    State SBC Polio Facilitator - Kano

    Role objectives

    • Work with a cluster of LGA / ward teams to ensure deeper ward analysis, planning & implementation of strategic communications interventions & be responsible for basic monitoring.
    • The specific communication interventions to be implemented in each area will be informed by local knowledge & the unique characteristics of the wards / settlements.
    • Support the development of LGA social mobilization action plans for polio & non polio Supplemental Immunization Activities (SIAs )targeting high risk wards in the high risk LGAs within the state.
    • Facilitate, in coordination with our clients Field Offices (FO's), the effective use of social mobilization funds channeled through the government departments at the state, LGA & ward levels for SIA.
    • Support training of state / LGA / ward staff & vaccination personnel in social mobilization activities, including interpersonal communications.
    • Advocate with LGA / ward policymakers & religious & traditional leadership for support for implementing polio & non polio campaigns / RI.
    • Participate in planning & implementing media & communication activities & work with media groups & networks for coordinating our client supported programs during SIPDs.
    • Work directly & collaborate with traditional district & ward leaders to increase community participation & OPV acceptance to reduce missed children during campaigns.

    • Analyse data for specific trends / patterns of non compliance, poor coverage, dropouts, left outs, etc. & undertake coordinated actions to facilitate the process of reaching such communities / households.
    • Coordinate stakeholders such as NGOs, CBOs, religious groups, women’s groups & youth groups for their involvement & participation in polio eradication activities.
    • Work closely with other partners like WHO, Rotary, Red Cross, NTLC / SPHCDA & other relevant government partners.
    • Ensure strong supervision of LGA Facilitators & other polio communication team members in their cluster of LGAs within the accountability framework.
    • Support all required activities in respective clusters of LGAs to increase coverage for routine immunization.
    • Support any emergency non polio SIAs such as COVID-19, as required by the organization & any other duties assigned by the supervisor.

    Expected output:

    • Based on the major tasks outlined above, a work plan should be submitted for approval by supervising Facilitator / SBC Specialist / Health Specialist two weeks after joining with clear monthly deliverables for each month of the contract period.
    • A detailed work plan at the beginning & monthly work plans thereafter (1st week of each month).
    • Monthly report of activities, outcomes, mission reports & Notes for Record (NFR) on meetings, etc. (monthly).
    • Accountability dashboard indicators submitted monthly & strict adherence to the accountability framework in the state.
    • One report after each IPD by using a supplied template on intervention & other social data tools / social mobilization indicators (as per IPD conducted).
    • One end of contract report.

    Expected results:

    • Data driven & evidence based high risk operational plans with strong communication components in place across all LGA's within the assigned cluster of LGAs contributing to a reduction in missed children & quality campaigns (every campaign).
    • Immunization barriers identified, analyzed & overcome by social mobilization groups & key influencers (updated monthly in all LGAs).
    • The number of missed children & non compliance is reduced through intensified social mobilization activities.
    • Full implementation of the accountability framework across all LGAs within the cluster leading to high quality immunization activities (monthly dashboard updated & quarterly review of Facilitators).
    • Polio & routine immunization, M&E reports from LGA are available at state, FO & Abuja levels (weekly & monthly report submitted).

    Key competencies

    • University degree in social sciences, communication, public health, community nutrition, community development or related technical field.

    • At least 3 - 5 years of progressively responsible professional work experience at the state / LGA level in program planning, management, monitoring & evaluation in immunization programs.
    • Experience in social mobilization, advocacy & communication in health related programs, polio eradication campaign, IEC materials development, training / capacity building, team building.

