    Senior Technical Advisor - Collaborating, Learning and Adapting (CLA)

    Job Overview

    • The CLA STA will promote coordination, collaboration, continuous learning, and adaptive management across all project objectives and activities through support to the project teams to allow for agility and adaptability in the dynamic development context of the project.
    • The role will guide CLA implementation that enhances access to, and the use, costs, quality, delivery, organization, financing, and outcomes of health care services to produce new knowledge or highlight gaps in the structure, processes, and effects of health services for individuals and populations.

    Responsibilities
    Provides Leadership for the CLA program:

    • Leads the team to create a plan to operationalize and capacity-build CLA practice across implementing teams and partner organizations, including creating a culture of learning and systems thinking to stimulate an adaptive, iterative management approach.
    • Provides technical direction and supervision to the CLA Officers

    Program Implementation and Oversight:

    • Leads the strategic planning and implementation of Healthcare Quality Improvement & Outcomes activities within the HIV care continuum, ensuring that these activities are implemented, sustainable, and responsive to achieving better outcomes.
    • Organize assessment and review activities with project teams, government counterparts, and other stakeholders
    • Utilize routine monitoring data to share during CLA sessions and inform adaptive management decisions.
    • Develop and oversee the implementation of appropriate learning products to promote routine sharing and learning within the program, including consortium partners.

    Capacity Building and Training:

    • Build capacity of project Team, IPs, government counterparts, and other stakeholders in CLA methods, knowledge management, actionable learning, and adaptive management approaches
    • Lead and support learning events such as Collaborative Learning and Adaptation (CLA) workshops at all levels to ensure to review and reflection on the evidence
    • Facilitate collaborative planning sessions to finalize learning activities that address learning questions of relevance to key stakeholders
    • Promote forums to facilitate collaboration, learning, and adaptation

    Collaboration and Partnerships:

    • Develop and maintain strong relationships with key stakeholders, including government agencies, non-governmental organizations (NGOs), community-based organizations, and international partners, towards achieving and maintaining Healthcare Quality
    • Advocate for policy changes and resource allocation at the local, national, and international levels to enhance the practices of Healthcare Quality at all levels of service delivery.
    • Participate in national and international forums, conferences, and working groups to share best practices, learn from others, and contribute to domestic and international CLA forums.
    • Work closely with local and regional health & education authorities to ensure that the Healthcare Quality program is aligned with national health priorities and that it contributes to the broader goals of the health system.
    • Support the development of national guidelines and policies related to Healthcare Quality and ensure that these guidelines are implemented effectively within the HIV care setting.

    Research and Innovation:

    • Lead or participate in research initiatives aimed at improving Healthcare Quality Improvement & Outcomes. This includes conducting implementation and operational research, participating in improvement initiatives, and contributing to the development of new approaches, technologies, or practices that result in better health outcomes.
    • Provide one-on-one support to the project team to interpret research findings and to adapt program strategies, ensuring the use of evidence to promote performance improvement and data-based decision-making among program and technical staff.
    • Pilot and scale up successful innovations, ensuring they are integrated into routine practice and accessible to all healthcare providers.
    • Stay informed about the latest research and developments in the field of Healthcare Quality Improvement & Outcomes and apply this knowledge to improve program design and implementation.
    • Explore opportunities to collaborate with potential research partners.

    Documentation and Reporting:

    • Ensure that accurate and comprehensive data is collected on all aspects of the CLA program
    • Coordinate knowledge capture, sharing, and strategic learning to encourage the speed and scale of innovation across the program implementation.
    • Synthesize findings from evaluations, assessments, special studies, and other sources for use in USAID portfolio reviews, project and activity designs, communications, stakeholder coordination, and reporting.
    • Oversee the compilation and dissemination of information from both quantitative and qualitative data on successful and promising approaches, lessons learned, and other programmatic results.
    • Prepare regular reports for internal use, as well as for donors, government agencies, and other stakeholders, highlighting program achievements, challenges, and lessons learned.
    • Organize and participate in workshops, webinars, and other forums to disseminate findings and promote the adoption of successful strategies and approaches
    • Perform any other duties assigned.

    Education

    • A university degree in medicine, pharmacy, or any Health-related field with relevant experience in managing MEL and/or research work at a program or country level. A master’s degree in public health (MPH) is an advantage.
    • At least 7 years of experience leading strategic information, evaluation, or Healthcare quality improvement activities for public health programs. Prior experience with USAID USAID’s CLA framework is an advantage.
    • Has completed at least 1 specialized training or publication in Continuous Quality Improvement
    • Familiar with various Health programs including HIV, TB, and Malaria among others
    • Demonstrated experience providing capacity-building assistance at individual and organizational levels

    Qualifications:

    • Strong background in monitoring, data capture, evaluation, and analysis of development programs, (those funded by USAID is an added advantage).
    • Demonstrated use of key informant interviews, focus groups, and interactive tools to generate qualitative information and learn from the data
    • Demonstrated experience in facilitating groups, meetings, and events (both online and in-person), resulting in collaborative decision-making, agreed-upon action items/priorities, and strong outcomes
    • Must be able to support the development of small tests of change and use data to scale evidence-based improvements
    • Must have sensitivity and demonstrate sound judgment, and discretion towards all population groups
    • Must have the ability to apply common sense to carry out instructions.

