    VSLA Officer

    JOB SUMMARY

    CARE is seeking a VSLA Officer for its anticipated Bureau for Humanitarian Assistance (BHA) funded program to provide support to internally displaced and host community households in Yobe State (Damaturu, Geidam, Gujba, Gulani and Tarmua LGAs). The program aims to enable conflict affected people meet their immediate multi-sectoral needs and reduce the use of negative coping strategies, and increase access to food, income, protection, and nutrition services, CARE will provide support to the targeted households through livelihood restoration, financial inclusion, improved agricultural production and gender and protection mainstreaming. The VSLA Officer will provide support in the implementation of VSLA through capacity building of project participants, establishing linkages with financial service providers, and supporting transition of VSLAs into business enterprises for increased resilience.

    RESPONSIBILITIES & TASKS:

    Job Responsibility #1: Activity Planning, Implementation and Reporting

    • Prepare a  detailed VSLA implementation plan and ensure the respective team members understand well and properly implement.
    • Ensure physical target achievements are as agreed; and review regularly the progress and maintain regular update of the workplan and track outputs.
    • Facilitate and ensure establishment of VSLAs, the target communities.
    • Lead and provide technical guidance on financial inclusion interventions and livelihoods diversification of the project.
    • Identify technical capacity and challenges for the project participants and VSLA facilitators skills /knowledge on VSLAs, Business Management, etc. and plan for the relevant capacity trainings.
    • Oversee and regularly monitor as well as provide technical support when the VSLAs are conducting the share purchase, social contributions and borrowing and repayment of loans to ensure proper documentation.
    • Facilitate stakeholder, traders, and financial services providers engagements as part of establishing strategic linkages for VSLAs.
    • Document lessons learned and capture stories of change on VSLAs.
    • Consolidate/compile monthly, quarterly, and annual activity reports and special events showing achievements, lessons, constraints, and recommendations and submit to supervisor on agreed time.

    Job Responsibility #2: Capacity Building/ Technical Support

    • Review and adapt basic business, financial and relevant technical training material.
    • Conduct VSLA trainings for the VSLA Facilitators and monitor step down training.
    • Facilitate peer-to-peer support and ensure social cohesion within VSLA.

    Job Responsibility #3: Coordination and Representation

    • Participate in CARE Community on Financial Inclusion activities.
    • Represent the CARE on coordination meetings at LGA, community and wards.

    Resource Mobilization            

    • Contribute to funding sourcing and resource mobilization initiatives through information gathering, supporting assessments, learnings, and documentations.
    • Support other assigned outsourcing activities.
    • Fulfill any other Responsibilities as Assigned

    QUALIFICATION/EXPERIENCE/TECHNICAL SKILLS:

    Required

    • Diploma or University degree in Agri-business Management, Economics, Business Management, or any related field.
    • Minimum 3 years of work experience in VSLA programming. 
    • Ability to write reports of high quality. 
    • Sound knowledge of entrepreneurship and agricultural value chain development related activities.

    Desired

    • Knowledge of local languages spoken in Yobe State.
    • Previous experience with INGOs or NGOs. 
    • Advanced computers skills (MS Word, Excel, and PowerPoint
    • Ability to establish priorities, plan, coordinate and organize own work plan.

    GBV Project Coordinator

    JOB SUMMARY

    CARE is seeking a GBV Project Coordinator (for its anticipated Bureau for Humanitarian Assistance (BHA) funded program to provide support to internally displaced and host community households in Yobe State (Damaturu, Geidam, Gujba, Gulani and Tarmua LGAs. The holder of the position will take the lead in developing workplans, planning and implementing all GBViE activities including supervising staff, budget management, managing women and girls’ safe spaces and community-based protection responses in Yobe. The GBV project coordinator will also be responsible for engaging with relevant stakeholders and local authorities, and in providing capacity-building trainings related to key GBViE and protection concepts. The PC will also oversee, supervise, and manage day to day coordination with other actors.

