    Finance Assistant

    Overall purpose of the role:

    This role has an area focus and ensures compliance to DRC procedures and guidelines within the area. The role contributes to the development of area strategies, which are translated into action plans and day-to-day tasks. The role provides support and/or technical guidance to base operations.

    Duties and Responsibilities

    Finance and accounting

    • Finance Assistant supports the finance office in Sokoto. Supports the preparation of financial statements and maintenance of cash controls.
    • Works within the financial procedures of DRC, municipal policies and procedures and in compliance with all national acts and legislation.
    • The Finance assistant supports the Finance Manager with reports for senior management in country.

    Reporting

    • Assist with collecting, reviewing, correcting and filing all financial progress reports from the partners
    • Support financial report preparations
    • Submit progress and status reports

    The responsibilities listed in the JD are not exhaustive and may be readjusted according to operational needs but will remain in line with the overall purpose of the role.

    Job Requirements

    Experience and technical competencies:

    • Hands-on experience/skills in MS Excel (experience in working with formulas)

    Finance Officer

    Overall purpose of the role:

    This role has an area focus and ensures compliance to DRC procedures and guidelines within the area. The role contributes to the development of area strategies, which are translated into action plans and day-to-day tasks. The role provides support and/or technical guidance to base operations.

    Duties and Responsibilities

    Responsibilities and tasks:

    Responsibility 1: Management of the office cash flow include the forecasts.

    • Prepare the bank transfer instructions for suppliers’ payment on time for Sokoto office.
    • Manage the cash and safe boxes for the cash payment in the office and on the field if required.
    • In relation with the DRC programme and support departments of Adamawa, prepare the monthly cash flow forecast and send it to the finance specialist/Finance Coordinator for compilation.
    • Ensure good relations with financial partners (banks, PFA, etc.);

    Responsibility 2: Hold a cash book and update at a daily basis the ERP-Dynamics system adequately

    • Ensures accurately recording of all transactions made by cash or bank, monitors timely receipt and expenditure returns from Program Team and ensures correct data entry and reconciliation in the Cash book and Dynamics.
    • Manages daily operation in the area of accounting system which is in line with DRC and Donor’s requirements and ensures the records or entries are up to date in the cash books and Dynamics.
    • Complies with Finance and Procurement guidelines when dealing with any transactions.
    • Check the justification of operational advances before making payment and ensure of the settlement in a reasonable time.
    • Check and control the elements of accounting packages, including the consistency between cash books and Dynamics entries, physical counting, and balances;
    • Proceed to the monthly closure of accounting: physical counting, editing of accounting documents (cover sheets), verification of supporting documents;
    • Stamp monthly the invoices with the donor stamp and/or the stamp “paid”;
    • Ensures proper financial documentation in Sokoto office.

    Responsibility 3: Management of financial assets and liabilities of the base

    • Records all assets and liabilities in the cash books and Dynamics at Daily basis and follow properly their settlement in Dynamics and the cash book as well.Ensure a monthly reconciliation of all assets/liabilities received from the Headquarter and recorded in Nigeria Legal Entity and especially those of Sokoto Office.

    Responsibility 4: Tax deduction and remittance on time

    • Ensure that the withholding taxes is well calculated, recorded in the Dynamics System and paid at monthly basis.
    • Follow up on the staff statutory and taxes payment at monthly basis and ensure that all receipts are collected and archived.
    • Collect the taxes clearance certificate or credit notes when the payment is done.
    • With support of Finance specialist and/or Finance Coordinator, takes the role of info-sharing to staff and PFAs in relation to HR matters (PAYE, PENSION, NSITF, NHF Payment).

    Responsibility 5: Archiving and Audit Management in Sokoto,

    • Ensure that all the supporting documents are attached per transaction in Dynamics.
    • Ensure that all supporting (Hard copies) are scanned with covers sheet attached and saved on Nigeria Dropbox, hard drives, etc.
    • At monthly basis, ensure that all folders containing finance records from each location are tagged and well arrange in the archive room.
    • Participate in audits preparation/execution (compilation of audit requirements)
    • Provides feedback and enhances internal controls to satisfy audit requirements; takes part of providing data and records during the audit process; reports immediately on irregular spending to Finance specialist or Finance Coordinator as deemed appropriate.

    Other supports required for this position

    • Provide technical support to the program/Support team when needed
    • Takes part of regular staff meeting and respects to the weekly task report in line with performance management.

