    Principal Budget and Resource Management Coordinator

    The Complex

    • The Senior Vice-Presidency is responsible for supporting the President in the day-to-day management of the Bank Group to achieve its strategic objective and drive performance culture that will align all processes and systems to deliver high impact results.
    • The Senior Vice-Presidency will provide effective leadership and exceptional coordination to ensure implementation and monitoring of key corporate decisions as well as the identification of necessary corrective measures and actions.
    • The Senior Vice-Presidency will lead Senior Management discussions, decision-making processes and the implementation of keyboard and Management decisions.

    The Hiring Department

    • The primary role of the Programming and Budget Department is to develop a strategic approach to planning and budgeting, and to coordinate the definition, planning, implementation and monitoring of Bank-wide programming and budgeting processes.
    • The Budget Execution Coordination Division is responsible for budget execution coordination support through the coordination of the work programme planning, budgeting and resource management at the various complexes in close consultation with all stakeholders throughout the Budget cycle. It is also responsible for performance monitoring and reporting on the implementation of the work program and budget. It contributes to the development of Key Performance Indicators and provides quantitative and qualitative analyses on the Bank’s performance for information, control and decision making.
    • In addition, it is in charge of implementing capacity building programs on budgeting and resource management.

    The Position

    • The primary role of the Principal Budget and Resource Management Coordinator is to monitor and to oversee the coordination of the Complex work program, to provide specialist advice and guidance  on budget and resource management issues, and to promote capacity building among the clients including the Directors, Head of Units, Managers, Budget focal points and Staff.
    • The Resource Management Coordinator will also work in partnership with clients to proactively seek to understand their business priorities to better guide them and implement a range of creative solutions that support the growth and development of the Bank in line with the strategic priorities.
    • Working closely with Vice-presidency front office(s) of the Complex(es), the Resource Management Coordinator’s main responsibility is to ensure efficient use of resources and effective delivery of the work program. To achieve this, working within the overall framework of the Budget Department, and engaging directly with the Complex, the incumbent is to:
      • Ensure that: (i) the preparation and implementation of the Work Programme and Budget of the Complex is well coordinated; and (ii) the resources allocated to the Work Programme are aligned with the Bank’s strategic priorities and are executed consonant with those priorities and Bank guidelines and policies.
      • Ensure that budget re-allocation and reprogramming proposals/ requests are based on substance, need, and are in conformity with Bank policies, priorities and commitments.
      • Enhance the knowledge and capacity of the Complex on budget preparation, spending and reporting procedures to ensure compliance with the budget management guidelines, principles, and international best practice.
      • Strengthen the performance and accountability framework and culture (resource utilization and results).

    Key Functions
    Under the supervision and guidance of the Division Manager, Budget Execution Coordination, the Resource Management Coordinator will:

