    Education Project Manager

    Role and responsibilities

    The Education Project Manager is responsible for the effective implementation of the NRC education portfolio at area level, and represents NRC at coordination forums, as delegated by the Area Manager. This position is a key member of the Area Management Group.

    • Line management for education CC (core competencies) project team leader and officers in the area;
    • Compliance and adherence to NRC policies, guidance, and procedures;
    • Contribute to the development of country and area education CC (Core Competency) strategies; initiate and participate in the development of education CC projects;
    • Coordinate and manage the education project implementation (activities, budget, spending plans, workplans, report and project documentation) in line with proposals, strategies and donor requirements;
    • Implement technical direction and ensure high technical quality of projects;
    • Provide regular progress reports to the Area Manager and the CC Specialist;
    • Ensure that projects target programme participants who are the most in need of protection; explore and asses new and better ways to assist;
    • Develop and manage project budget (in cooperation with Education CC Specialist) and coordinate across CCs
    • Ensure recruitment and capacity building of project staff and transfer key skills;
    • Liaise and collaborate with relevant local authorities and other key stakeholders;
    • Promote the rights of IDPs (Internal Displaced People)/returnees in line with the advocacy strategy.

    We look for someone that has the following:

    • Minimum 3 years’ experience from a management position in a humanitarian/ recovery context;
    • Experience from working in complex and volatile contexts;
    • Documented results related to the position’s responsibilities;
    • Knowledge about own leadership skills/profile;
    • Fluency in English, both written and verbal;

    Preferably you also have:

    • Knowledge of the context in Adamawa State

    RESPONSIBILITIES

    Main duties and responsibilities:

    • Enabling Participation and Coordination by Local and National Actor partners
    • Development and delivery of a capacity strengthening programme
    • Leadership, Governance and Advocacy
    • Accountability, Learning and Compliance
    • Planning, Monitoring, Evaluation and Reporting (PMER)
    • Financial management  

    QUALIFICATIONS

    Qualifications, Experience and Skills

    • Minimum of 10 years of relevant experience within the humanitarian, development, or peacebuilding sectors within national/international NGOs, UN bodies or Government institutions.
    • Seven years (cumulative experience) in some or all of the following: localisation, coordination, community engagement, partnership/partner brokering, civil society (or local/national authority) capacity strengthening, organisational development is mandatory
    • Master’s degree and/or equivalent work experience and skills, particularly in the engaging and working with civil society groups in different countries and contexts.
    • Documented results within organisational development within a humanitarian or development organisation.
    • Experience from strategy work, fundraising, project management or advocacy.
    • Demonstrable professional knowledge of the humanitarian / development / peacebuilding sectors at both policy and operational level and results related to the post’s responsibilities.
    • Demonstrable experience with planning, initiating, implementing, and managing projects in the relevant sector.

    Health Experience:

    • NORCAP is also looking to potentially work with health partners on localisation. Therefore, candidates with a background in health are also encouraged to apply.

    Desirable Health Experience: 

    • An advanced university degree (Master's level or above) in Public Health, Medicine or International Health or related fields.
    • Relevant experience at the national and/or international level, demonstrated engagement and knowledge of the health cluster

    PLEASE NOTE: experience in health is only required to fulfil requests from (future) health partners; it should not dissuade candidates with no experience in health / this is not a screening criterion. 

    Language Requirements:

    • Fluency and proficient writing skills in English for all countries 
    • French fluency or working knowledge is strongly desired.
