    Gender Officer

    JOB SUMMARY: 

    CARE seeks to engage a Gender Officer for its anticipated Bloomberg funded Women Economic Development Program to alleviate living standards of economic marginalized women and girls in Bauchi state, Nigeria. This will be a 1-year pilot program aimed at increasing capacity, strengthening women’s networks, enabling access to finance and gender equitable access to financial products and services leveraging CARE’s signature VSLA model. 

    The Gender officer will lead the implementation of project’s gender interventions and will work with the Bloomberg Project team to ensure the activities are well integrated in the overall project. S/he will provide guidance and technical input where necessary, especially on gender analysis, social analysis and action, gender transformative approaches, impact assessments and wider gender mainstreaming. S/he will work with all departments and partners to ensure that CARE’s gender equity and diversity principles are incorporated into all processes and activities within the Bloomberg Project.

    The officer will ensure project stakeholders’ participatory consultations take gender into consideration and that the needs of women and girls, men and boys are prioritized. S/he will act as resource person in capacity building, knowledge sharing events and other relevant activities. This will include developing, reviewing and updating gender training modules to ensure they are of high standards and monitor implementation. The position will develop and maintain relationships with state and local authorities coordinating joint efforts and trainings in consultation with the supervisor.

    JOB RESPONSIBILITIES: 

    Job Responsibility #1: Lead implementation of project gender related activities                                                                             

    • Ensure gender integration in the day-to-day project activities.
    • Provide support to all project activities related to specific to gender mainstreaming, with particular emphasis on helping relevant staff analyze program implications for men and women in various communities and ways to address issues.
    • Ensure that the gender checklists are used and should be able to work with project coordinator on revising and revisiting the gender sensitive indicators for improved mainstreaming.

    Job Responsibility #2:  Capacity building of project stakeholders at the community level 

    • Conduct capacity needs assessments for project stakeholders and organize all training logistics with the support of program support colleagues and project manager.
    • Design and implement trainings for project staffs and community structures on gender related topics including, including but not limited to gender mainstreaming, gender and power analysis and GBV risk mitigation to move toward more efficient and inclusive organizational culture.
    • Provide support, training and technical assistance to partners on gender and related topics.
    • Train, support and coordinate field project teams on all gender related activities.
    • Develop Social Analysis and Action (SAA) training and monitoring materials in conjunction with the Gender and Protection Sector Manager.
    • Identify and build the capacity of community-based support groups/committees to provide community-based support and facilitation on CARE’s gender transformative models including Social Analysis and Action.

    Job Responsibility #3: Reporting and documentation                                                                                                                         

    • Develop bi-weekly, monthly and quarterly reports on gender project activities carried out.
    • Prepare and share human interest stories and case studies related to project impact for learning.

    Job Responsibility #4: Representation and networking at project level

    • Participate in gender-related events (meeting, workshops, conferences) and network within the project locations in-order to stay updated about gender related developments.
    • Represent CARE in all gender related external meetings at the state level.
    • Provide ongoing coaching and mentorship to community structures including leaders, project volunteers e.t.c on community reflections on gender and social norms, power dynamics and social change for impact.

    Resource Mobilization                                                                                 

    • Contribute to CARE’s resource mobilization efforts

    QUALIFICATION/EXPERIENCE/TECHNICAL SKILLS

    Required

    • Degree in Social studies, Counseling and/or psychology Social sciences.
    • Minimum 3 years of Gender experience with a reputable agency; experience working with survivors of violence preferred.
    • Clear understanding of Gender, power relations, and issues surrounding violence against women
    • Able to maintain apply all GBV guiding principles, counseling ethics and uphold the rights of the survivors at all times.
    • Positive, highly motivated, innovative, with strong organizational and inter-personal skills.
    • Able to work as part of a team.
    • Strong report writing skills.
    • Strong knowledge of computer applications, including MS Word and Excel.

    Knowledge Management and Learning (KML) Officer

    JOB SUMMARY: 

    CARE seeks to engage a Knowledge Management and Learning Officer for its anticipated Bloomberg funded Women Economic Development Program to alleviate living standards of economic marginalized women and girls in Bauchi state, Nigeria. This will be a 1-year pilot program aimed at increasing capacity, strengthening women’s networks, enabling access to finance and gender equitable access to financial products and services leveraging CARE’s signature VSLA model. 

    The position requires high-quality data collection and analysis and report writing skills which can be used to write consistent high-quality reports and technical briefs that are developed as learning products. 

    S/he should be able to employ the use of participatory, and digital learning approaches to develop and implement innovative, creative, and effective ways to strategically capture, document and share technical knowledge, leveraging on best practices, and improve the effectiveness of Bloomberg project.