    Job Requirements

    Experience and technical competencies:

    • Experience working in international Non-Governmental (INGO) with a background in Audit and compliance management is considered as an asset.
    • A minimum of 2 years of relevant professional experience in general accounting, finance, and Administration experience is needed
    • Ability to work closely and effectively in a team to achieve work priorities and objectives.
    • Ability to work with ERP-Dynamics will be an appreciated advantage.
    • Enthusiasm as a team player, who is flexible, always ready to take on new challenges and drives for results in a dynamic environment
    • Ability to plan, organize, prioritize, and deliver under pressure.
    • Ability to provide technical guidance and advise especially to non-finance colleague.

    Human Resources and Administration Assistant

    Overall purpose of the role: This role has an area focus and ensures compliance to DRC procedures and guidelines within the area.     Duties and Responsibilities

    Human Resources

    • Assist in ensuring staff compliance with human resources polices, as per DRC’s Operations Handbook and local HR Handbook.
    • Assist in communicating with interview candidates and scheduling for tests and interviews.
    • Ensure new staff receive an appropriate orientation and induction.
    • Support staff development activities including promoting the DRC Learning Catalogue.
    • Assist HR Team Leader on effective performance management and administer the collation of performance management documentation
    • Support the HR Team Leader in drafting Casual Labor Contracts e.g., programme staff/location. (approved by Base Manager)
    • Ensure to add new staff details and location on the Nigeria Staff Contact list upon request from HR Dept. Team leader
    • Support clearance and debriefing is carried out for exiting staff.
    •  Ensure that DRC staff have Identification cards (ID) with the period of validity in accordance with the employment contract.

    Administration

    • Making requisition, receiving and releasing office stationery, beverages and cleaning materials
    • Submitting weekly/monthly report on use of office material.
    • Distribute information about open vacancies to all staff and announce on local notice board in a timely manner.
    • Updating Guest Accommodation space and sharing
    • Responsible to coordinate all the Guest House request with logistics and ensure the guest houses are fully equipped.
    • Takes lead to review Guest House assessments

    • Monthly meeting and bi-weekly inspection of Guest House and sending report to HR Team Leader

    Job Requirements

    Protection Monitoring Specialist

    Overall purpose of the role:

    This role has an area focus and ensures compliance to DRC procedures and guidelines within the area. The role contributes to the development of area strategies, which are translated into action plans and day-to-day tasks. The role provides support and/or technical guidance to base operations.

    Duties and Responsibilities

    • Provide technical guidance and support to protection monitoring staff, ensuring quality in the implementation of activities and services as well as the adherence to protection standards.
    • Support the protection partners with the development of a technically sound (monthly & weekly) work plans, consistent with the goals and objectives of the project.
    • Maintain regular and positive collaboration with local partners to enhance synergies and ensure that intervention between the different project components is harmonized and that protection is mainstreamed into the other sectors of intervention.
    • Identify capacity building needs of local partners ‘protection monitoring staff by assessing their knowledge and skills and accordingly provide learning opportunities through training, workshops and/or simulation exercises; ensure continuous on the job coaching and mentoring.
    • Support the Protection Coordinator in developing and/or updating protection tools and training material in order to ensure questionnaires for HH surveys are developed efficiently, FGD and KIIs are adapted, and that regular analysis are conducted by protection partners while ensuring the Protection Information Management of all data from each local partners in the Northwest Nigeria.
    • Contribute to the development of quality internal/external reports and project proposals, providing relevant protection data, insight and analysis.
    • Ensure that DRC data protection policies are shared, understood and upheld by all partners ‘staff involved in protection monitoring in compliance with the highest standards of privacy and confidentiality.
    • Establish and maintain collaborative relationships with relevant partners and other project stakeholders working in the project areas especially community-based protection structures, IDPs/refugees’ representatives, ensuring government stakeholders such as legal mechanisms/human rights commission/ministry of women and children affairs, UNHCR, IOM, UNICEF, UNFPA etc. and other relevant stakeholders through a mapping of stakeholders for the NW including local NGOs/INGOs
    • Proactively participate in relevant coordination meetings, as requested by the Base Manager and Protection coordinator: ensure to participate in the INGO forum discussion, the case management taskforce, the anti-trafficking taskforce, and any other protection areas groups that may be emerging and try to push for new taskforces/working group on protection monitoring in the area.
    • Ensuring to give guidance on questionnaires to be used as HH surveys level and ensuring quality of data collected, protection incidents tools, ensuring compliance to the NW risks with proper assessment of situation, ensuring accountability to affected populations and verify any documentation and compliance and flag any issues to the protection coordinator and area base manager
    • Ensuring to use tools and existing dashboards and analysis, review protection partners’ reports to ensure they can be shared in a professional way, ensuring proper use of HH surveys questionnaires, ensuring to make suggestions to protection coordinator on questions to add, suggest new tools and collaborate closely with the PIM Specialist on P21 and other imposed protection monitoring tools
    • Other duties as assigned by the Protection Coordinator and Northwest Base manager

