    Emergency Protection Assistant

    Job Summary

    • Under the management of the MJK Area Coordinator, in close cooperation with GBV team members, the protection Assistant will provide Protection Monitoring services and basic counselling interventions, and conduct emotional support groups with women, girls and survivors of gender-based violence.

    The Protection Assistant will

    • Work under the technical supervision of the Protection Manager.
    • Provide day to day Protection Monitoring- related activities in Borno
    • Be directly responsible for identifying, documenting and supporting the provision of direct protection assistance to vulnerable women and girls.
    • Coordinate, manage & supervise the direct implementation of community based GBV Prevention, mitigation as well as PSEA efforts..
    • Work with a team of Community Protectionvolunteers, GBV case workersand PSS staff in identifying GBV cases, referrals and follow up.
    • Also provides psychological first aid (PFA), basic counselling services and PSS support for victims of trauma, survivors of GBV as well as other people in need.

    Key Functions, Accountabilities and Related Duties/Tasks:

    • Provide psychosocial support (PFA) and counselling for  GBV survivors and refer to case management services when needed.
    • Provide emotional support group sessions to women and girls at risk of or survivors of gender-based violence in compliance with best-practice and MI’s guidelines.
    • Conduct awareness raising to encourage help-seeking behaviour of GBV and SEA survivors.
    • Disseminate action-oriented, specific, inclusive, and supportive messaging on available services for victims.
    • Conduct vulnerability and needs assessment to identify most vulnerable women and girls in the community.
    • Provide targeted assistance for urgent needs of the most vulnerable women and girls who are victims of emergency.
    • Assist in the development of a referral pathway across key services for protection cases and monitors for bottlenecks in the referral pathway.
    • Draft regular weekly reports and feedback on the project implementation and needs that help in program review and decision making.
    • Assist in regular data collection, analysis, and reporting of service provision to protection cases.
    • Ensure that multi-sectoral services delivered by implementing partners are run according to minimum standards, best practices, and IASC Guidelines.
    • Assist in working with communities in developing and disseminating service availability messages.
    • Any other related tasks assigned by the supervisor.

    Required Skills and Experience:

    • Professional with a University degree in Psychology, Sociology, Anthropology, Gender Studies, Social Work, International Affairs, Humanitarian Aid or related field, or 2 years experience related.
    • Experience in CCCM setting is well appreciated
    • Minimum experience of 2 years working with vulnerable communities, protection interventions, social service and/or advocacy programs.
    • Must have in-depth technical expertise on Protection, and Gender Based Violence related issues including having a clear understanding of gender inequality, and issues surrounding discrimination and violence against women and girls
    • Experience in the context of emergencies is recommended.
    • Knowledge of concepts and main debates related to issues of rights, sexual and reproductive health, gender equality, ethnic racial equality and adolescence and youth is desirable. 
    • Excellent Analytical, Communication and Report writing skills.
    • Fluency in local languages (Kanuri, Hausa).

    Emergency Protection Officer

    Job Summary

    • Under the management of the MJK Area Coordinator, in close cooperation with GBV team members, the Protection Officer will coordinate and implement protection activities in field locations. Specifically, s/he will plan, implement, monitor and document protection activities targeting MI beneficiaries, community structures and local stakeholders. 

    Technical Responsibilities:

    • Implement assigned protection activities in line with all relevant international standards and best practices.
    • Plan, implement and monitor protection individual activities as per the weekly and project workplans 
    • Deliver trainings, capacity buildings and mentoring to community-based protection structures and local authorities 
    • Conduct regular protection monitoring activities using MI Protection Monitoring tools and processes, follow up on specific protection issues identified to resolve and reduce risks
    • Conduct protection needs and vulnerability assessments as required.
    • Ensure the provision of effective protection services and referrals to beneficiaries as required, and assist the Protection Manager in coordination with relevant partners to develop and maintain protection referral mechanisms.
    • Ensure that goods, services and works, as well as Casual Labor required to complete assigned activities are requested and delivered in a timely manner using the appropriate HR or Procurement process, and that payments are issued and booked in a timely and appropriate manner.
    • Ensure that assigned activities and tasks are completed in line with the available project budget, avoiding over/underspending
    • Responsible for ensuring assigned activities meet project output and outcome goals, and that assigned project activities are implemented in-line with the proposal, workplan
    • Ensure protection and gender mainstreaming in all of MI’s interventions.
    • Project Monitoring and Evaluation:
    • Assist the MEAL team in conducting timely monitoring of Protection activities, including pre/post-tests, post-distribution monitoring, and ensuring awareness of the Complains and Feedback Mechanism. 
    • Contribute to the monthly progress report as well as cluster 5Ws 
    • Assisting in developing and conducting assessments, mid-term and end of project reports and evaluations as requested, under the supervision of the Manager and MEAL Officer/Assistant 
    • Ensure MI’s accountability commitments are mainstreamed into all protection activities.
    • Report Writing and Documentation: 
    • Support in the development of daily, weekly and monthly reports.

    Experience and technical competencies: 

    • Minimum of 2 years’ experience in the field of humanitarian response and refugee/IDP protection working for an international NGO, UN agency or relevant ministry or local authority.
    • Technical understanding of core protection concepts (including Child protection, GBV and community-based protection), prevention and response strategies, including experience with operationalizing global best practices and international standards for implementing protection programming in humanitarian contexts. 
    • Experience of facilitating trainings and workshops on protection-related topics. 
    • Strong planning, organizational and problem-solving skills with the ability to work both independently and within a team.
    • Integrity, strong work ethic, and ability to consistently meet deadlines under pressure.
    • Strong interpersonal skills and commitment to learning and implementing organizational policies and procedures. 
    • Full proficiency in Microsoft Office, including Word, Excel and Outlook

    Education and other skills:

    • University degree in social sciences, law, social work, international development, or other relevant field from a recognized institution.

