    Terms of Reference: Production of a Video Version of the AbrIdged VAPP ACT with Sign Language Interpretation

    Nigeria is a signatory to most international and regional legal instruments that protect the rights of women and girls from Gender-Based Violence and guarantees their rights to comprehensive medical care and access to justice. In fulfillment of this commitment, the Nigerian government enacted the Violence Against Persons Prohibition Act (VAPP Act 2015), which is the most comprehensive law in Nigeria that protects women and girls from all forms of Gender-Based Violence. Based on Nigeria’s legal system, the states have the power to adopt the law, to suit their context, and many states in Nigeria have adopted the VAPP law.

    Ipas Nigeria seeks to engage the services of a technically competent organization as a partner to design, edit, and produce a video version of the Abridged Violence Against Persons Prohibition Act to educate and sensitize women and girls with hearing impairment on their rights under the VAPP Act and provide them with information on where to seek comprehensive medical care and access justice if their rights are violated.

    The scope entails the production of video modules with appropriate duration for various media platforms e.g TV monitors in health facilities, social media, websites etc. The specific scope of work will include, but not be limited to:

    • Creating a series of videos on the Abridged VAPP Act.
    • Each video should incorporate sign language to help audiences, especially women and girls, with hearing impairments interpret the provisions of the Law.
    • Using the Human-Centered Design (HCD/UCD) approach to pre-test the content with a focus group of women with hearing impairment to obtain their feedback. Ipas Nigeria will support organizing the focus group.

    Ipas Nigeria intends to leverage the technical expertise of one of her partners to incorporate sign language for the videos.

    EXPECTED OUTCOMES

    • Video series for each section of the Abridged VAPP law that incorporates sign language for persons with hearing impairment. The expected video products will include:
      • 27 Instagram videos (w, Facebook, and Twitter videos (size specifications: 1920x1080 pixels (1080p) in MP4, ratio 16:9).
    • Video rushes.
    • Locations of Sexual Assault Referral Centers (SARC) across the country included in the videos 

    TIME FRAME

    Start date for consultancy is 15th September 2023 and end date is 30th September 2023.

    SUBMISSION REQUIREMENTS

    Ipas Nigeria requests submissions from suitable organizations with requisite skills and experience to deliver on the objectives and work scopes indicated.

    Method of Application

    The submission should include:

    • Maximum of a 2-page narrative of the proposed approach/methodology and work plan to deliver on the Scope of work. The methodology should include a proposed video script.
    • Proposed consultancy fees.
    • Samples of videos produced for similar scope of work.
