    Food Security and Livelihood (FSL) Officer

    Job Description

    • The Food Security and Livelihood Officer is responsible for the implementation of the complementary livelihood activities in the BMZ-TDA project.
    • The role will focus on providing skills building, financial literacy sessions and VSLAs to improve food and nutrition security for communities affected by the crisis.

    Key Responsibilities

    • Work with community leaders and other relevant stakeholders to support the identification and selection of vulnerable communities and beneficiaries;
    • Support the identification, contracting, and management of vendors through regular engagement, documentation of vendors’ activities and provision of timely support throughout the project;
    • Ensure accountability, fairness and transparency in the cash or voucher transfer activities by ensuring community-level stakeholders (IDPs and host community members) are well informed and provide regular information through available channels;
    • Follow-ups on the program activities to ensure that program objectives and outputs are achieved – and activities are implemented following standard rules, regulations and operational procedures, agreed strategies, implementation plans and requirements;
    • Contribute to organizational and sector-wide Learning through proper documentation of lessons learned, best practices, success stories, case studies, etc.;
    • Implement the livelihood component of the Life-saving assistance project including financial literacy sessions, VSLAs;
    • Provide targeted beneficiaries with inputs and support them with technical support during program implementation.
    • conduct financial literacy, bookkeeping and business management training for the identified beneficiaries.
    • Promote nutrition-sensitive and/or climate-smart agriculture interventions at the household level, including the provision of non-food items for small vegetable gardens to improve households' nutrition and self-sufficiency.
    • Maintain accurate and up-to-date records of all activities and provide regular reports.
    • Identify training and development needs of FSL Assistants and propose and/or provide training, coaching and mentoring as required;
    • Work with the FSL team in different LGAs on cross-learning and beneficiary capacity-building initiatives.
    • Maintain and build relationships with authorities, partners and relevant actors in all the intervention LGAs

    Qualifications

    • Degree in Food Security-related field e.g. Economics, Agronomics, Agriculture, Development Studies, etc.
    • 3 years’ work experience in a relevant field.
    • Professional, good organizational capacity, motivated, open, creative, mature, responsible, flexible and, culturally sensitive
    • Excellent team, budget and project management, and representation competencies
    • Previous experience with food security and livelihoods programming.
    • Capacity to supervise a team
    • Microsoft Office Skills (Outlook, Excel, PowerPoint, Word)
    • Willing and able to be based and travel regularly within remote areas, where services are limited.
    • Fluency in written and oral English
    • Understanding of local language is mandatory (Hausa).

    Gender / MNPHSS Protection Assistant

    Strategic Project Objective

    • Strengthening the Resilience of Internally Displaced Persons and Vulnerable Households in Host Communities in Northwestern Nigeria (Sokoto State).

    Job Description

    • The Gender/MNPSS-Protection Officer shall work closely with the beneficiaries on a daily basis to ensure programming is gender and PWD sensitive and takes into account the needs of all beneficiaries.
    • The Gender/MNPSS-Protection will support the Project Team in conducting the gender and PWD assessments throughout the life of the project and will be present at every training session to ensure activities are being implemented in a sensitive way.
    • The Gender/MNPSS-Protection will support the FSL team in providing protection specific outreach and awareness sessions to the beneficiaries. He/she will design, organize, and chair the Gender/PWD Discussions Meetings with the beneficiaries, to promote the participation and empowerment of women and PWDs throughout the project cycle.

