    TB Strategic Information Specialist

    • Palladium is seeking a TB Strategic Information (SI) Specialist to work with the USAID and Data.FI Nigeria SI teams, TB service delivery implementing partners (IPs), the NTBLCP, and with STLCPs (with the assistance of State SI Associates) to ensure the effective implementation at of the project’s data use strategy, robust data use cases and information products are produced for informed decision making, support data quality assessments (DQAs), in line with USAID Nigeria's vision of sustainable quality data for evidence-based decision making.
    • The TB SI Specialist will report to the Data Use and Analytics Team Lead and work closely with the TB M&E/Surveillance Advisor and as part of the extended Data.FI Nigeria Data Analytics team supporting TB situation room activities across several states supported by USAID. This is full-time position with a contract for 1 year, renewable subject to availability of funding.

    Primary Duties and Responsibilities: 

    • Work with USAID TB IPs to strengthen the data analytics and visualization capabilities of the Automated Partner Performance Reporting (APPR) platform, USAID’s Comprehensive Access and Review Dashboard (CARD), District Health Information Software, version 2 (DHIS2), TB situation rooms, and other platforms.
    • Serve as the technical backstop in data quality and data alignment exercises, working with the IPs at the state level with interventions cascaded to facility levels. 
    • Support the NTBLCP and USAID TB IPs in the collection, analysis, triangulation and interpretation of TB data and the calculation of programmatic, surveillance, demographic and epidemiological indicators.
    • Provide technical leadership and support for capacity building on TB data management. Develop, adapt and implement capacity building packages for the NTBLCP and supported STBLCPs as may be required.
    • Lead the development and documentation of effective tools and approaches for institutional capacity building and maintain an inventory of successful strategies and approaches.
    • Conduct IP M&E systems assessments and data verification for select TB program indicators at IP central levels, intermediate and service delivery levels (as appropriate). 
    • Recommend actionable recommendations to address emerging data quality issues and identified M&E system issues. Evaluate and assure system compliance with laws and regulations applicable to managing patient information. 
    • Institutionalize a standardized approach/methodology to data reviews. Support real-time data use and capacity including weekly, monthly and quarterly data review meetings; facilitate capacity improvement efforts and implement remediation efforts that address identified gaps and challenges. 
    • Support the NTBLCP’s situation room and implementation of the situation room methodology at the national level. 
    • Supervise and technically support State SI Associates in implementing the situation room methodology across supported states. 
    • Support the development and finalization of DQA protocols, site selection and visit plans. 
    • Build the capacity of national and state level TB programs in data demand and information use, applying developed curricula, and conduct follow-on mentorship. 
    • Lead in documentation of project successes and lessons learned by contributing to project reports, publications, internal and external presentations.

    Required Qualifications:

    •  A master’s degree in Public Health, Statistics, Health Informatics, Epidemiology, Computer Science, or a related field. 
    • At least eight years' experience working with routine health information systems. Experience working with TB programs, including DHIS 2 preferred.
    • Extensive demonstrated experience in leading and managing rigorous and evidence-based DQAs. 
    • Extensive demonstrated experience in training M&E methodologies, data collection and analysis, and findings dissemination sessions using DQA findings.
    • Demonstrated experience in report writing for USAID or other donors.
    • Sound knowledge of the USAID ADS policy, especially guidance and requirements on DQAs.
    • Proven skills in qualitative and quantitative data analysis data analysis with proficiency in statistical packages - Stata, SPSS, advanced MS Excel, BI applications
    • Working knowledge of patient-level and aggregate data management systems.  
    • Knowledge of project management principles to manage outputs with multi-disciplinary teams, including extensive knowledge of IT principles, methods, and techniques. 
    • Ability to work well under pressure; skills in crisis management and problem-solving; ability to achieve consensus among multiple stakeholders. 
    • Excellent written and verbal skills in English; ability to communicate technical information to audiences with varying levels of technical expertise.

