    Monitoring & Evaluation Advisor

    • The M&E Advisor will be responsible for leading the M&E team that oversees all monitoring, evaluation, and learning activities for the program.
    • S/he will lead efforts to collect and analyze data related to activity performance; conduct and/or organize rapid and other activity-related performance evaluations; conduct and/or organize assessments, studies and other analyses to better understand the local context; ensure the quality of activity reporting; and promote adaptive learning based on monitoring, evaluation and learning.
    • The M&E Advisor will support the technical staff to develop and manage interventions to improve local Monitoring, Evaluation & Learning processes (MEL). She/he will also coordinate with other BMGF-supported MEL mechanisms.
    • The M&E Specialist reports to the State Project Manager. This is a full-time position based in Kano, Nigeria. Nigerian nationals are encouraged to apply.  

    Technical Leadership

    • Provide direct technical expertise in selected areas of the program portfolio; this includes using a collaborative approach to monitoring, evaluation and learning (MEL), quantitative and qualitative research.
    • Provide inputs in drafting of qualitative and quantitative research protocols to ensure quality data-generation and rigorous analysis.
    • Provides technical oversight for the development of the Measurement and Analytics Objective P), including the Performance Monitoring Plan (PMP), learning plan/Agenda, and oversees its implementation and periodic revision.
    • Leads the development, implementation, refinement, and harmonization of the project’s MEL system; develops and operationalizes indicators, set targets, and monitors progress in accordance with the activity contract.
    • Works with technical staff to oversee tools for data collection, storage, and analysis; trains staff and partners on MEL system operations, collection methods, and tools.
    • Performs data analyses, generates reports of findings, and creates graphics and other visualizations, as needed, to contribute to reporting requirements and project communications products.
    • Plans for and supervises intermittent political economy analysis (PEA) studies and performance evaluations, collects and disseminates lessons learned, and shares successes during activity implementation.
    • Together with the other members of management, supervises the implementation of workplan activities under the contract to ensure that performance schedules are observed, and outputs are completed according to schedule.

    Requirements

    • BA/BS and 7+ years experience or graduate degree and 5+ years experience; 
    • In-depth MEL experience designing and implementing M&E systems for international donor-funded projects, qualitative and quantitative research, project M&E, implementation research in the health sector;
    • Knowledge of reporting procedures, best practices, guidelines, methods, and approaches for MEL; 
    • Demonstrated experience with computer and/or web-based performance data recording and reporting systems and other technologies to improve the quality of monitoring system integrity and data collection/analysis/reporting/visualization;
    • Excellent management, communication, and organizational skills (attention to detail is required); demonstrated flexibility and capacity to multi-task;
    • Experience with MEL that measures and promotes gender, equity, and social inclusion;
    • Experience in providing technical assistance to local partners, organizations, and grantees;
    • Language fluency in English and Hausa; 
    • Outstanding cross-cultural communication skills, including the ability to relate respectfully with staff at all levels, ages, genders, nationalities and orientations as well as across work areas;
    •  Ability and willingness to travel within Kano State up to 30%.

    Technical Advisor, Performance-Based Financing (PBF)/Quality of Care (QoC)

    Description

    • ThinkWell is recruiting an experienced Technical Advisor, Performance-Based Financing (PBF)/Quality of Care (QoC) for Kano State for the anticipated four-year project on Optimizing health Financing for Primary Health Care Interventions in Nigeria.
    • The project is funded by the Bill and Melinda Gates Foundation (BMGF) Nigeria Country Office to provide technical and advisory support to Kano State in Northern Nigeria.
    • The project will work in partnership with the Kano State Ministry of Health, and other actors to build the capacity of institutions and individuals within the states to improve the planning, financing and performance of the primary health care system.
    • The Technical Advisor, Performance-Based Financing (PBF)/Quality of Care (QoC) advises State Project Manager on PBF and QOC, and worked with MOH.
    • The Technical Advisor, PBF/QOC reports to the Kano State Project Manager. This is a full-time position based in Kano, Nigeria. Nigerian nationals are encouraged to apply.

    RESPONSIBILITIES

    • Design knowledge transfer and innovative capacity building programs for health and strategic purchasing.
    • Design and develop effective strategies for coaching and mentoring of service providers and health facility in-charges on the principles and modalities of PBF implementation for effective service delivery.
    • Support States and other structures (SPHCDA/LGA, HMB teams) to hold regular technical working group meetings to discuss health facility performance based on statistical data of the implementing facilities and to compile timely monthly activity reports.
    • Build the capacity of the health management teams in the implementation of RBF services through supportive supervision and technical support to health facilities implementing RBF programs including maintenance of quality of care, development of quarterly business plans and implementation of quality improvement plans.
    • Support States in incorporating project sustainability in their PBF coordination efforts.
    • Design and implement quality of care frameworks, including standards, indicators, and monitoring tools, to ensure the provision of high-quality healthcare services.
    • Build the capacity of health teams to conduct regular assessments and evaluations of healthcare facilities and providers to measure their performance and adherence to quality standards.
    • Be updated on emerging trends, best practices, and innovations in performance-based financing and quality of care and apply them to enhance program effectiveness.
    • Provide technical support to the Monitoring and Evaluation Specialist in organizing external verification of RBF quantity and quality data as provided through the internal verification process.