    Main Tasks and Responsibilities

    Functions
    Duties & Responsibilities of the position:

    • Build the capacity of all FSL staff on Protection and GBV-related issues, in order to enhance internal knowledge and expertise and provide qualitative delivery of activities with high protection standards and enhance protection sensitive approach within the targeted communities.
    • Work closely with the project team and the beneficiaries to ensure activities are being implemented in a sensitive manner.
    • Hold regular meetings with the beneficiaries to determine needs
    • Build a strong and working relationship with the female/PWD beneficiaries, ensuring they feel supported throughout the life-span of the project.
    • Ensure equal participation of women and men in the activities and ensure to have an appropriate complaint and feedback mechanism to collect the communities’ feedback in a sensitive manner and ensure that the programme includes these feedbacks throughout the project implementation
    • Assist in monitoring protection needs and service provision in sites according to agreed upon guidelines, standards and indicators.
    • Support vulnerable individuals identified during project implementation.
    • Ensure Do No Harm approach is applied in all activities conducted with the site and host communities.

    General Responsibilities:

    • Keeping detailed, organized records of project information and documentation.
    • Submit weekly and monthly work plans along with detailed activity reports to the Project Manager.
    • Maintain constant contact with team members, direct and indirect beneficiaries.
    • Respect the total confidentiality of information collected and circulated.

    Requirements

    • BA or equivalent in Social Science, Social Work, Psychology, Counseling, Women/ Gender Studies related programs.
    • Minimum of 3 years of experience in protection programming.
    • Proficiency in use of Microsoft office and other reporting and communication tools
    • Experience with participatory fieldwork, methodologies, monitoring and reporting.
    • Ability to maintain confidentiality, ethics and respect for aid recipients at all times. Ability to engage with community members, partners, government and other stakeholders in a respectful manner (essential).

    Job Description

    • The position is responsible for Health, supervision of all construction and rehabilitation activities in the BMZ-TDA project - including water supply systems, sanitation facilities and other related infrastructures.

    Main Tasks and Responsibilities
    Under the general guidance from the project Manager, the officer will undertake the following duties:

    • Supervise and be responsible for all the technical aspects for project implementation, make sure that contractors complete project work in a timely, efficient and accurate manner with respect to standard engineering.
    • Ensure community involvement at all phases of the project and the development of community ownership of the project.
    • Guarantee the respect of construction standards as well as the security practices at the project site.
    • Provide feedback to the monitoring and evaluation system in order to assess the effectiveness and the impact of the projects and propose recommendations for improvement.
    • Contribute to the development of constructive solutions to challenges identified by the community and contractors.
    • Facilitate and maintain a good professional relationship between AHSF, communities and contractors.
    • Provide regular written and verbal reports to the project manager on health and the infrastructure’s development activities.
    • Develop and maintain weekly, monthly plans and written comprehensive records of HEALTH/WASH work undertaken in the project including site visits and reporting of work progress.

    Requirements

    • A Degree in Water Engineering, Civil Engineering, public health or other related discipline.
    • At least 3 years of experience in a similar position/related/working in a construction company.
    • Professional experience in community WASH programs (Soft/Hard) in displaced populations
    • Excellent program implementation skills
    • Good communication skills.
    • Fluency in spoken and written English.

    Job Description

    • The purpose of the assignment is to provide professional administrative and HR support to the BMZ TDA project under the leadership of the HR & Admin Officer.
    • The Admin/HR Assistant will provide administrative/HR support for the effective implementation of activities in Sokoto.
    • The job holder will also undertake other support duties including, but not limited to covering for the front desk, arranging travel and meetings/workshops for the Sokoto office.

    Key Areas Responsibilities
    General Administration:

    • Carry out the filing of relevant materials and documents.
    • Supervises Office Assistants and or cleaners to ensure office premises/guest houses and environs are clean and well maintained
    • Coordinate and monitor usage of all office equipment & supplies by ensuring that the equipment in the office are working well and promptly reporting any malfunctions/repairs needed/changes to be made as they arise, and supplies replenished promptly.
    • Maintain general office equipment tracker: regularly evaluate and request for repairs/replacement as and when required.
    • Ensure that the front desk/reception is always kept tidy and presentable with all necessary materials (Pen, paper, visitors form etc.)
    • Coordinate team members to ensure that external guests are promptly attended to. Avoid prolonged stay of guests at the reception. 
    • Receive AHSF staff visiting the Sokoto office and provide workspaces and relevant supplies as may be required.
    • Event planning and coordination – support program staff during workshops, training and events (local, internal and external – e.g., booking venue/room, setting up conference calls e.t.c and ensuring action points are shared in good time.
    • Disseminate formal communications to staff as directed by Line Manager
    • Ensure that meeting rooms for receiving guests and staff are kept clean and usage managed.  
    • Take minutes of the weekly staff meeting
    • As directed by the Line Manager. Prepare meeting agendas, track actions and key dates.
    • Provide support to the Team Leader including diary and inbox management, arranging meetings, dealing with enquiries as requested.
    • Ensure required cleaning items and toiletries are always available.
    • Ensure the Sokoto Office is well equipped, has sufficient levels of supplies (consumables, stationery & equipment etc).
    • Ensure compliance with Albarka Health Spring Foundation Quality Standards, Global policies and Guidelines.
    • Assist in the purchase of small sundry office supplies from Petty Cash for the office at large, and process invoices and expense claims as required. 
    • Ensure the staff movement board is well maintained and up to date.
    • Perform other duties and responsibilities as assigned by the Line Manager.

    Other Responsibilities:

    • The post holder may carry out other duties in addition to, or instead of those outlined above which may reasonably be required from time to time, to assist HR & Admin and Supply Chain department by providing cover when any of the colleagues are on leave or because of increased level of Field Office activities.

    Human Resources:

    • Support in maintaining personnel filing system in both soft and hard for HR/Admin department
    • Assist the HR Officer with conducting recruitment for volunteers across thematic programmes.
    • Follow-up with Head Office and Field HR focal persons on recruitment documents 
    • Responsible for maintaining all recruitment documentation in line with AHSF guideline
    • Track probation and prepare confirmation letters as required.
    • Ensure compliance with all relevant Albarka Health Spring Foundation policies and procedures with respect to child safeguarding, code of conduct, Global anti-harassment policy, fraud policy, equal opportunities and other relevant policies

    Requirements
    Administrative & General Skills:

    • Level of Education - HND / B.Sc. in Social Sciences / relevant field of studies.
    • Minimum of one year of relevant work experience.
    • Must have an NYSC discharge certificate/exemption certificate.
    • Excellent planning and organizational skills, with proven administrative skills.
    • Ability to manage competing priorities effectively in a constantly changing environment, meet deadlines and work calmly under pressure.
    • Ability to manage time and diary.
    • Ability to manage vendors.
    • Excellent interpersonal and communication skills; written and verbal communication; fluent in English.

    • Collect, analyze, and interpret quantitative and qualitative data to assess the impact of project activities in Food Security and Livelihood, Health and WASH, and MHPSS and Protection sectors.
    • Maintain a comprehensive database of all MEAL-related data and prepare detailed reports on project performance, including success stories, challenges, and recommendations.

    Accountability:

    • Implement feedback mechanisms to ensure community participation and transparency in project implementation.
    • Document, address, and utilize feedback and complaints from beneficiaries to improve project performance.

    Learning:

    • Identify and document lessons learned, best practices, and case studies from the project.
    • Facilitate learning sessions and workshops to share MEAL findings with project staff, donor and stakeholders.

    Capacity Building:

    • Provide training and support to project staff and partners on MEAL principles, tools, and practices.
    • Develop training materials and manuals on MEAL for internal and external stakeholders.

    Coordination and Reporting:

    • Coordinate with project teams to ensure integration of MEAL activities into project planning and implementation.
    • Prepare and submit regular MEAL reports to the Programs Manager and CBM International, ensuring timely and accurate reporting.

    Compliance:

    • Ensure all MEAL activities comply with Donor/AHSF policies and procedures and adhere to ethical guidelines and standards.

