    Consultant for Political Economy Analysis of Youth Employability

    Objectives

    • To analyse the political, economic, and social factors influencing youth employability in Nigeria’s agriculture sector.
    • To identify key stakeholders, their interests, and the power dynamics affecting youth employment in the agricultural sector.
    • To assess existing policies and programmes related to youth employment in agriculture and their effectiveness.
    • To develop a comprehensive framework to support and enhance youth employability in the agriculture sector.
    • Propose actionable recommendations for policy, programme, and institutional reforms to support youth participation and employability in the agricultural sector.

    Scope of Work
    The consultant will undertake the following tasks:

    • Conduct analysis of youth demographics in Nigeria and the current youth demographics in Agriculture.
    • Analysis of youth unemployment rate in Nigeria.
    • Identify Challenges faced by young people in Agriculture.
    • Highlight opportunities for youth employment, income generation and poverty reduction through Agricultural sector and value chain development.
    • Analysis of estimated losses to GDP and the economy as a result of lack of deliberate programming to support both rural and urban youths in Agriculture if urgent action is not taken.
    • Analysis of estimated gains if urgent action is taken to create a deliberate programme to support rural and urban youth employment in agriculture.

    Contract Period:

    • The contract is for a period of twenty (20) working days including making the presentation during the “Young People’s Dialogue on Inclusive Food Systems in Nigeria.

    Required profile for consultant
    The consultant (She/he) to be recruited should have the following experiences:

    • Advanced degree in agricultural economics, public policy, or a related field.
    • Have at least a minimum of 10 years’ experience in carrying out such an assignment and capacity.
    • Expertise in the agriculture sector, youth employment issues in Nigeria, stakeholder engagement, and strategic framework development.
    • Expertise in the agriculture sector, youth employment issues in Nigeria, stakeholder engagement, and strategic framework development.
    • Strong analytical, research, writing, presentation, and facilitation skills.
    • Excellent verbal and written communication skills.
    • Evidence of having undertaken related work (to be provided in the expression of interest).

    Benefits

    • The Consultant shall be paid a daily consultancy fee of N100,000. Fifty percent of the total sum shall be paid in advance at the beginning of the consultancy period. The balance of 50% will be paid when the final reports have been submitted and signed off by ActionAid Nigeria’s Director of Programmes.
    • ActionAid will deduct 5% withholding tax from the total sum in accordance with the Nigeria tax law for onward remittance to the Federal Inland Revenue Service.

    Consultant for the Simplification of the National Agricultural Technology and Innovation Policy (NATIP)

    Rationale

    • The National Agricultural Technology and Innovation Policy (NATIP) aims to drive agricultural development and innovation in Nigeria.
    • As part of the deliverable of the Inclusive Food Systems project to build the capacities of smallholder women farmers and young people, enabling their participation in key agriculture policies and programmes decision-making processes, ActionAid Nigeria is commissioning a consultant to simplify the National Agricultural Technology and Innovation Policy (NATIP). 
    • To ensure that the benefits of the policy are accessible and comprehensible to all stakeholders, particularly women and young people involved in agriculture, there is a need to simplify the policy.
    • This will enable them to understand the key provisions that speak for or relate to them within the policy to support effective engagements with policy makers for implementation that will contribute to creating inclusive food systems to support their livelihoods.

    Objectives

    • To simplify the National Agricultural Technology and Innovation Policy (NATIP) in a way that highlights key provisions relevant to women and young people in agriculture.
    • To enhance the understanding of NATIP among women and young people, enabling them to effectively engage with policymakers.
    • To highlight areas within the policy framework that supports inclusive food systems and promotes equitable access to resources and opportunities in agriculture.

    Methodology
    The process will include:

    • Desk reviews and analysis of the National Agricultural Technology and Innovation Policy (NATIP). 
    • Develop a simplified version of the policy focusing on the aspects that relates to women and young people in Agriculture.

    Scope of Work
    The consultant will undertake the following tasks:

    • Conduct a comprehensive review of the current National Agricultural Technology and Innovation Policy (NATIP).
    • Identify and analyse the sections of the policy that are most relevant to women and young people in agriculture.
    • The National Agricultural Technology and Innovation Policy (NATIP) summarized in simple language of 20 pages or lesser for easy understanding by women and young people in Agriculture.

    Contract Period:

    • The contract is for a period of fourteen (14) working days including making the presentation during the Training of young people on Policy Influencing and Innovation and the training of smallholder women farmers.

    Required profile for consultant
    The consultant (She/he) to be recruited should have the following experiences:

    • Advanced degree is required.
    • Have at least a minimum of 7 years’ experience in carrying out such an assignment and capacity.
    • Familiarity with the National Agricultural Technology and Innovation Policy (NATIP).
    • Excellent verbal and written communication skills.
    • Strong analytical, research, writing, presentation, and facilitation skills
    • Evidence of having undertaken such assignments or related work (to be provided in the expression of interest).
    • A sound experience in policy analysis and simplification of policy documents.

    Benefits

    • The Consultant shall be paid a consultancy fee of One Million Naira (N1,000,000) only. Fifty percent of the total sum shall be paid in advance at the beginning of the consultancy period. The balance of 50% will be paid when the final reports have been submitted and signed off by ActionAid Nigeria’s Director of Programmes.

