    Senior Monitoring & Evaluation Officer

    Project Background

    Heartland Alliance Ltd-Gte is currently implementing a USAID funded Accelerating Control for HIV Epidemic (ACE) Project in Lagos, Edo, and Bayelsa States. Implementation is targeted at promoting new and underutilized partnerships to accelerate the achievement of the HIV epidemic control in Nigeria through the delivery of high impact HIV prevention, care, and support services to general populations who are living with HIV and those at risk of contracting HIV.

    The program is intended to provide evidence-based services that will deliver measurable results by addressing programmatic and systems barriers to epidemic control, including but not limited to, the following areas: HIV Case Finding and Linkage (HTS), Adult Care and Treatment, Pediatric/Adolescent Care and Treatment, Prevention of Mother to Child Transmission (PMTCT), Cervical cancer screening, TB/HIV Care, Laboratory, Health Systems Strengthening to Support Clinical Services, Expertise with the Private Sector and Operations and Implementation Research.

    Job Summary

    The incumbent will coordinate and monitor data collection and reporting at the state office. He/she will provide support towards the development and monitoring of M&E plans, strategies, and documentation at the state.

    Essential Duties and Responsibilities

    • Monthly analysis of state-level data and submission of approved reports to the Regional Office, Donor, local partners, and other relevant parties.
    • Ensure that all internal and external reporting requirements are met with timely, relevant, triangulated and well analyzed data.
    • Ensure that data collection methodologies used at state level are standardized, enabling the specific characteristics of different target groups to be captured and analyzed.
    • Ensure that monthly quantitative data analysis is shared with State Program Manager as well other key management staff and relevant stakeholders to inform program design and review.
    • Provide technical support to State M&E team on efficient data management processes and reporting.
    • Support project teams with assessment/evaluation planning, ensuring that minimum criteria for quality evaluations are integrated into design and implementation.
    • Work with state-level staff and government counterparts to give direction on program/project monitoring and evaluation activities, as well as donor and Nigerian government reporting obligations.
    • Supervise the creation of monthly reports and offer helpful oversight.
    • Contribute to improvements in existing policies and procedures to enhance effective accountability mechanisms with approval from the Director Monitoring, Evaluation and Learning.
    • Participate in designing and implementation of studies, assessments and learning in coordination with HALG technical Lead and program staff.
    • Seek opportunities for information sharing and learning exchanges with local actors/INGOs to promote coordination at local and national level.
    • Any other duties assigned.

    Qualifications

    Education and/or Experience:

    • Degree in Social science, biostatistics, public health, health information science, or related discipline. Masters’ degree will be an added advantage.
    • Minimum of 4 years' relevant work experience in monitoring and evaluation of health and/or programs, preferably related to HIV/AIDS and reproductive health.
    • Demonstrated understanding of monitoring and evaluation approaches including health information systems.
    • Experience in data quality assurance, DHIS 2.0, database management. Good working knowledge of national data collection tools in HIV programming.
    • Strong quantitative and analytical skills and ability to communicate technical information clearly and effectively to both technical and non-technical colleagues.
    • Knowledge of data processing, database design and data entry.
    • Proficiency in MS Office and Statistical software packages.

    Language Skills:

    • Excellent oral and written English communication skills.
    • Knowledge of Local Language preferred.
    • Demonstrated competency in public speaking.

    Computer Skills:

    • Proficiency in Microsoft Office, Internet Explorer, Outlook/Exchange, Windows operating systems, Power Point.
    • Other software routinely used by Heartland Alliance.

    Work Environment:

    • The noise level in the work environment is usually moderate.
    • The employee will be required to co-locate with local partners usually in the same office.
    • The employee is required to travel regularly to often insecure and limited resource environments.
