Background/Objective
The National Health ICT Strategic Framework (NHICTSF) 2015-2020 a sixty-two-page document published in 2016 with the vision: “By 2020, health ICT will help enable and deliver universal health coverage in Nigeria” is the national digital health / eHealth strategy of Nigeria. The activities in the strategy were constructed under the seven components of a national eHealth environment outlined in the National eHealth Strategy Toolkit 2012, a joint publication of World Health Organization and International Telecommunication Union.
The National ICT strategy reflected the situation of the national health system in 2015 towards building a national eHealth infrastructure. The activities described in the strategic document are in the third phase of implementation in 2019 (Year 4) with no significant progress achieved in the first and second phase of implementation. Phase 2 (Year 2 and Year 3) was for deployment, maintenance and support of the national HIE described in the strategic document while phase 3 is to consolidate and carry out a review of progress in implementing the strategic document (Year 4 and Year 5). While some activities are longitudinal and span the entire course of the timeframe of the strategic document 2015-2020, time has elapsed.
The Strategy was grossly not implemented owing to issues around political will, coordination of stakeholders and funding challenges. In its 4th year, a national outcry was made at various fora including the last National Council on Health. This resulted in the concerted effort of the department of ICT to implement the strategy before it expires in 2020.
The FMOH therefore requests funding and technical support from the WHO to conduct a stakeholder workshop to develop the 2020 Health ICT Operational Plan to guide implementation of prioritized digital health activities in 2020. For this reason, a costing expert is required in addition to the Planning consultant to develop and cost the plan to translate as an investment framework for Health ICT in 2020.
