    Consultant - Evaluation of Existing MIDAS' Infrastructure at the NIS HQ

    Objective

    • The objective of this consultancy is to the services of a Technical Expert to carry out a holistic review of all network installations, equipment, and other enhancements at the NIS HQ with a possibility to travel to MMIA and NAIA, provide detailed overview of the provided services and infrastructure, review equipment specifications and utilization, proffer best practices in the management of these equipment and infrastructure, and recommend possible upgrades for these identified services/ infrastructure in relation to the BMIS.

    Context

    • Under the supervision of the IBM Program Manager, the successful candidate will work as an Information Technology (IT)
    • Technical Consultant on the IOM project portfolio “MIDAS Expansion at Air Borders in Nigeria, which is funded by the Government of Canada and being implemented in collaboration with the Nigeria Immigration Service (NIS).
    • Through the Project, IOM in collaboration with the NIS had installed a border management information system (BMIS) for use by the NIS at the National Headquarters and additionally equipped two international airports namely Nnamdi Azikiwe
    • International Airport (NAIA), Abuja and Murtala Mohammed International Airport (MMIA), Lagos, with equipment to facilitate passenger processing

    Core Functions / Responsibilities
    Under the supervision of the IBM Program Manager, the consultant will In particular:

    • Critically evaluate available equipment and network-related infrastructure of the local MIDAS network at the NIS HQ. Evaluation will include analyzing all existing IT-related networking infrastructure, services, equipment and models, management, processes, and performance. Identify opportunities for improvement with a comprehensive review on the current state of existing network at the NIS HQ. - Time commitment: 10 working days
    • Provide detailed and well-labelled report(s) indicating identified gaps in network structure, equipment models and specifications, configuration schemes and designs, deployed software-related services and proffer best practices as applicable to the assessed MIDAS local and national network architecture.
    • Where required, shortfalls of the network model/ systems should be clearly identified, and solutions proffered with a cost benefit analysis. - Time commitment: 6 working days
    • Review entire infrastructure plan at the NIS HQ against standard requirement(s) for flexible network expansion and reduced data lag/ losses for ease of accommodating extra passenger processing points (SCs, PoEs).
    • Also, advise on best practices in management and maintenance of equipment and infrastructure in a clearly labelled matrix, identifying current management and recommended optimal management practices. Current Architecture should have score based on (0-10) in contrast to best practice index (0 -10) - Time commitment: 3 days
    • Carry out onsite troubleshooting and networks aggregation activities at the NIS HQ. The aggregation must absorb all possible network providers at the NIS HQ onto a platform for ease of use during deployments. - Time commitment: 4 working days
    • Provide expert onsite technical training on activities done with emphasis on maintenance of recommended / provided platform and infrastructure to selected NIS officers not exceeding ten (10).
    • The training materials must be professionally developed and submitted as part of the report. - Time commitment: 2 days

    Tangible and Measurable Output of the work assignment

    • Interim specific site reports based on Task #1.
    • Interim report based on Tasks #2.
    • Detailed site reports with full technical specifications and equipment recommendations for each site with recommended optimal management best practices and other pertinent information based on Tasks #1, 2 and 3. (50% payment upon delivery on tasks #1,2, and 3)
    • Detailed technical specifications to guide IOM’s subsequent procurement process for the equipment/ and software/ service based on Task #3 and 4.
    • Specification of training regimen for NIS staff who will be responsible for maintenance of equipment based on Tasks #5. A manual/ guide is expected as a deliverable.
    • Summary and final report highlighting common issues including technical, training and maintenance issues based on Tasks #1, 2, 3, 4 and 5. (Balance of 50% payment upon delivery on tasks #4, and 5).

    Required Qualifications and Experience
    Education:

    • Advanced Degree in Information Technology from an accredited academic institution, or a related field with five years of relevant professional experience; or University degree in the above fields with Seven years of relevant professional experience.

    Experience:

    • Sound knowledge of complex networks and connections, as well as experience in working with virtual private networks (VPN)
    • Have network certification(s), preferably Cisco
    • Extensive knowledge on system maintenance and installation
    • Excellent social and inter-cultural skills.
    • Ability to work with colleagues from varied cultures and professional backgrounds.
    • Ability to analyse and interpret source information and data. Analytical thinker and an eye for details.

