    Gender Specialist

    The ROOSC project is designed to support Kaduna State government in ensuring the inclusive and equitable provision of quality primary education for all children. Project approach, strategies, and interventions are gender-sensitive and promote inclusivity in primary education provision. Adequate attention will be given to infrastructure and providing facilities and teaching-learning supplies and processes to ensure child-friendly and enabling environments in schools and learning centers to promote and sustain enrolment, full participation, completion, and quality learning outcomes in primary education.

    The Gender Specialist will support the ROOSC Partners and Community Support to Learning the project , to provide technical support to guide and inform gender- and disability-inclusive programming in Kaduna state, Northwest Nigeria. She/he will provide technical support to mainstream gender as a cross-cutting themes for all the programmatic activities in the ROOSC project. She/he will ensure gender and disability is integrated into the results based management frameworks, strengthening and supporting disability inclusion, gender equality strategies and facilitating gender equality capacity strengthening for field teams and partner organizations of SCI via training and tool development. She/he will not only ensure ROOSC education programmes are disability-inclusive and gender sensitive but aims to provide support to make such programmes become gender transformative.

    KEY AREAS OF ACCOUNTABILITY :

    Strategic Planning

    • The Gender Specialist will support the ROOSC Project to provide technical support to guide and inform gender based programming through  “integrated approach” in Kaduna state.
    • The Gender Specialist will support the ROOSC projct to provide technical support to mainstream gender as cross cutting theme for all the programmatic activities in the Project and Partner workplans.
    • She/he will ensure gender is integrated into the results based management frameworks, strengthening and supporting gender equality strategies and facilitating gender equality capacity strengthening for field teams and partner organizations of SCI via training and tool development.
    • She/he will not only ensure ROOSC project is gender sensitive but aim to provide support to make such the project is inclusive and become gender transformative.
    • She/he will provides overall gender and disability programmatic and operational coordination and management including; planning, implementation, capacity enhancement, monitoring/ evaluation and reporting both internally (within SCI) and externally (for/with partners). 
    • Under the guidance of the Programme Manager, the Gender Specialist will ensure that ROOSC Project is implemented in a coordinated, harmonized and aligned manner, in line with donor requirements and commitments. S/he will be responsible for supporting the Programme Manager in submission of timely and regular progress narrative and financial reports.

    Programme Quality, Support and Development

    • Support the ROOSC Project, SCI partners and SCI Field teams in the 17 project LGAs in Kaduna State to mainstreaming gender to increase inclusive and holistic education for girls and boys in the state.
    • Contribute to the development of gender-responsive approaches for mainstreaming girls and boys into formal education from alternative learning/none formal education and improve continuous education opportunities;
    • With support from Senior Gender Equality TA and Project Manager, contribute to the development initiatives make existing learning environment gender-responsive and inclusive for girls, boys and CWD and other marginalized children;
    • Lead capacity building for ROOSC Project staff, partner organizations and field teams on gender to establish safe and protective learning environment for girls, boys and CWD in Kaduna state.
    • With technical support for the Senior GE TA and in collaboration with the Project Manager to address the educational needs for girls – including adolescent girls to improve enrolment rates and learning outcomes for girls
    • Lead gender and disability capacity building of state stakeholders to facilitate and manage transition from non-formal to formal education in a gender-responsive manner
    • Provide technical assistance on gender-sensitive and disability-accessible school and WASH facilities provided in supported formal and alternative education spaces across all the 17 LGAs project intervention locations.
    • Support the review of existing key teaching and education management practices to improve gender-responsive and inclusive education in ROOSC project in Kaduna state. 
    • Conduct regular gender analysis, community mapping and safety audits to identify and address access and barriers to girls’ education in the kaduna state.
    • Collaborate with Project Manager and Education Coordinator to develop positive discrimination recruitment strategies to increase proportion of female teachers/facilitators in alternative and formal education in the state.
    • With support from the Senior GE TA and Project Manager, formulate key gender messages and targets from lessons learned, assessments, research and evidence gained through project implementation.
    • Acquire information and understanding of key gender issues in the country particularly in the north west and Kaduna state focusing on boys and girls (e.g GBV, Early Child Marriage, SRH etc.) and adapt strategies as necessary.
    • Develop and facilitate gender and disability inclusion components in training materials and other project tools and resources 
    • Ensure accessibility of gender and disability IEC materials developed on the project
    • Support SCI and partners to identify and address the intersectionality of gender and disability in project
    • Perform other tasks, as required, to ensure the smooth running of the organisation.

