    Psychosocial Support (PSS) Officer - Monguno

    Purpose

    All DRC employees are expected to perform their roles and responsibilities according to the DRC charter of values, code of ethics, PSEA and Child Protection policies. The job description is mandatory for all positions within DRC and shall be signed by the employee within the first week of employment.

    Purpose/objective of the position:

    The PSS Officer is responsible for the technical supervision and coordination of all MHPSS activities under the supervision of the PSS TL. S/he will ensure that supervision and coaching and any capacity building at LGA level of operations, needs of LGA field protection staff are timely addressed and that the protection services and activities meet quality standards in the sector.

     Generic Duties:

    • Provide technical guidance and support to MHPSS staff (PSS workers/outreach volunteers), ensuring quality in the implementation of activities and services as well as the adherence to protection standards;
    • Support the field teams with the development of a technically sound (monthly & weekly) work plans, consistent with the goals and objectives of the project as per requirements of the PSS TL;
    • Maintain regular and positive collaboration with colleagues to enhance synergies and ensure that intervention between the different project components is harmonized and that protection is mainstreamed into the other sectors of intervention; 
    • Identify capacity building needs of MHPSS staff by assessing their knowledge and skills and flag it to the PSS TL and ensure continuous on the job coaching and mentoring using necessary tools
    • Support the PSS TL in updating protection tools and training material in order to meet the project’s requirement ensuring it is adapted to the LGA of operations’ context
    • Contribute to the development of quality internal/external reports and project proposals, providing relevant protection data, insights, and analysis.
    • Ensure that DRC data protection policies are shared, understood, and uphold by all staff in compliance with the highest standards of privacy and confidentiality.
    • Establish and maintain collaborative relationships with relevant partners and other project stakeholders working in the project areas;
    • Contribute to the maintenance of an up-to-date service mapping of the service providers operating in the area and take proactive steps to remain informed about the available services;

    Other duties as assigned by the PSS Team Leader.

    Specific Duties:

    • Manage and supervise a team of XX PSS assistants and outreach volunteers at LGA level and report to the overall PSS TL ;
    • Use coaching and technical techniques and tools to the field staff to ensure quality and timely implementation of PSS activities including: (i) outreach activities to identify PWSN, children, adolescent and caregivers in need; (ii) PSS activities for children/youth and adults following the cluster-adopted PSS curricula; (iii) Informal Skills Trainings with boys and girls, men and women inside and outside the community centers; (iv) Awareness raising sessions targeting children, adolescents, adults and PWSN; (v) provision of lay counselling;
    • Monitor and evaluate the impact of PSS activities/toolkits on beneficiaries;
    • Ensure that vulnerable/at risk individuals are promptly and safely identified and referred. Maintain and update a database of internal and external referrals;
    • Monitor that progress on individual cases is documented by the PSS assistants, maintaining strict protocols for confidentiality and consent and respecting all data protection policies;
    • In collaboration with the PSS PTL, plan and facilitate internal trainings to PSS assistants and outreach volunteers on the provision of PFA and referrals and provide trainings on PSS related issues for internal staff;
    • Provide lay counselling and supervise structured PSS activities in collaboration with 1 PSS assistants
    • Plan and facilitate the induction process for all newly recruited PSS assistants on protection principles, safe identification and referral procedures, PSS curricula, MHPSS SOPs and other relevant topics in collaboration with the PSS TL
    • Ensure compliance with the financial plan as oriented by PSS TL/Ensure to inform PSS PTL for needed items in each LGA etc to ensure smooth procurement etc 
    • Coordinate with field staff and with the PSS TL for materials and services needed to implement activities in the field. 

    Person Specification:

    Education and professional experience:

    • University Degree in Social Sciences or related field (Psychology preferred)
    • Minimum three years relevant professional experience in the protection sector (of which at least one year in a supervisory role)
    • Previous working experience with IDPs, refugees and returnees;
    • Strong knowledge of international protection and psycho-social programming in the humanitarian context.

    EMAP/GBV Officer

    Purpose

    The position Within the scope of DRC’s Protection projects, the EMAP/GBV Officer, will work closely with the EMAP/GBV Team Leader, Protection Manager, and other Protection team members to ensure the set-up, implementation, and impact evaluation of the Engaging Men through Accountable Practice (EMAP) intervention. The EMAP/GBV Officer is expected to travel to field office on a regular basis according to the work plan established by the EMAP/GBV Team Leader. Responsibilities include the management and direct supervision of the EMAP Assistants operating in his/her axis of responsibility, the supervision of the protection activities, the representation at local coordination meetings, as well as the liaison with key local stakeholders (partners, authorities etc.). The EMAP/GBV Officer is also responsible for drafting activity reports (weekly, monthly, ad hoc) based on key finding and achievements.