    Additional Duties:

    • Perform other duties as assigned by the Programs Manager/state coordinator to support the overall project objectives.

    Requirements

    • University Degree in Social Sciences, Statistics, Development Studies, or other relevant disciplines.
    • Minimum of three (3) years of professional experience in a similar role, preferably within donor-funded programs.
    • Strong knowledge of MEAL principles, tools, and methodologies.
    • Proficiency in data analysis software (e.g., SPSS, STATA, Excel).

    Job Purpose

    • The Program Manager will lead the overall implementation, monitoring, and management of the project “Strengthening the Resilience of Internally Displaced Persons and Vulnerable Households in Host Communities,” funded by CBM.
    • The Program Manager will ensure timely delivery of project activities, manage program staff, and maintain relationships with key stakeholders to support sustainable community development.

    Main Tasks and Responsibilities
    Program Management & Implementation:

    • Lead the planning, coordination, and execution of project activities in alignment with the project’s objectives and donor requirements.
    • Ensure that all components (food security, WASH, protection, and capacity building) are implemented effectively and efficiently.
    • Oversee the establishment of Village Savings and Loan Associations (VSLAs), vocational training, and support to health facilities, particularly in MHPSS and WASH sectors​.

    Monitoring & Evaluation (M&E):

    • Work closely with the M&E team to track project progress, ensuring that targets and indicators are met according to the logframe.
    • Ensure the integration of gender-sensitive and inclusive M&E frameworks.
    • Participate in the design and implementation of mid-term and final project evaluations​.

    Financial & Resource Management:

    • Work with the finance team to oversee budgeting, financial planning, and reporting, ensuring alignment with the project’s financial framework.
    • Ensure efficient use of project resources, preventing misuse and ensuring transparency in financial transactions​.

    Staff Supervision & Capacity Building:

    • Supervise and mentor project staff, including field officers and local coordinators.
    • Identify staff capacity gaps and organize necessary training, especially in areas such as project management, financial management, and protection services​.

    Stakeholder Engagement & Coordination:

    • Maintain and foster partnerships with local authorities, donor agencies, UN agencies, NGOs, and community leaders.
    • Represent AHSF in relevant cluster meetings and working groups, ensuring coordination with national partners such as NEMA and SEMA​.
    • Ensure that the project aligns with national and state-level strategies and policies, especially concerning humanitarian-development-peace nexus approaches.

    Compliance & Reporting:

    • Ensure that all activities comply with humanitarian standards (e.g., Core Humanitarian Standards, Sphere) and donor guidelines.
    • Prepare and submit monthly and quarterly progress reports, as well as donor-required financial and narrative reports.
    • Manage compliance with safety and security protocols in project areas​.

    Risk Management:

    • Monitor and address risks, such as security threats and financial discrepancies, ensuring adherence to AHSF’s safety policies.
    • Implement "Do No Harm" principles in all project activities to avoid exacerbating local tensions​.

    Qualifications and Experience
    Education:

    • Bachelor's Degree in Development Studies, Public Health, Project Management, or other relevant fields. A master’s degree is preferred.
    • At least 5 years of experience managing multi-sectoral humanitarian or development projects in complex environments.
    • Proven track record in leading projects related to food security, WASH, protection, and resilience building.
    • Experience working in Nigeria or West Africa, preferably in conflict-affected areas.

    Skills & Competencies:

    • Strong understanding of humanitarian principles, gender equality, and disability inclusion​.
    • Excellent project management, budgeting, and report-writing skills.
    • Demonstrated leadership, communication, and negotiation skills.
    • Ability to work under pressure, manage multiple tasks, and meet deadlines.
    • Proficiency in English and local languages (Hausa) is an asset.
    • Ability to adapt to changing environments and work in challenging contexts.