    Context

    • The assessment will take a look at the state of all planned or already installed power systems (inverter and electrical) as well as identify gaps and challenges that may be envisaged considering the equipment load of (additional) MIDAS equipment that are/ will be installed in the reference room, and at the NAIA and MMIA. - Time commitment: 4 working days
    • Supervise all maintenance and upgrading of power installations (inverter and electrical), provide advice on installation materials (to be) requested/ received from vendors to ascertain adherence or deviation from required specification and in providing any further technical clarifications during maintenance/ upgrade if maintenance/ upgrade is approved within this contract duration.
    • This will be done at the direct request of IOM. The expert may not have direct contact with any assigned vendor(s) except as specifically instructed by IOM. - Time commitment: 3 days
    • Provide training(s) and written technical documentation/ advice to NIS Training Focal Points (TFPs) and technical staff on power systems’ (inverter and electrical) maintenance and other related topics. This includes providing oversight to the craftsperson he may contact him to assist in the installation process, develop an SOP on the active maintenance of the power system (inverter and electrical) for optimal performance, and a recommendation/ guide on future upgrade of the power system. - Time commitment: 2 days
    • Participate in in-depth discussion(s) with the IOM Immigration and Border Management and NIS teams at IOM Abuja on best practices, leading to the provision of expert advice and support in the preparation of professional bid/ tender publication document for a power system (inverter and electrical) and related accessories for use in new and existing installations at NIS HQ, NAIA and MMIA. - Time commitment: 2 days

    Tangible and Measurable Output of the work assignment

    • Interim report based on Task #1
    • Interim specific site reports as maintenance/ upgrade work progresses (if approved by IOM during the contract duration), based on Task #2
    • Interim report on training(s) carried out including a detailed SOP for active maintenance, technical specifications, and recommendations/ guide for future upgrade of the power system based on Task #3
    • Submission of a professional bid/ tender publication document for a power system (inverter and electrical) and related accessories for use in new and existing installations to be used for maintenance service contracts based on Tasks #4
    • Final report highlighting all issues including technical, training and maintenance issues based on all tasks, including all recommendations for maintenance and upgrade contracts.

    • Understand building codes and complete installations in conformity with them
    • Great ability to wire equipment into the power grid and extensive knowledge on proper mount installation

    National Infrastructure Officer

    Context

    • Under the general supervision of the Senior Resource Management Officer and direct supervision of the Procurement & Logistics Officer the incumbent will be responsible for the overall construction work as a Common Service support for Mission’s needs.

    Core Functions / Responsibilities

    • Support Mission’s construction needs by conduct general assessment of the building and its surrounding, sewage system, building integrity and other required assessment and test, to make sure the potential premises are safe and suitable for the Project needs
    • Act as the main Technical Adviser to the Contractor and maintain constant liaison with the Contractor and their team members, including attending regular meetings to ensure the pace of work progress.
    • Prepare BOQs, drawings, cost estimation and work plan for the general building construction or rehabilitation of the existing building, and/or new prefabricated structure and temporary structures as required.
    • Use software packages AutoCAD and other related drawing software to prepare, review, amend and interpret blueprints; draft plans and details; and modify existing AutoCAD drawings
    • Directly work on the planning, design, specifications and execution of all phases of construction or office maintenance work from initial planning to the final handing over by the selected contractor.
    • Participate in the proposal technical evaluation process including assessment of bidders’ qualifications, competency and experience and in analyzing and reviewing the quoted unit rates against IOM’s cost estimate.
    • Conduct daily inspection and hand-on supervision of the construction progress. around the whole entire office building, including the outside perimeter. Particular attention has to be given to the quality of work and finishing.
    • Provide guidance on quality control and other technical areas to the project assistants and/or technical support staff in the field.
    • Ensure the contractor follow the construction safe and safety standard.
    • Ensure through established procedures, that all received construction materials are in accordance with the BOQ and technical specifications.
    • Inspection of quality of proposed/used materials, in line with standards and original specifications of BOQ or approved samples, in order to limit and respond to possible Contractor’s attempts to reduce quality of materials.
    • Coordinate accurate record keeping, construction inspections, and quality audits. Ensure that drawings and records of actual quantities maintained are kept up to date and variations and addendums are issued correctly.
    • Check and monitor on work force quantity which should be sufficient to carry out works in line with time schedule. Check and monitor on Contractor performance to avoid unqualified work force.
    • Follow up all the contractual duties as stipulated in the IOM construction contract.
    • Plan and monitor the progress of the construction works.
    • Report minimum on weekly basis, through a report highlighting the quality of the work and the achievement of the target foreseen in the weekly work plan, specifying the number of days in delay or saved by the Contractor.
    • Prepare periodic reports on various aspects of projects including but not limited to work progress, financial, quality control, schedule compliance, technical and recommendations.
    • Travel to Project sites as required
    • Perform such other duties as may be assigned

