    ICLA Data Officer

    Job Description

    • The position of ICLA Officer (Data) will be based in Yola and will be supporting the Offices the Field Offices under Area South.
    • He/She will be responsible for specific tasks related to Data Encoding, Database Management, Data Quality Assurance, Update and report Indicators performance, and monthly reporting on GORS for the Area South Offices.

    Role and Responsibilities

    • Under the overall guidance and supervision of the ICLA Specialist, the ICLA Data Officer ensures accurate data management and reporting for the ICLA projects.

    Generic Responsibilities:

    • These responsibilities shall be the same for all positions with the same title. The responsibilities shall be short and essential. Details belong in the Work and Development plan.
    • Ensure adherence with NRC policies, tools, handbooks and guidelines
    • Support the work of the ICLA technical staff through the development and maintenance of an up-to-date ICLA database
    • Produce regular, high quality qualitative and quantitative reports as required
    • Ensure proper filing of documents
    • Promote and share ideas for technical improvement

    Specific Responsibilities:
    Specific roles and responsibilities include:

    • Ensure the timely and accurate uploading of all data collected by ICLA staff onto the database
    • Oversee the operation of the ICLA database and Kobo data collection software, conducting repairs, updates and improvements as required
    • Produce detailed, relevant, and high-quality qualitative and quantitative reports as requested
    • Contribute to the development and improvement of the ICLA team’s data collection methods and tools
    • Conduct regular training for ICLA staff to improve the quality of the data being collected
    • Provide quality control and oversight of the data that is being collected, identifying and addressing errors in collection or input
    • Support M &E and ICLA staff in outcome survey monitoring and reporting
    • Report monthly on GORS
    • Update and report on a monthly basis indicator tracker for different projects
    • Support proper filing of documents and compliance with data protection policies

    Qualifications

    • University Degree in Computer Science, Information Technology or other relevant fields       
    • At least 3 years experience working with databases and data collection platforms, including the writing of quantitative and/or qualitative reports
    • Documented results related to the position’s responsibilities
    • Good knowledge of English

    Context / Specific skills, knowledge, and experience:

    • Proven experience in developing and maintaining databases
    • Proven experience in developing and maintaining mobile data collection platforms. Previous experience of Kobo strongly preferred
    • Knowledge of qualitative and quantitative data collection and analysis methods
    • Advanced computer skills, including MS Office, Excel, SQL, Access, etc
    • Ability to present complex data clearly

    Livelihoods and Food Security Coordinator

    Location: Mubi, Adamawa
    Job Category: Cash Transfer Programming
    Level: Grade Level 7 (Nigerian National)
    Reports to: Livelihoods and Food Security Manager                        
    Travel: 50% travel to other implementing LGA's
    Duration and type of contract: 10 Months (till Dec. 31 2022 - Renewable)

    Responsibilities

    • Under the Project Manager, the  Livelihoods and Food Security coordinator provides technical oversight of all aspects of the relevant project.
    • Conduct regular visits to the project implementation areas and provide feedback to the Monitoring and Evaluation system in order to assess the effectiveness of the project and impact and propose recommendations for improvements.
    • Coordinate project activities including coordination with community leaders and relevant government authorities to select project participants through pre-set eligibility criteria as per the project technical description.
    • Guarantee community involvement at all phases of the activities to ensure the development of community ownership for the projects.   
    • Record and document good practices, lessons learnt, and establish a database in coordination with Monitoring and Evaluation to capture Livelihoods and Food Security program performance.
    • Provide regular written and verbal reports to the Project Manager on project activities, within the agreed deadlines as required
    • Participate in conducting training and support field team for organizing training and required material (technical curriculum, guideline notes, etc.)
    • Support in developing guidance and tools for Livelihoods and Food Security assessment, baseline, end line, monitoring, planning, survey and progress along with the Monitoring and Evaluation team.
    • Work collaboratively with NRC’s logistics and finance staff as required to process Purchase Requests (PR) for project activities.
    • In collaboration with the Food Security Project Manager and Area Manager, play a key role in recruiting Food Security field staff.
    • In coordination with the Livelihood and Food Security Project Manager, represent NRC in coordination meetings with local authorities and NGOs when required.
    • Any other additional responsibilities as delegated by the line manager.

    Qualifications
    Competencies:

    • University Degree in Agricultural Engineering, Food & Agribusiness, Civil Engineering, Water Resources Engineering, Agricultural Extension, Education or other related fields. 
    • At least four years of experience working with a national or international NGO or United Nations agency in the northeast of Nigeria.
    • At least two years of experience managing program staff and implementation in the field with experience in education preferred.
    • Understanding of data collection, analysis, and documentation of results.
    • Experience mobilizing communities and interacting with government education authorities.
    • Analytic and computer skills including Word, Excel, Outlook and PowerPoint.
    • Fluency in English, both written and oral required.