    TB M&E/Surveillance Advisor

    Purpose of Position

    • Palladium is seeking to employ a TB Monitoring and Evaluation (M&E) / Surveillance Advisor for delivery of workplan activities related to supporting and enhancing the performance of the TB M&E and surveillance system in tandem with the NTBPLC and STLCPs and the performance management of USAID/Nigeria’s TB implementing partners in data visualization, analytics and use. (S)he will be responsible for designing and implementing the M&E activities of the Data.FI TB activity and performance tracking of indicators as mandated by USAID. (S)he will maintain and ensure timely update of the Automated Partners Reporting Platform (APPR) data for timely submission data reports to USAID, NTBLCP, and other stakeholders.
    • The M&E/Surveillance Advisor will report to the Data.FI Nigeria Senior Public Health Surveillance Advisor and work closely with the Data Use and Analytics team. This is full-time position with a contract for 1 year, renewable subject to availability of funding.

    Primary Duties And Responsibilities

    • Lead in the preparation of consolidated reports that include concise narratives and relevant tables to meet national and donor reporting requirements.
    • Ensure prompt update of analytics and visualizations on the APPR, USAID’s Comprehensive Access review Dashboard (CARD), and other platforms as may be required.
    • Provide technical support to reporting and administration of the APPR system; ensure its optimal use at the national level and facilitate access across the hierarchies.
    • Update and maintenance of indicators, generating indicator code lists, and configuration of data elements on the APPR. Based on PEPFAR MER Indicators and other custom TB indicators, generate indicator code lists to be implemented on the APPR.
    • Provide technical support to the implementation of the TB situation room methodology at the national and sub-national levels. Research, plan, analyze, and organize data to develop policy briefings, publications, and reports.
    • Support implementation and standardization of a unified TB data use strategy and data review guidelines at the national level and across the states of focus.
    • Proactively analyze TB data; develop data packages, reports, and slide decks on state and country level performances. Provide SI (data collection, analysis, reporting, and use) support to the USAID/Nigeria and NTBLCP.
    • Support implementation of data reviews for rapid action methodology at the national and state levels.
    • Work with the Deputy Country Director in preparing quarterly/annual reports on project progress and monitoring project activities on a regular basis.
    • Respond to routine data analysis requests from the USAID HIV/AIDS and TB (HAT) team and provide necessary feedback in a timely manner.
    • Working with the SI Specialists in the states, support implementing partners to facilitate and support high-frequency reporting (HFR) processes to identify barriers to data use and generate solutions to address those barriers.
    • Support documentation of best practices and use cases at the national level.
    • Conduct regular analysis and reviews of national-level performance on key priority indicators.
    • Work with implementing partners to standardize monitoring and evaluation systems. Any other duties assigned as per the dynamic programming environment
    • The TB M&E and Surveillance expert will be responsible to assist NTBLCP and stakeholders in their efforts to generate TB quality data for decision-making at all levels
    • Continuously assess NTBLCP’s M&E and surveillance system to identify gaps, weaknesses, bottlenecks in data management, and use the findings to develop interventions in improving the data management procedures
    • Support with monitoring the performance of high TB burden states through the analysis of core indicators.
    • Respond in a timely manner to ad-hoc data analysis requests by NTBLCP and USAID

    Required Qualifications

    • A master’s degree in public health, Statistics, Health Informatics, or a related field.
    • Experience working with the NTBLCP and/or other infectious disease control programs in Nigeria.
    • Minimum of five years’ relevant experience in TB disease surveillance, data collection and reporting, experience working with Health Management Information Systems supporting data management, data analysis and data dissemination for decision making. Sound technical experience working with DHIS2 systems preferred.
    • Demonstrated extensive experience working on M&E methodologies, data collection and analysis, and dissemination of findings.
    • Experience in leading and conducting rigorous and evidence-based data quality assessments (DQAs).
    • Technical Knowledge working with patient-level and aggregate data management systems; experience with LAMISPlus in Nigeria and National OVC Management Information System (NOMIS) preferred
    • Proven skills in data analysis with proficiency in statistical packages – Stata, SPSS, NVivo, advanced MS Excel, BI applications or other relevant statistical packages
    • Sound problem solving, analytical, and decision-making skills.

