    Research Coordinator

    • Contract length: 6 months, with the possibility of extension
    • Hours: full-time
    • Location: Home based, preferably a candidate based in Nigeria  
    • Travel: regular field trips to research locations in northeast Nigeria; if extended, potentially also to other parts of the country
    • Reporting to: Country Director
    • Remuneration: 4,500-5,000 USD/month

    The role

    The Research Coordinator will lead all the design and delivery of research on barriers that affect the reach, impact, and accountability of the humanitarian response in Nigeria. A key responsibility will be overseeing research and monitoring activities for the Third Party Monitoring (TPM) project in Nigeria, funded by the FCDO (Foreign, Commonwealth & Development Office). This includes ensuring that research and impact measurement are aligned with the objectives of the TPM project, and that findings also contribute to improving AAP, language services and communication practices across the humanitarian response.

    The Research Coordinator is responsible for integrating results-based planning into program design, ensuring that research is utilized to improve AAP practices and the provision of language-inclusive practices across the humanitarian sector. 

    Furthermore, the Research Coordinator will actively seek opportunities to enhance impact measurement, documentation, data collection, analysis, and the dissemination of lessons learned. 

    The Research Coordinator will report to the Nigeria Country Director and will work in close partnership with the Data Solutions Manager and the Global Researcher in CLEAR Global’s Research, Advocacy and Data (RAD) team.

    Responsibilities

    Design and lead project implementation

    • Design and coordinate formative qualitative and quantitative research projects related to language and communication in humanitarian crises in line with CLEAR Global’s research standards.
    • Design and coordinate participatory research and co-creation processes to develop appropriate technology-enabled solutions for communication with communities and community feedback and accountability mechanisms with affected populations. 
    • Coordinate data collection, data management, and data processing ensuring that all data is handled confidentially and along data protection guidelines.
    • Analyze quantitative and qualitative data, leading and documenting a collegial rolling review of emerging findings and discussion of the implications both for humanitarian policy and practice, for the ongoing implementation of the research, and for CLEAR Global’s advocacy purposes.
    • Develop together with the global Research, Advocacy and Data (RAD) team an innovative research agenda for CLEAR Global’s future research in the response in Northeast Nigeria.
    • Manage assigned research staff, data collectors, and consultants as needed.

    Development and implementation of CLEAR Global’s research standards

    • Provide support to the global RAD team to further develop qualitative research methods and processes, including research design, delivery, analysis and reporting for qualitative projects.
    • Provide support to the Program team to deliver high-quality evaluations. This will include writing and assessing proposals, providing ongoing support to internal and external researchers and quality-assuring protocols and reports.
    • Setting direction for and undertaking quality assurance of qualitative and mixed-methods projects. 

    Evidence gathering and impact measuring

    • Develop innovative tools and processes for tracking the outputs of various language-related activities, including, but not limited to: translations of documents and messages, advocacy, training, and capacity building of interpreters.
    • Liaise with a wide range of organizations to discover and gather information that relates to the provision and effectiveness of language and communication support.
    • Liaise with partners to produce concise narratives that capture progress against indicators and provide both management and donors with accurate and user-friendly information.
    • Seek out reports, research, and programs from various actors across the response to analyze trends in language and communication practices.
    • Liaise with consortium partners to design and implement mid-term and end-term evaluations of projects, based on new perspectives on the wants and needs of the affected people.
    • Develop innovative methods to measure the impact on affected communities when they have access to communication in the appropriate format and language.

    Reporting

    • Ensure efficient systems are in place for program staff to collect and compile relevant and concise information for routine donor reporting requirements and occasional special reports as required.
    • Provide regular internal updates on research advances and preliminary results.
    • Produce research reports for external publication.
    • Produce evidence-based recommendations and guidelines related to communication and language to support other humanitarian agencies.
    • Produce and present findings in presentation format to various humanitarian agencies and donors.

    Qualifications

    The Research Coordinator should be a creative self-starter with a strong sense of initiative and enthusiastic about the importance of increasing access to knowledge through language. The right candidate is an energetic team player who agrees with CLEAR Global’s Core Values and can work in field location and virtually collaborate with team members based throughout the world. 

