of climate change in situations of poverty, and the majority of the world’s poor are women. Women’s unequal participation in decision-making processes and labour markets compound inequalities and often prevent women from fully contributing to climate-related planning, policy-making and implementation.

    Scope of Work

    • Manage the day-to-day implementation of the program at national level including coordinating the delivery of activities and outputs (such as workshops, studies and publications);
    • Ensure the timely conduct of gender and climate change assessment to identify gaps, areas for improvement.
    • Ensure project activities and results are delivered in accordance with the required quality, standards and specified time and cost constraints;
    • Ensure timely preparation and submission of budget and financial reports and cash advance requests;
    • Ensure capacity-building to the NCCC gender team.
    • Facilitate the development of a mechanism for reporting and communication of gender activities in MDAs and other institutions.
    • Develop indicators and frameworks to measure gender-related outcomes and impact that ensures goals and targets are being met.
    • Undertake other tasks assigned by the NCCC in line with the TOR.

    Required Competencies, Skills and Education Competencies

    • Master's Degree in Gender Studies. Candidates with combined degrees will have an added advantage
    • Graduate degree in Environmental Science or related field (Master’s degree required, PhD or equivalent would be an asset)

    Additional Competencies Required:

    • Minimum of 7 years of experience (10 years for Bachelors) in development programming or policy focused on gender assessment, analysis and mainstreaming in government policies and programs.
    • Experience working with women focused or led organizations.
    • Analytical skills, initiative, sound judgment, results-oriented and efficiency in a multi-tasking environment
    • Excellent knowledge of a range of climate change thematic areas (mitigation, vulnerability, technology transfer, NDC, renewable energies adaptation and financing, GHG Inventories:
    • Knowledge of the UNFCCC, the COP, and its subsidiary bodies;
    • Substantive (at least 3 years) experience in collaborating with and consulting for governments on climate change issues, particularly in developing countries in the areas relevant to emission reduction;
    • Good inter-personal and teamwork skills, networking attitude, ability to work in multi-cultural environment
    • Ability to work under pressure in complex situations
    • Willingness to travel, if required to coordinate, attend and monitor project activities
    • Full working knowledge of English, including excellent writing and presentation skills
    • Very good computer skills and ability to use information technology as a tool and resource.
    • Candidates must have proven authorization to work in Nigeria.

    Minimum Experience:

    • Minimum of 5 years of professional experience in relevant field

    Language Skills:

    • Excellent writing, editing and oral communication skills in English
