    Administrative Officer

    The USAID Funded COVID-19 Vaccination Acceleration Project (1 Year)

    • This project seeks to promote COVID-19 vaccine access, acceptability, and uptake, while strengthening adverse drug reaction feedback and timely response, by leveraging on the ongoing USAID-supported TB LON 1 & 2 project structures.
    • This project has the primary objective of accelerating widespread and equitable access to and delivery of safe and effective COVID-19 vaccination to unvaccinated individuals at community and facility level in the seven selected USAID TB LON supported states (Anambra, Bauchi, Taraba, Cross River, Kano, Imo & Kaduna) in Nigeria, by supporting the NPHCDA’s SCALES Strategy.

    Position in the Organization

    • The Admin Officer is responsible for the smooth operation of overall administrative activities.
    • S/he is responsible for the logistics of staff including travel arrangements, organizes meetings internally and externally, ensures that the office supplies are in place. Ensures updated inventory management system for all project Ensure a proper functioning logistics support system including flight management.
    • Hierarchically, the Administrative Officer reports to the Central Project Coordinator.

    Responsibilities

    • Provides administrative and logistical support in organizing workshops, events, trainings etc, including preparing the necessary documentation.
    • Arranges flight for all domestic air travels as per request(s)
    • Facilitates visa processing for visiting international consultants (writing invitation letters, obtaining travel approval at Immigration services etc).
    • Arranges hotels and arranges transport for all visitors.
    • Responsible for arranging hotels and accommodation for workshop/meeting/training based on selection of vendors made by committee/management.
    • Coordinates transport arrangement for the overall program activities as per the request in a timely manner and ensures the information is accurately in the logbook and up to date.
    • Provides historical reference by developing and utilizing filing and retrieval systems.
    • Ensure proper use and maintenance of physical assets and office, including vehicles, equipment, furniture, and office building. Arrange for repairs as necessary.
    • Serves as security liaison and manages information for the security of staff office, and physical assets belonging to the organisation and ensuring KNCV fulfils security related regulations.
    • Undertake supply and service provider pre-qualification, conduct market research, identify and recommend legitimate local suppliers or contractors through systematic evaluation and maintaining a database of potential and active suppliers/contractors.
    • Any other duties as assigned.

    Who Are We Looking For?
    Education:

    • Minimum of Bachelor’s Degree in a relevant field

    Knowledge / Experience:  

    • Minimum of 4 years progressive experience in administration.
    • Knowledge or Microsoft Office packages.

    Central Project Coordinator

    The USAID Funded COVID-19 Vaccination Acceleration Project (1 Year)

    • This project seeks to promote COVID-19 vaccine access, acceptability, and uptake, while strengthening adverse drug reaction feedback and timely response, by leveraging on the ongoing USAID-supported TB LON 1 & 2 project structures.
    • This project has the primary objective of accelerating widespread and equitable access to and delivery of safe and effective COVID-19 vaccination to unvaccinated individuals at community and facility level in the seven selected USAID TB LON supported states (Anambra, Bauchi, Taraba, Cross River, Kano, Imo & Kaduna) in Nigeria, by supporting the NPHCDA’s SCALES Strategy.

    Position in the Organization

    • The Central Project Coordinator will ensure acceptance and also address the challenges posed by vaccine hesitancy, by strategically integrating the vaccination program within 7 states – KNCV Nigeria TB LON community outreach TB ACF intervention while also leveraging on its structure in the supported public health facilities. S/he will provide technical oversight and guidance to state COVID Vaccination project Coordinators to ensure quality planning and harmonization of SCALES approaches.
    • Hierarchically, the Central Project Coordinator reports to the KNCV TB Foundation Director of Technical Program.

    Responsibility

    • Development of implementation guidance and monitoring framework for COVID Vaccination SCALES strategies
    • Provide statewide technical and managerial oversight of the project implementation
    • Periodic program reviews and contextual analyses of the project aimed at performance improvement and efficiency gains
    • Coordinate the documentation and dissemination of project results
    • Identify relevant technical assistance needs for COVID Vaccination program as well as coordinate the engagement and delivering of such technical assistance
    • Any other duties that may be assigned.

    Requirements
    Education:

    • Minimum of a Degree in Medicine. Additional advantage include Master’s degree in Public health or other relevant Public Health disciplines.

    Knowledge/experience:

    • Possess strong management, interpersonal skills, excellent oral and written communication skills
    • At least 5 years’ experience working with: Public Health Program or vaccine program at various levels
    • Experience with USAID or UN projects or any development partner is an advantage.

    Behavioral competencies and skills:

    • Strong coordination, planning, and supervisory skills.
    • Competent with operational plan development, implementation and evaluation of results.

