Monitoring, Evaluation and Communications Officer at the Women and Girls' Advancement and Resources Centre (WAGARC)

Job Purpose

• You will work with us on the Youth2Youth Flagship Network for Social Change Project. More information about the project on https://y2y.wagarc.org
• The M and E Officer will serve as the main focal person for all Research, MEAL (Monitoring, Evaluation, Accountability and Learning) activity which includes data validation, coordinating meetings, capacity building in data quality and supportive supervisory visit to strengthen program management information system in the Youth2Youth flagship project.
• S/he will assist and report to the project manager regarding the monitoring and evaluation of project activities.

Key Responsibilities

• Ensure quality program implementation and output;
• Develop and strengthen monitoring, inspection and evaluation procedures
• Monitor all project activities, and progress towards achieving the project output;
• Recommend further improvement of the logical framework;
• Develop monitoring and impact indicator for the project success;
• Monitor and evaluate overall progress on achievement of results;
• Monitor the sustainability of the project's results;
• Provide feedback to the Project Manager on project strategies and activities;
• Suggest strategies to Project Management for improving the efficiency and effectiveness of the project by identifying bottlenecks in completing project activities and developing plans to minimize or eliminate such bottlenecks;
• Report monthly, quarterly, half-yearly and annual progress on all project activities to the Project Director;
• Conduct capacity assessment on existing monitoring and evaluation system Develop indicators and a monitoring strategy for the project;
• Participate in annual project reviews and planning workshops and assist the Project Manager in preparing relevant reports;
• Support monitoring and evaluation of the effects and impact of the project;
• Assist in coordinating across the available components of the Project to ensure effective implementation of M&E
• Assist the project personnel with M&E tools and in supporting them in their use.

Person Specification Qualifications And Experience
Essential:

• Experience and good knowledge of the usage of Computers and Office 365 Software (MS Word, Excel, SharePoint etc.)
• University degree / Certificate in related field; or an equivalent combination of education, training and experience.
• Demonstrable contextual knowledge of local issues, community priorities, social and cultural constraints and realities related to community assessment, project design, evaluation and implementation.
• Experience in survey design and implementation, development of databases and analysis and write up of survey results.
• Demonstrated skills in data management and quantitative data analysis.
• Strong communication skills, with excellent writing skills.
• Cognate experience in monitoring and evaluation of community-based interventions is highly desirable.
