    Supply Chain Supervisor

    Scope of Responsibilities and Accountabilities

    • Planning and supervising the execution of the supply chain activities in the project or capital (order, pro-curement, transport and customs and stock management) according to MSF protocols and standards in or-der to ensure the optimal functioning of the mission.
    • Planning, coordinating, supervising and monitoring on a day-to-day basis the implementation of the supply activities in the project as specified by the line manager, ensuring compliance to MSF standards, protocols and procedures. Including the following tasks:
      • Order management: Responsible for the supply administration, the correct filing and archiving of supply database and the efficient processing and follow up of orders and requests
      • Procurement: Responsible for purchase management, in particular the follow up of purchases, preparation, together with the Logistics Manager, market assessments, contracts and supplier evaluations and communication with local suppliers for the status of purchase orders, claims and complaints.
      • Transport and Customs: Ensuring the clearing and the transport of medical and non-medical goods of the mission and provide info on timelines regarding administrative procedures concerning, import, customs clearance, etc.
      • Stock management: Controlling quality and costs and the physical state of orders and determines the quantities of products to buy (volume) taking into account the demand and needs of the mission, the availability forecasts, delivery timelines, budget and other relevant factors and monitors stock levels related to monthly consumption figure, expiry dates, excess drugs and possible shortage in the capital
    • Communicating with customers, keeping them up to date concerning their orders status (BO confirmation) and prioritizing procurement and transport according to their needs.
    • Coordinating and leading the team under his/her responsibility including the definition of each person's tasks (daily supervision and checking the quality of their work), drawing up working schedule.
    • Supervising, in close coordination with the HR department, the associated processes (recruitment, training/induction, evaluation, potential detection, development and communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required

    Minimum Requirements

    • Essential Technical Diploma, in Supply Chain.
    • 1 - 2 years in MSF Logistics Department, previous experience in supply chain activities related jobs
    • Computer literacy.

    Purchasing Officer

    Scope of Responsibilities and Accountabilities

    • Performing the day to day purchasing activities in a particular supply office (coordination or project level) according to MSF protocols and standards in order to ensure an optimal running of the mission/ project.
    • Performing on a day to day basis the purchasing activities of a supply office, analyzing market sources and competitive pricing conditions among different suppliers in order to ensure an ongoing supply of goods, following the procurement procedures and according to MSF standards and protocols. Including the following activities:
    • Constantly assessing the local market, seeking products and suppliers that offer the best value for money and negotiating prices in order to guarantee the best quality and pricing for MSF goods and commodities. Regularly updating the supplier-item-price data on the supply office and informing the Supply (Activity) Supervisor / Logistics Supervisor of all information or modifications to the data i.e. price, address, items available.
    • At the request of the line manager, obtaining different quotations from suppliers according to the MSF Purchasing policy and placing purchase orders to pre-selected suppliers with whom prices have been agreed
    • Requesting invoices or receipts, without delay, for all purchases, checking they are correctly filled and translating information written in local language before approval.
    • Managing the administrative and accounting procedures related to purchases: completing purchase orders, checking delivery notes (against orders), managing advances issued by the Finance Department, etc. Updating information on purchase lists after purchases are made.
    • Assisting in reception control process with the storekeeper.
    • Performing delegated tasks according to his / her activity and as specified in his/her job description

    Minimum Requirements

    • Essential, Secondary Education, Commerce related studies desirable.
    • At least 2 years experience in supply chain related jobs.

    Finance Assistant

    Scope of Responsibilities and Accountabilities

    • Execute administrative and finance related tasks and follow up of mission accountancy to support the Finance Manager following MSF standard and procedures, in order to ensure legal compliance and keep a strict control over monetary resources to achieve project objectives
    • Implementing cash management procedures in order to ensure the highest control and security, assisting the mission Fin Manager in the prevision of monthly treasury and planning in order to en-sure the coverage of daily needs, advances on salaries, payroll, etc.
    • Processing the payment to suppliers and keep strict on all documentation involved, informing the administration manager of any sort of disparity
    • Carrying out all accounting tasks and activities, classifying, preparing and filing of all accounting pieces in accounting software, in order to ensure strict control of all expenditures and the reliability of statements and documentation.
    • Following up of all expiring rental contract dates and inform the Finance Manager in order to leave enough time to arrange a renewal or look for some other alternative.
    • Making all administrative information available to the staff (posting, meetings, etc.), supporting the Finance Manager in translating documents into local language and assisting in meetings upon request.
    • Any other administrative task delegated by the Finance Manager.

