    Pharmacy & Supply Chain Manager

    Essential Duties and Responsibilities

    • The incumbent shall provide oversight and support to ECEWS Pharmaceutical activities and shall be responsible for supply chain operations including planning procurement, contracting, storage, distribution and monitoring in accordance with project objectives.
    • Advises on all matters of supply and logistics.
    • Collaborates closely with programs team in defining supply interventions to meet programmatic needs and provides technical and advisory support to government entities and partners on supply chain management issues.
    • Any other duties as assigned.

    Experience, Skills & Minimum Required Qualifications

    • Minimum qualification is Bachelor of Pharmacy, Master’s Degree in Pharmacy and/or Social Sciences and Management sciences will be an added advantage.
    • A minimum of 7 years’ experience in the procurement and supply chain management functions in donor funded projects, international NGO or United Nations is highly essential with professional certification in Procurement and Supply Chain Management and understanding of Nigerian drugs regulations.
    • Good knowledge of Nigeria and Global Fund Procurement & Supply Chain Guidelines for all disease Programmes and other related PSM activities including procurement management software’s is also essential.
    • He/she must also be proficient in Microsoft Word, Microsoft Excel, PowerPoint presentation, inventory management software, analytical and problem-solving skills.

    Technical Officer - Laboratory

    Essential Duties and Responsibilities

    • The incumbent provides technical support in the planning and implementation of high quality laboratory services required for HIV/AIDS care and treatment services, reproductive health, TB and other related and emerging chronic/contagious diseases.
    • Will provide support to the design, planning and implementation of laboratory services according to national and international standards and develop guidelines, tools, SOPs and recommendations related to implementation, monitoring laboratory total quality management at ECEWS supported sites and facilities.
    • Plan and implement laboratory activities at sites
    • Oversee the development and adaptation of required guidelines/ standards for related laboratory services
    • Implement a logistics system for efficient quantification and supply of test kits, reagents and other consumables required for laboratory services in collaboration with other logistics and supply chain teams
    • Implement laboratory information systems in supported laboratories
    • Implement and monitor efficient documentation of laboratory documents and records at sites.
    • Prepare progress reports of laboratory activities, lab program implementation and lab quality issues.
    • Review performance and quality of service delivery for health care workers
    • Provide on- the- job mentoring and capacity building for health workers.
    • Responsible for monitoring physical inventory of supplies and reagents with laboratory units, decisions on the purchase of analytical equipment, correlation of new procedures and assays, policy and procedures review and supporting documentation.
    • Coordinate the activities of the laboratory in supported sites with other division and department programs.
    • Provide technical support in coordination of laboratory activities in supported states & OSS in collaboration with thematic advisors.
    • Periodically evaluate laboratory methods and procedures.
    • Perform research for the purpose of testing and evaluating laboratory methods, devising new procedures and simplifying existing tests.
    • Support facility personnel to develop research and evaluation activities.
    • Supervises the training of laboratory personnel and provide guidance on special procedures to staff.
    • Serves as resource and technical consultant to local physicians, local clinical and hospital laboratory personnel and health department staff in laboratory and testing issues.
    • Oversee the implementation and monitoring of laboratory quality management activities
    • Provide technical support to state laboratory teams including capacity building and mentoring
    • Provide direction and facilitate efficient workflow in all departments of the laboratory.
    • Oversee activities of Viral Load Champions for effective service delivery.

    Experience, Skills & Minimum Required Qualifications

    • Bachelor's Degree in Medical Laboratory Sciences or its equivalent and an Associate member of the Medical Laboratory Sciences Council of Nigeria.
    • At least Seven (5) years’ experience in laboratory systems optimization and service delivery management within the context of PEPFAR HIV programs.
    • Experience in PEPFAR laboratory commodity procurement procedures and equipment as well as stock tracking and inventory management required.
    • Experience with lab-related data management systems including but not limited to Laboratory Information Management Systems (LIMS) preferred.
    • High level of proficiency in relevant computer applications, particularly Excel
    • Excellent interpersonal, management, and communication skills.
    • Ability to work independently with strong problem-solving skills.
    • Fluent English oral and written communication skills; ability to interact professionally in English and oversee development of comprehensive program reports.