    State Coordinator

    Position in the Organization

    • The State Coordinator will support and ensure widespread and equitable access to and delivery of safe and effective COVID-19 vaccinations to unvaccinated individuals at community and facility level; support health system strengthening and integration of services at supported service-delivery points in USAID TB LON 1 and 2 Project supported states in Nigeria, by supporting the NPHCDA’s SCALES strategy.
    • Hierarchically, the State Coordinator reports to the Central Project Coordinator.

    Responsibilities

    • Advocate and engage key stakeholders; the SPHCDA , STBLCP and other key actors (state and LGA level) in COVID-19 vaccine program
    • Conduct situation assessment working with the SPHCDA to determine the extent of need /gaps of logistics; cold chain and other supportive structures (e.g., human resources and power) for routine vaccine programme at the LGA and community level.
    • Support continuous sensitization and awareness creation at LGA, ward and community levels through traditional and religious structures, especially at the community levels with gatekeepers to ensure social mobilization, community acceptance of the intervention and, to foster accountability and public discourse on enabling an environment for equitable COVID-19 vaccine access and acceptability at community levels
    • Strengthen the COVID vaccination systems already supported by PSM for monitoring and availability of COVID-19 vaccines to LGA stores, with weekly updates to ensure stock-outs or unavailability are mitigated.
    • Support distribution of COVID-19 consumables (anaphylaxis kits, paper towels, gloves, cool boxes, face visors, face masks, hand wash, hand sanitizers, syringes, gauze/alcohol pads, waste bags, etc to LGA stores.
    • Support capacity-building of community healthcare workers on RISK COMMUNICATION AND COMMUNITY ENGAGEMENT (RCCE) to integrate COVID risk communication and vaccine promotion messages
    • Ensure deployment of ‘WOW Keke’ complemented by portable digital X-ray machine (DLB) and Truenat or TB Lamp to distant and hard-to-reach communities to provide integrated health services with COVID-19 vaccination and other reasonable medical concerns.
    • Ensure distribution of relevant and culturally acceptable IEC materials and communication tools
    • Strengthen recording and reporting tools and daily monitoring of activities, adverse events following immunization (AEFI) and provision of guidance at state immunization command centers
    • Coordinate other support as well as other state level engaged consultants on the project
    • Ensure monthly conduct of joint supervision, monitoring and evaluation with the TB program and other key stakeholders.
    • Any other duties as assigned.

    Who are we looking for?

    Project M&E Officer

    The USAID Funded COVID-19 Vaccination Acceleration Project (1 Year)

    Position in the Organization

    • The Project Monitoring and Evaluation Officer will work closely with the Central Project Coordinator and state Coordinators to provide technical direction on M&E issues, including research and evaluation.
    • The M&E officer will provide guidance on how to use routinely collected data to monitor, evaluate, and report on the program in ways that will improve project performance.
    • Hierarchically, the M&E Officer reports to the Central Project Coordinator.

    Responsibilities

    • Work with state offices to support the correct implementation and use of monitoring and evaluation tools, and adherence to complete, correct and timely reporting.
    • Contribute to the design and technical development of monitoring and evaluation initiatives at the state levels. Provide related capacity building support to state teams.
    • Conduct periodic monitoring visits to state offices and project sites, including the conduct of data quality assessments (DQAs) using official tools; assist in the preparation of monthly reports, and provide supportive supervision.
    • Help ensure that the quality of program/project activities adhere to SOPs by supporting the development and implementation of appropriate mechanisms to ensure quality of all program interventions.
    • Assist in the development and maintenance of the computerized data capture of program activities and provide technical assistance and training to the staff of state teams responsible for data entry and management.
    • Monitor all intervention strategies to ensure timely and quality reporting.
    • With technical assistance from state team lead, provide monitoring and evaluation of project activities.
    • Coordinate all M&E capacity building activities at the state level.
    • Review periodic data reports collated from facilities
    • Undertake regular monitoring visits to project sites as necessary.
    • Facilitate scale up of EMR, and AI tools for case finding, referral and treatment adherence
    • Compile state level data reports, project results and evaluations studies
    • Support State lead to draft, and participate in the development of, and/or the timely completion/review of technical reports, such as: monthly, quarterly, and/or annual reports; and other ad hoc reports, as required.
    • Participate in monthly and quarterly review meetings as well as DQ assessment
    • Participate in the design and implementation of assessments and evaluation studies, trainings, and workshops.
    • Coordinate monthly and quarterly M&E reports including completion of COVID SCALES MER indicators for submission by Central Project CoordinatorPerform other additional duties as assigned.

    Who Are We Looking For?
    Education:

    • Minimum of MB.BS / MD / Bachelor’s Degree in Mathematics, Statistics, Monitoring and Evaluation, Operations Research, Health Sciences or any other quantitative Social Sciences.
    • An advanced qualification in Public Health, Data Analytics, Health Informatics, Social sciences, Demography, Epidemiology, Biostatistics, or any other related field.

