GBV Outreach Assistant (Service Provider) at CARE International

Job Summary

• CARE is seeking for a GBV Outreach Assistant to provide support for survivors throughout the project lifespan. They will be in constant contact with the survivors and working in MMC & Jere LGAs of Borno state. They will support and strengthen survivors, and ensure continuous reporting of their accompaniments to, and with survivors for referrals. They will also contribute to the participation of the survivors in the IRM process. The key function of the GBV outreach assistant is to support GBV prevention and outreach activities at the community level

RESPONSIBILITIES AND TASKS:

 Job Responsibility #1: Technical

• Promote culturally appropriate/relevant interventions geared towards improved physical and social skills (conflict resolution, problem-solving, empathy, and relationship building) and self-sufficiency of project participants.
• Support in creating awareness on service availability for vulnerable girls and young women for appropriate direct CARE support or referral to other actors for services not offered at CARE.
• Support the implementation of social norms transformation activities engaging men ad boys, community dialogue forums, and other GBV prevention awareness sessions.
• Ensure awareness-raising activities at the community level are conducted and key messages on GBV prevention and response are shared appropriately.
• Manage and mentor the community-based protection committees including GBV champions, community leaders, and other stakeholders to ensure quality in their work and better community engagement techniques.
• Assist in preparing daily, and monthly, progress notes, and activity plans on time.
• Use CARE’s appropriate data collection tools and submit assessments and reports in a timely, and accurate manner to the MEAL team.,
• Identify groups and assist in the designing, planning, implementing, and facilitating of external GBV training for numerous target groups within the community.
• Ensure Core Humanitarian Accountability Standards are mainstreamed in the day-to-day project implementation.
• Support in conducting assessment and analysis of camp and host community dynamics and in recommending how the project can position itself to better serve the interests of the community.
• Provide supervision to the GBV volunteers, paralegals, and protection committees and ensure effective provision of GBV prevention manuals.
• Ensure monthly work plans are developed and reviewed regularly.
• Hold regular meetings with field staff to plan, address concerns and share feedback with the GBV officer..
• Organize and conduct peer-to-peer capacity-building forums on GBV
• Facilitate the formation of women's solidarity groups as advocates of GBV and other vulnerable groups against stigma and marginalization within the community.
• identify and strengthen Community structures by engaging community leaders, camp management, GBV vigilantes, and other stakeholders to ensure that the survivors receive adequate support at the community level.
• Represent CARE in all interagency level meetings and workshops on GBV at the field levels as assigned by the PO.
• Participate in local advocacy activities organized by partners including CARE and other INGOs on areas relevant to the project .
• Maintain and strengthen existing networks through other service providers at the LGA level, to ensure that Invoice/Timesheet must be submitted at the end of the month after completion of service and CARE’s
• Coordinate with other operating partners including CSOs, local and International NGOs, local women and youth groups, and State and LGA departments in all actions relating to improved quality of GBV programming in the project locations in Yobe. In collaboration with other partners, awareness-raising interventions within the community focus on the protection needs at the community level
• Assist with any other related activities as deemed necessary by the supervisor

Job Responsibility #2: Coordination

• Provide active technical support to the team in the organization and conduct of their work, consistent with the priorities and schedules defined in the team and validated by the project coordinator.
• Active and proactive participation in team leadership, and supporting all team members to take ownership of the project;
• Conflict resolution and arbitration if necessary, and regular formal individual evaluations of team members;
• Actively participate in community activities and advocacy meetings(semi- annual, monthly and ad hoc);
• Ensure contacts with the authorities in the field for a good external relationship with the community and related stakeholders;
• Report logistical needs, particularly the organization of meetings, workshops, trainings and field team planning under the coordination of the supervisory team.

QUALIFICATION/EXPERIENCE/TECHNICAL SKILLS:

Required

• A Bachelor’s  degree o or diploma in social sciences or counselling psychology; 
• Have worked for at least two years in a protection program or project with people in vulnerable situations, including survivors of sexual violence.
• Excellent computer skills and excellent tech-savvy skills.
• Ability to prepare reports and data documentation
• Proficiency level in English and Hausa (writtenand spoken). Kanuri is an added advantage.
• Proficiency level in other languages spoken in Borno.
• Knowledge of gender issues, girl’s and women's rights, and issues related to sexual violence in conflict.
• Demonstrate experience in civil society organizations or organizations with a good reputation in the community.
• Possess and demonstrate effective small-group communication and conversational skills.
• Willingness to carry out numerous missions, sometimes lasting several months, within the LGAs during the project.
• Ability to analyze and adapt approaches to different environments and actors.
• Be available to reside in assigned local government for the duration of the project.
