    HRH (Human Resources for Health) Specialist

    Job Purpose

    • The Human Resources of Health (HRH) Specialist will provide strategic direction, technical leadership, and oversight to the HRH component of the project.
    • This will include strengthening leadership and governance, workforce performance improvement, evidence-based human resource planning, strengthening recruitment, deployment and retention practices; health education and health workforce regulation.
    • S/He will ensure a comprehensive approach to human capacity development and provide programmatic leadership to ensure seamless planning, implementation of activities, and technical support.
    • S/he must have an appropriate balance of technical, managerial, and interpersonal skills and experience.
    • The HRH Specialist will have the capacity to successfully interact with national and sub-national ministries and agencies, development partners, civil societies, and community-based organizations.
    • S/he has technical expertise and prior experience in HRH program implementation, and more specifically human resource management and performance improvement and experience working with USAID projects.
    • Furthermore, a deep understanding of the health system in Nigeria, both at the national and sub-national level, is essential.
    • The HRH Specialist will act as a strategic advisor to the relevant government counterparts in all reforms and policy considerations related to HRH in Nigeria.
    • Responsibilities include leading and ensuring technical quality assurance for the relevant knowledge products and deliverables; contributing to strategic thinking for the project; and offering coaching and mentoring to government counterparts to institutionalize improvements in HRH improvements.
    • S/He will be accountable for project deliverables, results, implementation, and ongoing monitoring of the project activities related to HRH, including fulfillment of technical strategy and vision, effective project and people management, comprehensive documentation, and reporting, and fostering stakeholder relationships related to HRH.

    Responsibilities

    • Provide strategic guidance on HRH initiatives within the project activities and oversee project technical workstreams and activities in areas such as HRH capacity, workforce improvement, evidence-based planning, advocacy, research, and technical assistance.
    • S/He will develop and nurture working relationships with senior level government leadership.
    • Collaborate with the chief of party and team to develop and implement HRH strategies aligned with USAID requirements.
    • Strengthen the capacity of national and sub-national government stakeholders to provide oversight of and effectively engage with local government health teams on HRH reforms, capacity and improvement.
    • Strengthen the capacity of local partner institutions on HRH management, recruitment, and retention, and related areas.
    • Provide technical support to the Ministries and health teams to apply HRH management to incentivize providers to improve the quality of care.
    • Collect, collate, and analyze routine data on selected indicators to inform the development of appropriate HRH interventions related to NHIA, public financial management, and financing of primary health care, access to commodities and supplies, and UHC.
    • Support Ministry/sub-national-level monitoring, evaluation, learning, and reporting activities on HRH management, including technical and operational oversight of regional referral hospital and/or local government-level activities.
    • Develop and ensure high-quality of all major deliverables and work products such as reports, briefs, summaries, presentations, and other documents in a timely manner as expected.
    • Document and disseminate learning products on HRH management and improvements to different stakeholders to inform policy. Use the learnings and emerging evidence to co-create sustainable HRH solutions with Ministry and LGAs.
    • Lead a team or support/supervise analytical work and HRH and workforce development analysis in areas potentially including but not limited to service delivery, staffing, recruitment, and workforce regulation, and the development of HRH reforms, policies, and plans.
    • Supervise mid-level technical staff to achieve project milestones within the anticipated project timeline.
    • Work in a facilitative manner with national counterparts from government, civil society, and other stakeholders, to support local leadership, decision-making, and capacity strengthening.

    Qualifications and Experience
    The requirements listed below are representatives of the knowledge, skills and/or ability required to successfully perform this job:
    Experience/Expertise:

    • Master's Degree in Public Health, Public Policy and Management, Business, or other relevant field
    • Excellent command/proficiency in English
    • Five to seven (5-7) years relevant work experience in public policy, health workforce management, or health system strengthening in Nigeria or similar context.
    • Significant understanding and knowledge of healthcare strategies, challenges, and opportunities within the Nigerian context
    • Demonstrated analytical skills related to health workforce management.
    • Demonstrated ability to engage effectively with external strategic partners, donors, government ministries, and stakeholders.
    • Strong facilitation, problem solving, and stakeholder engagement skills.
    • Eagerness to support and mentor junior staff and peers.
    • Ability to produce new evidence and translate evidence into policies.
    • Outstanding cross-cultural communication skills, including the ability to relate respectfully with staff at all levels, ages, genders, nationalities, and orientations and across work areas.
    • Excellent research and analytic skills, communication skills (verbal, written, and presentation).
    • Excellent organizational and time management skills
    • Ability to work both independently and as a member of a team and to handle multiple priorities is required.

    Senior Health Economist

    Role Purpose

    • The Senior Health Economist will play a pivotal role in providing the technical expertise in project technical activities, contributing to the increased efficiency of health expenditure, mobilizing additional resources by expanding the fiscal space for domestic financing, utilizing mixed health systems approaches to increase collaboration among the relevant stakeholders and advancing the National Health Insurance Authority (NHIA) implementation.
    • The Senior Health Economist will have expertise in one or more aspects of health financing, strategic purchasing, and public financial management (PFM), including health insurance, domestic resource mobilization, and performance-based financing. Furthermore, a deep understanding of the health system in Nigeria, both at the national and sub-national level, is essential.

