    Monitoring & Evaluation Officer - Governance

    Job Overview / Summary

    • The purpose of the M&E Officer position is to coordinate the collection, compilation, consolidation and analysis of data to track programs/ projects activities, monitor progress and support impact measurement.
    • S/he will also conduct research, or coordinate with consultants conducting research, to engage in reflective practice and generate lessons from projects/program.
    • S/he is responsible for establishing and ensuring better data management systems, including preparing an M&E plan for the sector, and coordinates the proper and timely evaluation of project objectives/impact.
    • S/he will ensure the existence of accountability mechanisms and devise a strategy for program staff participation in M&E activities.
    • The position holder will closely work with front line staff and volunteers.  S/he also will work closely with the M&E unit on technical matters and reports to the M&E Manager and will have dotted line report to the Senior RH manager.

    Major Responsibilities
    Program Design and Learning:

    • Participate in program/ project design specially in developing logframes;
    • Design, develop and continuously update project M&E, and impact measurement tools and systems on timely fashion;
    • Develop and make sure all the projects have tested monitoring tools that capture both program activity and indicators progresses;
    • Organize periodical ongoing sector level review, reflective practice, evaluation and progress monitoring events by involving communities and local partners;
    • Organize panel monitoring and/or similar M&E events to ensure accountability to the target community, with relevant stakeholders including communities and ensure their dissemination to concerned parties;
    • With support from the M&E Manager and Sr. Urban Resilience Manager, establish and maintain project level information management system;
    • Design a strategy to collect filed level information required by IRC, donors and/or stakeholders;
    • Coordinate synergy and cross-learning among different projects;
    • Cross fertilize learning among projects by regularly producing (compiling) summary monitoring reports and sharing to staff and partners.

    Monitoring and Evaluation:

    • Track progress against monitoring work plans;
    • Coordinate the field level community participatory monitoring and evaluation, reflective practice and impact measurement;
    • Ensues the on time execution of projects major monitoring and evaluation events including but not limited to baseline survey, mid-term evaluation, final evaluation, data quality audit and field supervision;
    • Coordinate with consultants conducting project evaluations to monitor for high quality and high impact results.
    • Provide technical assistance to staff and partner organization on information management system, proper data collection and record keeping, including on beneficiary registration;
    • Update M&E plan timely and provide feedback to program staff on status and quality of implementation.
    • Assist with monthly and/or quarterly performance indicator analysis, including generation of reports as well as presentations for staff related to on-going performance;
    • Conduct regular data verification exercises to ensure reporting and collection of quality data;
    • Verify entered data for completeness, correctness, and consistency and follow up on any data quality issues;
    • Document findings from data quality audits and store in project files to ensure collective and sustainable access;
    • Actively participate in and contribute to M&E team activities, system assessments, development and implementation of new systems and/or tools aimed at strengthening overall M&E practices at IRC Nigeria;
    • Take part in the recruitment of enumerators and survey consultants;
    • Provide M&E inputs for reports written during project implementation;
    • Periodically leads reflective practice forums at field office/ project level and compile lessons from project implementation processes.

    Information Management and Reporting:

    • Establish and maintain project information management system;
    • Submit data set to update country office wide program database on monthly basis;
    • Compile regular project monitoring report, including lessons learned, prepared by different projects and application of evaluation recommendations;
    • Ensure all projects have downward/ forward accountability mechanisms and works with project staff to make sure its implementation;
    • Compile quarter, biannual and annual tabular and narrative reports (as required by project stakeholders) on projects’ accomplishments by cost and alert the management for special deviations form the plan.
    • And all other duties as assigned by the supervisor.

    Qualifications

    • Degree in Statistics, Computer Science / IT / Public Health or any other related field;
    • Mandatory previous experience working on urban resilience programming in Maiduguri, and at least two year experience working in monitoring and evaluation;
    • Excellent computer skills are required (particularly Advanced Microsoft Excel, Access and Word);
    • Strong data collection, analysis, and report writing skills required;
    • Ability to work independently, think analytically and take initiative in solving problems;
    • Ability to communicate technical issues effectively;
    • Familiarity with log frame analysis and M&E plan;
    • Experience in conducting assessment;
    • Desirable – Reproductive health background and Working with highly vulnerable and displaced people would be added advantage;
    • Fluency in spoken and written English and Hausa is required. Additional fluency in Kanuri is preferred.

    Major Responsibilities
    Project Quality and Strategy:

    • Work as part of a team to develop and implement capacity building approaches and activities, including for disaster preparedness and response, good governance, and other technical and operational capacity needs.    
    • Support to organize and facilitate quarterly City Level Collaboration Forum meetings, including maintaining and sharing the minutes of meetings with all participants and keeping an accurate record of participant’s discussions.

    • The Advocacy Manager will be responsible for developing and maintaining positive working links with federal, state, and local government authorities, in order to ensure positive and productive engagement within the scope of the ECHO-funded From Response to Resilience in Maiduguri (R2R) project, as well as other priority IRC projects.     