    LGA SBC Polio Facilitator

    Role Objectives

    • Supervise a team of Volunteer Ward Supervisors (VWS), Polio Survivor Group (PSG) & VCM in his / her area(s) through regular monitoring, capacity building & supportive supervision.
    • Work within specified LGA(s), ward & settlement to ensure deeper ward / settlement analysis, planning & implementation of strategic communications interventions.
    • The specific communication interventions to be implemented in each area will be informed by local knowledge, social data & unique characteristics of the wards / settlements.
    • Consult with our clients SBC & State Facilitator to mobilize & ensure the effective organization and functioning of the LGA social mobilization task team.
    • Support LGA Health Educators in meetings of the LGA social mobilization team to plan, implement & report on communication interventions supporting the polio & non polio Supplemental Immunization Activities (SIA) programs & targeting high risk wards within the state.
    • Conduct regular community mapping exercises to identify vulnerable groups, hard to reach communities, strategic communication & mobilization delivery points & channels for messaging, advocacy & public education (microplanning).
    • Identify training needs / gaps of various groups & seek support from our clients SBC & State Facilitator to implement capacity building activities to fill knowledge gaps & address deficiencies.
    • Identify & engage key local influencers such as district heads, religious leaders, women groups, town announcers, traditional dancers, pharmacists & socio cultural groups & support the planning & implementation of such activities such as majigis, mop up activities, use of local town announcers & special events, to create high levels of public awareness, to resolve non compliance & reduce missed children.
    • Monitor the relevance & use of IEC materials & make specific recommendations to our clients SBC & State Lead on their adaptability to local reality.
    • Spend adequate time working with various community groups & monitor all SBC activities so that our clients support to local level interventions & their impact can be documented across all their programs (health / polio, WASH, education, nutrition, child protection).
    • Track the delivery & efficient utilization of campaign social mobilization funds at the LGA level.
    • Report on how funds are spent to support various communication activities and facilitate, in coordination with our clients SBC & State Facilitator, the effective use of social mobilization funds (channeled through the government departments) at the state, LGA & ward for polio & non polio SIAs.
    • Monitor & report, every month, factual & complete disbursement honorariums to VCM's, PSG's & VWS's, reporting immediately any misappropriation of funds to our clients Program Manager (Polio) & State Facilitator.
    • Actively participate in all state level pre campaign trainings as appropriate.
    • Support all SBC activities in respective LGA / wards / settlements to promote child survival & protection.
    • Support different sectors to mark & celebrate global & national days, e.g., global hand washing day, day of the African child, etc.
    • Respond appropriately to health emergencies & disease outbreaks through the risk communication & community engagement committees at the LGA level.

    Expected output:

    • A detailed work plan at the beginning of the contract & monthly work plans thereafter.
    • Sharing & uploading of data to ODK & other data tools at agreed timelines.

    State Facilitator (VSL)

    Overview of position

    • To sustain the vaccine management technical support, ensuring effective supplies of safe & quality vaccines up to the last mile as well as facilitating the visibility into vaccine stock data for decision making.

