    Livelihoods Socio-Economic Assessment Consultancy

    Background

    • The General Ibrahim Attahiru Foundation (GIAF) is set up to perpetuate the ideals and qualities he embodied as a military service leader, and in his personal life as a man of integrity, generosity, kindness of heart expressed in the various ways he helped fellow Nigerians. GIAF therefore, prioritizes the welfare of Nigerians, and improvement of Nigeria as a country; thus one of the Foundation’s core values is commitment to public good. As part of our strategic focus, GIAF calls for Consultants to submit a proposal for Livelihood Socio-Economic Assessment of our project communities, as this would provide data, for enhanced surgical and targeted interventions.

    Purpose

    • The purpose is to conduct a rapid assessment on the socio-economic status of households - including women and youth in Dambatta communities.

    Specific Activities

    • Assess socio-economic situation in communities to ascertain the needs of the vulnerable populations (social and psycho-social)
    • Assess how female headed households, women, youth and PWD are impacted by socio-economic hardships in target area
    • Assess impact on informal businesses especially by women and other vulnerable groups have been affected including the elderly
    • Assess viable business options – including cooking fuel
    • Find out on other emerging threats and needs observed, which require interventions.

    Project Locations:    

    • Angwan Bai, Dambatta  LGA, Kano State &
    • Sabo Angwa, Futua, Katsina State.

    Survey Design and methodology

    • A desk review of on-going rapid assessments regarding the impacts of socio-economic vulnerabilities and activities to mitigate impact will be conducted to identify gaps and avoid duplications. The consultant will therefore, analyse and use for improving the assessment tools.  The Consultant would also, review available assessment tools to align them with needs and findings from the desk review.

    Expected Tasks

    • Desk Review
    • Compile and present an Inception Report to GIAF Management
    • Conduct a Rapid Assessment, using available information and tools
    • Submit First Draft Report and present it to the GIAF Management
    • Submit Final Report with key findings and recommendations.

    Supervision/Reporting line

    • The consultant will report directly to the Programme Coordinator, supported by GIAF Management.

    Expected Deliverables

    • The consultant is expected to submit the following:
    • Inception report containing a detailed work plan for the entire duration of the consultancy with Socio-economic Assessment tools.
    • Draft Socio-economic Assessment Report
    • Final Socio-economic Assessment report
    • Validation Meeting/Workshop Report

    Proposed Timeframe

    • The contractor should present a proposed timeframe may not exceed 25th March, 2022.

    Payment milestones

    • 25% at the agreement signature.
    • 25% at Socio-economic Assessment Survey concluded.
    • 25% at Socio-economic data and report presented.
    • 25% at Validation workshops/Meeting reports presented.

    Required Expertise and qualifications

    • The expertise and qualification required for the consultant are:
    • Academic: advanced university degree in economics, socio-economic development, development planning, financial management or other related fields.

     Professional Experience:

    • Minimum of 5 years of relevant professional job experience (socio-economic assessments, monitoring and evaluation, impact evaluation, data collection and analysis, etc.);
    • Proven experience in planning, implementing, and monitoring livelihoods programmes (and managing multiple projects) in Northern Nigeria;
    • Knowledge of qualitative and quantitative methodologies, including statistical sampling;
    • Experience in working with international and/or national NGOs, and with government authorities at state/national levels.

    Language: Fluency in written and spoken English and Hausa is required.