    JOB RESPONSIBILITIES: 

    Job Responsibility #1: Knowledge Management and Learning                                                                                                                     

    • Collaborate with the MEAL coordinator, and the project team to develop a knowledge management and learning strategy and framework for the project. 
    • Within this framework, work collaboratively with the program team to identify, and prioritize types of knowledge to develop, capture, and coordinate the development of the Bloomberg Learning Agenda, including organizing reflections events with the relevant stakeholders. 
    • Share information within the project teams about research and evaluation findings, support the documentation of lessons learned, approaches, and good practices in a systematic timely manner.
    • Ensure feedback and recommendations from evaluations, community feedback, and accountability mechanisms are regularly captured and fed into management meeting.
    • Ensure knowledge integration and dissemination as well as introduce new tools, innovations, and technologies to enhance dissemination and learning.
    • Conduct monitoring and evaluation of the overall implementation of knowledge management activities and prepare periodic reports that consist of reviews, analyses, evaluations, and recommendations to develop and improve the implementation of a knowledge management plan for Bloomberg.
    • Support in facilitating outcome harvesting, and outcome mapping surveys, to inform evidence for decision making, improve learning and adaptation and stakeholders’ engagement. 
    • Integrate knowledge management and learning approaches into partners' activities and strengthen accountability, collaborative learning, and feedback mechanisms.
    • Collaborate with the MIS officer, and facilitates the routine knowledge and information management sessions, along with quarterly program reflections, discussing the outcomes of MEAL findings with project staff, partners, government stakeholders, and national organizations.
    • Guide the regular knowledge and information sharing sessions/quarterly MEAL Reflections of the outputs of MEAL findings with project staff, implementing partners, and Government stakeholders and National Organizations 
    •  Facilitate After Action Review (AAR), community scorecards to measure performance and document lessons learned. 

    Job Responsibility #2:  Program Delivery, Performance Monitoring, and Quality Control   

    • Organize, design, plan, and carry out the collection, verification, evaluation, analysis and compilation, and dissemination of program data.
    • Assist program teams to develop and maintain knowledge management information systems to support data collection, reflection, analysis, and reporting needs.
    • Create a collaborative work plan that integrates knowledge management activities into fundamental model processes, capturing the connections between knowledge management, monitoring and evaluation, and communications.
    • Ensure high-quality implementation, in close collaboration with the project managers, and sector leads, and consistency in protocols, information and reporting systems.
    • Monitor and review regular sources of information and data from fields required for the regular updating of information and knowledge products.
    • Ensure relevant data is entered into an organization-wide data management system designed to capture, analyze, and disseminate project data.
    • Ensure quality control procedures and accuracy of entered data and compare it with the existing filing system to make sure all records are consistent and aligned.
    • Contribute to the quality of program design, development of MEAL Plans, tools, survey design, methodology, data analysis, and other services as may be required for program monitoring and evaluation.
    • Support the adoption of technology for development tools and innovation to provide technical support in implementation of policy and advocacy activities of Bloomberg Project

    Job Responsibility #3: Documentation, Data management and Reporting                             

    • Develop a system to collect, manage, and report all program related data, including project reach and key performance indicators. 
    • Contribute to the annual reporting process to ensure high-quality, timely reporting to donors on results achieved.
    • Collaborating with the efforts and unit to create and manage both internal and external briefings and gatherings aimed at organizing and sharing pertinent organizational knowledge, enhancing comprehension of CARE International's efforts, and expanding CARE Nigeria's connections.
    • Assist in dissemination learning and data for decision-making and feedback by regularly sharing information with stakeholders, conducting Quality Improvement Learning Sessions, and highlighting key project successes and gaps for improvement. 
    • Establish a filing system for various program activities and collaborative tools to facilitate the sharing of ideas that are of use to colleagues, project teams, and other partners.
    • With assistance from the Project manager and the MEAL coordinator, lead the reporting of project information on Project and program Impact and Information Reporting System (PIIRS)
    • Continually analyse sector field data to verify status as and when necessary, and produce daily, weekly, monthly/quarterly data computation and analysis reports for use by project/project management.
    • Document all advocacy efforts, policy reviews and share learning outcomes and policy wins with project teams, 
    • Participate in Quarterly, Mid Term and annual project reviews and planning workshop and prepare relevant reports internally and external.
    • Visit sites and partners to collect supplementary data, stories and conduct qualitative research both. 