    • Coordinate the preparation of administrative expenses and capital expenditure budgets within the Complex and ensure that timely inputs are provided for the three year rolling plan and budget documents.
    • Advise and fully participate in the work program and budget arbitration process in the Complex.
    • Participate in Programming and Budget Department periodic review of the regulatory framework and institutional governance of the Bank’s programming and budget processes and contribute to the improvement of budget processes and procedures.
    • Work in close consultation with the Directors/ Head of Units, Managers and Budget Focal Points, on a regular basis, to ensure the effective delivery of the Work Programme in line with the Bank’s strategy and the institutional priorities.
    • Coordinate with the Human Resources Management Department and oversee the preparation and updates of staffing plans by Departments and ensure the consistency of the Complex’s Staffing plan with its budget.
    • Work in partnership with the Vice-president, Directors and Managers to proactively understand business priorities and identify resources for their delivery.
    • Ensure work programs and budgets are executed as planned to minimize the risk of non-delivery, and ensure major deviations from planned programs are duly explained.
    • Conduct due diligence reviews on requests for budget transfer; ensure that they are approved by the relevant authority in accordance with the delegation of authority matrix, and that they are executed.
    • Regularly analyse the postings on budget internal orders of units in the complex in order to detect any anomalies, errors and invalid commitments; and follow-up for corrective action where required.
    • During the year-end closing period: (i) liaise with General Services And Procurement Department to ensure that all valid purchase requisitions are translated into purchase orders; (ii) ensure the proper carry-over of the committed appropriation for which no obligation are discharged. Subsequently, follow up with business units to ensure that all obligation carried over to the following year are settled before the end of June in line with the Bank’s regulations.
    • Develop and implement the capacity building programmes throughout the Complex and Bank wide on IT budgeting systems and tools, budget planning, resource management and monitoring in order to promote compliance with budget management principles, guidelines and procedures, and better value for money.
    • Lead and intensify communication on budget related topics and issues at all levels throughout the Complex and ensure that issues requiring timely attention are identified and acted on promptly.
    • Work with the Cost Accounting System team and organizational units in the complex to prescribe work breakdown structures, coordinate the timely submission of Activity Time Recording System inputs, the production of Activity Time Recording System reports and related analyses, and ensure the timely resolution of issues that impact upon the effective and efficient operation of Activity Time Recording System across the Complex.
    • Promote utilization of Cost Accounting System reports in the Complex to drive efficiency and accountability, improve planning and enhance cost sharing processes.
    • Advise on, and contribute to the development of Key Performance Indicators and related targets for the Complex and ensure their consistency with overall Bank strategic Key Performance Indicators.
    • Lead the preparation of monthly, quarterly Key Performance Indicators reports for the assigned Cost centres and ensure their integration into various institutional reports prepared as required by Management and the Boards, as well as follow up on the implementation of recommendations in quarterly reports, independent reviews and audit reports insofar as they relate to budget and work program execution.

    Competencies (Skills, Experience and Knowledge)

    • Hold at least a Master's Degree in Business administration, Finance, Accounting, Economics or related fields;
    • Have a minimum of six (6) years of relevant work experience; previous exposure to international, multicultural contexts would be an asset, and having private sector experience will be an added advantage.
    • Strong knowledge and experience of budget and work program implementation processes in organizations as the Bank.
    • Capacity for conceptual and strategic analysis and good command of budget planning and management matters.
    • Ability to disseminate knowledge and lead communications on budget preparation and management, and performance reporting.
    • Strong negotiation skills, coupled with the ability to build partnerships.
    • Having private sector experience will be an added advantage.
    • Strong leadership, client orientation as well as team working skills.
    • Capacity to diagnose and resolve multiple, concurrent problems as well as managing multiple, simultaneous and shifting demands, priorities and tight deadlines.

    Planning and Administrative Officer

    The Complex

    The Hiring Department
    The SVP supervises the Fiduciary and Inspection Department (SNFI), which acts as the custodian of the procurement (including procurement for private and public partnership) and financial management (FM) profession, and has the following responsibilities for its functions:

    • Developing and interpreting policy, strategy and related guidance notes and manuals;
    • Preparing annual post review reports on the Bank’s FM and procurement operations for the Board;
    • Developing training strategy for internal and external clients;
    • And dialoguing with external and global partners with a view to building partnerships and fostering harmonization;
    • Providing the secretariat for the Procurement Review Committee (PRC); and
    • Inspecting and reporting on the performance of procurement and FM activities undertaken by the regions.

    The Position
    The Planning and Administrative Officer will:

    • Act as Budget focal person in SNFI department in charge of (i) coordinating the preparation the department’s and Divisions’ administrative budget based on the annual work programs agreed upon and (ii) monitoring the use of resources and the cost centres according to the Bank’s rules and regulations;
    • Liaise regularly with the Operations Complexes on a regular basis to ensure availability of budget to finance effective participation of fiduciary teams in the projects cycle;
    • Providing Management with timely monitoring information and statements and prepare accordingly regular follow up of KPls along with budget execution; and budget-related annual activity reports.