    State TB Strategic Information Associates

    Purpose of Position

    • In support of the TB programs at the sub-national level, Data.FI is seeking to employ the services of four Strategic Information (SI) Associates to continue work in collaboration with relevant stakeholders to support the institutionalization and enhancement of the state TB situation rooms (SRs). The State SI Associates will support implementation of the project’s field-based strategy to create regular forums for sharing achievements and challenges with stakeholders, generate analysis at state level for TB output and outcome indicators, by promoting peer-exchange and problem solving.
    • Under the guidance of the Data.FI Nigeria TB SI Specialist, the SI Associates will ensure that data use strategy is effectively implemented, and robust information products are produced for informed decision making. These are full-time positions with a contract for 1 year, renewable subject to availability of funding.

    Primary Duties And Responsibilities

    • Provide technical support to enhance TB response reporting systems

    • Generate periodic (monthly, quarterly) reports on TB response activities in the state
    • Provide technical support and strengthen the capacity of the State SR to develop analyses, profiles, briefs, and program bulletins on the TB response in the state

    TB Digital Systems Developer

    Purpose of Position

    • Palladium is seeking skilled TB Digital Systems Developer to join the software engineering team on Data.FI responsible for the design and development of various technology products that support health and social services. The incumbent will work in collaboration with technical leads and product managers to ideate software solutions and design client and server-side architecture to ensure the integration and interoperability of the different electronic TB management information systems (TB-MIS) in Nigeria. (S)he will be responsible for, among others, building services using Java and Spring Boot working within a Linux environment, deploying, and managing services on both AWS and Microsoft Azure, and using Postgres to interact with relational data.
    • The Digital Systems Developer will report to the Informatics Team Lead, and work closely with Business Analytics, Data Use and Analytics and Public Health Surveillance Teams. [DD1] This is full-time position with a contract for 1 year, renewable subject to availability of funding.

    Primary Duties And Responsibilities

    • In collaboration with the Data.FI Health Informatics, Business Analytics, Data Use and Analytics teams, work with the NTBLCP to identify and propose solutions related to electronic platforms for managing TB data collection, analysis and reporting.
    • Participate in the designs, development and implementation of digital solutions for TB M&E and surveillance using a mix of off-the-shelf, software-as-a-service, open-source, and custom-built software solutions.
    • Troubleshoot, fix defects, and extend the functionality of existing websites, systems, applications, mobile apps, and content management systems for TB data.
    • Evaluate existing systems and maintain detailed technical documentation for all products developed, including system design documents, data dictionaries, and database design.
    • Ensure adherence to established processes and use of tools and technologies that are consistent with existing solutions, infrastructure, and support capabilities.
    • Participate in the development of web-based high-capacity information systems for cloud and local environments.
    • Build and maintain test and evaluation environments as required.
    • Design and execute performance and security tests, produce reports on these systems as appropriate.
    • Design and develop REST-based web services utilizing Java Spring Boot.
    • Apply design principles and patterns in creating enterprise-level solutions, as needed.
    • Perform web services tuning and performance testing.
    • Implement unit tests as needed.
    • Support Front End Developers in leveraging web services.

    Required Qualifications

    • Minimum of five years’ relevant experience in Information Technology (IT), software development, interoperability, and/or data visualization.
    • 3 years of experience in development and implementation of digital health tools specifically relating to technology and data solutions in a data driven environment.
    • Solid technical background with understanding or hands on experience in development and implementation of Information Systems that support health and social protection programs
    • Demonstrated understanding of TB electronic surveillance systems and/or case-based management systems, e.g. DHIS2, eTB Manager etc.
    • Solid knowledge of JavaScript environments, including React and state management such as redux.
    • Solid knowledge of responsive web design using Bootstrap and related technologies.
    • Experience with relational databases, schema design, and performance analysis.
    • Experience deploying solutions using containers and other cloud technologies.
    • Modern Java capabilities and techniques.
    • Good knowledge of Spring Boot, Spring Security, Spring JPA, and Hibernate.
    • Relational data modeling concepts and experience in PostgreSQL, MySQL, or similar applications.
    • Adopted opinionated RESTful web services design patterns.
    • Microservices-based application architecture.
    • Application containerization technologies, including Docker, Kubernetes.
    • Knowledge of standards for systems integration such as REST, OAUTH2, and OIDC.
    • Experience with Git or similar version control systems.
    • Knowledge of server-side CSS pre-processing platforms, such as LESS and SASS.
    • Experience with LAMISPlus and NOMIS suite of applications as well as global goods for digital health such as DHIS, OpenMRS and OpenHIE will be an added advantage.