    Job Responsibility #4:  Learning and Communication 

    • Work closely with communication Team to support program team in implementing communications, visibility and documentation plan for program. 
    • Work with MEAL and Communications team to develop IEC materials relevant to programmatic activities. 
    • Support project Manager to ensure Learning and adaptations systems meet the needs of programmatic activities. 
    • Establish and strengthen a functional feedback mechanism in all the communities to ensure that the feedback is encouraged, captured, and reviewed periodically for emerging trends, lessons, and potential gaps to be addressed by capacity building.
    • Support knowledge capturing, sharing, and strategic learning to speed innovation and bring innovations to the program.
    • Support the scale up of Women Economic Justice vision indicators 2030 Contributes to program design to ensure adherence to Mercy Corps’ resilience measurement and CLA/communications best practices.
    • Support the operationalization of  After-Action Review and other Learning reporting templates that facilitate documentation of learning information for use by programs.
    • Synthesize findings from evaluations, assessments, special studies, and other sources for use in Activity designs, communications, stakeholder coordination, and reporting.
    • Facilitate partner and stakeholder collaboration through activities including joint work planning, regular partner meetings that facilitate knowledge sharing, and/or working groups organized along geographic or technical lines.
    • Oversee the compilation and dissemination of information from both quantitative and qualitative data on successful and promising approaches, lessons learned, and other program results to local, national, and regional-level intergovernmental bodies, donors, partners, and other stakeholders.
    • Support facilitation, including processes and workshops; learning, collaboration, and coordination among implementing partners and other collaborators; producing reflections on the implications of new learning; establish a network of key stakeholders with the WEJ Project Manager and organize periodic, appropriate opportunities for the Activity to interact with them based on strategy implementation and evidence-based experience.
    • Coordinate, plan, and implement institutional learning activities relevant to the achievement of Women Economic Justice Strategy in Nigeria such as case studies development, pause and reflection sessions, after-action reviews, briefings, communities.

    Job Responsibility #5:  Capacity building                                                                                                                                                                       

    • Working closely with the MEAL Coordinator, to identify capacity needs and conduct capacity assessment of CARE and partners’ staff. 
    • Work with the MEAL coordinator to organize and conduct result-oriented monitoring and evaluation training (including quantitative and qualitative data collection methods) for CARE and partners’ staff.
    • In collaboration with the Project Managers, facilitate training and other capacity-building activities for all project key stakeholders. 

    Resource Mobilization                                                                                                                                                   

    • Contribute to CARE’s resource mobilization efforts.
    • Ensure learning briefs, program brief, best practices are documented. 

    QUALIFICATION/EXPERIENCE/TECHNICAL SKILLS

    Required

    • A minimum of bachelor’s degree in social sciences, development studies, information communication technology (ICT), monitoring and evaluation or related field. 
    • A minimum of 3 years experience in developing and implementing knowledge management strategies, including capturing, organizing, and disseminating knowledge is required.
    • At least 3 years of experience in developmental work
    • Experience in knowledge management of financial inclusion, social and behavioural change communication, and resilience projects
    • Good understanding of techniques for collecting, documenting, and storing knowledge from various sources (e.g., experts, documents) is required. 
    • Good understanding of strategies for implementing and sustaining KM and learning initiatives 
    • Demonstrate skills in collection and analysis of both qualitative and quantitative data.

    • Excellent computer literacy with full knowledge of Microsoft Office applications, including spreadsheets and database management.

    • Demonstrated ability to work independently and to creatively problem-solve, strong writing skills, including experience generating substantive written products.
    • Good understanding of the country’s developmental context, empowering and advocacy issues in Nigeria's financial inclusion domain
    • Fluency in both written and spoken English and Hausa, is required.

    Village Savings & Loan Association (VSLA) Coordinator

    JOB SUMMARY:

    CARE seeks to engage a Village Savings and Loan Association (VSLA) Coordinator for its anticipated Bloomberg funded Women Economic Development Program to alleviate living standards of economic marginalized women and girls in Bauchi state, Nigeria. This will be a 1-year pilot program aimed at increasing capacity, strengthening women’s networks, enabling access to finance and gender equitable access to financial products and services leveraging CARE’s signature VSLA model. 

