    ICLA Technical Assistant - Pulka

    RESPONSIBILITIES

    We are seeking individuals who are passionate about supporting refugees and people forced to flee their homes.

    NRC Is looking for an ICLA Technical Assistant at NRC's Pulka Offices, to fill one position.

    • Adhere to NRC policies, tools, handbooks, and guidelines
    • Assist with the implementation of civil and legal identity, housing, land, property (HLP) rights, and collaborative dispute resolution (CDR) activities. 
    • Prepare and develop status reports as required by the supervisor
    • Ensure proper filing of documentation
    • Promote and share ideas for improvement of the support function
    • Promote the rights of IDPs/returnees in line with the advocacy strategy 
    • Involve and inform communities and community leaders about the activities to ensure accountability. 
    • Break down the annual operational plans into weekly, monthly, and quarterly implementation plans
    • Assist officers to ensure that procurement and distribution of materials are timely and according to procedures
    • Perform any other professional duties as requested by the officers, team leaders, coordinators, or the ICLA PM. 
    • Assist in the direct Implementation of legal and civil identity activities; HLP activities and CDR activities, in particular the information and counselling sessions, legal assistance, capacity-building training, and community forums/round table discussions
    • Assist In the documentation of project achievements and deliverables including compiling periodic reports
    • Contribute to the development of training materials and information dissemination materials adapted to the location and context
    • Engage in community mobilisation and beneficiary engagement 
    • Provide  updates and  contribute to an updated M& E system in the country
    • Integrate gender, protection, and advocacy priorities during ICLA project implementation.

    QUALIFICATIONS

    • University Degree in law or social sciences from a recognized Nigerian University
    • Work experience in the field of law and protection. (Preferably experience in working with displaced populations). 
    • Previous experience working in complex and volatile contexts
    • Documented results related to the position’s responsibilities
    • Knowledge about own leadership skills/profile 
    • Managing resources to optimize results
    • High-level competency in computer skills (Microsoft Office applications)
    • Fluency in English, both written and verbal
    • Fluency in Hausa and one or more other local languages of Gwoza LGA.

    Context/Specific Skills, Knowledge, and Experience:

    • Knowledge of the context in the geographical area of responsibility is desirable.
    • Knowledge of the local languages.

    ICLA Officer

    JOB-DETAILS

    The Information Counselling and Legal Assistance Officer's purpose is to support the  day-to-day implementation of ICLA core competency project activities in Pulka, Nigeria Borno States. 

    These responsibilities shall be the same for all positions with the same title. The responsibilities shall be short and essential. Details belong in the Work and Development plan.

    • Ensure adherence to NRC policies, tools, handbooks, and guidelines
    • Implement delegated CC projects according to the plan of action
    • Ensure that the project targets beneficiaries most in need, and explore and asses new and better ways to assist
    • Promote and share ideas for technical improvement
    • Actively facilitate and maintain Liaison and collaboration with relevant local and national authorities and stakeholders and represent NRC in relevant forums/cluster/working groups.
    • Promote the rights of IDPs/returnees in line with the advocacy strategy 
    • Involve and inform communities and community leaders about the activities to ensure accountability. 
    • Break down the annual operational plans into weekly, monthly, and quarterly implementation plans
    • Prepare periodic progress reports and other documents as required
    • Perform any other professional duties as requested by the ICLA Coordinators, Field Coordinator, and ICLA PM.
    • Implement the legal assistance programs including HLP, CDR, and identity documentation activities innovatively to adapt to location and context, in line with proposals, strategies, and donor requirements and optimize opportunities for synergies
    • Contribute to the planning procedures and tools for the implementation of ICLA projects in line with proposals, strategies, and donor requirements
    • Document project achievements and deliverables 
    • Monitor technical quality of ICLA projects and maintain transparency of implementation progress
    • Contribute to an effective M& E system in the country
    • Support and integrate gender, protection, and advocacy priorities into ICLA programme design
    • Contribute to the development of the ICLA strategy, technical SOPs/ guidelines, and Macro LFAs for Nigeria.
    • Contribute to the development of funding proposals, project budgets, and donor reports 
    • Contribute to coordination and management of the ICLA project implementation (activities, budget, and project documentation) in line with proposals, strategies, and donor requirement
    • Supervise Project Assistants, and ensure the transfer of relevant skills for quality program implementation
    • Assess new locations for ICLA outreach activities
    • Oversee data management, ICLA database, and documentation related to ICLA services
    • Provide technical assistance to the ICLA assistant and contribute to the development of a quality ICLA program in line with the Nigerian context.

    QUALIFICATIONS

    • Experience from working as an Officer in a humanitarian context, especially legal experience is valued
    • Minimum 2 years experience from practice as a lawyer or 2 years Experience working in the field of humanitarian assistance, preparedly protection.
    • Must have a good knowledge of the laws and policies governing HLP issues and Identity documentation
    •  Must possess a Bachelor of Law degree or an equivalent in Social Sciences or Humanities and be conversant with international humanitarian and Human Rights law  
    • Excellent communication skills – written and spoken – in English required. 
    • Fluency in one or more of the national/regional languages (Hausa)
    • Must be willing to work as a team member, take direction, and share technical skills with colleagues and counterparts
    • Computer literacy in word processing and spreadsheets is required, 
    • Must be able to work under pressure Fluency in Hausa and one or more other local languages of Gwoza LGA.
