    Maternal and Newborn Health Officer

    OBJECTIVES OF THE PROGRAMME

    To provide technical support and lead the implementation of maternal and newborn health component of the projects in line with organizational priorities. Guide in the promotion of early identification of nutritionally at risk mothers and infants especially small and sick newborn and establish referral linkages to ensure equitable access to quality health and nutrition services especially for adolescent mothers and small and sick newborns.

    DESCRIPTION OF DUTIES

    The principal duties of the incumbent are to:

    • Provide technical leadership within the project in the area of Maternal and Newborn Health ensuring that the activities in this area are established and carried out efficiently and effectively in line with approved detailed implementation plan.
    • Coordinate with health and nutrition TAs in the need assessment as it relates to maternal and newborn heath within project areas.
    • Determine the training need of health workers at the target health facilities and coordinate with internal and external stakeholder to carry ENC, CNCC and BEmONC training as maybe required.
    • Conduct post training evaluation and determine impact of capacity building and area of improvement. 
    • Work closely with health and nutrition TAs define the training need of health facilities at all levels.
    • Facilitate and support facility MPDCSR across targeted HF in line with national guidelines and utilize the generated information for quality improvement towards reduction of maternal and newborn mortality and morbidity.
    • Work closely with supported facility to improve data management and tracking and reporting of relevant indicators in line with FMOH priorities on maternal and newborn health outcomes. 
    • Work closely with relevant functions to conduct prevention interventions towards reducing nutritional and health risks for adolescent mothers and newborns.
    • Contribute to regular project review process and prepare the maternal and newborn component of project report.
    • Maintain constant and updated knowledge of overall project performance.
    • Maintain daily monitoring of project activities in targeted health facilities.
    • Coordinate with MOH to conduct regular supportive supervision.
    • In line with SCI Clinical Standards Scorecard, maintain quality of care for all maternal and newborn health activities.                     
    • Coordinate with sector lead on budget phasing and ensure project expenditure are on track especially maternal and newborn health component. 
    • Regularly attend and provide quality contribution to health sector meetings and ensure SCI is well represented.
    • Provide technical assistance and policy advice to the targeted state(s) to advocate for and strengthen the health systems from development, implementation, and monitoring of Maternal and Newborn Health interventions in partnership with other collaborating partners.
    • Work closely with MOH in the implementation Every Newborn Action Plan (ENAP) at the state level and other interventions and efforts on Child Survival Action Plan.
    • Advocate, coordinate, and build partnerships with state counterparts, technical departments at at the state level to harmonize recommendations on policies and strategies related to Maternal, and Newborn Health systems and resolve issues or concerns and seek improved funding for new health sector.
    • Perform all other related duties as assigned.

    Qualification and Experience:

    • Bachelor’s degree in public health, Nursing, midwifery, Medicine, or related field.
    • Recommended a minimum of 3 years’ experience in a humanitarian and development environment, including significant field operations experience.
    • Extensive knowledge of maternal and newborn health interventions.
    • Extensive experience in in stakeholders’ management, participation in TWGs, and other coordination meetings.
    • Significant knowledge of humanitarian and development systems, institutions and donors and best practices in emergency management
    • Ability to analyze information, evaluate options and to think and plan strategically.
    • Excellent interpersonal communication and presentation skills
    • Fluency in written and spoken English and at least one major Nigerian Language
    • Ability and willingness to travel frequently, live and work in difficult physical conditions in an area of potential insecurity.
    • Commitment to and understanding of Save the Children’s Vision, Mission, Values and Practices

    Skills:

    • Demonstrable experience in data analytics. 
    • Experience in coordination of workshops and meetings.

    MEAL Officer

    The MEAL Officer will be responsible for establishing and managing a robust Monitoring, Evaluation, Accountability, and Learning (MEAL) system for the Project. Core duties for the position include designing and implementing a MEAL system in accordance with Save the Children International (SCI) standards. 
    The position holder lead or support evaluations/assessments, monitor program progress and quality, document lessons learnt and contribute to periodic monitoring and reporting. Ensuring gender-sensitive, inclusive and participatory MEAL processes, including children's involvement, is crucial.

    KEY AREAS OF ACCOUNTABILITY:

    Monitoring and Evaluation

    • Develop robust MEAL plans, systems, processes and tools for the project in line with SCI and donor requirements.
    • Take the lead in data collection efforts for the BHA project, ensuring accuracy and timeliness.
    • Conduct in-depth data analysis to derive actionable insights and recommendations.
    • To enhance project performance, execute quarterly monitoring, evaluation, and accountability activities, including quality benchmarks, data quality assessments, and/or data quality assessments. 
    • Document data collection and analysis findings, contributing to comprehensive and informative reports.
    • Ensure monthly updates to the SCI’s Project reporting Information Management & Evidence (PRIME) system, accurately reflecting project progress and achievements.

    Accountability

    • Support in ensuring the project is implementing the 3 pillars of Accountability - Information sharing, participation and feedback & reporting and providing relevant documentation.
    • Assist in establishing robust accountability mechanisms, ensuring the voices of project participants are considered in project adaptation/design and implementation.
    • Knowledge Management & Learning
    • Actively engage in program learning initiatives, facilitating discussions and knowledge-sharing sessions among project teams.
    • Provide insights and recommendations for continuous improvement in BHA project design and implementation.
    • Ensure project MEAL documents are adequately stored in the SCI Resource Centre. 
    • Support in the development of case studies and success stories for the project.

    Safeguarding

    • Ensure risk assessments are done before any data collection that involves children.

    Staff Management & Coaching

    • Coaching and mentoring of direct reports to achieve project deliverables. 
    • Support the implementation of the SCI performance management system, by supporting, supervising, and reviewing performance of direct reports.

    General

    • Comply with SCI policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
    • Undertake any other tasks within the MEAL function as the line manager requires, adapting to project needs and challenges.

    QUALIFICATIONS  

    • Minimum of BSc or equivalent qualification in, Economics, Statistics, Development Planning, Social Work or Demography, Computer Science, or any related courses.

    EXPERIENCE AND SKILLS

    • At least 3 years of experience working in MEAL for Humanitarian/developmental organizations.
    • Experience in implementing Education programs in humanitarian contexts program is an added advantage. 
    • Experience in the use of analytical and visualization tools/software. 
    • Very good communication and interpersonal skills, including ability to communicate technical issues effectively and persuasively.
    • Excellent English communication skills, both written and verbal.
    • Good Knowledge of local area and local language 
    • Commitment to and understanding of Save the Children’s aims, values and principles including rights-based approaches and children’s participation.