    Role objectives

    • Support the development of annual & quarterly state work plans for EPI (vaccine security, logistics & service delivery) to ensure conformity with Comprehensive Multi Year Plan (CMYP) / Nigerian Strategy for Immunization & Primary Health Care System Strengthening (NSIPPSS) & State Logistics Working Groups (SLWG) workplans.
    • Support the implementation of state work plans for EPI (vaccine security, logistics & service delivery) to ensure alignment with the workplan goals, Effective Vaccine Management Improvement Plan (EVM IP) including articulation of a well defined action tracker for monitoring implementation.
    • Support the development of SLWG work plans towards implementing the vaccine management standards & practices including bundling vaccines, maintaining stocks levels, preparing & following optimised distribution plans of vaccine, devices & data tools forRI (Routine Immunization) & SIAs & ensuring cold chain functionality & maintenance in line with Effective Vaccine Management (EVM) standards.
    • Review the temperature records of state cold stores & advocate for solving identified gaps such as ensuring timely repair & routine maintenance of cold chain equipment; backup generators are functional, adequate funds are provided to operate generator as required on continued basis & provide regular reports.
    • Ensure that computerized temperature monitoring devices, provided to stores are functional & maintained & Temperature Monitoring & Control (TMC) systems are adhered to.
    • Facilitate the development of a state action plans for implementation of the polio & other SIAs including MNCHWs in the target states & support their implementation.
    • Facilitate tracking progress of implementation of the EVM improvement plans at state, LGA & health facility level by the SLWG.
    • Facilitate conduct of cold chain inventory & development of cold chain planning, including CCEOP implementation in the state of assignment.
    • Facilitate the roll out of open LMIS & thrive 360 in the state of assignment, ensuring timely & quality reporting.
    • Support last mile vaccine delivery to ensure availability of potent vaccines at the service points.
    • Serve as state Technical Advisors in cold chain management, delivery & distribution of vaccines for the polio eradication & RI program.
    • Assist with the implementation of guidelines & norms regarding cold chain & safety of immunization services delivery.
    • Support the state team in ensuring timely planning & disbursement of funds to LGAs.
    • Develop specific related vaccine security & logistics strategies for reaching the hard to reach, nomadic & minority groups in the high risk within the state.
    • Transfer of competences to state & LGA Cold Chain / Logistics Officers on VSL issues.
    • Support capacity building of government & partners in immunization with special emphasis on VSL considering the lessons learnt & new developments from the EVM processes & new vaccine introduction.
    • Support capacity building of state Cold Chain Officers on new cold chain equipment technologies, considering GAVI CCE optimisation systems, for effective cold chain planning in respective states.
    • Assist state / LGAs in building cold chain & logistics equipment inventory & efficient equipment management systems, utilize same for needs assessment & provide corrective trainings as the need arises.
    • Support states in conducting trainings, supportive supervisions in vaccine management & logistics & cold chain maintenance.
    • Provide regular comprehensive bottleneck analysis of stock, cold chain operational status & coverage (RI & SIA, including COVID-19) of states & support states in implementing the innovative solutions monthly.
    • Support the CCO & SIO to be conversant with the use of navision & ensure completeness & accuracy of the data therein.
    • Undertake supportive supervisory field visits to LGA & communities to assess progress, identify problems & propose remedial or alternative strategies or courses of actions to accelerate / improve quality of EPI delivery in the assigned state.
    • Carry out any other duties in support of our client led health interventions as assigned by supervisors or authority of our clients Field Office (FO).

    Deliverables:

    • Weekly stock validation & submission of collated status of vaccine stocks on approved formats.
    • Weekly temperature monitoring reports, incidence management & tracking of implementation of RTMD system.
    • Monthly RI & SIA (where applicable) vaccine utilization / consumption & wastage rate tracking & reporting.
    • Quarterly cold chain inventory status update & submission of updated IRP tool.
    • Quarterly submission of state heat map for supervisory / targeted / standalone EVMA & cIP updates.
    • Consultant must submit a detailed work plan to his / her supervisor at the beginning of the contract period for the entire contract period.
    • Supervisors will have the flexibility to review with the consultant as needed on a monthly or quarterly basis.
    • A monthly progress report should be provided by each consultant to their supervisor for payment of consultants fees.
    • A detailed assignment report will be required at the end of the current contract period.

    Project reporting

    • This role reports to the line manager.

    Key competencies

    • Bachelor’s degree in basic sciences, health & allied / material management / engineering or equivalent (minimal) with at least 3 years progressively professional work experience with at least 1 year at providing technical support in the area of logistics, supply chain management, cold chain or a master’s degree in public health / pharmacy, health sciences, basic medical sciences or engineering.
    • Experience in managing cold chain system for vaccines or other related medical supplies & providing immunization services is an advantage.
    • Fluency in English (minimal) & knowledge of any of the three major Nigerian languages is an added advantage (Igbo, Hausa & Yoruba).
    • Proven ability to conceptualize, develop, plan & coordinate logistics activities as well as to transfer knowledge and skills.
    • Good analytical & negotiating skills.
    • Ability to work in an international or multicultural environment.
    • Proficiency in computer applications including Excel & PowerPoint.
    • Ability to work as a team member.
    • Ability to monitor progress, collect & analyze data, effect corrections & prepare reports.