    Skills and Abilities:

    • Must be organized, and be able to work independently while working within a Matrix supervision model
    • Ability to read and interpret all official materials, reports, and documents in English
    • Ability to develop and maintain customer relationships; influence and build credibility and trust.

    Assistants, PrEP (Pre-Exposure Prophylaxis (PrEP)

    Overview

    • The Pre-Exposure Prophylaxis (PrEP) Assistant provides intensive care coordination, support, and services to HIV-negative individuals to prevent HIV and HIV-positive individuals who are unaware of their status.
    • They will work complementary to the Testing & Linkage Officers as part of the HIV prevention Cascade.
    • They will be responsible for helping clients navigate and access HIV testing, PrEP, post-exposure prophylaxis (PEP), care and treatment, and other resources.
    • The goal of these activities is to reduce undiagnosed and late-diagnosed HIV infection, ensure linkage to care, provide strategic risk reduction, prevention, and support services to at-risk communities and persons with HIV, as well as promote the expansion of focused condom distribution in the community.
    • This position will primarily work within the clusters providing services in the facility and the community.

    Responsibilities
    Ensure the provision of optimal PrEP services in targeted Health Facilities and Communities:

    • All service providers are trained and have the tools
      • to educate, create awareness, and increase uptake of HIV prevention services
      • to assess and create awareness and referral to supportive services that can enhance harm reduction, behavior change, adoption, and maintenance
    • Facilitating the distribution of condoms and safer sex supplies in the facility and community
    • Provide confidential assessment to determine the HIV prevention needs of the clients, regardless of whether test results are positive or negative; this includes the planning and referral of prevention service
    • Provide PrEP disease prevention and PrEP adherence education and counseling.
    • Effectively collaborate with all individuals involved in PrEP care and program delivery to support high-quality PrEP programming.
    • Make referrals for external services needed to support PrEP care and follow up to ensure service delivery.
    • Provide ongoing follow-up to ensure PrEP adherence.
    • Maintain a Prevention Services collaborative network among providers, community members, and relevant organizations to reach persons disproportionately impacted by HIV
    • Facilitate and support the implementation of quality improvement to develop and improve Client, patent, and provider processes
    • Conduct “outreach” to target populations for HIV/STI testing & prevention services through various virtual and social media/app-based platforms eg JaraBOT.

    Mentoring, Coaching, and Supportive Supervision:

    • Build the capacity of PrEP navigators to clearly and accurately complete the required documentation for HIV Prevention including PrEP tools, HTS tools, client satisfaction surveys, Program screeners, sign-in sheets, incentive logs, program forms, etc.
    • Train PrEP navigators to collate, analyze, and use data for quality improvement and patient decision-making.

    Documentation and Reporting:

    • Collect and report data on program activities
    • Promote dissemination and sharing of good practices.
    • Document successes, lessons learned, and challenges in implementation through routine monthly, quarterly, and/or annual reports and the donor, and other reporting requirements as requested.

    Support other Prevention activities:

    • Support the HTS team in conducting rapid HIV and STI testing in the clinic or during outreach events during peak periods
    • Support Linkage of people newly diagnosed with HIV to medical and case management or re-link those who are not receiving medical treatment or case management
    • Collaborate with other departments to ensure integrated services are offered and accessible

    Research, Learning, and development:

    • Serve as a fully functioning member of the Prevention and Community Engagement Team, able to participate in daily activities and functions to maintain overall operations.
    • Participate in research and learning activities in PrEP and the Prevention Cascade
    • Assists with the development and facilitation of educational HIV/STI workshops
    • Stay informed about current HIV/AIDS trends, prevention and care efforts and strategies
    • Participates in program, departmental, and staff meetings
    • Perform any other duties assigned.

    Qualifications
    Requirements (Education):

    • Bachelor's Degree or Four years experience working in HIV/STD prevention or other community health programs required.
    • Familiarity with HIV Prevention Services
    • Demonstrated experience providing capacity-building assistance at individual and organizational levels.

    Requirements:

    • Willingness to work non-traditional hours and in the communities
    • Must have sensitivity and demonstrate sound judgment, and discretion towards all population groups
    • Must have the ability to apply common sense to carry out instructions.

    Skills and Abilities:
