    Regional Community Accountability Advisor

    Program / Department Summary

    Mercy Corps is currently operational in 18 countries in Africa including Central African Republic, Democratic Republic of the Congo, Liberia, Libya, Mali, Niger, Burkina Faso, Nigeria, Mauritania, Senegal, Ethiopia, Kenya, Uganda, South Sudan, Sudan, Somalia, Zimbabwe and Tanzania. Mercy Corps’ country programs in Africa face momentous humanitarian crises and significant development challenges, and operate in fragile and conflict-affected areas, displacement settings, emergency responses, as well as more stable developed settings.     The Program Performance and Quality (PaQ) Unit is a newly integrated team in the Africa region consisting of monitoring and evaluation functions, program management, gender integration, and integrated program standards, including Community Accountability Reporting Mechanisms (CARM). The team’s approach supports both foundational and innovative approaches to program management, with design, monitoring, evaluation and learning functions as key processes and benchmarks to ensure evidence-based decision making for quality program implementation.

      General Position Summary

    The regional CARM Advisor will serve in a technical advisory role to support country programs in the design and implementation of CARM that result in the delivery of impactful programs that are responsive to community needs.
      Essential Job Responsibilities

    PROVIDE SUPPORT TO REGIONAL CARM

    • Support CARM in country by supporting the hiring process, selection and onboarding of new in country CARM staff as well as skills building and coaching of CARM staff
    • Provide remote technical support to field teams, through one-on-one country outreach, regional calls, webinars, etc.
    • Working with country teams to design and document their CARM processes and support the process of developing or revising CARM SOPs
    • Provide remote training and support to team members serving in CARM short term assignment positions
    • Provide in-country technical support to high risk country programs to guide them in designing and implementing their CARM
    • Lead teams in process mapping to identify gaps in their CARM
    • Identify countries requiring increased technical support and liaise with the HQ CARM team and Regional Director as needed
    • Track CARM progress at a regional level
    • Support country programs in CARM analytics, establishing processes for using CARM data for learning and improved programming and prepare regional aggregations and reports

    SUPPORT ORGANIZATIONAL ACCOUNTABILITY & LEARNING

    • Identify and compile case studies of CARM best practices, success, and lessons learned in country programs to facilitate cross-country and regional learning
    • Contribute to the development of additional CARM tools and resources
    • Create and lead a regional community of practice for country CARM focal points

    • Coordinate closely with Program Performance and Quality Unit team members to ensure CARM guidance and best practice is well aligned with our broader performance and quality work

    Team Leader - Abuja, Nigeria - Analytics Team

    Program / Department Summary

    Mercy Corps Nigeria implements a variety of programs with the vision of a Nigeria in which all people are empowered, engaged, resilient and secure. The organization’s programs are implemented in twelve states, mainly in northern Nigeria. Our work covers the following sectors: economic development, livelihoods/food security, adolescent girls & boys empowerment, financial resilience, conflict mitigation and humanitarian response. Common themes include community engagement, inclusive development, gender, and working in partnership with local government, the private sector and civil society actors.

    To serve the work of these programs and improve decision making and access, Mercy Corps is committed to the goal of better understanding the contexts where it works to deliver better impact for the people and communities we serve. The teams directly contribute to data-driven decision making by layering information from primary sources, open sources and responders’ programmatic data, where it is analysed by subject matter experts and data scientists.     General Position Summary

    The Nigeria Analytics Team (NAT) Lead is responsible for managing and driving the vision and strategy for the analytics team through the development and delivery of complex analytical products and information that will inform stronger and more strategic programs from the humanitarian/nexus community in Nigeria. The NAT Lead has responsibility for the effective functioning of the team as a support function to the country programme and is responsible for day to day management of workflows, alignment of products & services with country programme priorities, quality control of products, and developing a process of continuous improvement within the team.

    She/he will produce clear, concise and timely analytical reports that can inform Mercy Corps’ and the wider humanitarian community’s program, security and operational decision-making, as well as be fed into policy development and advocacy as appropriate at local, federal and international levels. In addition to frequent and regular context reports, the Team Lead will coordinate more in-depth occasional thematic or situation reports, act as a focal point on humanitarian issues with Mercy Corps’ global Research and Learning and Policy and Advocacy teams, and provide regular briefings to programs and operations key staff and teams as directed and appropriate. The Team Lead will also provide briefings to key stakeholders in external agencies and members of the donor community as needed. Typical products and services range from informal briefings to weekly products, contributions to risk assessments, in-depth assessment of the political economy of a defined geography, deep-dives on specific thematics, etc., ranging in themes from conflict to market systems to governance, in line with programmatic needs.

    Importantly, the Team Lead will have the ultimate responsibility for growing and managing a team  in terms of pursuing and supporting new funding opportunities, increasing the geographic coverage of the team, and recruiting and developing new team members. The Team Lead provides an advisory role to senior leadership, and leads external representation (for peer organisations, donors, partners, etc.) of the team’s findings. The Team Lead will be expected to cultivate appropriate networks to improve data collection and impactful dissemination.

    Essential Job Responsibilities

    Analysis and Reporting

    • Lead the production of time-sensitive, data-driven analytical products to support programmatic decision making in Nigeria.
    • Develop and maintain an in-depth understanding of Mercy Corps’ programming and the humanitarian situation in general in areas of focus and for populations of particular interest (e.g. youth).
    • Cultivate targeted audiences both internally and externally for high quality contextual analysis.
    • Establish and maintain a process for consultative feedback and responsive analytics with the humanitarian community
    • Develop and grow a network of field contacts to serve as sources in shaping and developing a rich understanding of the political, social and economic environment in areas of focus.
    • Maintain a constant scan of traditional and social media in order to inform analysis of the humanitarian situation.

    Country Strategy

    • Manage the growth and strategy of the Nigeria Analytics Team in close collaboration with the New Initiatives team, building systems and processes to sustain impactful and consistent analysis.
    • Stay abreast of Mercy Corps program assessments and new business activities. Support these teams and special projects with analysis and insight where appropriate, ensuring insights from NAT team feed into program design
    • As directed by the Country Director, participate in Senior Management Team discussions to provide analytic insights and risk assessments where necessary.

    • As directed by the Country Director, collaborate with the security team to advise on access issues pertinent to security situations and any resulting humanitarian needs.

    Training and Outreach

    Knowledge and Experience

    Required

    • Masters degree in a social sciences or investigative journalism; or equivalent work experience
    • Understanding of humanitarian principles and the humanitarian system at national and international levels
    • 3 years field-based experience in complex and insecure settings and preferably a conflict environment
    • Experience in liaising with civilian authorities, as well as with regional, national and international institutions
    • Ability to build and maintain networks of information sources across different sectors, groups and locations
    • Experience with information collation and analysis, mapping and use of infographics to frame analysis

    Partnerships & New Initiatives Manager

    Country Program Summary

    Mercy Corps has been present in Nigeria since 2012, focusing its interventions on humanitarian assistance, economic development, and conflict mitigation. With the ongoing insurgency in Northeast Nigeria causing the displacement of millions of individuals, Mercy Corps started its humanitarian response in 2014 to address the rising humanitarian needs. As the crisis has persisted, Mercy Corps’ strategy has also expanded to address the root causes of the conflict and seek to build the long term resilience of communities with integrated programs focusing on governance, the recovery of markets and livelihoods, social cohesion and social protection, youth empowerment, and local conflict management. With funding from institutional donors, foundations and private corporations, Mercy Corps operates along the humanitarian- development- peace nexus across Nigeria with the ambition of further deepening linkages across the country portfolio and expand both in depth and length its interventions to provide durable solution in current programming areas and address the emerging needs in new areas.
    General Position Summary

    The Partnerships and New Initiatives Manager manages and tracks current and new business development and partnerships across the portfolio to support implementation and alignment with the country strategy in partnership with the programs and PaQ teams. The Partnerships and New Initiatives Manager will identify and track donor opportunities, facilitate donor engagement and strategic partnerships with international and local actors, assist in the development of fundraising and partnership strategies, and coordinate proposal development for strategic funding opportunities.

    The position requires innovative thinking and creativity to package Mercy Corps programme strategies in ways that attract the right donor support and the right partner to complement our activities and grow Mercy Corps’ portfolio effectively. S/he will lead write sections of proposals, while coordinating the input of technical units, MEL, Finance, HR and Security into proposals and budgets. Recognizing that many conversations with donors involve a review or update around current grants as well as discussions about new opportunities, the Partnerships and New Initiatives Manager will also be expected to keep closely informed about the progress of all major grants and able to speak to results in key reporting documents. The Manager will broaden our strategic partnerships beyond just those associated with donor funding, working to identify key institutions in the private sector and civil society that can drive forward sustainable impacts in shared areas of focus. The position reports to the Director of Programmes and works regularly with the Country leadership, HQ-based Regional Program Team, and Regional Leadership and supports the program teams.
    Essential Job Responsibilities

    NEW BUSINESS AND PARTNERSHIPS DEVELOPMENT

    • In partnership with the Director of Programs, work with teams to develop a comprehensive and functional mission-level stakeholder engagement strategy aligned with the Country Strategy to determine opportunities, and support donor engagement and partnerships management.
    • Identify, research and track new business development opportunities in close collaboration with Mercy Corps Director of Programmes and HQ offices. Develop system for transparent Mission level go-no/go decision making. Pro-actively seek donor intelligence on prospective new opportunities or partnership.
    • Develop systems and ensure all program development/new business development opportunities are systematically managed and ensure regular updates and engagement of the senior management team and Country Director.
    • Liaise with programme teams to keep closely informed about the programmes progress through regular field visits and jointly identify ways to optimize donor and partners’ engagement and new opportunities.
    • Lead on the development of new funding strategies for thematic programme plans and cross-sectoral integration in close partnership with the technical units and the PaQ team.
    • Participate in key donor meetings and consultations, support donor contacts, when necessary, to foster long-term collaboration, engagement, and strategic prepositioning.
    • In close collaboration with HQ, ensure key contacts, required formats and donor strategies are kept up-to-date at the country office level.
    • Research, identify and disseminate information on different actors (UN Agencies, local NGOs, INGOs, State Actors, Research, etc.), and establish/support business relationships for strategic and innovative partnerships.
    • Facilitate and support mapping and management of existing or new local and international partners at the country level in collaboration with programmes and senior management teams.

    NEW INITIATIVES

    • Lead on proposal development including coordinating work plans and expectations, and monitoring the timeline and inputs of different team members and lead writing proposal sections in close cooperation with Technical Units, MEL, Finance, Security and HR .
    • Identify and act on capacity building and inclusion strategies to increase the voice of national staff in the new initiatives process, with an eye for leveraging internal talent and know how appropriately into new initiative processes, including but not limited to, supporting trainings, facilitating participatory design workshops, capacity building trainings, etc.
    • Coordinate with programming teams to identify key public stakeholder relationships and wherever possible, strengthen the voice of external stakeholders in the design process, ensuring necessary co-design components, alignment and support with the Government of Nigeria in new initiatives.
    • As needed, coordinate partnership negotiation and teaming agreements in proposal processes.
    • Drive interdepartmental coordination for programme and proposals development. Effectively manage collaboration amongst teams (Including regional and HQ levels) when preparing concept papers and project proposals. Ensure strong coordination with Programmes teams and other CO teams, particularly PaQ (for project set-up, technical inputs and strategies and MEL), Programme Operations (for field team inputs, logistics requirements costings, etc), Finance (for budgets), Security and HR (for staffing requirements).
    • Ensure new initiatives processes comply with PM@MC standards and are in alignment with Mercy Corps Country Strategy, GEDSI, GDI, and do no harm approaches through the involvement of relevant MEL, gender, youth, and conflict advisors in the design process.
    • In collaboration with the PAQ and Subawards team, identify and track influential and high potential local partners in the CSOs and private sector spaces that can drive forward our Country Strategy, develop and nurture these relationships, identifying opportunities for integration into existing programs and/or ensuring incorporation into new initiatives. Establish foundation of mutual respect and appreciation with partners, embodying Mercy Corps’ approach to local partner engagement.
    • Ensure full internal and HQ review and sign off as per the proposal development process.
    • Represent Mercy Corps as a generalist, alongside technical experts, in consortium meetings regarding proposal development.
    • Support communications and coordination with the HQ-based Regional Program team and Regional communications advisor, support internal communications between teams.
    • Conduct and document after action review processes for new initiatives and partnerships, maximizing learning and internal organizational documentation.
    • Following new initiative awards, facilitate teams through a handover process, supporting the onboarding of new staff to the program design and development process, ensuring full understanding of program scope. Provide inputs to Start Up processes, particularly as it relates to key concerns and priorities raised during the design process and relevant partnership strategies.

    RECRUITMENT

    • Participate in the interview process, providing contextual information on Mercy Corps’ programs and realities of the position and selection for key positions as identified with the recruiting team.

    • Demonstrated knowledge of at least three key Mercy Corps Nigeria sectors and approaches, such as market systems development, adolescent programming, conflict mitigation, early recovery, humanitarian relief and resilience.
    • At least 4 years of experience managing the development, implementation, administration and compliance (especially of key USG, FCDO, EU, and/or UN donors); general program management experience preferred.
    • Experience with proposal development including support and writing with various donors, particularly US and European Institutional funders, private foundations and corporations.
    • Experience with monitoring and evaluation and other learning efforts.

    Regional Gener Equality And Social Inclusion Advisor

    Program / Department Summary 

    Mercy Corps’ Technical Support Unit (TSU) is a key part of the Program Department. TSU subject-matter experts help set agency strategy and provide consultation – from assessment and design through project implementation and results measurement – to field offices worldwide. 

    Mercy Corps continues to position itself as a key and credible partner with many donors, government authorities and civil society partners, enhancing our ability to empower people to survive through crisis, build better lives and transform their communities for good. Gender and social inclusion is a priority that is woven throughout all programming, and involves using a systems-based approach that builds on proven solutions, accesses new ideas and information, and integrates multiple sectors and partnerships to promote transformative development outcomes. The Gender Advisor will be part of the Regional Technical Support team based within the Africa Region, working closely with our country teams to deliver high-impact programming through a strong gender transformative approach.

    General Position Summary 

    The West Africa GESI regional advisor is an exciting new role for the region and the successful candidate will have the opportunity to further define the position over time. This position will spend 30% of its time providing technical support to specific programs. The remaining 70% of time will be allocated to strategic support, country level capacity strengthening and program development. 

    The GESI Advisor will support country and regional teams to develop and advance gender equality and social inclusion by working with regional leadership, country teams, global and regional technical support teams, and partners to: 1) provide remote and in-person technical support to Mercy Corps program teams to conduct GESI analysis, integrate GESI specific approaches into programs, and use data to achieve GESI outcomes; 2) facilitate capacity sharing support and mentorship to country and program level managers and GESI specialists and animate a lively working group to promote cross-learning, resource sharing and collective visioning; 3) Support priority proposal development efforts to embed strong GESI transformative approaches from the outset of program design.

    This position will be the West Africa regional representative of the global Gender and Social Inclusion technical support team, and will work closely with the global team to ensure that Mercy Corps’ priority approaches and tools are effectively rolled out within the region. The position will be housed within the regional team and reporting to the Technical Director for the Africa region, supporting our regional and country teams to advance our Africa regional strategy and ensure that agency GESI strategies, approaches, and standards are applied in action across the diverse portfolio. 

    Essential Job Responsibilities 

    STRATEGY & VISION 

    • Serve as a key technical resource within the region for the GESI elements of Mercy Corps’ Pathway to Possibility 10 year strategy. 
    • Facilitate the integration of GESI mainstreaming into regional strategic and annual planning efforts. 
    • Support research initiatives which advance the agency’s learning on innovative and transformative approaches to GESI work in the region. 
    • Support internal and external communication efforts (articles, case studies, conferences and forums) to highlight Mercy Corps’ GESI work in the Middle East. 