    Technical Director

    Job Purpose

    • With guidance from the Chief of Party, the Technical Director is responsible for the technical oversight and coordination of program activities, providing overall technical direction for the combined program and technical support to the implementation teams and associated government counterparts for the sound implementation of the program.
    • S/he will provide advisory functions, leadership and guidance to the implementation teams and institutional development to government counterparts.
    • S/He will liaise with all program teams in regard to progress of implementation activities, highlighting emerging issues and challenges, and proposing options for their resolution.
    • S/he has a deep understanding of and experience working in health financing, public financial management, results-based financing, and universal health coverage and the National Health Insurance Authority within the Nigerian context.
    • The Technical Director will build and maintain relationships with external partners, representing HSDF and the project at meetings, conferences, etc. relevant to the portfolio and disseminate information as related to the project.
    • The Technical Director will also work in coordination and collaboration with USAID, Nigerian Ministry of Health, sub-national counterparts, civil society, and other relevant partners.

    Responsibilities

    • Provide overall technical leadership in the design and implementation of health financing and human resources for health (HRH) interventions in coordination with key project technical leads.
    • Ensure technical integration and alignment across technical teams to assure high quality project deliverables.
    • Serve as a key technical liaison and work collaboratively with USAID, Nigerian Ministry of Health and other sub-national government and health partners, and to design and implement health financing and human resources for health (HRH) strengthening activities.
    • Maintain strong and positive working relationships with strategic partners and key stakeholders, including USAID Mission and Nigerian government counterparts for the project at national, regional, and local levels.
    • Ensure efficient implementation of project activities and timely reporting of activities internally and externally.
    • Liaise with the monitoring, evaluation and learning director in promoting the use of data for decision-making at all levels of the health system.
    • Promote a team approach that emphasizes performance, creative approaches, accountability, and the achievement of personal and project goals.
    • In collaboration with the COP, and other technical leads, develop and implement annual work plans that reflect the health financing priorities of USAID, the Nigerian national and sub-national stakeholders, and other stakeholders.
    • Coordinate, plan, and implement institutional learning activities supporting the achievement of project goals and objectives, such as special studies, pause and reflection activities, after action reviews, briefings, and communities of practices, learning events and/or seminars.
    • Build capacity for integrating and adapting to lessons learned and changes in project context.

    Qualifications and Experience
    The requirements listed below are representatives of the knowledge, skills and/or ability required to successfully perform this job:
    Experience/Expertise:

    • Master's Degree or other Advanced Degree (PhD, MD) in Public Health, Health Economics, Health System Management or other relevant field
    • At least 10 years’ experience in managing and/or implementing integrated health financing, HRH management, health systems strengthening or other relevant areas
    • Demonstrated experience working on a USAID-funded activity in a senior-level role (project director, technical director, or technical advisor/manager)
    • At least five (5) years of supervisory experience of teams and fostering a collaborative environment to achieve goals, advance project activities, and produce high-quality deliverables
    • Ability to interact effectively and collaboratively with a broad range of senior and mid-level public and private sector counterparts, and other key stakeholders
    • Excellent interpersonal, writing, and English language oral and presentation skills
    • Experience organizing and mobilizing various stakeholders and resources to improve health outcomes
    • Excellent organizational and time management skills
    • Ability to work both independently and as a member of a team and to handle multiple priorities is required

    Chief of Party

    Responsibilities

    • The Chief of Party (COP) will provide overall strategic, programmatic, technical leadership and financial guidance and oversight to the project; ensure technical rigor and efficient and effective delivery of the objectives; and support and supervise the key personnel.
    • S/He will develop and nurture working relationships with senior level government leadership, civil society, and other related programs and projects
    • Collaborate with a broad range of public and private sector counterparts and support USAID to achieve the goals to strengthen the delivery of health services through creative, innovative, and effective interventions
    • Serve as the team lead for the project and ensure strong communication and coordination with and between all team members to effectively achieve program objectives and ensure responsive and efficient project operations
    • Interact with USAID Nigeria teams on relevant technical issues affecting the project ensuring effective communication and client satisfaction
    • Ensure effective use of resources, timely submission of major technical reports to USAID Nigeria and other stakeholders, and overall compliance with USAID regulations and HSDF policies and procedures
    • Foster strong partnerships and collaborations with the government department in charge of related issues and all relevant stakeholders
    • Communicate and implement an integrated vision among different components and actors
    • Analyze and evaluate project operations to identify and resolve issues or problems
    • Promote sustainability of project activities with effective networking, linkages to other programs Carrying out evidence generation activities on best practices around financial sustainability for private sector associations utilizing rigorous context appropriate research methods

    Qualifications / Experience

    • Masters or advanced degree in a relevant field such as Public Health, Health Administration, Public Policy, or related field.
    • At least 10 years’ experience in a senior leadership position on a donor-funded project, related to health financing, human resources for health, integrated care, evidence to policy or related field.
    • Experience with USAID-funded project preferred
    • Demonstrated experience leading a complex multi-million dollar donor funded projects, with experience managing teams of professionals, and with the administrative, procurement, hiring, and recruitment, financial and logistical aspects of project implementation
    • Experience in coordination of and collaboration with stakeholders including government agencies, civil society, and international donor agencies, including USAID
    • Excellent command/proficiency in English
    • USAID project experience and understanding of USAID’s development priorities required
    • Excellent stakeholder management skills
    • Excellent communication skills (verbal, written, and presentation)
    • Demonstrated strategic planning, problem solving, analytic, and financial and evaluative skills
    • Excellent organizational and time management skills, attention to detail and ability to effectively perform multiple task and balance competing priorities often within a required timeframe