    Senior Program Officer - Key Population

    Essential Duties and Responsibilities

    • The incumbent will be responsible for overseeing the design, coordination, and support for implementation of community-based HIV service delivery and the supportive supervision of the OSS for KPs (FSW, MSM, TWG, PWIDs) in line with Global Fund (GF) TB-HIV Model.
    • S/he will work as a member of the advisory team working with other staff members, Ministries of Health, and other key stakeholders on developing/updating guidelines and protocols for inclusion of community participation. This effort includes overseeing activities in the OSS, supporting the implementation of referral pathways and bi-directional referral systems between the national program and the KP led community-based initiatives.
    • S/he will work in close collaboration with supported facilities to make sure animators (peer to peer outreach workers) supported by ECEWS are trained and have the requisite technical support to provide basic, but quality HIV care and treatment services to their clients.
    • S/he will maintain a strong and collaborative relationship with key partners and stakeholders to strengthen community-based HIV counseling and testing services and referrals for care, treatment, and support services at the community and health facility levels.
    • S/he will provide leadership to community-based organizations to implement an evidence- based prevention intervention in line with the national guidelines.
    • The position reports to the Deputy Project Director/ Technical Lead. The position regularly interacts with the zonal program implementation team as well as key state stakeholders and facility teams including the OSSs/CBOs/DICs

    Experience, Skills & Minimum Required Qualifications

    • Bachelor's Degree in Science, Social Science, Arts or Humanities
    • Minimum of 5 years’ experience working in developing health care programs or program support function within an international NGO or equivalent on international health issues including HIV, with at least two years working on HIV/AIDS Prevention, Care and Treatment programs in resource poor settings.
    • Fluency in English; excellent communication skills required, with Extensive experience working with KPs.
    • Knowledge of public health information, education, and communications methodology in an African development context.
    • Ability to work independently with minimal supervision.
    • Demonstrated ability in maintaining close counterpart relationships, both governmental and in partner sites and communities.
    • Strong interpersonal skills and ability to work cross-culturally with diverse teams
    • High degree of judgment, maturity, ingenuity and originality to interpret strategy, to analyze, develop and present work and to monitor and evaluate implementation of programs.
    • Fluency in written and spoken English Proficiency with other local languages (South–South dialects) is an added advantage.

    ESM Clinician

    Essential Duties and Responsibilities
    The clinician will provide technical and programmatic support for high-quality programme implementation in the areas of ART, PMTCT, Pediatrics, HIV/TB and HIV clinical care services in line with national guidelines and international best practice, and work towards target achievement at supported health facilities and for programme sustainability in Ebonyi State.

    • Provide technical support at assigned facilities to implement high quality comprehensive HIV/AIDS programs such as TB/HIV, HTS& case finding, linkage Pediatrics & Adult ART, PMTCT, AHD, and other services including direct service provision to clients at facility level service delivery.
    • Oversee the implementation of integrated HIV, TB, NCD and other medical services at facility level.
    • Oversee capacity-building activities to transfer skills, knowledge, and technology to the Government of Nigeria staff and stakeholders at the individual, facility, and levels to lead the HIV response and create effective linkages between facility and community services Ensure AHD, NCD & TB screening for all identified PLHIVs with same day linkage and enrolment rates for identified HIV positive adult, adolescent and pediatric clients at the facility based on the UNAIDS 95:95:95 strategies.
    • Oversee the activities of the other ESM staff in the facility, including all categories of ancillary staff.

    ESM Pharmacist (Consultant)

    Essential Duties and Responsibilities 

    • The main responsibility will be to provide pharmaceutical care services and support medication adherence counseling services within the communities.