    Education

    • B.Sc in Civil Engineering from any reputed public university.

    Experience:

    • Minimum of 2 years practical working experience in civil construction in national/ international company/organization.
    • A sound and up-to-date knowledge of local construction techniques and materials.
    • Versatile in the use of design related software (e.g. AutoCAD, CorelDraw, InDesign, ArcGIS, SketchUp, etc) and ability to prepare schedules/bills of quantities and cost estimates are an asset.
    • Knowledge of the building industry, local construction techniques and materials is advantageous.

    Skills:

    • Proficiency in computer applications (MS Word, Excel, Outlook, etc.).
    • Ability to work quickly and accurately and pay attention to detail.

    Context

    • The IOM mission in Nigeria provides humanitarian support to vulnerable populations throughout the country; displaced persons, refugees/migrants and to communities in need of support. With offices in Abuja, Lagos, Maiduguri, Benin City and Yola, IOM engages with a variety of partners, authorities, and stakeholders in order to meet mission goals.
    • Working under the overall supervision of the Head of Sub Office and the direct supervision of the Programme Support Coordinator, Maiduguri, the Liaison and Reporting Assistant is responsible for the following functions:

    Core Functions / Responsibilities

    • In coordination with IOM Nigeria Abuja Protocol Unit, maintain regular communication with relevant authorities and stakeholders. Share feedback from meetings with IOM Senior Management and centralize meeting notes, circulars and relevant documentation appropriately.
    • Communicate the requests and requirements from authorities in Maiduguri to the relevant IOM counterparts.
    • Suggest and support follow up meetings/engagement with appropriate authorities, senior management and technical colleagues where necessary.
    • Serve as the Liaison Unit focal point for knowledge management; ensuring that original and copies of official documents are appropriately drafted, disseminated (referencing and tracking) and shared on common IOM Nigeria mission platforms.
    • In coordination with the Programme Support Unit and senior management, attend and notate relevant meetings, ensuring that draft notes are appropriately disseminated and stored.
    • Support the Programme Support Unit with donor reports, PRIMA tasks, and public information tasks.
    • Verify all external communication follows mission standards for both protocols and style.
    • Work closely with the Programme Support and Resource Management Units to maintain harmonization of messaging on external documents, media/press releases and correspondence with authorities.
    • Support administrative, programmatic and operational units on tasks requiring clearance or coordination with authorities. Maintain open communication with IOM teams to avoid contradictory messaging and to promote and monitor adherence to new regulations and protocols.
    • Work with IOM Maiduguri colleagues to provide weekly input into IOM Nigeria’s internal situation reports to share unit priorities, challenges and to highlight issues requiring immediate action.
    • Update and maintain the Liaison Unit action matrix and share weekly to follow up with relevant IOM team members.
    • Serve as interpreter for Head of Sub-Office and senior management when necessary or for sensitive meetings with authorities.
    • Undertake duty travel to IOM sub offices and field operations as necessary.
    • Perform any other tasks as required.

    Required Qualifications and Experience

    • University Degree in Business Law, Political Science, Translation, English Literature, or a related field from an accredited academic institution with 3 years of relevant experience or High School Diploma in the above fields with five years of relevant working experience with specific focus on liaising with governments and other related areas, preferably within the United Nations or International Humanitarian Organizations.

    Skills:
