    Hygiene Promoter

    General description of the position:

    The Hygiene Promoter will be responsible for the effective technical implementation of activities aiming to promote hygiene, direct means of supervision and management of WASH NFIs distribution under the supervision of WASH Officers. The Hygiene Proper will ensure the promotion of hygiene in Naka camp, according to project standards, protocols, and timelines. This includes regular supervision and monitoring of all hygiene promotion activities by the community-based hygiene promoters volunteers in Naka camp, Gwer West.

    Responsibilities and tasks:

    Project Management:

    • Implements and monitors all hygiene promotion activities in Naka camp, under the supervision and in cooperation with the WASH officers and Base Coordinator, with a focus on hygiene promotion, and distribution of NFIs.
    • Plan hygiene promotion activities to Internal Displace Persons in Naka camp in accordance with multiple objectives, activities and targets outlined within current donor proposals and in line with projects’ budgets, impact to beneficiaries and hygiene promotion standards.
    • Ensures that activities are appropriately monitored and evaluated and contributes to amendments to the hygiene promotion strategy, under the supervision and in cooperation with the Base Coordinator and WASH team.
    • Implements, supervises, and monitors regular assessments of the hygiene promotion activities with the Kobo toolbox tools and activities outcomes according to the M&E plan.

    Project Strategy and planning:

    • Under the supervision and in cooperation with the WASH Officer, contributes to the design and implements all technical and management aspects of the hygiene promotion activities for improved support to beneficiaries and contribute actively to its monitoring, evaluation and revision.
    • Participates in know-how capitalization, lessons learn and handover report.

    Technical supervision:

    • Expertise on hygiene promotion, with a special focus on community-based participatory promotion of hygiene (hand washing at critical times, water safety chain and safe storage and handling, environmental sanitation and solid waste management, cleanliness around water point vicinity, water borne diseases, gender-based violence, menstrual hygiene management), and distribution of NFIs to IDPs and returnees.
    • Contributes to the preparation of distribution lists, distribution strategies, Bills of Quantities (BOQs), hygiene promotion outreach strategies, and the monitoring of these activities, in coordination with the Hygiene Promotion Supervisor.
    • Contributes to Tender procedures, evaluations, analysis of received bids for hygiene promotion activities, under the supervision of the Water Quality Supervisor
    • Provides technical information to prepare and write Contracts for hygiene promotion activities, under the supervision of the Hygiene Promotion Supervisor.
    • Ensures that Tdh and local contract agreement clauses are respected.
    • Monitors and inspect progress of hygiene promotion activities, by making daily follow up visits, and make sure that hygiene promotion activities are performed within the agreed deadlines and technical standards.
    • Checks delivery of materials, and make sure that works are done according to technical specifications and are corresponding in terms of hygiene promotion standards.
    • Maintains proper records to ensure quality compliance to hygiene promotion activities.
    • Certifies all payments after verification of work performed at sites in coordination with the Hygiene Promotion Supervisor.
    • Attends site meetings at regular intervals, and contributes to the preparation of minutes of meetings.
    • Contributes to the identification of works that might eventually incur extra costs, on time (variations to the contracts, time and cost, if any, shall be verified and appropriate decision should be taken with the Tdh team).
    • Proposes recommendations related to improvement of methods and quality of works.
    • Liaises with all relevant institutions to guarantee an effective progress and conclusion of all construction in all sites including the defects liability period.

    Capacity building:

    • Implements in cooperation with the WASH Officer, any capacity building support to the WASH volunteers, relevant local authorities, community workers and community groups, as required by the project, particularly with the Local Authority.
    • Provides technical support to WASH team members as needed.

    Reporting:

    • Ensures that weekly and monthly data analysis reports are submitted.
    • Ensure timely reporting of Hygiene Promotion activities as well as other WASH related activities and issues to WASH Officer.
    • Upon completion of the assignment, submits report.
    • Provides compiled meeting minutes reports to the WASH Officer and Base Coordinator.
    • Contributes to donor reporting requirements.

    Database:

    • Provides data to the database tools for the M&E of the hygiene promotion activities.
    • Ensures correct data protection procedures, and regular and effective data collection and reporting.

    Security:

    • Complies with Tdh Security Regulations.
    • Reports any security/safety incident and/or risk to his supervisor.
    • Informs WASH staff on security rules defined.

    Others:

    • Undertakes all other duties that may be determined by the WASH Officer,WASH PM or the Country representative, which are compatible with the job.
    • Maintains and ensures a culture of strict confidentiality inter Tdh staff and between Tdh staff and non Tdh employees.
    • The tasks and responsibilities defined in this job description are not exhaustive and can evolve depending on the project needs.

    Requirements:

    • Degree or Diploma relevant to public health and Health Education.
    • Minimum 1 years expertise with an international NGO on Water Sanitation and Hygiene, with a special focus on community-based participatory promotion of hygiene (hand washing at critical times, water safety chain and safe storage and handling, environmental sanitation and solid waste management, cleanliness around water point vicinity, water borne diseases), and distribution of NFIs to IDPs and returnees.
    • Advanced computer skills.

    Child Protection & GBV Volunteers

    The CP/GBV Volunteer will assist in the implementation of child protection and gender-based violence prevention and response activities in IDP camps in Guma (Daudu and Otese Camps) and Gwer-West (Naka Camp). Volunteers will help raise awareness, identify cases, and support referrals for vulnerable children and survivors of GBV. They will work closely with the CP/GBV Officers to ensure that all activities are effectively carried out.

    Tasks and Responsibilities

    • Outreach & Awareness: Conduct community outreach on child protection and GBV prevention, educating community members on risks, available services, and referral pathways.
    • Case Identification: Identify children at risk and GBV survivors, reporting cases to CP/GBV Officers for case management and follow-up.
    • Referrals: Assist in referring children and GBV survivors to appropriate services, such as psychosocial support, medical aid, or legal assistance.
    • Community Engagement: Support the creation and functioning of Community-Based Child Protection Committees (CBCPCs) and Women and Girls Friendly Spaces (WGFS).
    • Capacity Building: Participate in training to enhance knowledge on CP, GBV, and referral systems, ensuring high-quality service delivery.
    • Data Collection: Help collect data for CP/GBV activities, including tracking awareness sessions, case referrals, and community feedback.
    • Support Services: Provide basic psychosocial support and guidance to vulnerable children and GBV survivors as needed.
    • Safe Spaces: Assist in the setup and management of safe spaces for children and women, ensuring these spaces promote safety and protection.
    • Community Mobilization: Work with local leaders and stakeholders to promote community-driven protection efforts.

    SUPERVISION, WORK RELATIONS & OVERSIGHT

    • Volunteers will report directly to the CP/GBV Officers, who will oversee their tasks and provide guidance throughout the project duration.

    QUALIFICATIONS OR SPECIALIZED KNOWLEDGE/ EXPERIENCE REQUIRED

    • Education: Minimum of a Diploma in Social Work, Education, Psychology, or a related field.
    • Basic knowledge of child protection and GBV issues in humanitarian contexts.
    • Previous experience in community engagement or volunteer work is an advantage.
    • Strong communication and interpersonal skills.
    • Ability to collaborate with diverse groups and respect cultural differences.
    • Fluency in local languages spoken in Guma and Gwer-West is an asset.