    RESPONSIBILITIES & TASKS:

    Job Responsibility #1: Planning and Implementation of GBViE Activities in all project locations

    • Coordinate project team planning activities, including the development of annual, semi-annual, and quarterly work plans.
    • Oversee implementation of assigned GBV component of the BHA project guided by the approved project documents. This will entail developing and updating detailed implementation plans, work plans and procurement plans and ensuring strict adherence to such plans. 
    • Provide leadership and direct oversight of all field level project interventions, ensuring quality and adherence to national and international protection and health standards, guidelines and policies
    • Ensure that the design and implementation of all of CARE’s GBV/protection activities in assigned project locations address the priority protection needs of the internally displaced persons, host communities and other affected person. This will involve ongoing review and analysis of developments that have an impact on the protective environment in CARE’s areas of interventions. 
    • Oversee and support implementation of the GBViE methodology in the selected locations alongside the Project Manager. 
    • Provide technical input in developing project proposals, concept notes & sector publications at the sector level
    • Work closely with the Gender & Protection and SRHR sector leads to inform program design and strategic direction.

    Job Responsibility #2: Monitoring, Evaluation and Learning 

    • Initiate, support and contribute to protection and GBV related assessments
    • Ensure that ethical and sound data collection and information management systems are in place for appropriate analysis, planning, evaluation, and advocacy. 
    • Regular monitoring project activities through a detailed activity implementation tracker and tools that ensures provision of regular feedback to the project team for learning and project improvement purposes. 
    • Assess for gaps in programming and providing suitable solutions to the identified needs and gaps. 
    • In collaboration with all response partners and GBVSS, contribute to analyzing the GBV trends and data to inform future program interventions. 
    • Contribute to development and regular review of tools and assessment outcomes for continuous learning including baselines, mid-term, and end lines. 
    • Regular monitoring project activities through a detailed activity implementation tracker and tools that ensures provision of regular feedback to the project team for learning and project improvement purposes.
    • Initiate, support, and contribute to project related assessments and surveys.
    • Regularly participate in monthly tripartite meetings bringing together YMC, providers and community facilitators, CARE staff and consortium partner to analyze the data, identify the difficulties encountered and help them find solutions.
    • Support monitoring and evaluation initiatives at selected facilities/communities including submission of monthly and quarterly reports.
    • Maintain and use strong monitoring systems to track and report on activities and results to support effective delivery of the project goals.
    • Ensure that the best practices identified during the conduct of activities at the clubs during the supervisory and exchange meetings.
    • Prepare high quality reports both internally and external (to the donor).

    Job Responsibility #3: Staff Management & Capacity Development

    • Develop and facilitate trainings and workshops for the project staff and other stakeholders that promote improved understandings of GBV and protection issues, and ensure the observance of international protection and humanitarian law standards. 
    • Directly supervise and manage national regular staff including GBV Officer, Psychosocial Support Assistant and case workers. 
    • In charge of recruiting and providing orientation for all new project staff including backstopping and immediate replacement in case of transitions
    • Support capacity building all project & partner staff on technical areas including GBV, WGSS programming, Psychosocial support and relevant principles and standards in GBV implementation in displacement settings.
    • Provide on the job training and mentorship to staff including to ensure a healthy working environment. 
    • Lead performance management for all project staff by jointly setting performance objectives, reviewing performance progress, and providing regular objective feedback to staff on their development.

    Job Responsibility #4: Coordination, Advocacy, Networking & Representation

    • In coordination with CARE’s sector leads liaise with state governmental officials, international and national organizations and camp management structures on behalf of CARE, and represent CARE in relevant coordination structures and promote positive working relationships with partner organizations.
    • Ensure that protection concerns are mainstreamed into other sectors of intervention implemented by CARE and other actors in relevant LGAs.
    • Represent CARE in all GBV and protection coordination forums by working closely with UNFPA and State Ministry of Women Affairs and MoH and other response sectors in designing responsive actions on GBV and .
    • Attend & facilitate coordination and networking meetings with relevant partners, community leaders, support groups and other stakeholders on GBV activities. 
    • Regular coordination and meeting with key community structures and GBV/Protection networks to enhance community-based action and monitoring of trends in the LGAs.
    • Lead in promoting a positive profile CARE’s Protection and GBV program among other sectors, partners, donors and the community members

    Job responsibility #5: Budget Management

    • Prepare and monitor the detailed spending plans for the grant as per the work plan 
    • Supporting the PM in managing budget by following up on the spending plans in order to maintain program expenditure within the required budget parameters.
    • Provide regular feedback to finance team to ensure correct posting, budget utilization and follow up. 
    • Work with the Grants & Finance team to support partners budget management and utilization

    Resource Mobilization                                         

    • Contribute to CARE's funding sourcing and resource mobilization initiatives through information gathering, supporting assessments, learnings, and documentations.