    Requirements

    • A postgraduate degree in public health, health management, health economics, or a related field.
    • Strong knowledge and understanding of performance-based financing mechanisms and quality of care frameworks in the healthcare sector.
    • Proven experience of at least 5 years in designing, implementing, and monitoring performance-based financing programs and quality improvement initiatives.
    • Experience coordinating high level DFF/RBF at the State & National level.
    • Proficiency in data analysis and interpretation, including experience working with healthcare-related data sets.
    • Excellent project management skills, including the ability to plan, coordinate, and execute projects within set timelines and budgets.
    • Strong communication and interpersonal skills, with the ability to effectively collaborate with diverse stakeholders.
    • Experience in capacity building and training related to performance-based financing and quality of care.
    • Evidence of PBF training is an asset.
    • Familiarity with quality-of-care frameworks, including standards, indicators, and monitoring tools including the National quality of care guide.
    • Must have been trained on facilitation and andragogy methods, having good facilitation skills, using andragogic methods.
    • Familiarity with organisational capacity needs assessment, deployment of clinical SOPs and treatment protocols
    • Familiarity with hospital accreditation/inspection tools and quality assessment tools at both National and States levels
    • Previous exposure and experience in implementation of projects supported by the World Bank and other bi-lateral and multilateral agencies on program for results will be an added advantage.
    • Experience implementing digital innovations for improving health outcomes in resource-constrained settings.
    • Previous experience working with the public sector will be an added advantage.
    • Experience in monitoring and evaluation of projects related to reproductive maternal, child and adolescent health services will be an added advantage.
    • Excellent written and verbal communication skills; Fluent in written and spoken English. Knowledge of other local language is an asset.
    • Significant experience in managing or supporting RBF programs and/or in health system strengthening, and specific experience in designing or overseeing Results Based Financing efforts.
    • Knowledge and experience in designing results-based or Results-based financing mechanisms for measuring projects and organizational results goals.
    • Knowledge of the workings of BHCPF guidelines and the operations of the national health insurance system.
    • Knowledge of the Nigeria private health markets and private sector landscape analysis.

    Gender Inclusion & Demand Generation Officer

    Description

    • ThinkWell is recruiting an experienced Gender Inclusion and Demand Generation Officer for Kano State for the anticipated four-year project on Optimizing health Financing for Primary Health Care Interventions in Nigeria. The project is funded by the Bill and Melinda Gates Foundation (BMGF) Nigeria Country Office to provide technical and advisory support to Kano State in Northern Nigeria.

    Provides advice and support to the Kano State on achievement of the following results:

    • Advise and support to the Kano Project Office on gender issues
    • Advise policy and facilitation of knowledge building on gender issues
    • Creation of strategic partnerships and support to resource mobilization
    • Advise on potential areas for support and adjustment of the on-going project to ensure that BMGF project is in line with State level policies and priorities
    • Production and launch of gender reports.

    Provides policy advice and facilitation of knowledge building and management focusing on achievement of the following results:

    • Facilitates knowledge building and mainstreaming of gender in related perspectives within the BMGF project
    • Provision of strategic policy options and high quality advisory inputs to the State team to ensure these are responsive to State policies, priorities and strategic plans
    • Sound contributions to knowledge networks and communities of practice through identification of best practices and lessons learned
    • Assessment of the State’s gender policies and their impact on poverty reduction, growth, equity, etc.
    • Provide leadership in advocacy, learning and policy support to the State office on RMNCH and FP interventions and ensure there is a coherent process linking the project and State level advocacy efforts

    Advocacy and Communications

    • Support the Project in identifying policy and practice change, which would improve RMNCH & FP outcomes in the State
    • Support budget advocacy and budget tracking to improve revenue generation and public investment health interventions at State level in collaboration with other State Stakeholders and CSOs
    • Maintain an in-depth understanding of key budgetary cycle moments, law and policy reform initiatives at the State
    • Work in close partnership with the M&E to ensure that all advocacy messages and documents are evidence-based and of high quality
    • Develop and implement relevant context specific strategies for effective health budget implementation
    • In collaboration with field office staff and technical specialists oversee the development of advocacy materials – including policy briefs, position papers, press releases, Questions and answers and opinion pieces for State advocacy
    • Develop good knowledge of Kano State government structure, political processes and key decision-making structures and how to influence them on issues related to RMNCH & FP, domestic resource mobilization
    • Conduct power mapping to identify and engage key influencers in Kano State for increased resource mobilization and allocation to health interventions

    Partnerships and Knowledge Sharing 

    • Identify local networks and coalitions and develop sustained partnerships/ alliances that are critical in the dissemination and/or application of research findings and/or learning to influence the policy and practice landscape
    • Support the State office to build partnerships with communities and programme beneficiaries in establishing accountability mechanisms, capacity building and knowledge management
    • Support the capacity building of programme and field staff and key partners on advocacy through training, sharing best practices and supporting learning and knowledge management