    Key Functions
    Under the supervision and guidance of the Director, the Planning and Administrative Officer will:

    • Liaise with the SNFI department’s front office and divisions with a view to gather information about the annual work programs and prepare accordingly the department’s administrative budget;
    • Based on the operations-related divisions’ work programs, liaise with the operations Complexes Budget Focal point and SNVP Budget Coordinators to ensure availability of resources for providing effective fiduciary support during preparation and appraisal missions, including country strategy papers.
    • Provide administrative support, including preparation of administrative and budget forms and processing of requests in SAP.
    • Liaise with the SNVP Budget Coordinator on a continuous basis to anticipate on budget issues; identify and initiate measures for mobilization of additional resources putting forth efficiency requirement.
    • Work with the Divisions Managers to ensure proper programming and timely implementation of SNFI Work Program.
    • Provide administrative assistance to PL and GS staff in logistical arrangements for the planning of activities, including support to the recruitment of consultants and preparation and execution of training activities, in accordance with budget provisions
    • Advise Management in a timely manner to ensure maximization of departmental resource allocation.
    • Release regular updates of work program and budget utilisation levels based on the processing schedule.
    • Prepare informative annual activity reports; monthly KPls reports; and monthly budget execution reports; and ad hoc reports.
    • Assist staff in logistical arrangements for training activities while ensuring compliance with budget execution process; Participate in Bank missions, where necessary.
    • Manage the P-Card allocated to SNFI department.
    • Manage the process for the recruitment and use of consultants, payments of fees for services.
    • Manage the recruitment of short-term staff and all related administrative activities to ensure proper STS contract management.

    Competencies (Skills, Experience and Knowledge)

    • Hold at least a Master’s Degree in Business Finance, Accounting, Business Administration, Human Resources, Office management, or any other related discipline combined with relevant experience.
    • Have a minimum of four (4) years relevant experience in the fields of expertise concerned.
    • Good knowledge of the international development institutions’ budget management policies, guidelines, procedures, and strong ability to interpret institutional related policies, guidelines and procedures.
    • Proven knowledge of the Bank’s procurement rules and procedures for the recruitment of consultants; of disbursement procedures; and of financial management guidelines and tools, is a must.
    • Solid background on budget process and financial reporting. Experience in international organizations will be an asset.

    Senior Environmental & Social Safeguards & Compliance Officer

    The Complex

    The Hiring Department

    • Located within the SVNP Complex, the E&S Safeguards and Compliance Department (SNSC) is responsible for mainstreaming environmental and social development considerations into Bank-financed operations in the public and private sectors through the implementation of the Integrated Safeguard System (ISS).
    • The Department’s main tasks is to improve the quality-at-entry (QAE) of Bank operations, including Country Strategy Papers and project-specific interventions (projects, ESW, etc.) as well as during implementation, with a particular emphasis on enhancing developmental effectiveness through application of environmental, social and climate safeguards procedures and tools at various stages of the project cycle.
    • The Safeguards and Compliance Department’s mission is to ensure proper application of the Integrated Safeguards System (ISS) and its associated procedures, guidelines and tools, in order to enhance environmental, social and climate sustainability into the Bank’s operations.

    The Position

    • The Senior Environmental & Social Safeguards and Compliance Officer works under the overall direction and the supervision of the Director of the Department of Environmental and Social Safeguards and Compliance (SNSC).