    Major Responsibilities
    General Advocacy Support:

    • Work collaborative to develop an engagement and policy influence strategy to support the R2R project and/or other key IRC outcomes, outlining priorities, action points, and methods for tracking and measuring progress against plans.  
    • Closely monitor and document policy debates, changes in policies, and shifting strategies, and ensure relevant information is disseminated to project staff in a timely manner. 
    • Identify and keep abreast of appropriate opportunities and points of leverage where IRC can influence, intervene, or contribute to relevant policy processes or help raise IRC’s profile.
    • Support the generation and collection of relevant evidence that would facilitate policy and advocacy deliverables. 
    • Prepare evidence-based policy briefs, presentations, advocacy statements, talking points, training materials, and media to raise project visibility.

    R2R Specific Advocacy Support:

    • Identify and map key personnel within State; Municipal; and Local government, and develop a stakeholder engagement plan for how to approach these individuals and units as key stakeholders to the program
    • Develop and manage relationships with identified key stakeholders in relevant ministries/departments/structures, at State, Municipal, and Local level, to ensure their active participating in the program, including the City-Level Collaboration Forum. 
    • Oversee the implementation and facilitation of the City-Level Collaboration Forums, ensuring the uptake of Area-Based disaster preparedness tools, including 5Ws and quarterly action plans.
    • Together with the Capacity Building Officer, develop capacity building approaches and activities, including for disaster preparedness and response, good governance, and other technical and operational capacity needs. 
    • Work with the team in the standardization and publication of training material.
    • And all other duties as assigned by the supervisor.

    • Solid experience in participatory, flexible, conflict and gender-sensitive programming and implementation;
    • Strong track record in working in partnership with governments and civil society at various levels;

    Reporting and Communications Specialist

    Job Overview / Summary

    • The Reporting and Communications Specialist is responsible for providing grants management, communications, and monitoring, evaluation and learning (MEL) support for the IRC’s recently awarded Opportunities to Learn (OTL) consortium project funded by USAID. 
    • The post holder will support donor compliance, timely reporting, document filing, donor/external visibility and data collection/ analysis.
    • This position reports directly to the OTL Chief of Party (COP) and will work closely with the programs, IRC grants and MEL teams.

    Major Responsibilities

    • Lead program communications and reporting activities, including preparation of reporting deliverables, success stories, press releases, and other internal and external program communications.
    • Assist the COP in identifying and amplifying relevant results-related content for social media and stakeholder outreach purposes.
    • Coordinate with the Programs, MEL, and relevant Technical Leads in programmatic reports, in accordance with USAID guidelines and formats, ensuring reporting is USAID compliant.

    Grants Management:

    • Maintain comprehensive electronic files and ensure IRC colleagues and have access to relevant records and information.
    • In coordination with relevant colleagues, respond to requests from USAID for information and respond to donor compliance questions from IRC staff/partners as needed.
    • Ensure that relevant staff members are aware of all donor communications, changes in regulations, and meetings or events.
    • Ensure the production of high quality program progress reports as per USAID requirements;
    • Manage all reporting deadlines, and coordinate and consolidate reports as necessary to ensure documents are of the highest quality and in line with donor requirements.
    • Support the production of project amendment documents as needed, in coordination with relevant consortium and partner staff.
    • Liaise with HQ units (Regional Unit, Awards Management Unit, Technical Units) to ensure reports and amendments meet internal standards and are responsive to donor requirements.
    • Monitor and support the use of grant/project management tools to ensure accurate tracking of reporting and programmatic adjustments through the project life cycle.
    • Act as a focal point for HQ grants administration and compliance colleagues, including maintaining submissions on IRC’s online opportunity management tracking system (OTIS).
    • Contribute proactively to Project Cycle Meetings in collaboration with relevant project leads to ensure timely, quality implementation of project.

    Reporting:

    • Ensure timely compilation of program and project data to meet internal, USAID and sector coordination reporting requirement and deadlines;
    • Ensure templates and processes are fit for purpose to collect relevant quantitative and qualitative information required for reporting to a range of stakeholders;
    • Conduct capacity building with program and support staff to ensure reporting requirements and toolkits are used effectively;
    • Ensure that all documents are uploaded on box and are updated when due.

    Communication:

    • Develop, implement and monitor a communication and visibility plan to facilitate better understanding among other partners, USAID, beneficiaries, the media and the general public and government stakeholders about the OTL achievements and progress;
    • Act as the focal point for collecting and compiling information to produce external communication products promoting the contribution of the OTL project to the crisis response, adhering to confidentiality and data protection guidelines in all products disseminated.
    • Develop and implement a knowledge management strategy to ensure effective communication, visibility and sharing of lessons learned/best practices within the OTL consortium.
    • Undertake field visits to gather information and results related to the project and prepare relevant field visit reports and communication materials;
    • Develop and maintain relationships with communications actors in NE Nigeria, including humanitarian communications focal points, national and local press and other media, to amplify messages.  

    Qualifications

    • Bachelor’s Degree in Journalism, Education, International Development, or related field.
    • Minimum of five (5) years of progressively responsible experience in communications, advocacy, and or reporting.
    • Strong knowledge of USAID policies, procedures, branding and marking and reporting requirements.
    • Ability to write clear, concise, and articulate program reports and communications materials with minimal oversight and editing.