    Area 1: Delivery of pharmaceutical & commodity supply chain services in support of quality Antiretroviral Therapy (ART):

    • Maintain adequate health commodity supply chain both within the ESM site and the supported facilities within the senatorial zone.
    • Ensure efficiency and optimization of all the DSD Models
    • Dispense Antiretroviral drugs (ARVs) and other medication in line with approved regimens and standards.
    • Dispense ARVs in appropriate packaging with clear instructions.
    • Provide medication-related counseling, including reinforcing adherence and advising on potential side effects and drug interactions.
    • Provide drug information to health service providers and clients on request.
    • Identify and support follow-up of clients who do not return refills of their ARVs.
    • Work with providers and clients to identify, manage, and report adverse drug reactions and drug interactions.
    • Contribute to decision making on treatment and care for individual clients.
    • Ensure Good Pharmaceutical Practice (GPP) and standards.
    • Calculate drug storage needs for ART start-up and expansion.
    • Monitor ARV and other drug (STIs, OIs, etc.) stock levels communicate with the project team for re-stocking.
    • Contribute to forecasting /quantification of health commodities and monitoring of drug distributions.
    • Oversee drug logistics i.e., stock-taking, proper drug storage, drug stock out and monitor the effectiveness of the pull system.

    Area 2: Internal and External Quality Control Systems:

    • Assess the functionality of existing pharmaceutical management systems and develop implementation plans that prioritize and address gaps.
    • Oversee quality assurance systems at the facilities by close monitoring of prescription patterns, ensuring proper documentation, side effects monitoring (pharmacovigilance) and reducing dispensing errors.
    • Identify needs for information resources—for example, ART guidelines and drug information for medication counselling.

    Area 3: Internal and External Quality Control Systems:

    • Monitor and report medication errors suspected adverse reactions to medicines, and other medication-related events.
    • Monitor ART prescriptions for appropriateness and any discrepancies.
    • Monitor adherence to ARVs; working with clients and other health service providers to address challenges.
    • Address emerging problems as client numbers increase.
    • Monitor and report weekly enrolment.
    • Provide support to the Strategic Information (SI) unit to conduct research (qualitative and quantitative) surveys on service delivery outcomes for HIV prevention, care, and treatment.
    • Ensure timely submission of quality reports on a weekly, monthly, bi-monthly, and quarterly basis or as required.
    • Maintain transaction records and inventory management tools as required to ensure transparency in commodity management records.
    • Ensure timely and accurate reporting of logistics reports to facilitate stock replenishment and accountability.

    Area 4: Other assignments:

    • Participate in cluster coordinating meeting and represent the project at relevant fora.
    • Carry out any assignment as may be decided and delegated by the Supervisor.

    Experience, Skills & Minimum Required Qualifications

    • A Pharmacist with at least 1 - 2 years’ experience in TBHIV management.
    • Must have a current practicing license.
    • Good Knowledge of computer with ability in Microsoft Excel for simple data analysis.

    Pharmacy & Supply Chain Associate

    Essential Duties and Responsibilities

    • S/he will support to provide technical support and leadership to Nigeria’s efforts to strengthen the procurement and supply chain management system of health commodities using evidence-based data from the logistics management information system, to reduce stock-outs, lower costs and eliminate wastage in Ekiti State.
    • S/he will ensure continuous availability of health products for service provision, liaise with state LMCU in following up with distribution plans to ensure last mile distribution of commodities to supported facilities by 3PLs; flagging off every delivery anomaly, not limited to deliveries by proxy, delivery at odd times etc.
    • S/he will support to provide technical support and oversight in collaboration with Delta State LMCU to ensure completeness, accuracy and timeliness of LMIS reports submitted by facility focal persons, and State LMCU to prepare the Last Mile Distribution order and review same to ensure that prepared LMDs reflect LMIS reports submitted by supported health facilities in the State.

    Experience, Skills & Minimum Required Qualifications

    • A University Degree in Pharmacy is required.
    • 3-4 years’ experience in Procurement and Supply Chain Management is required.
    • Possession of an MPH or post graduate degree in a related field is an added advantage.
    • 2 - 3 years’ relevant experience in HIV prevention, treatment, and care programs.
    • Good knowledge of health commodities management for infectious diseases, especially HIV/AIDS and TB.
    • Good working knowledge of current National and WHO HIV/AIDS guidelines for prevention, treatment, care & support of adults and children.
    • Familiarity with Nigerian public sector health system and NGOs is highly desirable.