    Requirements 

    • Master’s degree in a relevant subject (anthropology, social sciences, sociolinguistics)
    • 5+ years of social science research in development or humanitarian contexts
    • Experience designing and implementing field-based research projects utilizing qualitative or mixed methodologies
    • First-hand experience of humanitarian program implementation; experience of Communicating with Communities (CwC) programming and/or Community Feedback and Accountability Mechanisms (CFM) a plus
    • Experience with MEAL in a humanitarian program context, and demonstrable understanding of how data supports program learning
    • Willingness to work in insecure environments required, experience of working in insecure environments a plus
    • Availability to deploy for field assessments in humanitarian contexts for periods of several weeks, and flexibility to deploy potentially at short notice and manage logistical contingencies
    • Ability to communicate scientific data to communities, program staff, and partners in a simple and clear manner
    • Verbal and written fluency in English; strong written communication skills
    • Proficiency in one or more other languages relevant to Northeast Nigeria a plus
    • Ability to analyze and visualize quantitative data using Excel or Google Sheets
    • Experience and competency working with Nvivo, ARCgis, Tableau, or other specialized software a plus
    • Experience designing and conducting multilingual surveys using Kobo DataCollect a plus
    • Experience working in Northeast Nigeria a plus

    Research Specialist

    The Role

    The Research Specialist responsible for leading on the AAP assessments, as well as coordinating the implementation of deep dives and qualitative surveys  for the Third Party Monitoring (TPM) project in Nigeria, funded by FCDO. They are also responsible for the full research cycle of the assessments. They will be asked to prepare the first assessment in collaboration with the Research Managerand then lead on subsequent assessments. The Specialist will serve as team lead, and monitor work done by research assistants and FACT Foundation (team leader, data officer, operation manager). 

    Responsibilities

    Research concept and design for AAP assessments

    • Together with the Research Manager and other TPM staff, develop the conceptual framework for the AAP assessments, based on IP’s AAP indicators, AAP profiles of each IP and overall AAP framework 
    • Develop research ToRs for the assessments, including research design (sampling, locations and collaborate with consortium partners on aligning activities
    • Develop research tools - KII/FGD guides and other relevant tools for the assessment in line with CLEAR Global’s and FCDO ethical research standards, submit to research for lead for review and approval 
    • Liaise with FCDO implementing partners and subcontractors to plan and deliver assessment

    Research set-up

    • Manage research set-up for the AAP assessments, including logistics, recruitment of field teams and liaison with consortium partners 
    • Train field staff on AAP assessment tools and conduct pilot test

    Research delivery

    • Oversee data collection and conduct FGDs and KIIs
    • Coordinate data collection, data management, and data processing ensuring that all data is handled confidentially and along data protection guidelines. for validation
    • Manage research staff, data collectors, and consultants as needed. 
    • Manage day to day relations with FACT Foundation and supervise work conducted by FACT team leaders, data officers. 
    • Prepare analysis matrix in Dedoose for qualitative data, including sharing analysis with IMPACT for validation
    • Together with the Research Managerwrite research reports of each assessment, including validation by IMPACT

    Reporting

    • Provide regular internal updates on research advances and preliminary results
    • Produce research reports for review and validation by the Research Lead
    • Produce and present findings in presentation format to consortium partners, IPs and FCDOs

    Support to other research activities under the TPM where necessary

    • This can include deep-dive studies, CFM sessions, learning sessions, CEAL Liaison

    Qualifications

    • At least Bachelor’s-level research qualifications, preferably specializing in language-related or anthropological study
    • 3+ years of social science research in development or humanitarian contexts
    • Demonstrated understanding of language barriers in relation to communication for development, or other humanitarian or development issues
    • Experience designing and implementing social science research in humanitarian contexts and demonstrable understanding of how data supports program learning
    • Familiarity with humanitarian programming, particularly communication, community engagement and accountability
    • Verbal and written fluency in English; strong writing skills with a capacity for plain-language communication
    • Availability to deploy for field assessments in humanitarian contexts for periods of several weeks, and flexibility to deploy potentially at short notice and manage logistical contingencies
    • Strong information management skills and a track record of producing analysis clearly grounded in original data
    • Demonstrable understanding of ethical data collection and data protection practices

    Senior Finance and Compliance Officer

    • Contract length: Until 31st March 2025

    The role

    The Senior Finance and Compliance Officer is a key position for the Third Party Monitoring (TPM) of the Humanitarian and Resilience Program (HARP) project. 

    CLEAR Global (CLEAR), in consortium with Fact Foundation (FACT) and IMPACT Initiatives (IMPACT) will be supporting FCDO, HARP IPs, and the affected populations of Northeast Nigeria by conducting a range of TPM activities to ensure that the humanitarian programming within the HARP portfolio is carried out effectively, compliantly, and attuned towards the needs of affected populations, while promoting continuous learning through innovative best practices for the HARP program, as well as the wider humanitarian response. 

    The Senior Finance and Compliance Officer is primarily responsible for providing oversight to the day-to-day financial management and compliance of the CLEAR Global led consortium, in very close coordination with the CLEAR Global Finance Team. They will work in close collaboration with staff in the Program Teams and Finance teams of consortium partners and manage Finance and Logistics Officers or Assistants. The Senior Finance and Compliance Officer and their team will ensure consortium members meet the highest standards of financial management and are fully compliant with government and donor rules and regulations. They will support all FCDO TPM Consortium members to that effect by reviewing partner’s budgets and reports, and by documenting all financial and compliance matters related to sub-grantees’ grant management to assure audit readiness at all times. They will provide guidance and training related to finance and compliance to sub-grantees in order to strengthen their capacity as necessary. The Senior Finance and Compliance Officer acts as the focal point for financial and compliance aspects of the FCDO TPM Consortium for sub-grantees, including ensuring high-quality financial and compliance monitoring of sub-grantees.