    JOB RESPONSIBILITIES: 

    Job Responsibility #1: Activity Planning, Implementation and Reporting     

    • Prepare a detailed VSLA implementation plan and ensure the partners understand well and properly implement.
    • Ensure physical target achievements are as agreed; and review regularly the progress and maintain regular update of the workplan and track outputs.
    • Facilitate and ensure establishment of VSLAs, the target communities.
    • Lead and provide technical guidance on financial inclusion interventions and strengthen the engagements between the VSLAs and the private sector players.
    • Identify technical capacity and challenges for the project participants and VSLA facilitators skills /knowledge on VSLAs, Business Management, etc. and plan for the relevant capacity trainings.
    • Oversee and regularly monitor as well as provide technical support when the VSLAs are conducting the share purchase, social contributions and borrowing and repayment of loans to ensure proper documentation.
    • Facilitate stakeholder, traders, and financial services providers engagements as part of establishing strategic linkages for VSLAs.
    • Document lessons learned and capture stories of change on VSLAs.
    • Consolidate/compile monthly, quarterly, and annual activity reports and special events showing achievements, lessons, constraints, and recommendations and submit to supervisor on agreed time.

    Job Responsibility #2: Capacity Building/ Technical Support   

    • Review and adapt basic business, financial and relevant technical training material.
    • Conduct VSLA training for the partners, VSLA Facilitators and monitor step down training.
    • Facilitate peer-to-peer support and ensure social cohesion within VSLA.

    Job Responsibility #3: Coordination and Representation   

    • Participate in CARE Community on Financial Inclusion activities.
    • Represent the CARE on coordination meetings at LGA, community and wards

    Women Economic Justice Project Manager

    JOB SUMMARY: 

    CARE seeks to engage a Project Manager for its anticipated Bloomberg funded Women Economic Development Program to alleviate living standards of economic marginalized women and girls in Bauchi state, Nigeria. This will be a 1-year pilot program aimed at increasing capacity, strengthening women’s networks, enabling access to finance and gender equitable access to financial products and services leveraging CARE’s signature VSLA model. 
    The Project Manager will be responsible for leading the project team and the local partners, providing oversight of the activity implementation and reporting.

    JOB RESPONSIBILITIES: 

    Job Responsibility #1: Technical Support and Project Management 

    • Provides managerial oversight and guidance to Bloomberg project team.
    • Provide technical support for all VSLA activities and pathways of change.
    • Assess and identify technical assistance needs regarding technical skills, supervision support, etc. for project components within the portfolio.
    • Strengthen capacities of the team to mainstream and adopt organizational core values, policies, procedures.
    • Support team in the application of agreed program approaches and adherence to quality standards.
    • Provide input into revised work plans referring to appropriate CARE resource materials, protocols, and guidance.
    • Participate in the design, review, and updating of Detailed Implementation Plans and field activities for financial and market inclusion.
    • Support the VSLAs mapping, financial services mapping and market linkages related activities within the state for the purpose of VSLA enhancement strategy development. 

    Job Responsibility #2: Staff Management and Supervision       

    • Ensure staff assessment and performance measurement include key performance indicators (KPIs) which are continuously monitored and measured against progress.
    • Ensure that annual and semi-annual (reviews) are completed in a timely manner and submitted to HR.
    • Provides supportive supervision for direct reports.

    Job Responsibility #3: Coordination and Representation                                                                 

    • Attend project coordination meetings to ensure effective coordination and linkages with other financial inclusion agencies.
    • Represent Bloomberg project in relevant fora related to key technical areas in consultation with Project Lead.
    • Support networking and coordination of efforts with government, private sector, and key stakeholders who share mutual objectives.

    Job Responsibility #4: Monitoring 

    • Ensure efficient use of project resources, adherence to CARE standards, and compliance with Bloomberg SOPs and regulations.
    • Develop project monitoring reports to the technical teams and the donor.
    • With other senior members of the PMU, create and promote a productive learning environment.
    • Ensure that Field Office detailed implementation plans (DIPs) incorporate existing commitments to donors.
    • Ensure the regular monitoring of project activities against existing workplans to ensure effective and efficient implementation; assess program technical quality with team and identify any weaknesses and elaborate corrective action plans as needed.
    • Facilitate regular project  review meetings with government, target communities and staff.
    • Contextualize and use reporting guidelines to track and develop quality weekly updates, situational reports, monthly, quarterly, semi-annual, annual and end of projects reports, key lessons, and success stories in accordance with the donor requirements.

    Job Responsibility #5: Learning

    • Monitor developments related to key technical areas under supervision, including best practices and engage in personal development and learning on an ongoing basis.
    • Ensure that knowledge and learning is documented and shared with MEAL team
    • Make technical input and support the planning, design, and execution of project specific operational research, including baseline and end line evaluation, and market assessments related to the project.

    Resource Mobilization                    

    • Contribute to funding sourcing and resource mobilization initiatives through information gathering, supporting assessments, learnings, and documentations.
    • Support other assigned outsourcing activities.