    Specific Duties:

    • Coach protection team of local protection partners to ensure proper protection outcomes of the projects
    • Lead and coordinate the implementation of protection monitoring activities in designated areas, ensuring quality and achievement of timelines.
    • Regularly draft and compile and analyze data, elaborate on trends and protection situations to feed into relevant reports including alert reports, protection monitoring monthly reports, protection incidents forms, protection incidents alert trackers and any other dashboards
    • Provide technical support to staff in the identification of protection risks and human rights violations using qualitative and quantitative methodologies (observation, focus group discussions, household assessments, community assessments, key informant interviews);
    • Help in developing trainings/tools on protection monitoring and translate when necessary to ensure tools can be read
    • Develop visuals/dashboards
    • Ensure that vulnerable/at risk individuals are promptly and safely identified, assessed and referred. Maintain an updated database of internal and external referrals.
    • Maintain updated service mapping of the service providers operating in the area. Ensure that protection monitors are regularly informed and provide accurate information on availability of services to the target population.
    • Work closely with other organizations to ensure a smooth referral pathway, in collaboration with the Northwest Base Manager and Protection coordinator
    • Plan and facilitate the induction process for protection partners’ protection monitoring staff on protection principles, safe identification and referral procedures, protection monitoring methodologies and other relevant topics.
    • Ensure regular liaison with other DRC protection monitoring team leaders for exchanges of good practices/trainings and tools development
    • Ensure to know how to navigate information management protocols and procedures especially through Kobo
    • He/She will help giving suggestions to complement the protection strategy for NW where DRC has programs and support the protection coordinator and NW base manager in identifying key components where the teams need to be strengthened which will help shape the protection monitoring strategy for Nigeria. In collaboration with the protection coordinator, he/she will mentor the team daily at field level, make suggestions to develop and revise protection interventions, when necessary, support design standard indicators and tools to monitor the quality and impact of protection programming in the Northwest.
    • Ability to coach teams on key messages, diverse awareness raising sessions including CP, GBV and other MHPSS sessions and on providing PFA to ensure giving more confidence to beneficiaries
    • Undertake regular participatory monitoring and verification visits on a weekly basis to ensure adequate progress against action plans, and outputs and ensure that quality elements are signed off. Provide advice on any corrective action necessary. 

    Job Requirements

    Experience and technical competencies:

    • Minimum five years relevant professional experience in the protection sector (of which at least three years in a supervisory role)
    • Previous working experience with IDPs, refugees and returnees;
    • Strong knowledge of international protection in the humanitarian context and protection analysis
    • Deep understanding of PIM Tools and data management
    • Key knowledge of basic PSS on the first 3 layers of the pyramid and ToT on PFA

    • Master’s degree in Political sciences, Social Sciences, Human rights or related field, BA can be considered if experienced can be proven.

    • Facilitate site-level meetings with SMCs and other stakeholders such as humanitarian actors and government officials to discuss needs, issues, and gaps
    • Attend all relevant coordination meetings, representing DRC, as well as attend meetings with various stakeholders, including clusters, local authorities and IDPs as requested.

    Site Management Coordination and Representation:

    • Represent DRC with communities, local authorities, site partners, and other stakeholders
    • Build and maintain mutually respectful relationships with site management, service providers, local authorities, IDP community members as well as host community members
    • Foster collaborative relationships with local authorities to facilitate implementation of activities
    • Attend and facilitate meetings with stakeholders, such as local authorities, Clusters, NGOs, INGOs, UN and IDPs, including translation of meeting proceedings and provision of meeting minutes
    • Community participation and representation:
    • Establish, support and aid in the design of site management committees, recognizing influence of ‘Camp Leaders’ in Nigeria context
    • Support representative committees and community groups, ensuring Inclusion is main factor in composition and any community-based targeting
    • Supporting and promoting participation of women, youth, people with specific needs and marginalized groups in camp governance mechanisms and CCCM Activities

    Information Management:

    • Establish, maintain, and actively utilize networks of key informants at IDP sites
    • Ensure the timely registration of new IDPs, including identification of protection related needs
    • Support in the drafting of weekly situation reports and provide other relevant information on site conditions and services
    • Provide, document, and track timely referrals and service requests to key partners
    • Update public information boards with site management and partner information. Ensure that the information on the boards are accessible to everybody, include non-literate populations.