    Knowledge / Experience:   

    • At least 5 years of experience in monitoring and evaluation of large internationally funded health programs at least 3 years management experience in monitoring and evaluation of TB/HIV activities.
    • Applied training in monitoring and evaluation, including research methods
    • Strong technical skills, including ability to process and analyse data using one or more statistical software packages such as SPSS, Epi-Info, Stata or SAS.
    • Strong working knowledge of public health systems and prior experience in managing or closely working with public health program at national level.
    • Previous experience with USAID reporting requirements and HIV and TB–related indicators strongly desired.

    LGA Coordinator

    The USAID Funded COVID-19 Vaccination Acceleration Project (1 Year)

    • The LGA Coordinator will support and ensure widespread and equitable access to and delivery of safe and effective COVID-19 vaccinations to unvaccinated individuals at community and facility level; support integration of services at supported service-delivery points, by supporting the PHCDA’s SCALES strategy within a given LGA.
    • Hierarchically, the LGA Coordinator reports to the State Coordinator

    Responsibilities

    • Support and build capacity of community health extension workers engaged as vaccinators as well as staff of the PHCDA and Health units at the LGA and assigned per cluster of LGA wards closely work with the TB program in community health outreach programs; conduct house to house visits to offer vaccination while also screening for TB and collecting sputum samples for TB diagnosis.
    • Capacity-building of community healthcare workers on RCCE to integrate COVID risk communication and vaccine promotion messages during their community-based interventions.
    • Train network of already trusted formal and informal TB community influencers/structures such as Patent Medicine Vendors, community pharmacists, traditional healers, and community extension health workers on interpersonal skills to address vaccine hesitancy, COVID-19 misconceptions and promote vaccination.
    • Ensure one stop shop access through integrated health services with COVID-19 vaccination and other reasonable medical concerns and include access to portable digital X-ray machine (DLB) and Truenat or TB Lamp device, so that all the people who come out for TB screening will also access COVID-19 vaccines as well as other health screening services (providing routine drugs and screening for chronic illness (Hypertension and Diabetes)
    • Distribute relevant and culturally acceptable IEC materials and communication tools for schools within the communities, health facilities, religious centers, etc. Enlighten and mobilize groups such as market women, youth groups, old student groups and secondary school students on the importance of taking the COVID-19 vaccines
    • Distribute recording and reporting tools for daily monitoring of activities, adverse events following immunization (AEFI) and provide guidance at LGA immunization command centers
    • Conduct joint monthly supervision, monitoring and evaluation with the TB program and other key stakeholders.
    • Any other duties as assigned.

    Account Officer

    • The Account Officer will develop and support the financial management system by operating an effective and efficient planning and control cycle, by designing and maintaining the administrative workflows and internal control procedures and by implementing and maintaining relevant IT applications.
    • S/he is also responsible for the timely, complete and accurate registration of transactions in the accounting system of KNCV Nigeria and related legal entities and for reporting to internal and external stakeholders.
    • S/he will keep accurate, complete and up-to-date office records for KNCV Nigeria, as well as to provide general support to at the cluster.
    • Hierarchically, the Account Officer reports to the Central Project Coordinator.

    Responsibilities

    • Enters approved budgets into the accounting system
    • Provides financial data for donor/partner agreements
    • Checks, analyzes and files financial reports from subcontractors/sub awardees
    • Compiles financial progress reports in accordance with administrative guidelines, rules and regulations for submission to donors
    • Prepares, monitors and verifies outstanding balances and funding requests.
    • Checks and assigns codes to all financial documents
    • Enters financial documents into the accounting system
    • Prepare and process payments in the banking system
    • Assist with administrative task related to payroll.
    • Ensure that all project incurred expenses are timely paid, documented and filed
    • Assist in the annual audit process and related activities
    • Conducts internal audit visits to the Regional Offices and ensures follow-up on internal audit findings
    • Supports regional and state offices improve the quality of the financial administration
    • Assists procurement processes
    • Maintains the petty cash accounts
    • Prepares financial reports for internal and external stakeholders
    • Prepares budgets and budget modifications
    • Ensures compliance with all US Government (USG) and KNCV Nigeria financial management and accounting policies and regulations
    • Engages in financial and related tasks as required by management
    • Assists in developing and updating financial management systems and tool
    • Ensures adherence to all major financial rules and regulations which are described in the KNCV Finance Manual and other operations manual of USAID.
    • Perform other additional duties as assigned.

    Who Are We Looking For?
    Education:

    • Minimum of Bachelor’s Degree (Accounting, Finance and or Business Management).

    Knowledge / Experience:

    • At least 5 years of experience in finance management, accounting and working in a project setting
    • Demonstrable experience with accounting and financial reporting in USG supported projects
    • Knowledge of relevant accounting software systems
    • Excellent Excel skills
    • Proficiency in the use of computer application (Microsoft office etc)