    Consultant for Policy Brief Development

    Background

    • Violent extremism poses significant challenges to communities across Nigeria and the Sahel, undermining social cohesion, security, and development. Strengthening community resilience is essential in countering and preventing violent extremism (PVE) by enhancing the capacity of communities to resist radicalization, recover from attacks, and prevent future violence.
    • This Policy Brief aims to explore the strategies and approaches that can effectively strengthen community resilience in the face of violent extremism.

    Objective of the Consultancy:

    • The primary objective of this consultancy is to develop a Policy Brief that provides evidence-based insights and recommendations on strengthening community resilience in the context of violent extremism.
    • The Policy Brief should highlight successful strategies, identify gaps, and propose actionable policy recommendations for stakeholders at the local, national, and regional levels.

    Scope of Work
    The Consultant will be responsible for the following tasks:
    Literature Review:

    • Conduct a comprehensive review of existing literature, policy documents, and case studies on community resilience and violent extremism.
    • Identify key factors that contribute to community resilience in different contexts, including social, economic, cultural, and institutional aspects.

    Case Study Analysis:

    • Analyze specific case studies from Nigeria, the Sahel, and other relevant regions that highlight successful community resilience strategies in the face of violent extremism.
    • Identify best practices and lessons learned that can be applied to other contexts.

    Stakeholder Engagement:

    • Engage with relevant stakeholders, including community leaders, local government officials, civil society organizations, and experts in PVE, to gather insights and validate findings.
    • Conduct interviews, focus group discussions, or surveys where necessary to capture diverse perspectives on community resilience.

    Analysis of Gaps and Challenges:

    • Identify gaps and challenges in current approaches to strengthening community resilience in the context of violent extremism.
    • Explore the impact of external factors such as governance, socio-economic conditions, and external interventions on community resilience.

    Policy Recommendations:

    • Develop practical and actionable policy recommendations for strengthening community resilience at different levels (local, national, regional).
    • Propose strategies for enhancing community engagement, building social cohesion, and supporting local governance structures in PVE efforts.

    Drafting and Presentation of the Policy Brief:

    • Prepare a concise and well-structured Policy Brief (10-15 pages) that summarizes the key findings and recommendations.
    • Present the draft Policy Brief to the commissioning organization for feedback and incorporate necessary revisions.
    • Provide a final version of the Policy Brief for dissemination.

    Deliverables:
    The Consultant is expected to deliver the following:

    • A draft Policy Brief (10-15 pages) with a comprehensive analysis of strategies for strengthening community resilience in the context of violent extremism.
    • A final Policy Brief incorporating feedback from stakeholders.
    • A PowerPoint presentation summarizing the key findings and recommendations.

    Duration of the Consultancy
    The consultancy is expected to last for a period of 4 weeks from the start date, with the following tentative timeline:

    • Weeks 1-2: Submission of the draft Policy Brief.
    • Week 3: Review by stakeholders.
    • Week 4: Finalization of Policy Brief.

    Qualifications and Experience
    The Consultant should possess the following qualifications and experience:

    • Advanced degree in Social Sciences, International Development, Conflict Studies, or a related field.
    • At least 5 years of experience in research and analysis related to community resilience, violent extremism, or peacebuilding in Nigeria and/or the Sahel.
    • Proven track record of producing high-quality policy briefs or reports.
    • Strong understanding of the socio-political context of Nigeria and the Sahel region, particularly in relation to community dynamics.
    • Excellent analytical, writing, and communication skills.
    • Ability to engage with diverse stakeholders and incorporate their perspectives.

    Reporting and Supervision:

    • The Consultant will report to the Project Coordinator SARVE III.
    • Regular updates will be required to ensure the consultancy is on track, and feedback from the Project Coordinator will be incorporated at each stage of the consultancy.

    Consultant for the Development of Communication Strategy

    Objectives

    • Develop a comprehensive communication strategy that addresses the needs and challenges of PCVE programming in Nigeria.
    • Enhance awareness and understanding of PCVE objectives among stakeholders, including state and non-state actors.
    • Improve collaboration and coordination among stakeholders through effective communication channels.
    • Foster public support and engagement in PCVE activities and interventions.
    • Explore empowerment opportunities and engagement through private sectors funding, co- creation for creating endowment fund and other climate driven initiatives for investment to build resilience.

    Scope of Work:
    The consultant will be responsible for the following tasks:

    • Conduct a situational analysis of the current communication landscape related to PCVE in Nigeria.
    • Identify key stakeholders and audiences for the communication strategy.
    • Develop a communication strategy that includes objectives, key messages, channels, and tools for effective communication.
    • Propose a detailed action plan for the implementation of the communication strategy.
    • Provide recommendations for capacity building and training needs to ensure effective execution of the strategy.
    • Develop monitoring and evaluation mechanisms to assess the impact of the communication strategy.

    Deliverables:

    • Situational analysis report.
    • Stakeholder and audience analysis.
    • Draft communication strategy document.
    • Finalized communication strategy document, including an action plan.
    • Recommendations for capacity building and training.
    • Monitoring and evaluation framework.

    Qualifications and Experience
    The consultant should possess the following qualifications and experience:

    • Proven experience in developing communication strategies, preferably in the field of PCVE or related areas.
    • Strong understanding of the socio-political context of Nigeria and the dynamics of violent extremism in the region.
    • Excellent communication and interpersonal skills.
    • Demonstrated ability to work with diverse stakeholders, including government agencies, NGOs, and community groups.
    • Relevant academic qualifications in communication, media studies, international relations, or a related field.

    Duration:

    • The consultancy is expected to last for 35 days from the day of commencement.
