    Director of Programs

    JOB DESCRIPTION

    • The position of the Director of Programs requires a cross-cutting skill-set coordination in RMNCHAH+NM, HIV, TB and Malaria, implementing the organization’s programs and setting goals for revenue growth.
    • S/He initiates and sets goals for all programs in accordance with the strategic objectives of the organization. 
    • S/He plans programs from start to completion, involving deadlines, milestones and processes as well as develops and approves budgets and operations.

    SPECIFIC RESPONSIBILITIES

    • Provide strategic direction, leadership and management of the implementation of grants through supportive advocacy, communication, management, monitoring and evaluation of the grants
    • Provide Technical leadership and internal control on key programmatic decisions on projects for the purpose of effective communication, collaboration and institutional accountability between and among programmes staff, internal & External key holders and international partners for the purpose of leveraging on opportunities in limited resources for the purpose of gap filling.
    • Provide effective and clear direction to ensure that advocacy and programmatic objectives are met and aligned with the deliverables.
    • Increase capacity to generate and diversify revenue and fundraising to support and maintain existing programs at the various states.
    • Provide primary responsibility for ensuring development and execution of project goals and objectives in line with National strategic plan.
    • Ensure accountability of programmatic absorptive capacity, review program challenges budget tracking and risk management strategies to avert the challenges.
    • Review different concept notes, work quality and reports submitted through development of implementation of standards, controls, systems and procedures and regular evaluation
    • Ensure the coordination of review meeting processes with implementing partners and provide strategic decisions for improving grant performance
    • Track the achievement of the projects’ related priority targets and the indicators of the performance
    • Review overall progress of program implementation and provide feedback to enhance program performance
    • Provide Leadership to all Projects Implementation teams

    Other cross- cutting roles:

    • Skilled in grant and proposal writing, able to set goals and develop plans for business and revenue growth for the organization
    • Scoping Donors’ funding landscapes to identify grants that match the objectives of the organization
    • Analyze grant/funding solicitations issued by donors; explore and develop partnership options with organizations and provide information and recommendations to inform decision-making about the opportunity
    • Study and comply with the requirements for Request for Proposals / Request for Applications (RFPs/RFAs)
    • Develop proposals for matching grants, collaborate with Graphic Designers during layout, conduct a final review of proposals, and ensure they are ready for timely submission
    • Review documents for clarity and accuracy based on submission requirements
    • Respond to funder questions and incorporate feedback and revisions
    • Submit / present grant proposals to potential investors, donors and business partners
    • Maintain accurate record of past and present grant opportunities, deadlines, and proposals
    • Networking: develop, maintain and strengthen relationships with current and potential donors and other stakeholders
    • Coordinate the design and implementation of components related to TB and TB/HIV collaborative activities, Malaria, HIV/AIDS, RMNCHAH+NM., PMTCT & CECAP, and other international health and development-focused programs.
    • Ensure an effective program management including development of program work plans and timelines through program review on the project with the coordinators and managers
    • Participate in conducting the capacity assessment of implementing partners and facilitate development of feasible capacity building plan.
    • Participate in the project zonal and national review meetings
    • Provide technical guidance to all project coordinators and managers on overall program implementation
    • Review of progress on a quarterly basis and ensure problem solving
    • Ensure project teams comply to donor principles and best practices are adhered to in all aspect of program management
    • Ensure timely preparation and submission of periodic program reports
    • Liaise and collaborate with development partners, government agencies, NGOs, and other organizations on donor related issues
    • Ensure timely implementation of activities,
    • Attend all partners’ meetings and coordinate periodic review meetings and reporting.
    • Advocate for sustainability from the states and encourage increased government participation
    • Review reports from states to ensure that they reflect correctly expected project performance on the field and provide feedback for improved program.
    • Represent the organization in major fora with IPs
    • Participate in operations research (protocol development, review of TOR for consultants)
    • Constantly keep updated on current issues in programming through global best practices on all donor focus areas and related subjects.
    • Provide any other role as may be required

    REQUIRED EXPERIENCE

    • Must be detail-oriented, possess knowledge of current trends in donor interests, have negotiation skills and be able to conduct thorough research.
    • He/she must also have excellent written and oral communication skills to present ARFH’s business development opportunities and proposal plans in a concise and articulate way and for drafting compelling and responsive content for technical proposals.
    • Have high proficiency in Microsoft Office Suite utilization, excellent organization and communication / interpersonal / presentation skills with ability to multitask and work on tight deadlines.
    • Willingness and ability to travel

    MINIMUM QUALIFICATIONS

    • This position requires a minimum of Masters’ degree in Public Health. A Doctorate degree is an added advantage.
    • The candidate must have at least 7 years cross-cutting experience with NGO in International Health and Development issues, Gender Equality, Reproductive, Maternal New-born, Child, and Adolescent Health Plus Nutrition (RMNCAH+N), HIV Management and Prevention, Malaria Control and Prevention and Gender Based Violence.

    Information Technology Officer

    Job Description

    • The IT Officer will provide support and maintenance to ARFH’s computer and network infrastructure to ensure stable operations. S/he will implement new IT solutions to improve business efficiency and productivity and will maintain/support implemented systems to ensure high end-user satisfaction.
    • The ICT Officer will assist in the provision of ICT Support Services to ARFH in line with Global ICT policies, processes, and guidelines as well as local Nigerian policies and guidelines. This includes supporting the installation, maintenance, and administration of the organisation’s entire IT infrastructure.
    • The role also includes supporting and administering ICT systems and services in all ARFH offices in Nigeria, including those used in remote or field locations, or in a working from home environment. This may include liaising with suppliers to support and administer local ICT systems in other ARFH offices in Nigeria where appropriate.
    • The role includes monitoring to ensure compliance with all ICT policies and guidelines including ICT security and data protection requirements by all staff and consultants accessing ARFH devices, networks, applications, and data.