    Responsibilities

    Financial and compliance Management

    • Participate in the partner's proposal reviews and modification processes focusing on sub-grantee budget.
    • Ensure proactive communication with sub-grantees about the submission of their financial reports according to terms of their sub-grants.
    • Ensure tracking of sub-grantees submission of financial reports and forecasts, communicating delays to the Consortium Manager.
    • Review and validate spending plans from partners against reported expenditures, following-up with sub-grantees as needed.
    • Submit summary of reported expenditures and spending plans to the Consortium Manager and the Head of International Programs, outlining follow-up steps.
    • Making sure that the sub-grantee financial reports are approved by the appropriate authority and processed within CLEAR Global.
    • Respond to questions that arise from the Consortium Manager and the Head of International Programs regarding submitted financial reports.
    • Ensure payment requests for sub-grantee payment (advances and reimbursements) are prepared and processed, respond to questions that arise from the Global finance team and CLEAR Global Global leadership team regarding submitted payment requests.
    • Ensure timely follow-up on the status of payments release, tracking them and informing sub- grantees in a timely manner on the status of the payments. Follow up with CLEAR Global Finance team and sub- grantees confirming transfer and receipt of payments, respectively.
    • Ensure monitoring visit plans drafted and submitted ahead of visits to the Consortium Manager to review and share monitoring visit reports in a timely manner to partners.
    • Participate in case management meetings with the program, finance, HR and other staff to respond to regular issues as they arise within partner management and ensure properly coordinated and managed responses to sub-grantees issues as they arise.
    • Ensure the sub-grantees advances are reconciled on monthly/quarterly basis, report to the Consortium Manager on all overdue, unliquidated advances; ensure that all tracking sheets for sub-grants finances are updated on monthly basis.
    • In coordination with the Consortium Manager and CLEAR Global Finance Team, develop or revise sub-grantee financial templates (including proposal budget formats, monthly/quarterly reporting templates, and other documents, as needed).
    • Review all sub-grantee budget modifications in coordination with the partners, Consortium Manager, and the Head of International Programs ensuring clear action points for follow-up are communicated.
    • Responsible for compiling and submitting IATI declarations.
    • Act as the focal person and lead for all external audits to ensure proper compliance with all regulations and to ensure that all sub-awardee files in hard and soft copies are always 100% ready for audit
    • Provide support on procurement related responsibilities, recruitments and administrative duties that may be incidental to the successful function of the role.

    Vetting and Capacity-Building of Partners:

    • Ensure that pending issues from partners' Due Diligence Assessment (DDAs) are resolved. Report to the Consortium Manager and the Head of International Programs on the findings from follow up reviews and provide recommendations for improvement.
    • Support in developing a risk management action plan and suggest corrective actions to address/mitigate risks identified during the DDA process.
    • Design, update and deliver financial management training for partners’ staff, working closely with the Finance and Logistics Officer on the training materials according to the needs in order to build the organizational capacity of the partner.
    • Conduct finance and general compliance monitoring visits to partners together with the Finance and Logistics Officer and prepare monitoring reports and action plans to submit to the Consortium Manager and share with partners in a timely manner for each visit.

    Management

    • Recruit, lead, empower, and manage the Finance and Administration Officer.
    • Take the lead on the finance section of the Grant Opening, Review and Closing meetings, making sure that the partners are fully aware of donor regulations, all financial reporting requirements in terms of required documentation, reporting templates and deadlines.
    • Represents Finance in Consortium Workshops, being the key facilitator and presenter for all finance related sessions.
    • Provide assistance with requests from CLEAR Global global team as directed by the Consortium Manager

    Any other duties relevant to the job description as needed.

    Qualifications

    Required

    • In-depth knowledge of FCDO rules and regulations.
    • Bachelor’s Degree in Accounting, finance, or any related field.
    • Minimum 5 years of progressive work experience in a non-profit setting overseeing and managing partners’ projects funded by major institutional donors.
    • Experience in training, capacity building, and mentoring of staff of NGOs/CBOs. 
    • Excellent oral and written communication skills, including the ability to present to groups of all sizes. 
    • Self-starter with ability to work independently and part of a team.
    • Demonstrated ability to work effectively under pressure and handle multiple simultaneous tasks.
    • Proficiency in MS Office software suite – including Word, Excel and PowerPoint.
    • Proficiency with Quickbooks is an advantage.
    • Experience working with databases and/or other tracking systems