    Duties and Responsibilities:

    Under the supervision of the Protection Team lead, the holder of this position shall perform the following duties:

    Program implementation.

    • Liaise with other GBV partners implementing EMAP to ensure understanding of lessons learned and best practices, as well as to leverage contextualized resources and expertise.
    • Ensure strong understanding of the EMAP intervention, framework of Accountable Practice, and all guides associated with the intervention.
    • Contextualize the curriculum with the support of the Protection Coordinator, Protection Manager, and EMAP/GBV Team Leader for rollout in targeted areas.
    • Develop work and procurement plans for the set-up and implementation of the EMAP curricula.
    • Engage with communities and key community stakeholders on prevention interventions, including the selection of EMAP participants for discussion groups.
    • Facilitate the relevant gender-specific discussion groups and provide support to the EMAP Assistant for facilitation of the other gender-specific discussion groups.
    • Develop a monitoring and evaluation plan, along with relevant tools, with the support of the Protection Coordinator, Protection Manager, EMAP/GBV Team Leader, and MEAL Coordinator.
    • Ensure appropriate documentation and means of verification for all program activities.
    • Adhere to data protection policies and procedures, along with protection information management principles and best practices, for all program and project data.
    • Draft weekly reports on activities, highlighting any implementation challenges and proposed solutions and adaptative measures, and ensure weekly uploads of data to the activity dashboard.
    • Draft monthly and quarterly donor reports with qualitative and quantitative data, elaboration of program successes and challenges.
    • Maintain regular contact with community focal points to ensure a constant flow of information and feedback and strengthen their capacity through training, coaching, and mentoring.
    • Liaise with other project sectors and staff to ensure appropriate internal coordination and collaboration.
    • Other activities or tasks relevant to the set-up and successful implementation of EMAP and GBV prevention programming as assigned by the EMAP/GBV Team Leader, Protection Manager, or Protection Coordinator.
    • Assist the Protection Team leaders to develop and coordinate emergency rapid needs assessments and responses in line with proposals, strategies, and donor requirements.
    • Represent protection department in various partner coordination meetings including PSWG, CP-SSWG, GBV-TWG, MHPSS and government line ministries as relevant.
    • Provide training/capacity building to duty bearers, international and local NGOs and IDP communities on protection related issues (guiding principles of IDP protection; child protection; SGBV etc.).

    Qualifications

    EMAP Assistant

    Purpose

    Overall purpose of the role: Within the scope of DRC’s Protection projects, the EMAP Assistant will be responsible for the supervision of the Protection activities and team on his/her axis of responsibility.     Duties and Responsibilities:

    Under the supervision of the EMAP/GBV Officer/Team Leader, the holder of this position shall perform the following duties:

    • Ensure the organization and the implementation of all protection activities at field level in accordance with the agreed Work plan (under the supervision of the EMAP/GBV Officers and EMAP/GBV Team Leader) and the international standards.
    • Ensure the management of the field protection incentive workers (team and work management)
    • Prepare necessary activity and protection reports (weekly, monthly, ad hoc)
    • Participate in conducting needs and programmatic assessments in targeted locations.
    • Identify and intervene on protection cases in the camps and host communities with technical support from their line manager.
    • Refer protection cases to partner agencies and solicit services for them.
    • Ensure all protection activities and cases are individually documented, filed and up to date in Kobo.
    • Engage with communities directly and create awareness on human rights, child protection, SGBV, and other protection-related topics.
    • Train community members, partner staff and other local authorities on protection topics
    • Identify protection trends and bring this to the attention of the line manager for action planning.
    • Carry out advocacy and sensitization activities at the field level.
    • Represent DRC protection in all partner discussions at the field level.
    • Participate in and actively recruit casual social workers are needed.
    • Conduct community meetings, FGDs, and other direct community activities as part of protection monitoring.
    • Document all protection activities on Kobo.
    • Carry out any delegated activities as assigned by DRC management at the field level including supervision of field bases.
    • Manage DRC protection assets assigned to the field of operation.
    • Liaise with security officers in DRC to always keep up to date on the security situation of the field base.
    • Support protection coordinator, the manager with itinerary planning for field visits including donor visits.
    • Provide detailed updates of activities within your designated field site.