    QUALIFICATION/EXPERIENCE/TECHNICAL SKILLS:

    Required

    • Minimum Bachelors Degree in Gender studies, Public health, social sciences, law, social work, international development, or other relevant field from a recognized institution. Post-Graduate qualifications in areas related to humanitarian work will be an added advantage.
    • Advanced knowledge and at least 4 years of proven practical experience in partnerships with women rights/led organizations and in implementing and providing technical support to gender transformative programmes, including women’s leadership and political empowerment. 
    • IT Training in advanced MS Office (Word, Excel, Access); full proficiency in MS Office packages required.
    • Experience of working with women and men from different cultures and facilitating conversations around sensitive/taboo topics, such as masculinity, sexuality, and power.
    • Demonstrated skills in participatory techniques, community mobilization and facilitation, gender, and power analysis, planning and training.
    • Highly developed analytical and inter-personal communication skills, including intermediate oral and written English communication skills, and sound judgment and decision-making. 
    • Working knowledge in M&E, protection and accountability, report writing and documentation. 
    • Experience working with large, cross-cultural teams on projects with multiple deliverables is desirable.
    • Demonstrated ability to network, build relationships and establish collaboration with different partners, local agencies, and international networks.
    • Existing relationships with women-led organizations and demonstrated ability to link community activists and social movements advocating for gender equality and women’s rights.
    • A demonstrated strong personal commitment to the goal of women’s empowerment and gender equality. 

    Desired

    • NGO experience on humanitarian settings in the country
    • Knowledge of presentations and visual representation of ideas.
    • Knowledge and experience in gender assessments, digital data collection platforms
    • GBViE certification is an asset.

    Protection/GBV Officer

    JOB SUMMARY

    CARE is seeking a Gender/GBV Officer (for its anticipated Bureau for Humanitarian Assistance (BHA) funded program to provide support to internally displaced and host community households in Yobe State (Damaturu, Geidam, Gujba, Gulani and Tarmua LGAs. The purpose of this post is to provide day to day management of GBV prevention related activities in Damaturu and Maiduguri in the BHA funded project. The holder of the position will work under the overall supervision of the Project Coordinator (GBViE & Protection). The Protection/GBV Officer, will coordinate, manage & supervise the direct implementation of community based GBV Prevention and Women & Girls Safe Spaces activities in Damaturu, Gulani, Geidam, Gujba LGAs. The position holder will work closely with implementing partners staff together with relevant state ministries, LGA representatives and community structures.

    RESPONSIBILITIES & TASKS:

    Job Responsibility #1: Planning and Implementing protection & GBV activities at the field

    • Take lead in the consultation, planning and implementation of programmes and activities aimed at increasing Women and Girls participation and involvement in CARE project activities as well as their improved access to services.
    • Identify and promote culturally appropriate/relevant interventions geared towards improved physical and reproductive health, social skills (conflict resolution, problem solving, empathy and relationship building) and self-sufficiency of target beneficiaries.
    • Support in the identification of extremely vulnerable girls and young women for appropriate direct CARE support or referral to other actors for services not offered at CARE.
    • Actively support in implementation of social norms transformation activities like SAA and other GBV prevention approaches when requested and required to by your supervisor.
    • Ensure awareness raising activities at the community level are conducted and key messages on GBV prevention and response shared appropriately.
    • Manage and mentor the community-based protection committees including GBV champions, community leaders and other stakeholders to ensure quality in their work and better community engagement techniques.
    • Support day to day activities at the women and girls’ safe spaces including consultations with the project participants, information sharing, psychosocial support and recreational activities at the centres are going as per the expected standards and quality.
    • Create synergies to ensure capacity building for non-protection sectors such as CCCM, WASH, FSNL, Shelter, Health and Education on protection principles to ensure GBV and protection is mainstreamed at the field level implementation.