    Finance Officer

    Main Tasks and Responsibilities
    Finance / Accounting:

    •  Ensure that the financial accounting environment in the Office follows AHSF policies and procedures, donor regulations and local legal requirements.
    • Work with the Accounts Payable Specialist to ensure the disbursement Requests are in line with the authorization matrix and process them at appropriate level.
    • Assist with the review liquidation requests submitted by partners and ensure the liquidation documentation is in conformity with generally accepted accounting principles and in compliance with AHSF and donor requirements.
    • Keep informed about local fiscal and other financial laws related to taxes and exemptions; inform the Executive Director and Finance Manager as appropriate.
    • Ensure that the financial accounting environment in the Local Office follows AHSF policies and procedures, donor regulations and local legal requirements.
    • Prepare Disbursement Requests for next level authority approvals and process them at appropriate level.
    • Keep informed about local fiscal and other financial laws related to taxes and exemptions; inform the Head of Office and North East Finance Manager as appropriate.
    • Prepare request and send request for Operation staff and for the sub-office for approval.
    • Will make recommendations to the head of program on items to be disposed of and prepare a list of items for auctioning when directed.
    • Facilitate effective Coordination, understanding and cooperation between the Operations department and Program Department.

    Representation:

    • Serve as a liaison with donors on matters related to the program to ensure financial and programmatic accountability to donors
    • Participate in donor meetings and communicate relevant information to Finance Director and Country Director when called upon to do so
    • Assist in activities to ensure maximum visibility of the agency amongst the NGO community
    • Participate in the production of reports and ensure the timeliness and accuracy of information provided, as well ensuring confidentiality of sensitive information.
    • Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the organization's Code of Conduct, ethics, values and stand-point with regard to internal and external actors.
    • Treat beneficiaries with dignity and apply AHSF Code of Ethics and Conduct, the UN Convention for the Elimination of Discrimination Against Women (CEDAW) and the UN Convention on the Rights of the Child (UNCRC) in the field, including sensitizing Field Staffs and vendors/agents on such principles.
    • The Finance Officer WILL be based in Maiduguri, Borno State.

    Qualifications

    • Bachelor's Degree in Accounting or any Management related course, professional certification inclusive ICAN, ACA, ANAN.
    • Master’s degree in relevant fields; Accounting, any Management course will be an added advantage.
    • Professional certifications such as a fully qualified/almost qualified member of ICAN or other qualification recognized by IFAC is an added advantage.

    Experience:

    • Minimum of 3 years’ experience in administration and financial management in the humanitarian sector, including experience in grant financial management aspect of international donor agencies.
    • Extensive experience in working with computerized accounting systems, preferably Quick Point.
    • Experience in working within a large departmental team.
    • Ability to handle multiple projects, worked with INGO, NGO.
    • Ability to carry-out responsibilities independently with minimal technical support from within the organization.
    • Knowledge of varied donor financial regulations.
    • Experience in enforcing the compliance of internal control procedures and policies relating to different departments and activities.

    Position Requirements:

    • Prior experience in supervising staff in a structured work environment
    • Demonstrate excellent written and oral communication skills.
    • Must demonstrate a good understanding of contemporary management best practices
    • Must have excellent research and facilitation skills.
    • Excellent people skills.
    • Demonstrate high level of initiative, diplomacy, and tact
    • Excellent knowledge of computer software – MS Office and Excel especially.
    • Must be flexible and be able to work independently and as part of a team.
    • Be committed to Action the ’s mission, values, and policies.

    Competencies:

    • Proven leadership qualities required.
    • Strong negotiation, interpersonal and organizational skills.
    • Can function effectively in a loosely structured work environment and to set appropriate priorities and deal effectively with numerous simultaneous requirements
    • Ability to work under pressure and manage workload effectively and efficiently to meet deadlines.
    • Ability to work in a participatory manner with staff to assess needs, implement and monitor activities.
    • Ability to integrate and work well within multi-ethnic and multicultural team.
    • Ability to work in harsh conditions, often in remote areas.
    • Proficiency with MS Word and Excel.