    TEAM CAPACITY SHARING 

    • Co-lead the Africa GESI community of practice of regional, country-level, and project based GESI specialists to promote learning and capacity sharing across the region 
    • Support equitable and inclusive hiring processes for GESI advisors, program managers on GESI specific programs, and other positions that require significant GESI experience 
    • Provide team members with information, tools and other resources to improve performance and reach GESI objectives 
    • With the global GESI team, participate in training/capacity sharing efforts aimed at strengthening the skills of GESI specialists and champions across the region 

    PROGRAM AND PROPOSAL DEVELOPMENT 

    • Help teams design and run participatory, inclusive data collection process to understand community needs and priorities and incorporate those needs and priorities into program design
    • Contribute to or advise program design efforts including supporting secondary GESI data review, designing/ co-leading gender analyses, participating in design workshops, providing technical review of logical frameworks and proposal narratives, supporting GESI indicator selection and occasionally drafting portions of proposal documents 
    • Support recruitment of regional consultants to support program design and GESI key personnel for programs
    • Guide country teams to build GESI responsive budgets that reflect GESI commitments at the agency and country-level 

    PROGRAM QUALITY 

    • Support program teams to roll-out and adhere to Mercy Corps’ GESI integration minimum standards across all programs 
    • Support proactive GESI integration and protection mainstreaming into humanitarian response programs 
    • Provide technical support, coaching, training and capacity sharing to support high quality GESI equality outcomes within programs, especially during program start-up and kick off 
    • Support teams to contextualize GESI tools for their country and program contexts
    • Work closely with monitoring, evaluation and learning teams in the region to establish assessment, monitoring and evaluation frameworks to measure and improve upon program quality and impact, specific to GESI integration 
    • Conduct program quality field or support visits as required 

    LEARNING AND IMPACT 

    • In collaboration with the program quality department, contribute to the set-up and implementation of a lessons learnt system to capture learnings on GESI integration across the region 
    • Ensure GESI is integrated across program performance tools, theories of change, indicators, and log frames. 
    • Contribute to country-level initiatives such as research agendas and internal learning exercises 
    • Track GESI-related learning and evidence across the region and help teams use that knowledge to advocate for distinctive GESI approaches and tools. 

    INFLUENCE & REPRESENTATION 

    • Represent Mercy Corps at relevant regional coordination mechanisms and meetings 
    • Cultivate and activate relationships with women’s rights, gender equality, and social inclusion focused civil society organizations across the region for shared learning and potential partnership 
    • Support internal and external communication efforts (articles, case studies, conferences and forums) to highlight to Mercy Corps’ GESI work in West Africa 
    • Contribute to agency-wide GESI integration efforts and communities of practice as appropriate 

    ORGANIZATIONAL LEARNING 

    • As part of our commitment to organizational learning and in support of our understanding that learning organizations are more effective, efficient and relevant to the communities they serve, we expect all team members to commit 5% of their time to learning activities that benefit Mercy Corps as well as themselves.

    • Mercy Corps team members are expected to support all efforts toward accountability, specifically to our beneficiaries and to international standards guiding international relief and development work, while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects.

    Accountability 

    Reports Directly to: Africa Technical Director with a dotted line to the global Director for Gender Equality and Social Inclusion

    Works Directly with: Anglophone Africa GESI Advisor, Regional Director, Deputy Regional Directors, Regional PAQ lead, Country Directors and Directors of Programs, Program Directors/Managers implementing GESI-focused or multi-sector programs, Country GESI leads, Regional and Global Technical Support Unit, Gender, Diversity and Inclusion Initiative Leads 

    Knowledge and Experience 

    • Master’s degree in International Development, Women’s Studies, Gender or a comparable area of study preferred. Bachelor’s degree with 10 years of experience is also acceptable. 
    • 7 years of experience in international development work, with a minimum of 5 years of experience in GESI technical work 
    • Experience directly implementing programs is required
    • Substantial background in GESI and development work including experience conducting GESI analyses, capacity sharing/training, gender and inclusion outcomes 
    • Experience working in the West Africa is required 
    • Strong facilitation skills are required 
    • Fluency in French and English is required 
    • It is expected that this position will travel to Mercy Corps country missions within the West Africa region, including insecure environments, for up to 30% of time 

    Success Factors 

    The Regional GESI Advisor will demonstrate experience designing, implementing and advising programs, ensuring their ability to adjust technical theories to meet real world complexities. The Regional GESI Advisor role requires strong interpersonal and cross-cultural communication skills, as well as strong time management skills. Being aware and sensitive to international development issues and diverse cultures is critical.