    Emergency WASH Assistant

    WASH in emergencies preparedness and response

    Planning and Quality Implementation:

    • Provide technical and operational support throughout all stages of programming processes and ensure integration, coherence and harmonization of WASH with other MI sectors.
    • Support Emergency WASH Officer in development and implementation of the MI WASH Response Plan (targets, indicators, activities, budget), ensuring quality response implementation of the implementing partners and accounting for specific needs of women, men, boys, girls and persons with disabilities.
    • Support Emergency WASH Officer in identifying and implementing strategies and mechanisms to scale up the WASH preparedness and response in case of an emergency.
    • Ensure effective and coherent analysis of implementation/progress, including identifying and recommending appropriate actions to cover gaps, involving all relevant partners.
    • Prepare requisitions for supplies, services, long-term agreements and partnership agreements to ensure MI is prepared to deliver on its commitments for WASH
    • Participate in inter-agency discussions, ensuring that WASH planning and response is fully considered
    • Provide a weekly activity progress report to the Emergency WASH Officer, highlighting achievements versus targets.
    • Any other duties as may be assigned by the Emergency WASH Officer;
    • Comply with MI policies and practices ensuring protection mainstreaming, code of conduct; health and safety, equal opportunities, and other relevant policies and procedures.
    • Assist in selecting, training, and managing Community WASH Standing committees, such as Community Water Management Committee members, sanitation facilities caretakers, and volunteer hygiene promoter networks within the targeted beneficiaries.

    Coordination:

    • Ensure effective links with other working groups or sectoral coordination platforms with State and local government units, including identifying opportunities for collaboration that can contribute to the improvement of the humanitarian situation.
    • Work closely and collaboratively with colleagues and partners to discuss implementation issues, provide solutions, recommendations and/or to alert appropriate officials and stakeholders for higher-level interventions and/or decisions. Keep records of reports and assessments for easy reference and/or to capture and institutionalize lessons learned.
    • Prepare regular and mandated sectoral programme/project reports for management, donors and partners to keep them informed of programme progress.

    Qualifications

    To qualify as an advocate for every child you will have the following minimum qualifications:

    • A university degree in one of the following fields is required: public health, social sciences, behaviour change communication, sanitary engineering, Utility Engineering, Environment or Water, Sanitation and Hygiene, climate change or another relevant technical field.
    • Experience CCCM setting is well appreciated
    • At least 2 years progressively responsible humanitarian work experience with UN, governments, and/or NGO, including programme management and/or coordination in the first phase of a major emergency response relevant to the cluster.
    • Proven ability to coordinate across multiple stakeholders in an emergency.
    • Excellent presentational skills.
    • Be immediately available.

    Emergency WASH Officer

    The incumbent of this position represents Malteser International values and principles in interactions with staff and external audiences for the response to floods in Maiduguri. The post holder will be responsible for overall community mobilization and engagement, timely planning, coordination, implementation, monitoring and review of the project. He oversees the Emergency Water, Sanitation and Hygiene (WASH) components of the South Sudan Joint Response Emergency Project – Phase 3 (SSJR 3) for its successful implementation according to approved donor and government agreements. 

    KEY AREAS OF ACCOUNTABILITY : 

    • Plan the weekly activities for his/her team and have them approved by his/her Line Manager:
    • Plan human resources needs (daily workers, workers…)
    • Plan tool and material needs (request from stock)
    • Anticipate administrative issues (requests in advance)
    • Anticipate logistics issues (transport, communication means…)
    • To ensure the Emergency Water, Sanitation and Hygiene (WASH) component of the project is implemented according to the approved donor and government agreements. 
    • Mobilise the community to participate in the project and encourage all groups to participate in the project.
    • Facilitate trainings and promotional activities towards improving the hygiene and sanitation practices of the local experts and communities
    • Ensure that WASH activities are integrated with other activities for optimum benefit of the beneficiaries.
    • Develop and regularly update a detailed project work plan guiding the project implementation and ensure this is used by the project team to monitor project progress towards completion the WASH component of the project. 
    • Coordinate and attend WASH related meetings at Camp level and all coordination meetings
    • Liaise with other actors for appropriate response in WASH sector in close consultation with the immediate supervisors 
    • Provide a weekly, monthly and periodical progress reports both for internal and external consumption to the MJK Area Coordinator.
    • Oversee Monitoring and Evaluation activities in WASH component. 
    • Comply with all relevant policies and procedures with respect to child protection, health and safety, security, equal opportunities and other relevant policies

    EXPERIENCE AND SKILLS

    Essential

    • At least 2 years relevant project management experiences in emergencies, or WASH related projects in international NGOs or similar organisations.
    • Experience CCCM setting is well appreciated
    • Understanding of and experience in the project implementation techniques, participatory planning, implementation and monitoring basic practices.
    • Experience in assessment, design, bill of quantity preparation and hygiene promotion tools in WASH
    • Proven skills on managing changes, achieving results, ensuring quality, team building and capacity building.
    • Excellent interpersonal skills, including cultural sensitivity, assertiveness and negotiating skills.
    • Ability and willingness to work in remote rural areas and under pressure as part of a professional team
    • Prepare terms of reference and contractual agreements with contractors. 
    • Experience in developing and monitoring budgets 
    • Computer literate in word processing, excel packages and internet use 
    • An understanding of child rights and their protection and fulfilment in the development context.
    • Spoken and written fluency in English and computer literacy (MS Office and email/internet);)

    Qualifications

    • BA / BSc Degree or more in Civil and Water Engineering, Environmental Health, Sanitary Engineering, Hydraulics and Water Resource Development and other related fields 
    • Excellent presentational skills.
