    Senior Field Officer – Monitoring - Katsina

    Location: Roving Katsina State (Batsari, Safana, Danmusa, Kurfi, Katsina and Jibia LGAs.

    Overview

    The Senior Field Officer - Monitoring within Salient Humanitarian Organization (SHO), will be responsible in ensuring effective WFP third-party monitoring (TPM)/Monitoring projects. The position requires a seasoned professional with strong leadership and coordination skills, capable of managing field activities, development partnerships, and maintaining rigorous oversight to uphold project quality and accountability standards. The senior Field Officer will lead efforts to gather, analyze, and

    report on data in Katsina, ensuring that SHO's initiatives meet donor requirements and positively impact communities in Katsina state.

    Main Duties and Responsibilities:

    Management of TPM Projects:

    • Assist the Project Manager and project coordinator in organizing and executing all Third-Party Monitoring (TPM)/Monitoring field  activities.
    • Oversee and coordinate monitoring efforts at the local government area (LGA) level.
    • Collaborate with local enumerators to manage the financial, logistical, and security aspects of data collection.
    • Build and maintain strong relationships with local stakeholders, including SEMA, local government officials, community leaders, and implementing partners.
    • Contribute to the preparation and review of daily, weekly, and monthly distribution monitoring reports for the TPM / monitoring project.

    Development and Execution of Strategies:

    • Support the Project Manager and the Coordinator in crafting and implementing a comprehensive Field Strategy that aligns with SHO’s objectives.
    • Identify strategic opportunities to enhance the effectiveness of SHO’s humanitarian work.
    • Ensure that field activities are impactful, measurable, and meet donor requirements.
    • Propose new programs and methodologies to enhance the humanitarian response.
    • Ensure all field team members understand their roles and responsibilities and how they contribute to the overall mission.

    Operational Responsibilities:

    • Ensure enumerators adhere to protocols and timelines for their tasks.
    • Assist in the planning, development, and implementation of training programs and data collection activities.

    Leadership and Team Management:

    Leadership:

    • Provide leadership within the project and the broader organization.
    • Embody and communicate SHO’s values and vision within the project team.

    Staff Management:

    • Ensure enumerators understand their roles and are equipped to perform effectively.
    • Maintain clear and updated Terms of Reference (TORs), work plans, and Key Performance Indicators (KPIs) for all team members.
    • Mentor and support enumerators to enhance their skills and performance.
    • Address and resolve interpersonal conflicts within the team.
    • Keep the Project Manager informed of team members’ potential, training needs, and any HR issues.
    • Conduct regular supervisory visits to project sites.

    Internal Communication and Coordination:

    • Facilitate effective communication and information sharing within the field team.
    • Organize and lead regular team meetings.
    • Report any risks to SHO’s programming, projects, or staff promptly.
    • Work closely with other team members, including LGA Team Leads,  field monitors, data analysts, and support staff, to ensure seamless project execution.
    • Align monitoring activities with project goals and timelines.
    • Coordinate with administrative staff on logistics, budget management, and administrative support.
    • Ensure compliance with SHO policies and security procedures.
    • Provide regular updates and detailed reports to senior management on monitoring activities, findings, and recommendations.
    • Assist senior management in making data-driven decisions.

    External Communication and Partnerships:

    • Prepare and submit monitoring reports and updates to donors and funding agencies as required.
    • Engage with donors to discuss project progress, findings, and impact.
    • Coordinate with local government authorities and relevant agencies to ensure compliance with local regulations and policies.
    • Collaborate with implementing partners to streamline monitoring activities and address any challenges.
    • Enhance the monitoring and evaluation capabilities of implementing partners through training and capacity-building initiatives.
    • Gather feedback from beneficiaries and community representatives to assess project impact and ensure their voices are heard.
    • Share monitoring results with beneficiaries and communities in an accessible and transparent manner.

    Education and Professional Experience Education:

    • Bachelor's degree in a relevant field (Social Sciences, International Development, Monitoring & Evaluation, or related discipline).

    Professional Experience:

    • Minimum of 3-5 years of experience in project management, monitoring and evaluation, or humanitarian work, with a focus on third-party monitoring (TPM) preferred.
    • Proven experience in managing field activities, coordinating with stakeholders, and ensuring compliance with project protocols and standards.
    • Previous experience in training and capacity-building initiatives related to monitoring and evaluation is highly desirable.
    • Familiarity with international humanitarian standards and donor compliance requirements.

    Skills and Competencies:

    • Strong analytical skills with the ability to collect, analyze, and interpret data effectively.
    • Excellent organizational and time management skills, with the ability to prioritize tasks and meet deadlines.
    • Leadership qualities with experience in supervising teams, resolving conflicts, and mentoring staff.
    • Proficiency in computer applications such as MS Word, Excel, and data analysis software.
    • Effective communication skills, both verbal and written, with the ability to interact professionally with diverse stakeholders.
    • Fluency in written and spoken English; knowledge of local languages (Hausa, etc.) is an advantage.