    Partnerships, Representation, Advocacy & Organisational Learning

    • Develop and maintain a network of external contacts with key individuals in the government, NGO sector, civil society and the media particularly working on gender issues and participate in gender working group meetings, which may include providing oversight
    • Guided by gender analysis, the Specialist will support in advocacy to identify and address policy and system barriers to girls’, boys and CWD education;
    • Based on field evidence based humanitarian scenarios, access and security, map work with the Advocacy Coordinator/team to collaborate in the design, implementation and advocacy to promote gender equality, protection from GBV and girl’s empowerment outcomes;
    • Work with the Advocacy team to conduct the technical components of the staff and partner capacity to address gender inequality root causes to ensure in gender transformative programming 
    • Work with Advocate team on gaps and evidence-based gender equality strategies to ensuring the gender-specific needs of girls, boys and CWD are being addressed within inter-agency coordination forums.
    • Keep abreast of state research and policies development on gender and GBV and maintain an updated country office level gender analysis as the basis for programming and advocacy;
    • Work with the project team on gender documentation of lessons learnt, best practice and case studies to shape state and  in-country strategies and programme approaches, and contribute to wider SCI learning;
    • With the Advocacy team and other project staff, contribute to policy briefs and position papers as and when required.

    MEAL

    • Support tracking of gender and disability-inclusive and disability-specific project indicators
    • Support MEAL team in disability data collection, analysis and reporting
    • Ensure consultation of beneficiaries with disabilities in project evaluation and learning
    • In collaboration with the MEAL team, collate and disseminate regular project gender and disability inclusion report.

    Human Resources Management and Development:

    • Working together with the ROOSCC team and partners  to identify learning and development needs of the project teams and develop specific plans to address the learning needs.

    QUALIFICATIONS  

    • MSc in Gender Studies, Human rights Law, International Relations, Development Studies or similar, or equivalent field experience
    • At least 8 years of work experience on gender mainstreaming in both humanitarian and development contexts or fragile states
    • Fluency in English, both verbal and written, required

    Safeguarding Officer

    ROLE PURPOSE AND DESCRIPTION:

    Save the Children is a leading independent organization creating lasting change for children in need around the world. With its headquarters in London, UK, SC works in over 120 countries globally, including Nigeria, helping children survive, learn, and be protected by improving their education, health, nutrition, protection and economic opportunities, and in times of acute crisis, mobilizing rapid life-saving assistance to help children recover from the effects of war, conflict and natural disasters.

    Save the Children International (SCI), Nigeria is implementing Reaching Out of School Children (ROOSC) Project in Kaduna State, Nigeria. This is a 4-year initiative to support crisis-affected out of school children (aged 6-14) to exercise their equal rights to quality education and gender equality. The project is funded by Educate a Child, Islamic Development Bank, Global Partnership in Education and Kuwait fund. 

    The ROOSC project is designed to support Kaduna State government in ensuring the inclusive and equitable provision of quality primary education for all children. Project approach, strategies, and interventions are gender-sensitive and promote inclusivity in primary education provision. Adequate attention will be given to infrastructure and providing facilities and teaching-learning supplies and processes to ensure child-friendly and enabling environments in schools and learning centres to promote and sustain enrolment, full participation, completion, and quality learning outcomes in primary education. 

    The Safeguarding Officer will:

    • Strategically lead and manage safeguarding inputs on the Reaching Out of School Children (ROOSC) education project, which is to be implemented in Kaduna State.
    • Be accountable and responsible for the promotion and practice of safe programming and safeguarding on the project.
    • Promote and build a ‘Safe Organisation’ and zero tolerance to sexual exploitation, abuse, and harassment (SEAH) of children and adult beneficiaries through safeguarding awareness raising and prevention.
    • Facilitate confidential reporting of abuse, harm, and danger caused by Save the Children’s activities, staff, and representatives through authorized channels.

