    E T Consultant (Water Supply and Sanitation Specialist)

     Objectives of the assignment

    The SAWW4 unit seeks to recruit a Water Supply and Sanitation Specialist on an extended-term basis to: (1) provide analytical and operational support to the Nigeria Sustainable Urban and Rural Water Supply, Sanitation and Hygiene (SURWASH) Program-for-Results (P170734), the Transforming Irrigation Management in Nigeria (TRIMIN) Project (P123112) and the Sustainable Power and Irrigation for Nigeria (SPIN) Project (P179684); (2) support the task team leaders (TTLs) in various activities such as planning, monitoring and evaluation, quality assurance; and (3) play a coordination and liaison function.

     Scope of work

    The Water Supply and Sanitation Specialist will be responsible for various tasks which include but are not limited to:

    • Provide technical and operational support to TTLs in the preparation, supervision and completion of the aforementioned projects and programs in Nigeria;
    • Collect and analyze sector data to produce sector study reports, engagement notes, diagnostic reports, conference papers and other official World Bank documents;
    • Support the organization and implementation of preparation and supervision missions as well as the preparation of corresponding Aide Memoires, Management Letters, back-to-office reports and briefs;
    • Support the Task Teams with processing of operational issues, including on the Operations Portal.
    • Support the TTLs in liaising with the technical, procurement, financial management, disbursement, environmental, social, and legal colleagues, as well as Global Practice and Country Management Unit (CMU) management to facilitate reviews, coordination and internal clearance processes;
    • Contribute to key implementation activities such as restructurings, budget planning, preparation of terms of references (ToRs), management briefs, etc.

    Duration of Assignment

    The assignment will be for two years with the possibility of extension based on the consultant’s performance.

    Selection Criteria

    The Water Supply and Sanitation Specialist shall have the following qualifications:

    • At least a masters’ degree civil/environmental engineering, environmental science, economics, finance or public policy
    • At least 5 years of work experience in the field of water supply and sanitation, water resources management, economics, finance, and/or infrastructure
    • Familiarity with World Bank operations and processes
    • At least 3 years of experience in project management or monitoring and evaluation
    • Experience working in a fast-paced environment
    • Demonstrated experience conducting research and analysis on a wide variety of sustainable development issues and/or water
    • Good understanding of the water supply and sanitation service delivery in Nigeria
    • Willingness and ability to travel to different parts of Nigeria
    • Ability to work independently and with minimal supervision is an asset, seeking guidance when necessary on complex projects/issues from senior staff