    Job Responsibility #2: Coordination and Networking

    • Maintain and strengthen existing networks through other service providers at LGA level, to ensure that survivors receive quality services and support both at the agency levels.
    • Coordinate with other operating partners including CSOs, local and International NGOs, local women and youth groups and State and LGA departments in all actions relating to improved quality of GBV programming in the project locations in Yobe.
    • Represent CARE in all interagency level meetings and workshops on GBV in Yobe as assigned by the PC.
    • Participate in local advocacy activities organized by partners including CARE and other INGOs on areas relevant to the project.
    • Strengthen existing referral systems and identify new networks to work with to ensure holistic support to the clients.
    • Work in close collaboration with the Psychosocial Support and Case management team to ensure ongoing needs of at-risk groups, women and girls are being met in the prevention related activities.
    • In collaboration with other partners, awareness raising interventions within the community focusing on the protection needs of all.
    • Participate in conducting trainings for partners on relevant organizational development areas and support peer learning between CARE and other partner agencies.

    Job Responsibility #3: Community Engagement and Outreach

    • Conduct sensitization, dialogues, and awareness sessions with the wider population about issues of Sexual and Gender based violence.
    • Facilitate formation of women solidarity groups for survivors of GBV and other vulnerable groups in the WGSS for appropriate and coordinated support.
    • Identify and strengthen Community structures through engaging community leaders, camp management, GBV vigilantes and other stakeholders to ensure that the survivors receive adequate support at the community level.
    • Support partners’ Psychosocial Officer, Case workers, PSS Assistants and GBV assistants, in dissemination of relevant project information and key messages during the Community SGBV prevention and response forums and meetings.

    Job Responsibility #4: Monitoring, Evaluation and Learning

    • Assist in preparing daily, monthly, quarterly, and annual reports, progress notes, and activity plans on time. 
    • Use appropriate data collection tools and submit assessments and reports in a timely and accurate manner to the MEAL team.   
    • Assist in the designing, planning, implementing, and facilitating of external trainings for numerous target groups.
    • Ensure Core Humanitarian Accountability Standards are mainstreamed in the day-to-day project implementation. 
    • Assist with any other related activities as deemed necessary by the supervisor.
    • Support in conducting assessment and analysis of camp and host community dynamics and in recommending how the project can position itself to better serve the interests of the community.
    • Support the MEL staff to develop project monitoring and evaluation tools and assist in mid-term and end of project evaluations. Ensure safe and proper documentation and storage/filling of all GBV related program materials. 
    • Monitor work plan and its effectiveness and efficient implementation.
    • Support document success/human interest stories in collaboration with the communication team.
    • Conduct comprehensive report and documentation of lessons learnt and best practices to achieve project goals and activities.

    Job Responsibility #5: Staff supervision & Capacity Development

    • Provide supervision to the implementing partners GBV Assistants and ensure effective provision of GBV prevention and WGSS services.
    • Ensure monthly work plans are developed and reviewed regularly. 
    • Hold regular meetings with staff to plan and address any concerns and share feedback.
    • Monitor and provide objective feedback related to staff performance, including completing staff performance development evaluations to promote growth and professional development.
    • Provide leadership and support to ensure staff well-being, i.e., monitor and manage stress management by providing regular opportunities for staff debriefing to address secondary trauma.
    • Organize for internal peer to peer capacity building forums on GBV

    Resource Mobilization                                                                            

    • Contribute to CARE's funding sourcing and resource mobilization initiatives through information gathering, supporting assessments, learnings, and documentations.
    • Support other assigned outsourcing activities.
    • Fulfill any other Responsibilities as Assigned

    QUALIFICATION/EXPERIENCE/TECHNICAL SKILLS:

    Required

    • Bachelor’s Degree (Social sciences; Psychology, Community Health, International Relations, Law, Community Development, or relevant Social Sciences.
    • At least 3 years’ experience in protection work supervisory responsibilities over national staff, program development, planning and implementation.
    • Must have in-depth technical expertise on Protection, Women and Girls’ safe spaces programming and Gender Based Violence related issues including having a clear understanding of gender inequality, and issues surrounding discrimination and violence against women and girls.
    • Must have experience with operationalizing GBV principles; Human Rights Law, Humanitarian principles, and other relevant international standards in a humanitarian aid setting; Well versed with Core Humanitarian Standards (CHS).
    • Strong interpersonal skills and demonstrated ability to establish effective working relations with local staff, beneficiaries, duty bearers and other stakeholders.
    • Proficient in Microsoft office -word, presentation, excel, access and outlook.

    Desired

    • Proficient in community mobilization, challenging social norms/relations, Behavior Change Communication and Case Management with good facilitation skills.
    • Proven record of providing trainings and workshops on gender and GBV, SRH, topics in a variety of settings.
