Project Overview:
The BHA (Bureau of Humanitarian Assistance) project, Integrated Emergency Response to the Displaced Population in Zamfara, Sokoto, And Katsina States, Northwest Nigeria” will be carried out by a consortium led by the International Rescue Committee (IRC) in collaboration with four Partners aim to leverage each partner's expertise to provide immediate humanitarian assistance to internally displaced people populations through area-based approach. The Consortium partners will provide an integrated multisectoral intervention in Health, Nutrition, WASH, Protection, and Multi-purpose Cash Assistance (MPCA) activities in Zamfara, Katsina, and Sokoto states in collaboration with state governments, UN organizations and other key actors in Northwest Nigeria. The project will be implemented by a dedicated support, quality assurance, and coordination team, who will work closely with all partners through a management unit of well-structured consortium governance for the activity.
Scope of Work: The Consortium officer will report to the Senior Consortium Manager Northwest based in Katsina and will be responsible for providing all administrative tasks, managing departmental correspondence with regular stakeholders/ Consortium Partner and meetings schedule, preparation and reporting. The main duties include managing office files, organizing meetings and regular reports, and organizing records.
Key responsibilities:
Administrative Support:
Provide administrative support to the consortium, including organizing meetings, managing correspondence, and maintaining records. Ensure that consortium operations are conducted efficiently and in an organized manner. Organize and facilitate training sessions, workshops, and mentoring programs to enhance the skills and knowledge of staff, NGOs, and CBOs. Organize a filing system for important and confidential consortium documents, such as letters and memorandums of understanding with MDAs and partners. Manage office supplies stock and place orders. Prepare reports and presentations with statistical data, as assigned.
Meeting Coordination:
Facilitate regular meetings, including sending invitations and placeholders, preparing agendas, taking minutes, and following up on action points. Organize consortium meetings and events with MDAs and partners. Prepare presentations, spreadsheets, and reports for meetings.
Communication and Relationship Management:
Foster and maintain strong relationships with government agencies, local authorities, NGOs, and other relevant stakeholders by ensuring timely delivery of correspondence and acknowledgment letters. Distribute and file consortium correspondence. Maintain accurate records and documentation of all consortium activities, meetings, and communications.
Project Management:
Support the planning, implementation, and monitoring of consortium projects to ensure they are on track, within scope, and within budget. Coordinate the development and submission of project proposals, reports, and other documentation required by donors and stakeholders. Ensure compliance with donor regulations, including USAID/BHA, and other relevant guidelines. Liaise with the finance departments of consortium members to ensure proper financial management and accountability. Ensure documentation of the consortium’s strategic plan. Prepare regular reports on events, expenses, and office budgets. Identify potential risks and challenges, or any issues or conflicts that arise within the consortium, and promptly report them to the consortium Team Leader.

Job Overview/Summary
The Consortium Data Manager reports to the BHA consortium Team lead and works closely with the Consortium Senior MEAL Managers in supporting the northwest consortium program implementation. He/she will support the consortium in overall design and implementation of quality information management systems, data management standards, data quality assurance and facilitation of evidence use across teams and field sites. The role requires extensive statistical experience and good understanding of IRC toolkits, applications, measurement approach and concepts. The post holder will be expected to provide technical support in; data gathering, aggregation, MEAL tool development, support electronic data platforms, databases and select technologies to capture and organize data in a usable format. He/she will work collaboratively with program implementation teams, the Consortium Team Leader and support teams. The incumbent will be expected to communicate courteously on program performance, develop and maintain positive relationships with program and support teams

Qualifications
Computer/Other Tech Requirements: Full professional competency in Microsoft Office Suite, especially Word, Excel, Outlook, and PowerPoint. Add position-specific (e.g. accounting software, statistical software, etc.).
Ability to Travel: 30% of the time.