    Under the guidance of the Project Director and the National Safeguarding Coordinator, the Safeguarding Officer will ensure that the ROOSC project is implemented in a safe manner, free of abuse and harm towards beneficiaries. 

    KEY AREAS OF ACCOUNTABILITY: 

    • Develop the project safeguarding strategy and monitor the implementation of safeguarding standards.
    • Identify and address training needs of staff and stakeholders in ROOSC project in relation to keeping children safe and protecting adults at risk.
    • Coordinate safeguarding capacity building and mobilize project staff, volunteers, and other stakeholders to undergo induction and annual training in Safeguarding, PSEAH and Safe Programming training through formal and informal training sessions, webinars, discussion of case studies, quizzes etc.
    • Technical supervision and mainstreaming of core operational safeguarding activities (COSA) on the project.
    • Stakeholder engagement with partner organizations and state government representatives supporting the project.
    • Develop and prepare materials for all safeguarding and Safe Programming related trainings.
    • Assist in organizing and facilitation of safeguarding induction for newly recruited staff, volunteers, beneficiaries, stakeholders, and partners in the field office.
    • Develop safeguarding messages for various groups of stakeholders and facilitate publication.
    • Conduct safeguarding risk assessment for all sectors and activities involving children on the project in collaboration with respective leads of such activities.
    • Compile partners’ activity documents, analyses partners risk assessment result and support on identified gap.
    • Oversee safeguarding financial activities and manage safeguarding expenses on the project.
    • Maintain clear records of number of staff, partners, volunteers, contractors, vendors, consultants and other parties trained in safeguarding.
    • Compile and develop monthly safeguarding training data/activity report with coordination of focal points and send to the Country Office. 
    • Develop safe programming quality benchmarks in collaboration with MEAL (Monitoring, Evaluation, Accountability and Learning) team.
    • Lead in all aspects of safeguarding investigations of reported child safeguarding, PSEAH and unsafe programming incidents/concerns and manage the online reporting system by ensuring that all updates on investigations are up to date. 
    • Support the capturing and sharing of lessons learnt on safeguarding, PSEAH and safe programming in the project.
    • Assist the MEAL team during the evaluation processes for compliance with indicators of safe programming and safeguarding on the project.
    • Monitor the safe implementation of the ROOSC project against approved safe programming benchmarks.

    QUALIFICATION, EXPERIENCE AND SKILLS

    Essential

    • A bachelor’s degree in social sciences, Development Studies, Gender, Child Protection, Human Rights, Humanitarian Action, Anthropology, or another related field
    • At least 3 - 4 years of accrued working experience in education programme implementation with a minimum of 2 years in a humanitarian organization, international NGO, or equivalent organization. 
    • Minimum of 2 years’ leading or supporting safeguarding, gender/GBV, ASRH, inclusion, child protection, AAP or accountability functions.
    • Proven knowledge and experience in applying child participation methodologies.
    • Commitment to SCI’s mission, values, and approach (includes gender equality, child safeguarding and equal opportunities)
    • Demonstrated ability to assess priorities and handle multiple tasks simultaneously to meet deadlines with attention to detail and quality.
    • Substantial experience of child safeguarding, disability inclusion, child protection, PSEAH, SGBV or safe programming issues and practice, within insecure settings.
    • Experience in leading or supporting in safeguarding investigations.
    • Experience of assisting in the development of local procedures, SoPs, manuals, and guidance on safeguarding, PSEAH and Safe Programming.
    • Experience on facilitation and coordination of training and workshop.
    • Experience in conducting assessment, monitoring, and risk analysis.
    • Direct or indirect experience with child protection practice, the Convention on the Rights of the Child, and the Universal Declaration on Human Rights.
    • Knowledge of the UN Convention on the Rights of the Child, the Nigeria Child Rights Acts, VAPP Act, child protection and GBV policies and practice as well as current issues in relation to safeguarding of beneficiaries in the Nigeria context.
    • Strong analytical skills and strategic planning abilities.
    • Ability to communicate complex and sensitive information as well as facilitate training to a wide and diverse audience.

    Programme Manager/Deputy Consortium Lead, European Union (EU)

    ROLE PURPOSE:

    Save the Children Nigeria is implementing Accelerating Basic Education and Livelihood Opportunities for Children and Youth in Northwestern Nigerian states of Kano, Sokoto and Jigawafunded by European Union. “Accelerating Basic Education and Livelihood Opportunities for Children and Youth in Northwestern Nigerian states of Kano, Sokoto and Jigawa” project is a 3-year initiative to support education and youth empowerment in North-West Nigeria by providing youth, in particular girls in rural underserved and nomadic communities, with access to inclusive gender transformative and conflict sensitive equitable quality education and skill development. This will be achieved by providing increased access to vocational training, including training for green jobs, and developing critical skills for women, girls, youths, and nomads in the North-West of Nigeria- Sokoto, Kano, and Jigawa states. This project will support the governments’ efforts to address the challenge of Out of School Children and Youth (OOSCY) through the institutionalization of Accelerated Basic Education Program (ABEP) and enhancing livelihoods opportunities and green jobs for youth in the 3 states. 

    The Programme Manager will:

    • Strategically lead and manage the PLAN International lead Accelerating Basic Education and Livelihood Opportunities for Children and Youth project in Northwestern Nigeria.
    • Be accountable and responsible for the achievement of the project’s deliverables.
    • Be responsible for effective stakeholder management, including developing and maintaining strong working relationships with the donor, state and federal government and development partners working in the education and Livelihood sector.

    Under the guidance of the Deputy Director Programme Operations and Head of Education and the Livelihood advisor, the Program Manager will ensure that the EU Project is implemented in a coordinated, harmonized and aligned manner, in line with donors’ requirements and commitments. The Program Manager will be responsible for the timely and regular submission of progress reports, both narrative and financial. The project manager will be the State Team Lead for SCI in Jigawa state. 

    KEY AREAS OF ACCOUNTABILITY: 

    Projects Coordination & Management:

    • Responsible for daily oversight and direction of project activities.
    • Develop and maintain positive relations with State Ministries of Education, State Universal Education Board (SUBEB), Ministry of women affair, National Directorate of Employment and other relevant Ministries of Kano and Jigawa States, Donors, I/NNGOs, local and community-based organizations and program consortium partners.
    • Build capacity of government institutions and local partners during the course of implementation of the project to ensure local ownership and sustainability of project activities.
    • Communicate regularly with Save the Children UK & Nigeria to provide updates and progress reports.
    • Oversee planning and implementation of project activities, including reporting, tracking of Performance Monitoring Plan and implementation of the project work plan.
    • Supervise the recruitment, hiring, and supervision of all project staff and consultants.
    • Establish, maintain, and strengthen linkages in the management and implementation of the project.
    • Plan and coordinate National and State level engagements with partners and key stakeholders. 
    • Monitor and ensure timely and quality reports are submitted as per the reporting requirements. 
    • Ensure that project is implemented with the highest consideration to security and safe programming standards of Save the Children
    • Working closely with Deputy Director, Programme Operations, Head of Education, Livelihoods Technical advisor, Awards, Operations Team, Supply Chain, Finance and MEAL to ensure quality program delivery, documentation and reporting of progress.

    Operational Planning and implementation

    • Program Manager ensures planning, development of detailed implementation plans, phased budgets, monitoring, documentation and reporting for EU Project.
    • Overseeing the implementation and budget performance in line with the project plans and budgets.
    • Effectively support the projects staff in developing weekly, monthly and annual plans, in line with the EU Project design and Save the Children International planning guidelines and ensure compliance with the agreed work plans and that programme objectives and targets are being realized in line with the contracts/agreements with the donors and consortium partners.
    • Support staff to ensure that EU’s project implementation is at the desired standards and on time, with quality and within budget.
    • Maintain high standard of transparency and accountability in the course of programme implementation while ensuring integrity and timeliness of activities implementation in meeting programme objectives, compliance with donors & Save the Children policies.
    • Provision of regular operations and implementation updates on project progress and challenges to allow for timely interventions and corrective actions by management.
    • Ensure the timely reviews and adjustments for the project operational and implementation plans and budgets as may be required from time to time. 
    • Conduct periodic review meetings with relevant project and non-project teams.
    • Identify and effectively manage all key risks related to the project.
    • Ensure regular update of all relevant project management tools including but not limited to detailed implementation plans, risk register, procurement plan, issue log, stakeholder register, communication and knowledge management plans, MEAL plan, indicator performance tracking tool and log-frame. 
    • Ensure compliance with the requirements of Save the Children’s Child Safeguarding Policy to ensure maximum protection for children.
    • Ensure that all project assets and supplies are maintained and utilized in a safe, secure and accountable manner.

