Purpose
IFES is currently engaged in implementing the Support for Electoral Reforms Project in Nigeria, funded by USAID. The purpose of this Request for Applications (RFA) is to carry out a campaign finance monitoring project designed to contribute to credible gubernatorial electionsin the Nigerian states of Ekiti and Osun.
The RFA provides prospective organizations with the relevant operational and performance requirements.
2. Scope of Work
As part of its program activities in the lead up to the July 14 and September 22, 2018, Gubernatorial Elections in Ekiti and Osun States, respectively, IFES hopes to provide a sub-grant to a local Civil Society Organization
(CSO) to carry out a campaign finance monitoring project designed to contribute to credible elections. The
successful CSO will monitor and track campaign finance expenditures during the gubernatorial campaigns according to the IFES methodology and report on the findings. It is hoped that this will enhance transparency,
accountability, and create a level playing field for all contestants for the Ekiti and Osun gubernatorial elections.
The CSO will carry out a series of activities aimed at campaign finance monitoring in the lead up to the Ekiti and Osun State gubernatorial elections scheduled for July 14 and September 22, 2018. The CSO is expected
to implement the following activities:
Identify potential volunteers who will be interested in monitoring campaign finance, before, during and in the immediate period after the July 14 and September 22, 2018, gubernatorial elections.
Develop a training manual and conduct training for the identified monitors on tracking of how political parties and candidates contesting the Ekiti and Osun State gubernatorial elections raise and
spend money and other resources during the forthcoming gubernatorial elections. IFES will provide prior instruction to the sub-grantee on the methodology to be employed for gathering, estimating,
and tracking data on campaign expenditures.
Deploy the trained monitors across the Local Government Areas of Ekiti and Osun states on the basis of one monitor per LGA before and during the elections.
Submit weekly reports to IFES and publish a Final Monitoring Report for each election with findings from the trained monitors and documentation of lessons learned, challenges and most importantly
recommendations. Applicants should describe how they will publicize the project and findings.

Application Preparation Instructions
4.1. Applicant’s Understanding of the RFA
In responding to this RFA, the applicant accepts full responsibility to understand the RFA in its entirety, and in detail, including making any inquiries to IFES as necessary to gain such understanding. IFES reserves the right to disqualify any applicant who demonstrates less than such understanding. Further, IFES reserves the right to determine, at its sole discretion, whether the applicant has demonstrated such understanding. Such disqualification and/or cancellation shall be at no fault, cost, or liability whatsoever to IFES.

4.3. Communication
Verbal communication shall not be effective unless formally confirmed in writing by the IFES officials
identified in Section 4.5 of this RFA. In no case shall verbal communication govern over written
communication.

4.6. Criteria for Selection
The evaluation of each response to this RFA will be based on its demonstrated competence, compliance,
format, and organization. The purpose of this RFA is to identify those organizations that have the interest,
capability, and financial strength to implement the project as described in Article 2 of this RFA.

Applicants determined by IFES that possess the capacity to compete for this project will be selected to move into the negotiation phase of this process. Written notification will be sent to these applicants via e-mail. Those applicants not selected for the negotiation phase will also be notified.

5.7. Partial Awarding IFES reserves the right to accept all or part of the application when awarding the grant.

Issuance of this RFA does not constitute a commitment on the part of IFES to make an award nor does it commit IFES to pay for costs incurred in the preparation and submission of any application in response
to this RFA. Further, IFES reserves the right to reject any or all applications received.
