    Monitoring, Evaluation and Learning Specialist - Africa

    Job Description

    • CrossBoundary (CB) is currently looking to hire a qualified Monitoring, Evaluation, and Learning (MEL) Specialist on a part-time basis.
    • This role is critical for assessing the impact and effectiveness of our technical assistance (TA) and investment projects in Benin, the DRC, Ethiopia, Liberia, Sierra Leone.
    • The successful candidate will be responsible for designing, implementing, and managing MEL frameworks and processes.

    Primary Responsibilities

    • M&E Systems: Develop and implement M&E frameworks and systems for CrossBoundary’s ARIA mandate in Benin, the DRC, Ethiopia, Liberia, Sierra Leone, ensuring alignment with client requirements and program goals.
    • Data Management: Oversee quantitative and qualitative data collection, analysis, and visualization using tools like Excel, SPSS, Stata, R, Power BI, and Tableau.
    • Reporting: Prepare and present detailed reports for donors and stakeholders, including data insights and recommendations.
    • Learning: Document and disseminate lessons learned and best practices, fostering a culture of continuous improvement.
    • Training: Provide training and capacity-building activities for staff and partners on M&E methodologies and tools.
    • Stakeholder Engagement: Collaborate with clients, partners, and beneficiaries, incorporating their input into M&E activities.

    Qualifications

    • Education: Bachelor’s degree in Business, Management, or related field. A Master’s degree or is preferred.
    • Experience: Proven experience in Monitoring, Evaluation and Learning in an international development or investment context. Understanding of investment dynamics in frontier markets and development finance institutions (DFIs) is preferable. Fluency in English is required.

    Skills:
    Technical M&E Skills:

    • Expertise in designing and implementing M&E frameworks and systems.
    • Proficiency in data collection, analysis, and visualization tools (e.g., SPSS, Stata, R, Power BI, Tableau).
    • Knowledge of impact evaluation methodologies and best practices.

    Project Management:

    • Strong project management skills, including planning, budgeting, and timeline management.
    • Experience with donor reporting requirements and compliance.

    Analytical Research and Communication Skills:

    •  Strong analytical skills with the ability to interpret data and generate insights.
    •   Experience in drafting clear and concise reports and presentations.
    • Excellent written and verbal communication skills.

    Learning and Adaptation:

    • Skills in knowledge management and fostering a learning culture.
    • Experience in documenting and sharing lessons learned and best practices.