    Finance and Budget Management

    • Manage the Project budget in coordination with Deputy Director of Programme Operations, Finance Director.
    • Overseeing the budget performance to ensure that projects implementation is on course as per the detailed implementation plans and phased budgets. 
    • The Program Manager will conduct budget monitoring, suggest necessary revisions and prepare draft donor reports. 
    • Ensure the realistic phasing of project budgets in line with the project activities for each month and ensure that variance is kept at minimum.

    • Ensure strong financial management and compliance with Save the Children financial policy and procedures. 
    • Ensure effective demonstration of value for money to the project’s donor.
    • Regularly analyze the project’s financial performance and develop appropriate mitigations as required.
    • Work closely with the project team to ensure that partners are well guided, supported and their capacity built in sound management procedures.

    Programme and Financial Reporting.

    • Preparation of timely and high-quality progress and end of project narrative and financial reports which are in accordance with the donor reporting schedule and formats.
    • Review all program financial reports ensuring that donor guidelines have been followed and high standard met, prior to submission to management.
    • Organize and facilitate quarterly follow-ups and progress review meetings to address key performance issues from the reports.
    • Overall Budget Vs Actual expenditure analysis and variance explanations

    Internal and external engagements

    • Ensuring that the program experience is represented and given recognition at stakeholder meetings, workshops, donor, networks and any other engagements. 
    • Develop and maintain regular channels of communication with partners and key stakeholders at all levels (LGA, State and National).

    MEAL

    • Effectively manage projects design and study processes which include assessments, baseline and evaluation studies, putting in place a functional Activity Tracking Table.
    • Ensure that the project’s quality benchmarks are followed.
    • Collecting and managing complaints and feedback in close coordination with MEAL and Education team.
    • Ensure regular monitoring of projects results, documentation of projects case studies, lessons learnt, significant changes and best practices and coordinating learning and reflection meetings/sessions.  
    • Ensure effective programs/ projects monitoring and evaluation systems are in place.
    • Monitor programs/ projects activities to ensure quality, timeliness and adherence to both Country Office and international Save the Children policies and procedures.

    Human Resources Management and Development:

    • Working together with the Project Team to identify learning and development needs of the project teams and develop specific plans to address the learning needs. 
    • Support implementation of the Save the Children performance management system, by supporting, supervising and reviewing performance of the Education coordinator.
    • Coaching and mentoring the direct repartees and project staff on the provision of technical support and implementation of quality programmes.
    • Capacity building of staff directly reporting to them and other Project staff through trainings, coaching, performance management, implementation as well as in learning and reflection events 
    • Setting and managing staffing targets, performance and priorities for staff directly reporting to then and other Project staff 
    • Participate in monthly/weekly project management meetings to enable adequate staff support

    QUALIFICATION, EXPERIENCE AND SKILLS

    Essential

    • A postgraduate degree in Education, Development, Management or another related field
    • At least 10 years of accrued working experience in education and multisectoral programme implementation with a minimum of 5 years in a management level position in an international NGO or equivalent organization. 
    • Minimum of 5 years’ experience managing complex international and donor-funded education projects.
    • Commitment to SCI’s mission, values and approach (includes gender equality, child safeguarding and equal opportunities)
    • Demonstrated ability to assess priorities and handle multiple tasks simultaneously to meet deadlines with attention to detail and quality.
    • At least seven years’ demonstrated experience in managing, coordinating and supervising multi-location teams working with governments and development partners.
    • Demonstrable understanding of Value for Money and donors’ results agenda.
