    Traffic Controller / Flagman (Road Construction)

    Overview

    • The Flagman ensure proper and safe traffic control of all equipment, operators, vehicle and human resource in the construction Site.

    Responsibilities

    • Collaborate with HSE Team to ensure compliances to road safety signs
    • Control traffice of all mobility in the construction site
    • Ensure speed limit are stricticly adhered to in the construction sites
    • Manage pass approvals of all vehicle in the construction Site.

    Qualifications

    • Candidates should possess an SSCE qualification with 5+ years relevant work experience.

    Material Controller (Road Construction)

    Responsibilities

    Material Planning:

    • Develop and implement a comprehensive material control plan for the construction project, and collaborate with project managers and engineers to forecast material needs based on project timelines and requirements.

    Procurement and Sourcing:

    • Source and procure construction materials from approved suppliers, ensuring quality, cost-effectiveness, and compliance with project specifications.
    • Negotiate contracts with vendors, manage supplier relationships, and evaluate supplier performance.

    Inventory Management:

    • Implement inventory control measures to prevent shortages or overstock situations, optimizing material utilization, while maintaining an accurate and up-to-date inventory of construction materials, tracking quantities, locations, and usage patterns.

    Logistics Coordination:

    • Monitor transportation costs, lead times, and coordinate with logistics teams to ensure the timely delivery of construction materials to project sites, minimizing downtime and disruptions.

    Quality Control:

    • Implement procedures for the inspection and acceptance of materials upon receipt, while collaborating with the quality control team to ensure that all construction materials meet project specifications and quality standards.

    Documentation and Reporting:

    • Maintain accurate records of material transactions, including receipts, issue reports, and returns, and generate regular reports on material usage, inventory levels, and procurement status for project management.

    Risk Management:

    • Identify potential risks related to material availability, quality, or cost and develop contingency plans to mitigate and address any material-related issues promptly, while working with project teams

    Compliance:

    • Ensure compliance with relevant regulations, standards, and safety guidelines in the procurement and handling of construction materials, and stay informed about industry trends and advancements in construction materials.

    Qualifications / Experience

    Education:

    • Bachelor’s Degree in Supply Chain Management, Logistics, Construction Management, or a related field.

    Experience:

    • Minimum of 9 years of experience in material control, procurement, or logistics within the construction or oil and gas industry sector, with a focus on projects related to maintenance, installation construction, or crude refining.

    Skills:

    • Strong understanding of construction materials, specifications, and industry best practices.

    Certifications:

    • Certification in Supply Chain Management or related field is a plus. 5.Problem-Solving:
    • Proven ability to analyze complex problems, develop effective solutions, and make sound decisions in a fast-paced construction environment.

    Software Proficiency:

    • Knowledge of SAP or other enterprise resource planning (ERP) systems and construction material management software (e.g., MARIAN, SPMAT).

    Regulatory Knowledge:

    • Knowledge of relevant safety regulations and procedures (OSHA, ANSI) and material quality standards and inspection procedures (API, ASTM).

    Adaptability:

    • Ability to adapt to changing project requirements and priorities in a dynamic construction and crude refining environment.

    HSE Officer (Road Construction)

    Role Overview

    • Coordinating the implementation and maintenance of the company’s quality management system.
    • Administering and improving the company’s QA programs in accordance with recognized international standards.
    • Coordinating the identification, assessment, and mitigation of all risks to the company’s business.

    Responsibilities

    Quality Assurance and Risk Management Plans:

    • Performing the QA of the company.
    • Developing, revising, implementing, and improving the company QHSE Procedures.
    • Managing the company’s risk mitigation programmes in liaison with all Heads of Departments across the company and projects.
    • Upgrading, as may be required, and implementing the company’s Quality management system, and ensuring continued compliance with ISO9001:2015 Standard.
    • Improving the level of awareness and conformance to QHSE and Security standards by staff through effective trainings and communication.

    QA Management Standard Compliance:

    • Tracking and documenting company QA performances; and reviewing them to ensure that company QA targets are achieved.

    Occupational Health and Safety Assessment Standards Compliance:

    • Publicizing annual safety management performances and milestone achievements.
    • Planning and monitoring of security management programmes for the company’s operations and projects.
    • Ensuring compliance with rules and regulations, license conditions and conditions of project approvals as authorized by the Nigeria Nuclear Regulatory Authority (NNRA).
    • Maintaining an inventory of all radioisotopes in the company premises and limiting the quantity of radio nuclides to the quantity allowed by the NNRA license.
    • Ensure proper delivery and receipt and conducting radiation surveys on all shipments of radioactive materials arriving at or leaving the company premises.
    • Implementing STOP WORK authority for all activities hazardous to health and safety, the environment or company’s corporate image.
    • Implementing emergency recovery activities and decontamination programmes across the company’s operations.

    Quality Assurance and Quality Control:

    • Ensuring processes and procedures improvement across departments.
    • Planning and verifying the adherence of the company to all client quality requirements.
    • Coordinating all Quality related correspondences with clients.
    • Actioning and closing all customer quality complaints.

    Internal and External Audits:

    • Coordinating company’s internal and external QA audits.
    • Manage the whole process of internal and external audits in line with Quality & HSE Policies of BOG and ensure follow through of fallouts across the company.
    • Schedule Management Review session after external audits with the DMD for the review of Audit outputs.

    Requirements

    • Minimum of 10 years of Quality and HSE (QHSE) experience, of which 7 should be in construction work space.
    • Experience in achieving Quality certifications is an added advantage.
    • Certifications in Quality management systems, Health and safety management systems and environmental management systems.
    • Demonstrable ability to implement and supervise Quality and HSE Management systems.
    • Very sound written, communication and presentation skills.
    • Excellent administration, coordination, and interpersonal skills.
    • Computer literate and capability to manage company’s QHSE databases.
    • A team player.
    • Excellent leadership skills
    • Proven knowledge of internal/external quality audit processes.
