    Health, Safety & Environment (HSE) Officer

    Mactay Consulting is currently sourcing for Health, Safety & Environment (HSE) Officer for one of her clients in the Manufacturing Sector.

    Salary – N100,000.00 net

    Experience: 1 year working experience in manufacturing sector

    Responsibilities

    • Reporting to the Plant Manager, you will provide support in all Health and Safety functions within the recycling unit of the organization.
    • You will provide support to factory HODs, supervisors and factory staff to develop and execute health and safety plans that ensure that there is a prevalent culture of Health and Safety within the factories and the organization as a whole

    In addition this role, will require you to do the following within the Recycling Unit:

    • Develop and execute health and safety plans in the workplace according to legal guidelines
    • Evaluate the workplace environment and develop safety-management policies that identify and define the safety responsibilities of all employees
    • Enforce policies to establish a culture of health and safety
    • Inspect equipment and machinery to observe possible unsafe conditions
    • Advise on suitable Personal Protective Equipment (PPE) for employees
    • Advise on various areas, e.g. fire regulations, hazardous substances, noise, safeguarding machinery and occupational diseases.
    • Investigate accidents or incidents to discover causes and handle worker’s compensation claims
    • Revise and update all existing safety policies in line with required safety standards
    • Recommend solutions to issues, improvement opportunities or new prevention measures
    • Prepare reports on health and safety awareness, issues and statistics
    • Evaluate practices, procedures and facilities to assess risk and adherence to the law
    • Analyzing / monitoring trends regarding incidents, inspections, audits, and corrective measures while also keeping the management team informed.
    • Organise regular talks & Lead in-house training and presentations for health and safety matters and accident prevention
    • Conduct induction for all visitors, employees at the recycling unit and other outstation and new employees
    • Monitor compliance to policies and laws by inspecting employees and operations
    • Perform other related duties as required.

    Human Resources Officer

    Salary – N100,000.00 net

    Senior Contract Engineer

    Responsibilities:

    The Service holder manages the compliance to Company Policies and Rules and Local/Applicable International Laws and Regulations to ensure integrity of the contractual process from end to end:

    • Verifies that Company’s Contractual Policies and Applicable Laws and Regulations are adhered to for the purposes of Ethical and Transparent transactions.
    • Verifies that Procurement Contracts and Procedures comply with the Standards of the Company and the Agreements with Partners to guarantee that there is no negative blowback at the completion of the contractual process.
    • Ensures the application and respect of the procedures in the tender process in order to assure fairness and integrity of the process.

    The Service holder liaises with Métier Partners and participates in the processes and communication of the Contracts entity by performing the following tasks:

    • Works closely with the DUET counterpart to create the Contracts Dossier, develop a clear definition of contractual responsibilities and discuss the agenda including: Validation of Contracts Strategy, Negotiation and Analysis of Commercial Bids, Participation in Recommendations to Award.
    • Adapts Standard and Template Documents to local conditions.
    • Provides Professional Advice and Guidance to all Contract Owners/Entities with respect to contractual matters.
    • Liaises with Market Planning & Methods and Line Manager for timely reporting (not limited to validating and recording of saving, AGORA) and statistics matters.
    • Keeps informed of Best Practices in Contracts Procedures in other Entities and Affiliates for improvement of Contracts practices in COMPANY.
    • Uses Frame Agreements FALTC (Frame Agreements Terms and Conditions) signed by Headquarters.

    The Service holder executes the following Contracts Activities:

    • Prepares and maintains an up-to-date list of qualified Contractors/Suppliers/Potential Tenders/Contracts in order to perform Market Studies; analyzes and assesses all possible answers from the market.
    • Participates in the validation of the Contracts Strategy through: Arranging and attending Contracts Committee Meetings, common recommendation with Duet; Pre-qualifying Bidders; Defining Target Prices; Defining criteria for Evaluation.
    • Establishes CFT Commercial Documents: Prepares and sends out the dossiers of pre-consultation and Standard Invitations to Bid; Verifies the alignment with Ethics, H3SEQ Clauses, Company Rules, Procedures, Instructions and applicable legislation when issuing all technical contracts and when drafting Contractual and Commercial terms and conditions; Verifies the Terms & Conditions (Standard, General and Financial); Compose Contracts from Standard Contracts or without Standard Contract and create Outline Agreements
    • Conducts the Terms & Conditions Bid Analysis and Negotiation for the best interest of COMPANY.
    • Conducts the Commercial Bid Analysis and negotiation thereby creating a clear definition of responsibilities and documents together with the Duet.
    • Participates in Recommendations to Award through Contracts Committee with common recommendation with Duet.
    • Participates in the signing of formal document after approval from Authorities and Partners and clarification of rights and obligations of both signing parties according to DOA.
    • Ensures that own contracts are created and managed in UNISUP and AGORA; ensures effective use of Tools and Systems (E-Sourcing, NIPEX, REX+, AGORA) for optimum productivity.
    • Prepares files for the settlement of Lawsuits in conjunction with the Legal, Insurance and Financial departments.
    • Monitors Contractor’s performance with Duet, promoting and attending Service Quality Meetings, Claims, Amendments and Contract renewal discussions with Contractor, and manages and maintains a Network with Stakeholders such as NUIMS, NCDMB, Department of Petroleum Resources, etc.

    Accountabilities:

    • Ensures 100% compliance to COMPANY Rules, SOX and local rules during the Contractual process to guarantee integrity of the Contractual process from end to end.
    • Ensures the establishment of suitable lists of Potential bidders in accordance with Vendor Management Policies and Procedures to obtain good value for money.
    • Ensures Contracts are drafted in accordance with approved model which reflects the Company’s Ethics Policy & Procedures thereby minimizing Company’s exposure to risk.
    • Contributes during negotiations either for Dispute Resolution and Claim Settlement or for generation of saving.

    HSE Objectives:

    • Familiarize self with COMPANY Emergency Procedures, carry out assigned responsibilities safely and report any incident, unsafe act or operation.
    • Be in constant alignment with H3SE Company rules, Procedures, Instructions and Applicable Legislation.
    • Participate actively in H3SE meetings, training sessions and drills and cooperate actively in the execution of H3SE plans

    Requirements:

    • A Bachelor’s Degree in Engineering, Management or Social Sciences (preferably Supply Chain)
    • Up to 3-year Experience in the Oil & Gas Industry.
    • Experience in Contracts Administration/Engineering.
    • Demonstrable General Knowledge and understanding of Commercial, Legal and Insurance issues affecting the Company in general.
    • Membership of relevant Professional Bodies in Supply Chain and in Operational functions would be an added advantage.
    • Good command of English Language and excellent Communication Skills.
