    Assistant Technical Officer, Monitoring & Evaluation

    Basic Function:

    The Assistant Technical Officer-M&E will assist in monitoring and evaluating program activities at the assigned field site. Primary responsibilities include collecting information on project activities in each sector for proper documentation and reporting of activities.

    Duties and responsibilities:

    • Assist the Technical Officer-M&E in correct implementation and use of monitoring and evaluation tools, and adherence to complete and timely reporting;

    • Conduct routine monitoring visits to field sites, including collecting data on program activities;

    • Bring to the knowledge of the Technical Officer questions that need to be solved such as inconsistencies or missing data by the originators of the source data;

    • Maintain good quality data, including periodically implementing data quality assessments (DQAs) using approved tools;

    • Assist in the preparation of weekly and monthly reports and provide supportive supervision;

    • Support implementation of the project’s accountability strategy, including Complaints and Feedback Mechanisms;

    • Provide oversight, supervision and capacity development for M&E Data clerks;

    • Remain abreast on current M&E developments as well as emerging issues in the area of intervention.

    • Conduct him/herself professionally respecting organization policies and procedures, code of conduct and ethics, and project reporting and communication channels.

    • Maintain proper documentation of M&E records ensuring safe storage for easy retrieval;

    • Work with technical support teams to collect appropriate baseline and endline data;

    • Maintain M&E assets as needed.

    • Responsible for data entry of program data;

    • Perform other duties as assigned.

    Knowledge, Skills & Attributes:

    • Knowledge and experience in project-level or state/national-level monitoring and evaluation system implementation.

    • Sensitivity to cultural differences and understanding of the social, political and ethical issues related to the communities.

    • Ability to work well with others and to develop and maintain compatibility among project staff and recipients of assistance.

    • Ability to manage tight deadlines and deliver high volumes of work with minimal supervision.

    • High degree of proficiency in written and spoken English & Hausa languages. Understanding of Kanuri language is a plus,

    • Well-developed computer skills.

    Qualifications and Requirements:

    • BS/BA in Statistics, Pharmacy, microbiology, monitoring and evaluation or in relevant degree with 1 - 3 years’ relevant experience in Monitoring and Evaluation or data management.

    • Familiarity with Nigerian public health sector systems and NGOs and CBOs is highly desirable.

    • A sound understanding of humanitarian assistance programming is desirable.

    Assistant Technical Officer - Environmental Health

    Basic Function:

    The Assistant Technical Officer, Environmental Health will provide technical and programmatic support in one of the three field sites. Under the supervision of the WASH Coordinator, the Environmental Health Officer will monitor and train Community Volunteers on their hygiene promotion to IDPs. Other responsibilities will also include training volunteers and community/camp leaders on safe waste management practices and providing support on activities related to environmental health at the health clinic.

    Duties and responsibilities:

    • In close collaboration with ATO-WASH, he/she shall be responsible to design, plan, implement and follow-up hygiene promotion activities such as training of trainers in hygiene promotion for community volunteers, WASH committee members and other stakeholders in LGAs in line with agreed work plan, strategies and methodologies of WASH.

    • Supervise and regular carry out hygiene promotion that is being carry out in targeted locations/IDP camps

    • Identify the most appropriate health, sanitation and hygiene messages for beneficiaries in the targeted LGAs.

    • Developing and evaluating the most appropriate IEC tools/materials for hygiene and health promotion activities.

    • Participate to the monitoring of all the hygiene and health promotion, and community mobilization activities to ensure target IDPs behavior change and project ownership.

    • Ensure correct delivery and impact of hygiene and health promotion activities, good participation of the target beneficiaries and other local stakeholders, in close collaboration with other NGO partners to avoid duplication of efforts.

    • Mobilize beneficiaries to adapt to essential health and hygienic behaviors and providing training in the target communities as needed.

    • Participate in house –to- house campaign /shows regarding hygiene/health activities in IDP camps and community levels.

    • Engage in the appropriate knowledge management (documentation and reports, sharing good practice, lessons learned, and knowledge/ information exchange) at all levels to foster learning, promote evidence-based advocacy and dialogue in the camps and communities.

    • Sensitize population on good hygiene practices, focusing on hand washing, safe disposal of solid waste and excreta, latrine cleaning, diarrheal diseases prevention, etc. as adapted from time to time depending on the prevailing public health situations.