    Key Functions
    The Senior Environmental & Social Safeguards and Compliance Officer’s core duties/responsibilities will include the following:

    Mainstreaming of environmental aspects in operations, including safeguards, gender and social inclusion.  As task team member, he/she will provide support to Task Managers and Borrowers/Clients in identifying, mainstreaming and monitoring environmental and safeguard aspects/concerns in Bank operations during the identification, preparation, appraisal, implementation, and completion stages (throughout project lifecycle) through the following:

    • Provide E&S support to the Bank-funded projects and programmes, for both private and public sectors.
    • Carry out the mandatory environmental and social due diligence on Bank operations during the identification, preparation, appraisal, implementation support including field visits, and project completion stages.
    • Prepare, archive, update when as appropriate, the categorization memorandum (CM) and the environmental and social compliance note (ESCON) of operations.
    • Assist Borrowers/Clients for the finalization of the Terms of Reference (ToRs) for the preparation of Environmental and Social Assessment (ESA) documentation (SESA, ESIA, ESMS, RAP, ES Audit, Process Framework, Stakeholder Engagement Plan, Hazard and Risk Assessment, etc.) to ensure compliance with the ISS.
    • Review the ESA documentation submitted by the Borrowers/Clients as of the ISS and other Bank policies’ requirements.
    • Draft the technical inputs of the E&S sections in Project Concept Notes (PCNs), Project Appraisal Reports (PARs), Project Completion Reports (PCRs) and any other project related report as required
    • Draft the technical inputs of the E&S sections of CDN, CSP, RISP, etc.
    • Draft and/or ameliorate reporting templates for use in implementing and monitoring social aspects and components of projects and programs.
    • Contribute to the preparation of management responses to reports issued by the Bank independent accountability mechanism, and similar report.
    • Liaise with co-financiers to ensure consistency in the mainstreaming of environmental safeguard requirements.

    Policy and Compliance with E&S Requirements:

    • Participate in the formulation, review and/or revision of the Bank environmental and social safeguard policies, procedures and guidelines.
    • Provide policy guidance to Bank teams on environmental safeguard issues to enhance their awareness and the capacity of the projects and programmes to comply with the ISS.

    Capacity Building and Knowledge Management:

    • Contribute to the development and implementation of capacity building and training programs for staff within the Bank and in RMCs.
    • Participate in, contribute and represent the Bank in internal and external trainings and conferences on environmental safeguards and mainstreaming as well as other activities for advocacy, dissemination and knowledge building.
    • Develop and/or contribute to the development of innovative knowledge products on environmental sustainability, environmental safeguards and/or the E&S performance of Bank financed projects and programmes.
    • Undertake any other task as the Director of the Environment and Social Safeguards Department and/or the Regional Director General.

    Competencies (Skills, Experience and Knowledge)

    • Have at least a Master’s Degree in Environmental Sciences / Management (Environmental Management, Environmental Engineering, Natural Resource Management, Geography, Biology, Ecotoxicology, Agricultural Sciences, etc.) and an additional training in environmental assessment.
    • Have a minimum of five (5) years of relevant professional experience in Environmental and Social Assessment (ESA), namely in preparing and implementing the ESA instruments (SESA, ESIA, ESMF, ESMS, RAP, ES Audit, Hazard and Risk Assessment, lifecycle analysis, emergency response plans, etc.).
    • Demonstrable knowledge and practice of the environmental and social safeguards policies/standards, procedures, and practices of comparator Multilateral Development Banks (MDBs) supporting the Regional Member Countries.
    • Experience with international organizations or Multilateral Development Banks (MDBs) in Africa is an advantage.
    • Have a good knowledge and experience of project management and multi-criteria assessments, stakeholder engagement and consultation, community participation; have analytical skills to assess institutional capacity and to design / review practical arrangements for implementing complex projects’ E&S aspects, particularly in Africa.

    The Hiring Department

    • Located within the SNVP Complex, the Environmental and Social Safeguards and Compliance Department is responsible for mainstreaming environmental and social development considerations into Bank financed operations in the public and private sectors through the implementation of the Integrated Safeguard System (ISS).
    • The Department will provide cross-sector E&S operational support to all operations in the regions in conducting the necessary E&S due diligence and implementation support across all stages of the project development cycle.
    • The Department will also design and/or provide capacity-building support to ensure that all the Bank’s projects and programmes are not only compliant with the ISS but also enhance opportunities for the sustainability of Environment and Social development outcomes.

