    Director - Education, Science, Technology and Innovation

    Purpose of Job

    • To provide strategic and technical leadership for the Education, Science, Technology, and Innovation Directorate of the AU Commission. 

    Main Functions

    • Develops and maintains operating rules and procedures.
    • Provides technical leadership and ensure efficient functioning of all Divisions.
    • Ensures overall management of the Directorate activities.
    • Determines and executes the overall strategy of the organization.
    • Develops strategy aligned with the overall organizational strategy.
    • Designs and develops business continuity plan to address unforeseen circumstances.
    • Develops and oversees policy development guidelines.
    • Designs policies consistent with the AU’s goal in order to address the pertinent issues in the relevant area;
    • Ensures risk management and mitigation.;
    • Establishes and maintains strategic professional working relations with other directorates and top level stakeholders in partnering agencies and AU Member States.
    • Organizes and coordinates meetings and conferences between the organization and other relevant organizations;
    • Responsible for preparing periodic financial and budget statements and other reports;
    • Oversees the collection of contributed funds to the organization;
    • Initiate and take necessary actions to collect funds of and for the African Union as a whole;
    • Recommends training programmes related to programme design& coordination;
    • Promotes awareness and training of best practices in area of expertise.

    Specific Responsibilities

    • Advises the Commissioner on policy and strategy matters in Education, Science, Technology and Space.
    • Responsible for the development of strategic plans, policies and programmes in the Education, Science, Technology and Space sectors.
    • Oversees the Human and financial resources of the Divisions including budget preparation and staff appraisals and quality assurance of the works of heads of division and coordinators of specialized instituions including including AOSTI, CIEFFA, IPED, Pan African University, STRC and the African Space Agency;
    • Provide in-house training/induction for new staff, and ensure the production of required documents and reports;
    • Prepares and organizes meetings of the Sectoral Technical Committees, and other relevant organisations. 
    • Liaises with AU Member States and Regional Economic Communities (RECs) to monitor and ensure the implementation of continental strategies and information sharing in relevant sector areas.
    • Monitors and implements plans of action for different programmes, including Science, Technology and Innovation Strategy for Africa, continental education strategy for Africa; and any others developed under the guidance of the Commissioner for HRST;
    • Ensures recruitment of staff and overall management of the Directorate’s personnel;
    • Develops and maintains operating rules and procedures;
    • Provides technical leadership and ensures efficient functioning of all Divisions;
    • Prepares and oversees integrated programmes of overall activities of the department;
    • Determines and executes the overall strategy of the organization;
    • Builds and maintains professional working relations  with other directorates.
    • Initiates and takes necessary actions to collect funds of and for the African Union as a whole;
    • Propose training programmes relating to programme designing and coordination;
    • Promote awareness and training of best practices in area of expertise;
    • Interacts with  Development Partners in a bid to influence the adoption of and alignment of programmes to articulated AU Vision and priorities; as well as for resource mobilization and development of collaborative programmes;
    • Develops and maintains regular working relations with top level stakeholders in appropriate agencies of Member States and partners;
    • Oversees the harmonization of all sectorial policies on ESTI through international fora.
    • Any other responsibilities assigned by HRST Commissioner.

    Academic Requirements and Relevant Experience

    • A Master’s Degree in Education, Science and Technology, or Engineering with fifteen (15) years of postgraduate work experience of which a minimum of seven (7) years is expected to be from managerial level..
    • A Diploma or certificate in any of the following fields will be an added advantage: strategic planning; results based management.

    Tenure of Appointment:

    Senior Stabilization and Recovery Officer

    Purpose of Job

    • Establish a link between ongoing MNJTF activities in the Lake Chad Basin region and the implementation of the Regional Strategy for the Stabilization, Recovery and Resilience of areas affected by the Boko Haram in order to achieve a coordinated approach between the MNJTF and RSS stakeholders.

    Main Functions

    • Provide support in the preparation and Implement the programmes developed out of the Division’s strategic plan
    • Ensure effective coordination and implementation at various levels
    • Liaise with Member States, Regional Economic Communities (RECs) and other stakeholders including on relevant matters
    • Prepare and develop reports, budget and work programs related to the functioning of the Division
    • Provide support to develop resource mobilization strategy with stakeholder’s coordination
    • Manage and supervise employees under his/her supervision with regard to organization and performance evaluation
    • Conduct complex analysis and generate accurate reports in a timely manner for the mission
    • Liaise with the various Departments/Units of the mission for coordination and alignment purposes
    • Prepare budgets for the Division in accordance with relevant frameworks. Support the promotion of the activities of the Division including preparing leaflets, guidelines and fact sheets as may be required
    • Actively contribute in the development of strategies, policies, programmes and plans.