    Job Requirements

    Experience and technical competencies:

    • Minimum two years of experience in international and/or local NGO; ideally involved in the direct implementation and supervision of field level humanitarian assistance to IDPs
    • Diploma in social or political sciences, engineering, urban planning or relevant discipline
    • Significant professional knowledge of SMS/SMC strategies, policies, and modalities.
    • Strong conceptual understanding of gender, protection, human rights and humanitarian principles
    • Proven leadership skills and related experience in building, establishing, and negotiating relationships and social networks with various stakeholders at the community, local, and national levels
    • Strong representation, negotiation, interpersonal, and communication skills
    • Strong team spirit and ability to work comfortably in multi-cultural contexts

    Site Management Assistant - Sokoto

    Overall purpose of the role:

    This role has an area focus and ensures compliance to DRC procedures and guidelines within the area. The role contributes to the development of area strategies, which are translated into action plans and day-to-day tasks. The role provides support and/or technical guidance to base operations.

    Duties and Responsibilities

    CCCM/ SMC Implementation

    • Regular visits to the Site Management and protection targeted sites each week as per agreed plan in consultation with supervisor and share site report.
    • Facilitate CCCM trainings including government/local authorities on CCCM/ SMC
    • Support in the creation and strengthening of Site Management Committees (SMCs); build capacity of SMC members through coaching on CCCM principles and practice and reinforce adherence to the TOR and Code of Conduct
    • Ensure regular contact (visits and phone calls) and collect information and updates from SMC and IDP representatives and share with relevant line managers
    • Assist in identifying needs, service gaps and duplications in all targeted sites, and report such issues through Cluster reporting tools and flag for action through appropriate coordination channels
    • Facilitate site-level meetings with SMCs and other stakeholders such as humanitarian actors and government officials to discuss needs, issues, and gaps
    • Attend all relevant coordination meetings, representing DRC, as well as attend meetings with various stakeholders, including clusters, local authorities and IDPs as requested.
    • Provide accurate and timely information for drafting the weekly Site Management reports and other updates.
    • Support in efforts to disseminate information to IDP populations
    • Help conduct site verification, detailed site assessments, safety audits, and eviction risk mapping by providing information and collecting data as requested.
    • Always follow and uphold humanitarian principles and centrality of protection.
    • Excellent liaison with other Site Team Members, ensuring consistency and coordination of activities in the site

    Site Management Officer - Sokoto

    • Monitor sites to identify needs, new arrivals, gaps in service provision [service mapping], and duplication of efforts at IDP sites.
    • Plan, support, and organize social cohesion-building activities at IDP sites.
    • Support other teams in conducting multi-sectorial assessments of IDP needs.
    • Support in establishing and training representative and inclusive community committees at sites.
    • Ensure CCCM programming is community-led and incorporates genuine community feedback and engagement throughout the project cycle.
    • Weekly monitoring of sites to identify needs, gaps in service provision, and duplication of efforts at IDP sites. Ensure regular service mappings for all sites are completed by CCCM field staff.
    • Oversee the implementation of the Community Feedback Mechanism (CFM) by the CCCM team in sites.
    • Participate in multi-sectorial assessments of IDP needs with other DRC teams.
    • Work closely with the Wash and Infrastructure and Protection team to provide inputs into the development of site plans.
    • Perform any other duties assigned by the Site Management Coordinator to advance DRC's interventions.
    • Ensure that referral pathways are functional across DRC-managed sites/areas.
    • Jointly with the IPs protection team take lead to initiate safety audits across the IDP sites.

    • Support beneficiary’s identification, assessment, and selection processes.

    • Coordinate and maintain constructive relationships with other local government institutions, local NGO partners, other international organizations, in coordination with the other team members.
    • Ensure DRC’s principles and approaches to emergencies are integrated into the response.
    • Ensure DRC is positioned as a leading emergency actor within the Area, including sharing emergency information to inform and guide the overall Emergency and Recovery.