    The Position

    • The Lead Environmental and Social Safeguards and Compliance Officer (L-ESSCO) will work under the general supervision and guidance of the Safeguards and Compliance Director and is primarily responsible for effectively contribute to the Department’s efforts to provide policy and strategic support, ensure E&S quality and compliance due diligence in the Bank operational portfolio, stakeholders capacity building in E&S, development of E&S knowledge products and dissemination, coordination of safeguards and sustainability partnership and networks as well as in other non-operational activities.

    Key Functions

    • Contribute to the development and revision of policies, strategies, guidelines, formats/manuals, tools and procedures, in particular the ISS in order to provide Bank staff, Regional offices and RMC clients with the ability to quickly assess and recommend measures to address environmental safeguards issues in projects and programmes.
    • Supervise and support E&S specialists working on operations in her/his geographic area of coverage.
    • Review and approve the Bank's due diligence documents throughout the operations cycle.
    • Identify and prioritize knowledge needs of the Department; leading and providing oversight to the development of knowledge products in the Safeguards and Sustainability Series and the collection of lessons learned.
    • Propose quality assurance process for knowledge products and their management.
    • Contribute to the capacity-building program on E&S for the Bank, RMCs and executing agencies, key stakeholders, and staff, through e-learning modules, workshops, etc.
    • Contribute to knowledge sharing and harmonization efforts through conferences, external knowledge management publications and others.
    • Provide expert leadership for the development and implementation of best practices and innovative approaches related to sustainability and risk management.
    • Participate in the coordination of strategic partnerships and networks with other entities such as the UN Agencies, Bilateral and Multilateral Agencies, including MDBs.
    • Provide appropriate and timely support to project teams in the preparation of management responses to complaints lodged with the Independent Recourse Mechanism (IRM), for Bank’s non-compliance to the ISS and related procedures in operations and ensure subsequent follow up on a regular basis.
    • Oversee the preparation of management responses to any other independent mechanism report (Auditor general, IDEV, ).
    • Actively participate in the Department Management Team.
    • Perform other duties assigned by the Director.

    Competencies (Skills, Experience and Knowledge)

    • Hold at least a Master’s Degree in Environmental Sciences, Environmental Engineering, Geography, Agronomy, Natural Science, Environmental Economics, Ecology, or related discipline.
    • A minimum of eight (8) years of relevant professional experience with Multilateral Development Banks (MDBs). More than five (5) years are required in permanent practical work in environmental and social safeguards implementation.
    • Knowledge and experience in operationalizing and coordinating the implementation of  MDB’s environmental and social policies, through the preparation, quality and compliance review and monitoring and evaluation of : Environmental and Social Management Plans (ESMPs), Resettlement Action Plans (RAPs), Strategic Environmental and Social Assessments (SESA), Environmental and Social management Framework (ESMF) and Environmental and Social Management Systems (ESMSs), including  social aspects of development projects.
    • Strong and demonstrable knowledge of operational and non-operational interventions of MDBs both in public and private sectors.
    • Demonstrable knowledge and practice of the operational safeguards policies, procedures, and practices of major bilateral and multilateral partner development agencies in regional member countries, particularly with respect to infrastructure projects.
    • Analytical Tools for Environmental Sustainability - Extensive experience conducting environmental assessments and development of effective tools; ability to coach others in the application of the tools.
    • Mainstreaming Skills - demonstrated skills in mainstreaming environmental and social, as well climate change mitigation and adaptation measures in lending and non-lending operations.
    • Achieving results and problem solving - (e.g. consistently seeks more effective and practical ways for the Departmental delivery of services, products, and processes, proposes new ways to improve the quality and relevance of products and services).
    • Strong inter-personal skill and ability to deal with sensitive issues in a multi-cultural environment and to build effective working relations with colleagues.
    • Communicate and write effectively in English and/or French.
    • It would be desirable to have a working knowledge of the other language, or even communicate and write effectively both in French and English.