    Specific Responsibilities

    • Liaise with the coordinators at the LCBC RSS Secretariat and AUC to advice on location of stabilization programs based on security assessment by the MNJTF
    • Develop synergies with other regionally focused programs including SPRR/PRR/CBRR, peacebuilding, resilience, cross border cooperation for PVE, and protection of civilians
    • Act as focal point in managing MNJTF’s relationship with relevant stakeholders and structures in line with its core mandate and as it relates to the RSS
    • Manage and coordinate MNJTF’s partnership with regional organizations including the AU, relevant regional economic communities and other stakeholders where relevant as it relates to the RSS
    • Act as interlocutor between the MNJTF, AU MST, LCBC RSS Secretariat, UN entities and relevant stakeholders for joint priority setting for RSS funds utilization
    • Prepare monthly MNJTF updates for relevant RSS actors based on security assessment by the MNJTF
    • Convene stakeholder’s coordination meeting based on security assessment ahead of project commencement on areas ready for the MNJTF’s hold and build sequence
    • Strengthen MNJTF’s linkage with LCBC member states’ coordination mechanisms
    • Initiate an information system for coordination to collect and share information that is essential to effective coordination related to MNJTF and RSS-related activities
    • Develop strategies on compliance towards the effective integration of the POC strategy and SOP on treatment and handling of persons associated with Boko Haram into force operations
    • Report to the Heads of Peace Support Operations Division (PSOD) and Conflict Management and Post Conflict Reconstruction and Development (CMPCRD) Division at the AU Headquarters on policy related matters of the RSS implementation
    • Perform any other related duties as assigned by supervisor.

    Academic Requirements and Relevant Experience

    • A University Master’s Degree in Peace and Security, Peacebuilding, International relations, Social Sciences, or other related fields, with seven (7) years of relevant work experience of which three (3) years should have been at supervisory level.

    OR

    • A University Bachelor Degree in Peace and Security, Peacebuilding, International Relations, Social Sciences, or other related fields, with ten (10) years of relevant work experience of which three (3) years should have been at supervisory level.

    Human Rights & Gender Officer

    Main Functions

    • Assist in the following up on the activities of the mission, including monitoring and evaluating progress made in line with a predefined strategic plan;
    • Suggest new and expand on existing policy areas for planned research;
    • Contribute in conducting analysis and generate accurate reports in a timely manner for the respective Unit / Division;
    • Assist in setting the overall research direction of a relevant policy area;
    • Responsible for the delegation and execution of defined research areas;
    • Participate in the organisation of relevant meetings, congresses and conferences with stakeholders;
    • Engage with relevant mid-level stakeholders and develop working relationships.

    • Research and collect information pertaining to human rights violations, keep abreast of issues/events and provide up-to-date information;
    • Design and implement technical processes of developing guidelines and procedures to enhance human right safeguards for the mission in line with regional and international instruments;
    • Ensure implementation of existing mission guidelines and procedures, including on handling persons associated with Boko Haram;
    • Drafts reports and correspondence relating to human rights violations;
    • Participates in hearings, consultations and prepare summaries of human right violation;
    • Maintains awareness of current human rights violations, including relevant political and legal developments in the country concerned;
    • Participates in Human rights training programs for National Law Enforcement officials, representatives of the civil society and non-governmental organizations (NGOs) in order to promote capacity building;
    • Reviews human rights violations, assess humanitarian matters and participates in discussions with other Human Rights Officers (HROs). Initiates awareness into political, humanitarian and economic matters.
    • Assists in promoting human rights awareness in the community through mobilization;
    • Liaise with other Human Rights Officers (HROs) in discussions with relevant authorities and other stakeholders with the aim of preventing human rights violations;
    • Liaise with the Government, Non-Governmental Organizations (NGOs), Civil Society, UN agencies and other partners to create baseline data on the human rights violations, with special attention to vulnerable groups;
    • Design and maintain database to track project progress;
    • Submit timely monthly reports;
    • Perform any other related duties as assigned by supervisor.

    Academic Requirements and Relevant Experience

    • A University Bachelor Degree in Law, International Law, International Human Rights, Political Science, Disaster Management, Refugee Management, Laws of Armed Conflicts and Rules of Engagement, International Relations, Social Sciences or related fields, with five (5) years of progressively relevant work experience in the application of international instrument of which two (2) years should have been at supervisory level.

    OR

    • A University Master's Degree in Law, International Law, International Human Rights, Political Science, Disaster Management, Refugee Management, Laws of Armed Conflicts and Rules of Engagement, International Relations, Social Sciences or related fields, with two (2) years of progressively relevant work experience in the application of international instrument, experience in supervisory will be an added advantage.