    Assistant Technical Officer - WASH

    Basic Function:

    The ATO WASH - Engineer will provide technical and programmatic support in one of the three field sites. Under the supervision of the WASH Coordinator, the ATO WASH- Engineer will supervise contracts to provide upgrades to water systems, latrines, showers and water points. Other responsibilities will include conducting water quality testing for all water points rehabilitated under the program and working with Community Volunteers and latrine users to develop cleaning and maintenance schedules for latrines.

    Duties and responsibilities:

    • Ensuring appropriate design, construction and implementation of WASH construction activities according to technical standards, as well as proper maintenance and use of WASH equipment.

    • Develop and ensure the use of appropriate techniques and materials for hygiene promotion and training.

    • Implementing the FHI 360 WASH project by planning, integrating and managing the project cycle and creating timely internal and external reports.

    • Representing FHI 360 externally in both the Humanitarian Community and with Government/LGAs officials as well as developing strong links with WASH and NGO actors. Actively participate in WASH meetings and other Government/UN forums at LGA level.

    • Assist in the coordination and supervision of all the WASH construction (water points and latrines) activities in the IDP camps and community in the LGAs.

    • Ensure that construction works is integrated with hygiene promotion and community participation component, to ensure sustainability of the infrastructure built.

    • Liaise with Water Technician at the LGA level to conduct monthly/Quarterly water quality surveillance/testing programme.

    • In collaboration with Environmental Health Officer, monitor WASH NFIs supply chain and stock levels in collaboration with warehouse/stores and logistics.

    • Work along with team to ensure reliant water supply for all purposes throughout the IDP camps in the LGA.

    • Ensure appropriate and safe collection, transport, treatment and disposal of all liquid and solid wastes in the IDP camps.

    • Compile weekly, monthly, quarterly plans and reports on general Water, Sanitation and Hygiene Promotion project works in the project implementation area for strategic interventions.

    BA/BS in engineering with 1 to 3 years’ relevant experience in WASH with a sound understanding of hygiene in humanitarian relief settings. Possession of an or post graduate degree in a WASH/Engineering is required. Familiarity with Humanitarian NGOs.

    Technical Officer, Reporting & Communications

    Basic Function:

    The Technical Officer-Reporting and Communications will work closely with the Communications & Reporting Coordinator in the creation and delivery of memorandums, organizational materials and announcements, donor and external success stories, events and other deliverables pertaining to organizational communications. Focuses on developing and delivering clear, concise, and coordinated organizational messaging across multiple communications vehicles and on fostering opportunities for dialogue between staff and leadership.

    Duties and responsibilities:

    • Works with Communications & Reporting Coordinator in researching and writing a broad range of communications that promote the activities of the organization such as success stories, press releases, photo journals, videos and donor presentations.

    • Provides publicity and promotional support for special events and community outreach activities.

    • The Reporting and Communications Officer will provide high-level programs graphical works, manage graphic content and ensure excellent displays in line with USAID branding guidelines.

    • Works with Consortium partners on Integrated Multisectoral Assistance for Conflict-affected vulnerable populations in Greater Maiduguri project to develop and implement communications and public relations strategies to promote and publicize the project through design works.

    • Prepares various promotional and informational materials, including articles, blog posts, bulletins, pamphlets, videos, and other related media material.

    • Design material of events branding e.g., banners, posters, brochures, stickers, fliers, donor reports, presentations, and newsletters.

    • Provides photography support for all reports and communications materials.

    • Layout Hausa and Kanuri versions of program publications and IEC materials.

    • Work collaboratively with the work's in-house originators, ensuring that all designs are appropriate for the publication.

    • Perform other duties as assigned.

    Knowledge, Skills & Attributes:

    • Knowledge of principles, theories and methods of communications, public relations, and journalism.

    • Strong understanding of FHI 360 and donor IEC and branding policies.

    • Knowledge of design and infographics.

    Qualifications and Requirements:

    • BS/BA in Journalism and/or graphic design-related field with 5 – 7 years of relevant experience in design work in print and electronic settings.

    • Or MS/MA degree in graphic design-related field with 3 – 5 years relevant experience in design work in print and electronic settings.

    • Skilled in word processing and graphic design software packages, preferably MAC-based software, such as Adobe Web/Design Collection, Final Cut Pro, Maya 3D.

    • Skilled in programming languages such as PHP, JavaScript, HTML and CSS

    • Demonstrated success in multicultural environments is required.

    • Prior experience in a non-governmental organization (NGO) is required.

    • Familiarity with Nigerian public health sector systems and NGOs and CBOs is desired.
