    Consultant - Revision of the National DMPA-SC/SI Training Guides (Re-Advertised)

    Job Type: Short-Term

    Location: Abuja-FCT

    Duration: September 2024 to March 2025 (30 days per Month)

    About the Injectables Access Collaborative

    The Injectables Access Collaborative (AC) provides data-driven technical assistance, coordination, resources, and tools to ensure that women and girls have increased access to DMPA-SC and self-injection as part of an expanded range of contraceptive methods, delivered through informed choice programming. The AC builds on the successes of its previous phase to advance the introduction and scale-up of DMPA-SC, including self-injection, to expand access and choice to a range of high-quality contraceptive options for women and girls. This project is led by PATH in collaboration with CHAI, inSupply, Jhpiego, and JSI Research & Training Institute Inc.

    Background

    The Federal Ministry of Health and Social Welfare (FMOH&SW) with relevant stakeholders developed DMPA-SC training guides in 2019. The training guides were developed to build the capacity of healthcare providers on the use and administration of DMPA-SC (Depo-Medroxyprogesterone Acetate Subcutaneous), a self-injectable contraceptive method and to serve as a very important tool in facilitating the comprehensive roll-out of the DMPA-SC Strategic even to the hard-to-reach areas of the country.

    Since the development of the guides, there have been significant advancements and changes in the DMPA-SC Strategy and best practices that have implications on service delivery.

    To ensure the guides remain current, relevant, and aligned with the latest National DMPA-SC & Self Injection Expansion and Sustainability Strategy and best practices, the Injectables Access Collaborative is working in partnership with implementing partners and other stakeholders to support the Federal Ministry of Health and Social Welfare in the revision of the National DMPA-SC/SI training guides. Updating the guides will provide healthcare providers with the knowledge, skills, and resources they need to deliver high-quality family planning services, ultimately improving reproductive health outcomes in communities and the country at large.

    Objectives

    JSI Research & Training Institute, Inc.  (JSI) is seeking a highly experienced Consultant to support the revision of the National DMPA-SC/SI Training Guides. The consultant will work under the leadership of the FMOH&SW and guidance of JSI’s Injectables Access Collaborative team.

    Key objectives

    • Through a consultative process, the consultant will review and update, the National DMPA-SC Training Guides to reflect policy stipulations, evidence-based practices from the revised DMPA-SC/SI Strategy and feedback from stakeholders.
    •  H/she will develop a comprehensive, evidence-driven National DMPA-SC /SI training guides that offers stakeholders with a roadmap for training health providers.

    Activities

    Initial Assessment

    • Review relevant literature, guidelines, best practices and training approaches related to DMPA-SC and family planning.
    • Conduct a thorough review of the current DMPA-SC Training Guides to Identify gaps, outdated information, and areas requiring improvement.

    Stakeholder Consultation:

    • Engage with key stakeholders, including healthcare providers, trainers, policymakers, and program managers, to gather input and feedback.
    • Organize and facilitate discussions, meetings and workshops as needed.
    • Document stakeholder feedback and integrate it into the training guides revision process.

    Training Guides Revision:

    • Update the guides content to reflect the current clinical guidelines, DMPA-SC strategic plan, evidence-based practices, and stakeholder feedback.
    • Ensure the training guides includes comprehensive modules on the following:
      • Introduction to DMPA-SC and its importance in family planning.
      • Introduction to Self-Care and DMPA-SC self-injection as a means of expanding contraceptive options
      • Detailed administration procedures, including self-injection techniques.
      • Counselling techniques including the empathy-based approach and other strategies to meet diverse client’s needs such as those living with disabilities and within humanitarian settings.
      • Management of side effects and complications.
      • Reporting and referral procedures to support monitoring and evaluation of DMPA-SC/SI use and program outcomes.
    • Develop and incorporate interactive training materials, such as case studies, role-plays, and multimedia resources.

    Pilot Testing and Feedback Integration:

    • Pilot testing the revised training guides with a sample group of healthcare providers and trainers.
    • Collect and analyse feedback from the pilot test participants.
    • Make necessary to the training guides based on the pilot test results.

    Validation of the revised curriculum

    • Incorporate any final changes as required by the FMOH&SW

    Finalization and Approval:

    • Prepare the final version of the revised training guides  
    • Present the revised training guides to FMOH&SW and for approval

    Reporting and work relationships

    The consultant will report to the Injectables Access Collaborative Nigeria Country Coordinator. S/he will also work in close collaboration with the FMOH&SW and any other consultants that may be engaged by other donors/IPs for this task.

    Revised National DMPA-SC/SI Training guides Other intermediary deliverables for this consultancy include:

    • Inception Report outlining the methodology, work plan, and timeline.
    • Facilitate stakeholder engagements (Discussions, meetings, workshops etc.)
    • Report on stakeholder consultations and findings.
    • Draft revised DMPA-SC/SI Training Guides.
    • Develop checklists and other relevant tools to support the pilot test
    • To conduct and report on pilot testing and feedback analysis.
    • Final revised DMPA-SC/SI Training Guides.
    • Training materials and resources developed for the guides.

    Estimated days of work

    The estimated number of days for this consultancy is 30 working days.

    Timeframe

    The timeframe for this consultancy is September 02, 2024, to March 31, 2025.

    Required Skills and Experience

    • Master’s degree in a related field (public health, health policy, public policy etc.)
    • Consultant must be a family planning expert with extensive experience (at least 5 years) in DMPA-SC programming in Nigeria and in public health policy formulation and research
    • Consultant must have extensive experience in curriculum development and revision, particularly in the field of family planning and reproductive health.
    • Demonstrated understanding of national and international SRH development issues
    • Demonstrated expertise in developing training curriculum, policy frameworks, research and/or analysis relevant to family planning and/or new product introduction
    • Strong facilitation, communication, and stakeholder engagement skills.
    • Proven track record of conducting training and capacity-building activities.
    • Demonstrated experience working with stakeholders on an assignment (of similar scope and nature) to develop a national policy, training curriculum or strategy document. This should also demonstrate the ability to work closely with stakeholders to specific needs and objectives behind the development of the policy document.
    • Ability to work independently, arranging travel, appointments, and interviews for him/herself, as well as ability to work in a team-based environment.
    • Previous experience working with an international organisation on DMPA-SC/FP interventions is desirable.
    • Previous experience working with FMOH&SW desirable