    Specific Responsibilities

    • Provide assistance in the formulation of annual IT plan, IT maintenance schedule, IT policy review and emergency response procedures.
    • Process service level agreements with IT service providers/companies.
    • Implement IT security policies; effective deployment and management of anti-virus systems, fortification of Wi-Fi and souring and installation of quality software packages.
    • Ensure volume licensing of approved software including client access licenses for servers for the organization.
    • Install and configures network devices and hardware’s for proper functioning of internet and intercom services within the office.
    • Adequate management of the organization’s website by which entails overseeing the functionality of the website, evaluating and management of the website performance, facilitate hosting and server management, and develop, maintain and update website content.
    • Efficiently manage procurement of IT equipment including LAN/back-end infrastructure, internet subscriptions etc for the office.
    • Maintain highest quality of customer services to all sections within the office and all project partners.
    • Provision of ample support for meetings – online and physical.
    • Provide IT assistance during workshop, trainings as deemed necessary by management.
    • Provide IT technical support services to the office by providing computer training to all end users.
    • Provide support to HR activities: upload adverts, sets up laptops for employment tests, downloads and print out CVS etc.
    • Ensure effective network connection and maintains the entire local area network installed at the office including IT equipment and computer accessories/peripherals.
    • Monitor and ensure the main and back-up servers, switches, routers, wireless access points for the office internet system are functioning efficiently.
    • Conduct electrical safety checks on computer equipment, ensures adequate power protection and electrical back – up needs for the office IT systems.
    • Ensure timely and proper maintenance of institutional email system as well as approved group addresses on all systems.
    • Provide support and procedural documentation of IT inventory including movements, additions, deletions and temporary allocations of IT equipment and relevant reports.
    • Provide support in other areas including use of web-based platforms, share points and introduction of new software and technologies.

    Required Experience

    • Applicants must have a University degree, preferably in Computer Engineering, Electrical electronic or Computer Science.
    • Microsoft, Cisco and other related IT certifications are a distinct advantage as well as knowledge of other essential office software.

    Minimum Qualifications

    • Minimum of 5 years relevant working experience in the use and maintenance of office computers, operating systems, applications, and network and communication technologies in reputable NGOS or medium-large sized organizations.
    • Well-developed investigative, analytical and problem-solving skills is a must.

    Strategic Information (SI) Officer

    Job Description

    • We are looking for a Strategic Information (SI) Officer to support USAID funded OVC project: Integrated Child Health and Social Services Award (ICHSSA) in Kwara State. We offer professional opportunities for career advancement, good working environment and competitive remuneration.
    • The goal of ICHSSA 2 is to reduce the impact of Human Immunodeficiency Virus and Acquired Immune Deficiency Syndrome (HIV/AIDS) on orphans and vulnerable children (OVC). The project will ensure that OVC are cared for and protected by their households, communities, local and state governments.

    Specific Responsibilities

    • The Strategic Information (SI) Officer will be responsible for all strategic information responsibilities related to the program, including all monitoring, evaluation, analytics, and reporting of performance and results.
    • S/he will lead all efforts to strengthen monitoring and evaluation, and performance reporting within the geographic area of activity.
    • S/he will liaise with relevant technical staff, partners responsible for LGA and State level strategic information and monitoring, evaluation, and support coordination with National OVC Management Information Systems (NOMIS).

    Key Performance Areas

    • Serve as the focal person for all M&E-related functions
    • Manage project-specific M&E framework and plan including data collection and systems requirements
    • Hold overall responsibility for oversight and achievement of M&E requirements/expertise.
    • Provide M&E mentoring, support and leadership to ensure adequate capacity exists to support project activities.
    • Conduct routine data quality assessment and ensure data integrity.
    • Enter routine data into donor databases and systems by due date.
    • Manage project evaluations including synthesis of information and managing dissemination towards improved knowledge sharing/management.
    • Facilitate data utilization including guiding routine performance monitoring ensuring provision of analytical data to inform effective QA/QI
    • Coordinate any project-related operations research & publications portfolio in collaboration with technical specialist.
    • Lead project M&E related internal and external reporting.

    Minimum Qualifications

    • Bachelor's / Master's Degree in Health and or Public-Health oriented field, Epidemiology, Statistics, Health Informatics or related Social Science.
    • Also required is experience working with CBOs and USAID funded programs.
    • Excellent computer skills in MS Office suite and M & E software: Stata, SPSS, NOMIS etc is compulsory.
    • Must be able to analyze data to inform program decisions.

    Required Experience:

    • 5+ years of relevant experience.
    • Experience in quantitative and qualitative study design and implementation.
    • Experience with monitoring programs using quantitative and qualitative approaches.
    • Experience with data analysis and NOMIS database and analysis software packages (SPSS, database management systems, Access, and Excel).
    • Excellent technical writing and editing skills, with proven experience writing abstracts, proposals, and reports.
    • Advanced experience with MS Office Suite of Programs (Outlook, Excel, Word, PowerPoint).
    • Good analytical capabilities.
    • Strong ability to manage multiple priorities and projects
    • Quick to adapt to new challenges and interest in learning new skills and approaches
    • Strong teamwork skills.
    • Fluency in English.
