    Infection Prevention and Control (IPC) SSupervisor

    Scope of responsibilities and accountabilities:

    • In collaboration with each service activity manager, maintaining and supporting the day to day implementation by the ward supervisor of the standard precautions in health structures in all departments including sterilization, laundry and kitchen, and providing technical supervision, training and support to the staff on IPC related issues using existing tools such as audits, checklist, surveillance.
    • Implementing and monitoring adherence to additional precautions for air, droplet and contact transmissible diseases when indicated. Based on a given patient-diagnosis, evaluating the need and supporting the implementation, if needed, for additional precautions in collaboration with the medical team and act accordingly
    • Supporting in the implementation planned, the correct ‘clean and dirty flows’ inside the health facility. Ensuring that environmental standards and administrative measures in the facility are respected (bed spacing, number of handwashing stations etc.) and together with the Hospital Facilities Manager and WHS Supervisor, that the essential requirements are available in the health structures
    • Guaranteeing compliance to aseptic care techniques and to the correct use of antiseptics, disinfectants and detergents, through trainings and audits.
    • Checking the consumption and the quality of IPC materials and equipment, including cleaning materials and equipment, PPE, etc.
    • As member of the Infection Control Committee, participating actively in the lively and pro-active tenue of the meeting, supporting the development and following up the Infection Control Action Plan.
    • Supervising the team under his/her responsibility and participating in the associated HR processes (e.g. recruitment, training/induction, evaluation, potential detection, coaching, development and communication) in order to ensure both the sizing and the amount of knowledge required.
    • Reporting any irregularities to NAM or IPC managers or PMR and producing reports with information  recommendations for the monthly medical reporting

    Note:

    • IPC standard precautions include Personal Protective Equipment (PPE), hand hygiene, prevention of accidental exposure to body fluids, safe and appropriate treatment of re-usable medical devices, waste management, cleaning and disinfection of surface and environment, respiratory hygiene and individual hygiene for staff, caretakers and patients. IPC essential requirements include water supply, solid waste and waste water treatment/disposal, latrines and shower facilities, dead bodies management, vector control and medical waste management.
    • Transmission-based Precautions (TBP): are the second level of basic infection control and are to be used in addition to standard precautions for patients who may be infected or colonized with certain infectious agents for which additional precautions are needed to prevent infection transmission (contact, droplet, airborne).
    • With support from NAM , apply the principles of infection prevention outlined in the position description.
    • responsible for the implementation and review of the facility’s infection prevention program.
    • ensures that universal IPC standards and guidelines are available and applied.
    • collaborates with other healthcare professionals within Toro hospital, and implements infection prevention education programs.
    • conducts rounds, discusses and monitors infection prevention practices with staff members and develop training plan accordingly.
    • Liaise with NAM regarding the development of standards and audits.

     Minimum requirements:

    • Essential: Nurse (or equivalent) diploma.
    • Preferable with IPC background experience,  or experience in public health
    • Preferable: Previous working experience working with MSF or other NGOs
    • Experience in OT, Intensive Care Unit is an asset
    • Mission Language Essential, Local Language, Desirable

    Data Entry Operator

    Scope of responsibilities and accountabilities:

    • Enter medical data (e.g. patient data, dates of visit, content of prescription, viral load, etc.) in mission’s database on a regular basis and according to MSF protocols.
    • Participate in compilation of data both from MSF structures and from collaborating health facilities.
    • Participate in the search for missing data.
    • Update files of existing patients and make any corrections needed.
    • Make regular back-ups of all data processed.
    • Look after all equipment provided and keep recording area clean and tidy, giving special importance to all patient files.
    • Report any issue concerning data management to superior
    • Elaborate statistical reports when required by the medical team.
    • Ensure, promote and maintain confidentiality regarding all information registered.
    • Ensure proper registeration and mange and maintin effective record keeping.
    • Verify the data by comparing it to source documents.
    • Transfer data from paper formats into computer files or database systems
    • Liaise with the mission Epidemiologist in case of issues with the data management software.

     Minimum requirements:

    • Secondary education essential.
    • 1-2 years’ Experience in data management is required
    • Local language essential. Mission language desirable.
    • Able to learn and use software used for recording (i.e. Fuchia, EpiInfo, etc.)
    • Essential computer literacy (word, excel)

    Nursing Team Suprvisor

    Duties

    • Carry out the functions and tasks associated to nursing i.e. perform as a nurse or anesthetist, whenever required or needed, in order to optimize the resources, contributing with his/her knowledge and experience.
    • Implement all the protocols and hygiene procedures, and supervise his/her team follow the same standards, in order to warrant the quality of the care and service in his/her speciality.
    • Organize and coordinate the activities of his/her team (week’s schedule, annual leave, absences, etc.), evaluate their performance and define and ensure the needs for training of staff, in order to ensure the coverage of the human resources needs and maintain high standards of quality.
    • Carry out and/or supervise the ( decentralized) pharmacy and medical equipment management (drugs orders, follow-up of the stock, storage conditions, inventories, follow-up of expired drugs and their destruction, drugs consumption, etc.)in his or her department, in order to satisfy the needs of material with efficiency and effectiveness.
    • Ensuring  that all staff  using medical devices are qualified and trained. Ensuring that cleaning and minor maintenance tasks are performed according to the protocols, rreporting any malfunction to the project biomedical service.
    • Carry-out and/or coordinate administrative (exit-paper, transfer-paper, etc.), information and data collection (patient files, forms, statistics, etc.) tasks, and elaborate regular reporting, in order to have updated and reliable information about the day-to-day activity in the project, output/ outcome and support decision-taking.
    • Give feedback/ reports to medical focal point.
    • Nursing team supervisor ensures the running of Nursing activities in Toro hospital  in conjunction with the NAM.
    • The nurse supervisor is also required to follow-up and provides guidance to the MOH nurses and ensure roster is followed and proper nursing care carried.
    • Nurse Supervisor to ensure proper documentation and monitoring of patients .
    • Nurse supervisor should ensure the scheduling duty rosters and shift for the medical team is done and followed weekly and monthly bases and report any issue regarding this for better improvement.
    • Attend relevant meetings in the project if needed.
    • With support from NAM , Promote capacity building for national staff under his/her supervision by identifying training needs and provide on the job trainings.
    • Supervise the implementation of standards procedures, and providing technical support when needed, to ensure the quality of the nursing care, confidentiality and information traceability, patient surveillance.

     Minimum requirements:

    • Registered Nurse with essential diploma.
    • Essential 2 years of previous experience in Pediatric. And or malnutrition management center. Having worked in MSF or other NGO’s and in developing countries is desirable
    • Local language essential. Mission language desirable.