    Minimum Requirements

    • Essential: Diploma in Finance, Business or administration related courses.
    • Essential: 2 year working experience as Finance Assistant.
    • Essential computer literacy (word, excel and internet).

    Logistics Supervisor

    Scope of Responsibilities and Accountabilities

    • Supervising the daily logistics activities and providing maintenance to the MSF equipment, facilities and infrastructures, according to MSF standards and protocols in order to maintain the facilities in perfect conditions and collaborate in the development of the mission.
    • Monitor and report on key issues (security, risk, etc.) to the Project Coordinator and provide support in analysing contextual information, Monitoring maintenance activities of infrastructures, management of non-medical stocks and equipment according to MSF standards
    • Ensuring the check and follow-up of facilities under the line manager's supervision through daily visits to the facilities and reporting any anomalies or problems, evaluation of the rehabilitation needs and following up minor building rehabilitation work according to supervisor's instructions; checking that premises observe security norms and monitoring the consumption of mechanical and electrical vehicles/machines/devices
    • Planning together with the line manager the required checks and maintenance activities of energy systems/set-up according to MSF standards
    • Coordinating and leading the logistics team under his/her responsibility which includes daily supervision, monitoring of the quality of work and the definition of each person's task, drawing up their working schedules; organizing and leading team meetings; participating in the recruitment of team personnel and attending logistics meetings and accounting for his activities
    • Ensuring the vehicle fleet maintenance which includes planning and overseeing timely preventive and curative maintenance of all project vehicles according to MSF standards and Instructing and monitoring drivers on correct driving habits and standard checks
    • Managing and following up orders which includes collecting logistics orders coming from different departments or health facilities; drawing up and following up orders according to the procedures in force; providing technical support to the storekeeper, makes local purchases according to MSF supply procedures and ensures reception conditions of freight or arriving material as well as the organization and setting up of materials before its shipment

    Minimum Requirements

    • Essential Secondary Education and formal technical training
    • At least one year in MSF or 2 years in a similar post out of MSF
    • Mission language essential; local language desirable
    • Essential computer literacy (word, excel)

    Watsan Supervisor

    Scope of responsibilities and accountabilities:

    • Supporting the Watsan Manager in the implementation and supervision of Water Hygiene Sanitation activities including tools and materials employed in the project according to MSF protocols, standards and procedures in order to improve health and living conditions of the target population.
    • Ensuring the day-to-day implementation and administration of assigned Watsan activities at project level, including but not limited to, water supply, excreta disposal, waste management, vector control, and dead bodies management
    • Ensuring that the MSF procedures and protocols are followed by the Watsan teams to guarantee the operational quality of the project;
    • Ensuring the maintenance and repair of technical equipment in the project to guarantee an adequate running of Watsan activities;
    • Ensuring the distribution of the materials and tools used in water treatment, hygiene and sanitation (e.g. physical organization and inventory of stocks, receiving and processing orders for water, sanitation and hygiene material, check that the amounts received are recorded, and check monthly consumptions, etc.);
    • Supporting the Watsan Manager in ensuring an appropriate emergency preparedness and response capacity (physical verification of stocks, contacts, transport means, staff training). Ensuring appropriate assistance to the project response team and if required, participating in emergency activities or exploratory visits
    • Supporting the Watsan Manager in the team planning (e.g. staff rosters and admin, HR processes, etc.) and informing and involving the Watsan Manager in case of any major management or technical issue, and providing all required reporting
    • Planning and supervising the HR processes (recruitment, training, performance evaluation, tasks definition and internal and external communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required for the activity
    • Participating in data collection and reporting as required

    Minimum requirements:

    • Technical certification or proven background, desirable specialization in water and sanitation
    • Previous experience in technical works and organising of multiple activities, preferably within MSF or similar work environment
    • Result and Quality oriented, Teamwork, Behavioural Flexibility, Commitment to MSF Principles and Stress Management
