    Senior Program Officer

    Position Type: Short-term

    Duration: Three Months (September to November 2024)

    Project Background

    The Self-Care Accelerator Project (S-CAP) is a Bill Gate Foundation supported project directed at accelerating a country-led progress towards achieving universal health coverage by promoting the use and scale-up of self-care interventions in Nigeria. S-CAP is a one-year project which started in 2022 and is currently on No Cost Extension (NCE) till end of November 2024.  The goal of S-CAP is to build on current momentum around DMPA-SC Self-Injection to accelerate the National Self-Care agenda in Nigeria. The S-CAP is therefore working with country stakeholders and facilitating the coordination, dissemination, domestication and implementation of SC scale-up in Nigeria.

    Context

    Nigeria was one of the first countries to respond to the World health Organization (WHO) Guidelines on Self-Care Interventions for Health. In pursuant of Universal Health Coverage (UHC) the FMOH constituted a multi-stakeholder group on self-care which included key representation from partners and FMOH. The development of the SC guidelines was a product of deliberations of a multi-stakeholder group constituted by the Federal Ministry of Health and Social Welfare and in-country consultations that recommended the development of a country specific advocacy strategy and self-care guidelines. The development (2020) of the National Guideline on Self-Care for Sexual, Reproductive and Maternal Health was prioritized as a response to the COVID-19 pandemic.

    John Snow, Inc. (JSI) is seeking a highly motivated Senior Program Officer to support the S-CAP in Nigeria. He/she will work in close collaboration with and provide administrative support to the In-country lead of S-CAP in Nigeria.

    • Strategic planning (workplan development and tracking, budget management etc.)

    • Activity management (annual stakeholder planning meeting, NSCC quarterly meetings, TWG meetings, dissemination and domestication of SC guidelines)

    • Partner engagement and coordination
      • Represent JSI projects at statutory government meetings and provide technical assistance within the, S-CAP and CIFF project partnerships.
      • Draft materials (PPTs, speeches, briefings, agenda) to support project activities
      • Facilitate stakeholder meetings and workshops

     

      40%

    • Documenting and sharing lessons
      • Developing technical materials e.g. briefs, to showcase learnings from implementation.
      • Support research, evaluation and learning activities as may be necessary

      15%

    • Support ad hoc priority needs as defined by the S-CAP Team Lead

    Skills and Experience

    • Working knowledge of the country-level Sexual Reproductive and Maternal Health environment, partners, and programs, relevant to the Ministry of Health and other government agencies and officials responsible for Reproductive Health activities and strategies.
    • Good knowledge of regulatory bodies and agencies for health care products in Nigeria
    • Basic understanding of the range of public and private delivery channels for Self-Care products and services, including public sector facilities, community-based delivery mechanisms/programs, non-governmental (NGOs) structures, and private delivery mechanisms (social marketing, pharmacies, drug shops).
    • Excellent organizational skills and attention to detail
    • Proven stakeholders’ engagement and workshop management skills
    • Proven ability to prioritize and anticipate and meet deadlines
    • Proficiency in the MS Office package, especially Excel, Word and PowerPoint.
    • Proficiency in English
    • Excellent report writing skills
    • Proven ability to work independently as well as in a team-based environment

    Qualifications

    • Degree in Social Science, public health or related field; advanced degree is preferred;
    • Experience in leading the development and tracking implementation of activities workplan and knowledge of how to measure project performance
    • A track record of achieving or contributing to project activities dissemination and domestication of guidelines.
    • Proven advocacy and stakeholders’ engagement experience and experience in building and maintaining a network with implementing partners
